What is MADb
The Membership Application Database (MADb) system is a networked Intranet based application which allows for the registration, tracking and collection of data concerning job seekers accessing a workforce investment system.
Data Collected
Data in the MADb system is collected directly from job seekers as well as data entered by staff. Specific examples of information collected include: Member registrations, which include: name, contact information, immediate work history and wage information, skills, and educational background; Services accessed within Service Centers which is entered using self service kiosks; Referrals to job opportunities; Assessment tests taken and scores received; Scanned services using bar coded services, workshops, and other outputs; and

Important notes about this diagram include: The thin black lines with double arrows represent the ability for two way communication from the database; The thick single arrow (gray) lines represent one way data input into the database; and It is also important to note that all data moves between the input/output device and the server. It is not possible for one user to directly communicate to another user.

The data structure within the MADb system is similar to a One-Stop Management Information System. Each job seeker has at a minimum two database records: 1. What you will see on this screen, will depend on your level of access. The training user level is set to Administrator. Accessing
To access MADb tools, you may either: Click the MADb Tools link from the Administrator home page; or Access it directly by typing http://bcvmadb/kioskweb/prd/tools o Or in the training system: http://bcvmadb/kioskweb/training/tools
Authenticating
MADb Tools login credentials are the same as those used for the MADb Administrator.
Navigation
Important navigation tips for this screen include: Clicking on the word page; Clicking on the in the upper right will bring you to the MADb Tools main
Clicking on either or will expand those selections so you may see available choices. Clicking again will collapse the selections.

The Job Candidate Management area is where all data entry and editing occurs within the MADb Administrator. The following are the features of this section: Use this function to enter a new job seeker Create Service Account into the system as a staff member. This function will allow you to add: Primary job seeker data Sequence data Skill inventory Use this function to update an existing member in the database. The function will allow you to edit existing candidate information, including: Primary job seeker data Sequence data Skill inventory In addition, you may: Close and open new sequences; Manage application referrals Manage Rapid Response Needs Survey Manage assessment test scores Manage placements / outcomes Review new initial job seeker selfregistrations, and approve. Delete a service account, including all related history.

Enter the job seekers SSN or provide a unique number. This field has a red asterisk *, which means it is required. If you choose not to employ the use of social security numbers, you may want to follow the same procedure used by your One-Stop Management Information System to generate a unique 9-digit identification number.
Enter the county of registration or the county that the job seeker will primarily receive services from (if different) *. Indicate if the job seeker is a younger youth. Depending on the configuration settings, you may not see the youth checkbox.
Using the youth feature for job seekers combined with using the youth feature for staff, will allow the database to automatically assign youth job seekers to youth case managers.

Again, any field denoted with a red asterisk * is required to be completed in order to save the record in the database. The system is designed to provide basic demographic data for reporting, recruitment to programs, evaluates the performance of One-Stop systems, and monitor equal opportunity benchmarks. Therefore, it is important to remember that data provided is self-certified. Additional screening may be required to determine actual eligibility based on any of any data indicator(s).

Forcing techniques for required fields: Telephone: 000-000-0000 The notes field is provided as a place to maintain basic contact notes, particularly for job seekers accessing Core Services. Finally, there is no integrated spell checking and data is stored the way it is entered. Therefore, care should be taken to observe capitalization rules. To mitigate capitalization issues, some reporting of the data can be done that will convert all data to capitals (for example to produce a postal service compliant mailing label).
A common question is, when should a new sequence be opened? or when should a sequence be closed? Open, when: o Job seeker returns and there is a change in previous employment or educational attainment; or o Significant period of time between last service received an now Job seekers sequences will soft exit or close automatically if no service is provided within 60-days. Measured by: Kiosk login Updating of sequence data Close, when: o An employment outcome occurs (change in employment history) o A change in educational attainment o Automatic closure after 60-days service lapse (or other time period set by your administrator) o Lost contact with the job seeker o Job seeker leaves the labor market or stops using one stop services

Assignment to Team Member The system requires that each job seeker have an Assigned Team Member. This is a semi-manual process when staff enters a job seeker. However, this is performed automatically, when the job seeker self-registers.

