MINUTES OF THE TOWN COUNCIL REGULAR MEETING April 19, 2011

The regular monthly meeting of the Winfield Town Council was called to order on April 19, 2011 at 7:00 p.m. by Mayor Ronald C. Stone, at Winfield Town Hall, One Main Street, Winfield, WV. ATTENDANCE Members Attending Ronald C. Stone, Mayor; Joe Rumbaugh, Charles Keefer, Charles Eshenaur, Nathan Fewell and Dana Campbell, members; Jackie Hunter, Recorder. Staff Present: Gloria Chapman, Johnny Hodges, Staff and Tim LaFon, Town Council and Chief Lucas, Police Department. Public: Mr. Steven King of 4 Cheryl Court and Mr. Richard Stone of 28 Country View provided photographs and informed council of problems in Country View Estates caused by flooding from the cemetery. The Mayor stated that the problem would be brought before the Municipal Building Commission. MINUTES The minutes of the March 8, 2011 meeting and of March 21, 2011 special meeting were moved to be approved by Charles Keefer. Joe Rumbaugh made a second. Motion carried. FINANCIAL Bills Paid for the month of March 2011 were moved to be accepted by Nathan Fewell. Charles Keefer made a second. Motion carried. The General Fund Financial Statements for the month of March 2011 were moved to be accepted by Charles Eshenaur. Charles Keefer made a second. Motion carried. The Coal Severance Fund Financial Statement for the month of March 2011 was moved to be accepted by Charles Keefer. Nathan Fewell made a second. Motion carried.

REPORTS, QUESTIONS & DISCUSSIONS

Police and Municipal Court Activity. The Mayor reported that the Police Department is still looking for a qualified officer. Sewer System Report: The Mayor reported that the Sanitary Board voted to supplement $18,531 to the funds remaining in the wastewater project to cover cost of two new generators. He stated that one generator would be permanent and the other one would be used to travel to various lift stations in the event of power failure. The Mayor further stated that the manhole behind the supermarket has been repaired and that Winfield Middle School has requested a sanitary sewer system connection. He stated that we approved the connection, provided they meet certain criteria such as outlined by our engineers, S & S Engineers. The Mayor reported that significant amounts of storm water has infiltrated into our sewer lines in various locations throughout town. He stated that we have contracted with Putnam PSD to do camera inspection of our lines to find the specific infiltration areas. Storm Sewer Report: The Mayor noted that the Storm Sewer Project is to be completed 180 days from March 15th. He stated that work at Elm Street and Riverview has been completed and some drainage problems at the BP Station have been corrected.

Comprehensive Plan - The Mayor reported that Chapter II Land Use plus maps have been placed on the web page. The Comprehensive Plan Committee will next meet on April 21 at 5 PM at the Town Hall. OLD BUSINESS NEW BUSINESS 2011-2012 Levy Order Rate approval. No public comments were heard nor were there any written objections submitted. The West Virginia Auditors Office had rendered written approval; therefore, Joe Rumbaugh moved to approve the Levy Rates as follows: Class 1 - 12.50 Class 2 - 25.00 Class 3 - 50.00 Charles Keefer made a second. Motion carried. Reappointment Steven Hanna to Building Commission Charles Eshenaur moved to reappoint Steven Hanna to the Building Commission for a two-year term. Charles Keefer made a second. Motion carried. Appointment to Board of Zoning Appeals None Appointment of Election Workers Charles Eshenaur moved to approve election workers as presented. Charles Keefer made a second. Motion carried. 2010-2011-10 Ordinance pertaining to traffic control on town streets. The first reading of Ordinance 2010-2011-10 pertaining to traffic control on town streets was read. Charles Keefer made a motion to accept Ordinance 20102011-10 with corrections as discussed; Dana Campbell made a second. Motion carried.

Mayor/Council Good of the Order. The Mayor reported that City clean up would be held May 14th and 15th. He noted that details would be forthcoming.

ADJOURNMENT Nathan Fewell moved that the meeting be adjourned at 8:05 p.m. until the next regularly scheduled meeting. Motion carried.
