Private Sector Development Consultant Technical Assistance - Georgia Action Against Hunger Spain (ACF) Closing date: 15th August 2011 Assignment Duration: 60 working days with possible extension if necessary Location: Tbilisi (Georgia) with occasional local travel if needed. General Description: Action Against Hunger Spain (ACF) and the Ministry of Regional Development and Infrastructure (MRDI) in Georgia are seeking a Private Sector Development Consultant for a short-term assignment to assist the MRDI in identifying the most effective methodology to promote private sector development and provide direct technical assistance for initiating a private sector development programme. This assignment is to be financed under the ACF programme, Technical Assistance for Local and Regional Development in IDP-populated regions in Georgia, which is funded by the European Union. The goal of the programme is to contribute to building the capacity of the MRDI, the Municipal Development Fund (MDF), regional/local authorities and other participating institutions for the implementation of the EU-funded programme "Support to Georgia's IDPs Action Plan: 2009 Part III" that assists the integration, resettlement, economic and social integration of all IDPs within Georgia. Terms of Consultancy It is planned that the consultancy will take place over several phases. The initial assignment will be for a 60 working days period and will cover the following: Phase 1: Key Tasks & Responsibilities:

1. To undertake a comprehensive assessment of the current, ongoing programmes and initiatives for private sector development in Georgia and to produce a report on the findings. 2. To plan and host round table meetings of principal stakeholders to identify potential opportunities for support and investment from the MRDI and to examine possible synergies with other programmes and initiatives 3. To assist the MRDI in developing its private sector development programme and methodology and to provide support with the dissemination of this programme to the broader public 4. To assess the MRDIs current capacities for running the PSD programme and to identify potential partners and agencies that may assist with the management and implementation of the PSD programme Future assignments will identify additional needs for support and technical assistance and elaborate a training plan to develop the capacity of those staff implementing the PSD programme. The consultant

will also periodically oversee the PSD programme progress and offer expert advice and technical assistance to enhance the direction and development of the programme Profile: Masters degree in a discipline related to Private Sector Development Substantial experience (minimum ten years) of working on economic / business development programmes Knowledge of the development context in Georgia a considerable advantage Considerable practical experience of managing capacity building programmes Proven track record in providing institutional support to government Good communication and training skills Proven diplomacy, negotiation and representation competencies Strong analytical skills and strategic thinking capacity Adaptability and tolerance to stressful conditions Positive attitude and motivational people management skills Good computer skills: facility with MS Word, Excel, PowerPoint, and email/internet software English essential, knowledge of Georgian or Russian a considerable advantage

Initial Consultancy Period: 60 working days (September November 2011) Terms and Conditions: Initial consultancy contract for 60 working days with possible extension Consultant to be based in Tbilisi with occasional travel to the field in Georgia In addition to the consultancy contract ACF will pay international flights, accommodation and incountry transport costs when the consultant is on an overnight field visit Accommodation in Tbilisi and insurance cover to be paid by the consultant and to be included within daily rate for remuneration The consultant will be using his/her own laptop and other equipment he/she considers as necessary, and not mentioned in this announcement The consultant will be accompanied by a local expert appointed by ACF. English-Georgian translation will be provided by the local expert.