MADb User Training, Revision 5 When a registration occurs, MADb searches the One-Stop of registration. The system sorts all One-Stop team members, and identified the team member with the fewest open sequenced job seekers assigned. MADb automatically assigns the new job seeker registration to that team member. This assignment may be overridden as well. Finally, youth (under 18) are automatically assigned to the youth worker with the fewest number of job seekers with open sequences. The staff administrative management functions will allow the administrator to identify staff as youth workers.
SUCCESS!:
At this point, you may: Edit the Candidate allows you to perform all editing functions (edit information, manage referrals, manage outcomes, manage assessment tests, etc), without having to look-up the candidate. Return to the Candidate Management Screen (to add another candidate or edit another candidate). Return to the MADb Administrator home page.

Your management options for the job seekers are displayed on the five (5) buttons at the bottom of the form.

Start from the home page. Find your membership record. Correct the data that you entered incorrectly. Edit your record again. Conduct a quality check to see if your corrections saved.

Manage a Sequence
To this point you have only reviewed and updated about 1/3rd of the data. To manage sequences, you need to click the button. You will then see a list of all of the sequences for that job seeker and the status (open/closed).
To review the data contained in a sequence and/or to make edits to it, click the the sequence you would like to edit then click .
If you click update, the sequence data screen will reappear, that you saw when you initially entered your membership record.
Close a Sequence

4. Return the Exit Reason to [Exit to Employment]. The system default is [Exit to Employment], which is an indicator of a soft exit, if a sequence is closed with this status.

Complete this process for your membership record. Find your record. Close your sequence. Make sure the sequence closed. Then re-open your sequence, setting the Exit Reason to the system default.

First, you need a job candidate to manage. Find the job candidate through the Job Candidate Management functions and select Update Service Account. Then you will search for a job seeker, using the screens discussed earlier.
One you have selected a candidate click on tests for the job seeker.
If no assessment tests exist for the job seeker, you will only see a data entry utility to add an assessment test result.

From this screen, you may enter the date of the test, the assessment tool used, and the score (or result). It is very important that all users use the accepted methodology for tracking assessment test results. For example for a TABE math test, if one user types in the number of questions correct, another enters the number of questions wrong, and yet another user entering the grade level, then there is no ability to query and understand the data in a meaningful way. Section 12 contains standardized practices for recording assessment data for your One-Stop system.
In the above example, Derek Seeker took the TABE Math test on September 16, 2006. Derek scored at the 8th grade level. One the data is in, click . MADb now stores the data, and a new screen displays. The new screen displays the Assessment Tests the job seeker has on file, and allows for entry of more data:

To edit a job seekers assessment tests results in MADb, you find the job seeker, and click on . If assessment test results are entered for the job seeker, they will be displayed above the Add Assessments data entry area. To edit an existing Assessment Test result, click on the assessment test Test Name that you wish to edit. When you hover over the Assessment Test name in the results area, you will see that the name is actually a hyperlink.
In this case, Dereks grade level was incorrectly entered and is being changed to 9th grade.
Using your membership record: Add a TABE MATH result, for a test taken on June 1st, and your score is 10th Grade. Display all of your Assessment Test Results. Edit your TABE MATH result, edit the result so the result is now 12th Grade. Enter at least one more assessment test result until you are comfortable with the process.

To add an Employee Needs Survey, go to update a Job Candidate Account, find the Job Seeker and click the button.
The next screen will allow you to enter a Rapid Response Survey.
The Database Administrator will need to enter the Rapid Response Company and activate the survey.

Manage Referrals
The referrals management function allows One-Stop staff to track where they have referred a job seeker to for employment opportunities, including: date, purpose, and outcome of the referral.
Adding a Referral
First, you need a job candidate to manage. Find the job candidate through the Job Candidate Management functions and select Update Service Account. Then you will search for a job seeker, using the screens discussed earlier.
One you have selected a candidate click on for the job seeker.
If no referrals exist for the job seeker, you will only see a data entry utility to add a referral. All four elements of data are required to enter a referral:
The Date of Referral is the original date of referral; The employer name is an open-ended entry;

MADb User Training, Revision 5 The purpose is the reason for the referral; The final outcome represents the final result. Outcome is required at time of initial entry; however Pending is an outcome choice. button
Once you have successfully entered all of the data for the referral click the to save the referral.
Updating a Referral
To update a referral we will use the same process to navigate to the referrals area as discussed above. However, when referrals are present, you will see a list of referrals for a job seeker at the top of the screen, and a form for a new referral following that list.
This screen displays all four data-points of a referral, so there is no need to edit the referral just to review the data. To edit a referral, click on the date to the left of the Employer Name to display the referral in an input form.
If changes are made to the referral information, click the changes to the database.
Delete a Referral
Administrators may delete a referral from the editing screen (above), by clicking the button next to the Update Referral button.

