Introduction:

Geographically Bangaladesh is a land of natural disaster. It is the most vulnerable country in the world. Cyclone, flood, tornado, tidal bore, river erosion, earthquake, industrial accidents are the most common natural disaster in our country. During the division of Indian sub continent and the liberation of 1971, it also faces a serious refugee problem the risk and hazards of this disaster are increasing day by day. On the other, hand our government to recover the loss of such disaster of his own resources. As a result a great deal of voluntary social welfare agencies have been established everywhere in our country. For the monitoring and regulating of such voluntary social welfare agencies, our government has three ordinances. They are 1. The voluntary social welfare agencies (Regulation & Control) ordinance 1961. 2. The foreign donation (Voluntary Activity) regulation ordinance 1978. & 3. The foreign donation contribution (Regulations) ordinance 1982.

Background:
After the division of Indian sub-continent, the East Pakistan had to face severe refuge problem. In 1652, a group of United Nation staffs emphasis on this problem and the development in our country. According to their recommendation The Social Welfare parisad was establish in 1956 to develop the social services. On the other hand, according to the promulgation of the president voluntary social welfare agencies (Registration & Control) ordinance was introduced to enrich and control voluntary social welfare agencies. It was effective in 1961. It is the first legal step to voluntary social welfare agencies by the government. After the liberation war we have to face refugee problem again, the impact of several Flood and severe food crisis. As a result, a great amount of

foreign donation was given to the voluntary social welfare agencies to improve the condition of the affected people. So the Foreign Donation (Voluntary Activities) Regulation ordinance 1978 was developed to control over the voluntary welfare agencies. After three years the foreign contribution (Regulation) Ordinance was developed. This ordinance provided further provision regulating and the receipt of foreign contribution.

The voluntary social welfare agencies (Regulation & Control) ordinance 1961:
 Through this ordinance, we can define the field of voluntary social services.  Lays down procedures for the establishment, registration, administration and di-solution of such agencies.  Through this ordinance, the government can regulate the function of a voluntary social welfare agency.  It has the voluntary organization in the bound to the government rules and regulation.  It has established relationship between the government and voluntary organization.  From the annual report, we can know about the yearly activities of voluntary social welfare agencies.  For this ordinance, the voluntary is responsible to the government for their activities.  Many irregular organizations have dissolved.  It has encouraged the voluntary activities in the country.  For this ordinance the voluntary organizations has to register.  It has brought a chain of command in the voluntary organizations.  It has brought a revolutionary change in the development of the people.

Weakness:
 The punishment that has been mentioned in this ordinance is not sufficient to compare with present value of money and time.  Sometime this ordinance unable to fulfill its goal because of the political ordinance. Most of the time the authority has to work according to the willing of the political leaders. The inspection report always remains on the behave of political pressure.  Some time we find corruption regulation authority and the governing body. The regulation authority performs for the money.  Sometime the real organizations do not get permission for the political impacts.  There is no financial description of the member of an organization; as a result, they have earned much money in illegal way.  Because of the bureaucratic impact, the activities of voluntary organizations are being slow and damaged.  It is a long-term process as a result; people are not getting proper voluntary services.  Because of this ordinance, the problem is being correcting in the allocation of resource.  We do not find the proper implementation of this law.

The voluntary social welfare agencies (Regulation & Control) ordinance, 1961:
 This ordinance has brought a general combination among the Bangaladesh government and voluntary organizations.  The government can regulate the receipt and expenditure of foreign donations for voluntary activities in Bangladesh.  This ordinance has brought the responsibility are increasing usages of foreign donation.  Because of this ordinance the proper vow are receive foreign donation.

 Foreign donors are interested because they can know the proper usages of their donation.  Proper distribution of donor s wealth.  Accountability.

Weakness:
        Obligation Fail in emergency need. Political influence. Corruption during inspection. Bureaucratic influence. Harassment the real agencies. A long-term process. It has limited the opportunity.

The foreign donation contribution (Regulations) ordinance 1982:


 It has brought a combination among the donor, government and voluntary agencies.  It has enriched the bad side of 1978.  It has brought control over the donor.  Because of this law, the accountability has been obvious term then earlier.  It has inspired the voluntary social welfare agencies.  This law create a outline between GO and NGO. Because this law is only applicable for the non-government voluntary social welfare agencies.

Weakness:
 In some cases the donor agency are not interested because they have to suffer by this ordinance.  Political and bureaucratic influence.  Corruption in inspection.  Because of this law, the voluntary organizations have to fail to fulfill the emergency needs of the people.  Government staffs are benefited because of this law.  The new agencies are not interested because they have to maintain some complex legal steps.

As there was some barrier to fulfill the target with this ordinance though the ordinance are the milestone in our country for voluntary social work and voluntarism. Voluntary Social welfare agencies are properly assimilated with this law. They can ensure the best voluntary service to follow those regulations and ordinance.
