On behalf of Victims Association Ksaem Ksan, we would like to express our thanks for your treatment input into case 001 and wish your best efforts with a view to a progress of smooth proceeding conducted is going on case 002. Civil parties admissibility by the Pre Trial Chamber in this case contributes to strengthening the role of civil parties in the ECCC, the search for truth, for the sake of justice and national reconciliation. A few days before your plenary session, we would like to express our concern related to the civil parties testimony right and the right to representation by counsel at the substantive hearing on case 002 before the trial chamber. As for the civil parties testimony, it will participate in the truth, the recognition of suffering of the victims during the regime of Democratic Kampuchea, and justice for all victims. This right to be heard and the intervention of the civil party lawyers in all stages of the procedure should be guaranteed without qualification or limitation because the civil parties are parties to the proceedings. Our association has taken note of the establishment of the Section Co-lead counsel, whose role is to coordinate the representation of civil parties at trial stage. The fact remains that the civil parties have given a power of attorney to their lawyers, making them their legitimate representatives before the ECCC, and their spokesmen. They are concerned about the possible reduction of time allowed to their lawyers and the seating place they will be given during the hearings to come. In this sense, reducing access to their lawyers at the hearings is to reduce the speech of the civil parties.