Entering an Outcome
In order to enter an outcome, you first need to find a job seeker to work with. Find the job seeker by entering the Job Candidate Management area, and Update an Account. Enter your query criteria. From the results screen click on the and click the radio button for the job seeker you would like to add an outcome for button.
To add an outcome, select the sequence in which you would like to attach the outcome, and then click the button. You may add and update outcomes for open and closed sequences. On the next screen, if no outcomes exist, you will only see a form to add an outcome. If outcomes do exist for this job seeker and the selected sequence, you will see those outcome(s) at the top of the screen and a form to add additional outcomes following the list of entered outcomes. A job seeker may have multiple outcomes for any one sequence. The MADb system provides 5-areas for outcome or placement data entry. The only required sections are the Add Outcome and Status section, which provides the placement information. The remaining 3sections are follow-up and customer satisfaction areas that your One-Stop may or may not use.
Add Outcome
The Add Outcome section contains all of the basic information associated with a new job seeker placement. This data includes: employer name, date of employment, average hours per week, the occupation (Standard Occupation Code), wages per hour, full-time or part-time, staff credited for the outcome, and the funding source(s) that provided service to the participant.

Only the Employer Name, number of hours, occupation, wage, and full/part-time status is required to provide an outcome. All remaining fields are optional. are indicators for the three follow-up Finally, the tracking mechanisms. If your One-Stop does not use these, just ignore these inputs.
Status Outcomes and their Relationship to Status
The Status Area allows you to manage the status of a job seekers sequence when entering or updating an outcome, without having to enter into the job seekers sequence screen. From here, you may close, or reopen (if closed) a job seekers sequence. If closing a sequence, the reason must be selected.

The MADb system allows for tracking two retention calls, following a placement / outcome. The data which can be collected includes: Employment (employed with the same employer, employed with a different employer, and not employed), Promotion or change in benefits, hours per week, and wages per week. The data fields are the same for both the 1st and 2nd follow-up.
The system defaults are 15 and 45-days. However, the system administrator may set these at different intervals.
Employer Service After the Sale Call
The final section is the employer satisfaction call. This allows a One-Stop to monitor the satisfaction of placements occurring within the One-Stop center. The question is a satisfaction question, which should be a common question established by the One-Stop. The acceptable response is a 5-point scale response (5 being the most satisfied).
To save the outcome in the database click the outcomes screen of the job seeker you are working on.

Editing an Outcome
In order to update an outcome, you first need to find a job seeker to work with. Find the job seeker by entering the Job Candidate Management area, and Update an Account. Enter your query criteria. From the results screen click on the and click the radio button for the job seeker you would like to add an outcome for button.
To edit an outcome, select the sequence in which you would like to view and edit outcomes, then click the button.
The system will then display any outcomes associated with the chosen job seeker and a form to enter a new outcome.
The date to the left of the Employer name is actually a hyper-link that will bring-up the selected outcome for viewing and editing if clicked.
The outcome form will now display. You may view all details of the outcome from this screen or make desired changes to the data. If you make any changes to the outcome, you must click the button to save the changes to the database.

Deleting an Outcome
From the update outcomes screen, administrators will see the button next to the Update Outcomes button. Click this to delete an outcome. A pop-up dialogue box will confirm your desire to delete the outcome. This will permanently remove the outcome from the database. Outcomes should not be deleted if they provide performance information for the One Stop.

The system will display a report of all Job Candidates registered in MADb that have not been approved by a One-Stop team member.

To approve job seekers select all of the job seekers to approve, by clicking on the check-box next to the job seekers name. Once you have identified all job seekers to approve, click the button.

Administrators may delete job seekers, for example where multiple records may exist, by clicking the check-box, and clicking the SELECT window will appear. button. A confirmation
Administrators should note that this report will partially fail when a Job Seeker account exists and lacks a full-sequence. This is caused by job seekers failing to complete a self-registration. These job seekers failed records will need to be deleted for the report to run correctly. The offending record will be the last name to display in the report.

