The fourth speech was given by Ashin Htarwara, General Secretary of All Burma Monks Associations. In his speech; Because we are monks of the religious order, we do not wish Bloodshed for all unsolved problems. We wish peaceful means, dialogues for solutions. The current SPDC govemment which is ruling the country is made up of people who have the capacity of consideration. So they must understand what their people are demanding because they have the capacity of consideration. Although the population of Burma small, its territory is large enough for earning ones living and prosperity. Moreover, Burma is rich with natural resources in sea, in the earth and on land. It should have become a modernized country. But it has not. The current military dictators should

ask themselves modernized country. But is has not. The current military dictators should ask themselves first who was the cause of Burma being listed among the poorest nations in the world. A handful of people who are dictators are misappropriating the revenues of the people and getting rich. By boasting to the international circle that the country is not poor and that the country is not in trouble, they are showing to the people of Burma and the world their acts which are not in trouble, they are showing to the people of Burma and the world their acts which are not in accordance with the conducts of gentlemen and good rulers. Their way of thinking and their ideology are narrow and limited and they could no longer rule or repress the people of Burma by enclosing them in a frame ( by restrictions ) . Although the people of the people of Burma are suffering from poverty and starvation under the military clique, each of them have knowledge of the outside world. So our Burmese people can think about and make their own minds about the international affairs. The fact that there is no development in Burma when it is compared with

other current developing countries in the world is due to very poor

administrative mechanism (Governance) of the military clique. Although they are aware of this , the military clique does not solve the political problem of Burma. instead, they are trying to drag their feet by deceiving the public with their seven road-maps. This is detrimental for our people. So, observing 10 conducts of the king ( ruler) which is the (good)governance of the people. If bad rulers who do not observe 10 conducts of the ruler impose dictatorship on the country, they will lose respect from the people; they will also lose respect from other rulers. They will definitely face shameful disgrace as well as ruin and defeat. So we would like to tell the military dictators that genuine peace and democracy free and just system of governance, will truly be established only by correctly working on the solution of all unsolved problems with reasonable and measured ones by holding a tri- partite dialogue with all ethnic groups.

I conclude that if the military government does not work on any solution, our monks will join the people in taking part in the saffron revolution to the end peacefully and without fear. It was observed that more than 300,000 monks and people attending the speeches on this day. On 24.09.2007 at about 12.00p.m we marched from the foot of the Shwedagon Pagoda to the Kyaikkasan Pagoda. We arrived at the Kyaikkasan Pagoda to 3.00 p.m U Kauvida and U Zargara gave speeches. The speeches on this day were attended by 250.000 monks and people. On 25.09.07prothests started in 65 large towns in the whole of Burma. The main cities ( and places ) included Rangoon, Mandalay, Irrawaddy ( Division ) , Maulemein , Myitkyina , Mogok , Akyab, the Karan State, the Shan State , Sigaing , Myawaddy , prome , Taungok , Bassein , Kyaiklat ,

Phapon and Henzada. The peaceful political challenge against the military government began.