Run a candidate approval report. Data may or may not exist in the system. If your record displays: Perform a right-click open for the INFO and the SKILLS inventory Approve your account Run the report again, and verify that you are approved; this will be evident by your account no longer being listed in the report.

Satisfaction Report

This report will generate a list of all job seekers who have not accessed a One-Stop within the last 30-days. This report will display all job seekers with an outcome who have not had a 1st Post Placement Follow-up completed. This report will display all job seekers with an outcome who have not had a 2nd Post Placement Follow-up completed. This report will generate a list of all job seekers with an outcome that need to have an employer follow-up completed. This report will generate two different reports: 1. An aggregate analysis of average outcome wages vs. registration wages; and 2. A detailed report of job seeker placements based on query parameters.
This report will display a list of all job seeker referrals and associated information. This report will generate a list of job seekers who possess skills the report writer selects. This report will generate a list of job seekers who have taken an assessment test, meeting criteria established by the operator running the report.
Assessment Tests
All report requests are processed by the server as soon as the report is requested. If a report contains too much information, the report generation will time-out at the server and the report will fail. If this occurs, there are two strategies to run your report: 1. Narrow the parameters to produce fewer results; or 2. If the report offers a FILE or CSV function, have report downloaded as a file, instead of displaying it in the browser window. Some data needs will require a third-party reporting utility such as Crystal Reports to generate the needed data.

Reports will allow the report runner to enter a variety of query criteria. Further, the person requesting the report can determine the condition of their query parameters. There are two conditions: AND and OR, these are logical conditions. Their use will either produce restricted (fewer) or broader (more) results. You set these logical conditions in the gray area above each parameter.
EXAMPLE: This report will display a report of ALL veterans in the database along with (OR) ALL persons with a disability.
However, in this next example, the results will be much narrower producing only job seekers who are BOTH veterans and disabled.

Remember: AND = Narrower results, you are restricting to only meeting this condition. OR = Broader results, you are adding exceptions to the report which should produce more results.

Candidate Report
Background
Produce a list of job seekers meeting a number of criteria. The produced list will contain all general and sequence related information. The list may be displayed on the screen or exported as a CSV file to open in Microsoft Excel.
Parameters
The following are the report parameters: County Date of birth (range) Gender Ethnicity / Race Veteran Disability Disability is a Barrier to Employment Educational Attainment Employed (at time of registration) Last Employer (keyword search) Laid Off (at time of registration) Current / Last Occupation (at time of registration) Assigned Team Member (your One-Stop may not use this feature) Employment Status (at time of registration) Funding Source Date Entered into MADb (date of registration) Skills Assessment Test Results in MADb
The default for each of these parameters is AND; therefore, unless you select OR, each added parameter will narrow your report data.

Display Settings
There are four Report display options: Only show records with open sequences: This is the system default. If this box is checked only job seekers with an open sequence will display in the report results. If this box is checked, all job seekers matching the report parameters will display whether their sequence is open or closed. You will need to manually uncheck Only show records with open sequences, if you want to display all open and closed. Only show records with e-mail addresses: This option will only display job seekers matching all other criteria who have an e-mail address.

Background
The MADb kiosk system provides a customer driven system of tracking important core One-Stop service metrics. These performance metrics include: Tracking of specific job seekers accessing One-Stop Specific One-Stop center location Date and time of visit Basic services they intend on accessing Customer service opinion
Further, the system also allows for the cross-marketing of other services, as each login provides a condensed services menu, and the ability to communicate other marketing messages.
Linking
Kiosks should be configured for automatic windows login, launching on Internet Explorer, and opening of a full-screen kiosk page. However, if this fails, kiosk links may be found at: Production: Training: http://bcvmadb/kioskweb/prd/kiosk http://bcvmadb/kioskweb/training/kiosk
If the correct kiosk link is not used, services will not be credited to the actual service center accessed. The location is set by a URL variable.

Usage
The usage of the kiosk system is relatively straight forward and easy. Further, the kiosk systems may be accessed by either swipe card (scanner equipped only), or by keying in Michigan Works! Card 6-digit number using the touch screen pad. Kiosk screens, like all screens accessible directly by the job seeker, are bilingual. Kiosks in particular offer a toggle button on the first screen to toggle between English and Spanish.
Login
Kiosk login occurs by swiping a Michigan Works! Card or entering the 6-digit Michigan Works! Card number.
Services
Services are selected by pressing a services button, a selected service is denoted by a check-mark in the box in the lower right corner of the service icon. Services may be deselected by clicking the service again; the check-mark will be removed. A kiosk is able to display 10-services. This screen may be customized by the MADb system administrator. In addition, each One-Stop system may have a customized list of services.

Customer Satisfaction
The MADb kiosk system is capable of generating real-time customer satisfaction information. The system queries the database for all previous services accessed by the job seeker. The system asks one random question from those previous services. In addition, the system asks randomly one of the WIA exit-survey questions.
Closing Marketing
Upon successful completion of kiosk login, the Thank You screen displays. This screen is capable of displaying two graphic based advertisements. Clicking the Enter key will return the kiosk to the 1st screen, or the kiosk will return to the main screen in approximately 1-minute on its own. When returning to the login screen, the system will reset to English.

MADb tools are a set of integrated tools to make the MADb system more functional and to add barcode management support. These tools were designed as an add-on to the core MADb system, and are now considered a core part of the MADb operating infrastructure.
Accessing
To access MADb Tools, a user may use two different approaches: First, users may use the link from the MADb Administration main menu:

This feature will allow you to re-open a job seekers closed sequence for 60-days. The last open sequence will re-open, extending the valid date for a 60-day period. No other information in the job seekers record is changed. Two methods for extension: 1. By Michigan Works! Card Click this link and scan the membership card. The last opensequence is extended. 2. By Searching for Job Seeker use the built in utility to search for a job seeker. Select the Job Seeker and scan a new membership card for the job seeker. Using the Search Utility: To use the search utility enter either a social security number or the job seekers last name and optionally the first initial of their first name to narrow the choices. Click the button. On the next screen, choose the job seeker to assign a membership car to by clicking the radio button and then click the button.

Click this link to find a member and assign a membership card. Select the member from the search results window and click the button at the bottom of the page. Scan a new Michigan Works! Card or manually key in the number. If the Michigan Works! Card number is already assigned in the database, the system will not allow you to assign a duplicate number. Utility 2 Run a Report of New Registrants
First, select the One-Stop you wish to view then click the SUBMIT button. After clicking the submit button, a list of job seekers who are registered, but not approved in MADb, appears. Each name is marked with a graphic status icon. A description of the icons follows: Icon: Status Description: The Job Seeker is registered and is ready for a Michigan Works! Card to be assigned. The Job Seeker is registered, has never been approved, and has a closed-sequence. Hyperlink Reference: Green indicator is not a hyperlink. Clicking the CLOSED icon, will allow you to assign a Michigan Works! Card and re-open the sequence in one-stop. To assign a Michigan Works! Card, but not re-open the sequence, click the radio-button to the left of the name then click the Select Job Seeker button at the bottom of the screen. The Job Seeker is registered but no sequence is attached to the job seeker. The most common reason is a failed or incomplete self-registration. Click the warning icon and the job seekers record in the MADb Administrator will be brought up, and you can add a new sequence.

From this screen, either select a job seeker to assign a membership card to by clicking on the radiobutton then clicking the submit button or click the closed or warning icon to re-open a sequence or attach a sequence respectively. Replacing a Job Seekers Membership Card: If a job seeker loses a membership card, simply assign a new membership card to that job seeker. The previous card will no longer work. All information associated with the job seeker and the old number will still remain intact in the database.

Who-Is Report
The Who-Is report provides a listing of job seekers accessing the One-Stop over the last 60-minutes. The report is sorted by last job seeker to login to the kiosk first back. To view the report, users must select to parameters. County / Location: View Options: Select the One-Stop from the drop-down list; and Select how you would like to view previously accessed services. You may either view the last 10-kiosk and scanned services, or a summary of all services provided to the job seeker.

Who-Is Report (light / mobile)
The Who-Is Light (or Mobile) Report contains much of the same information as the standard Who Is report. However, it is more streamlined requiring less data from the MADb system to produce a report. This report is not linked from the MADb Tools or MADb Administration screens. To view the report access it by typing: http://bcvmadb/kioskweb/prd/tools/mtools/ . For training use: http://bcvmadb/kioskweb/training/tools/mtools/ . To run the report, select the One-Stop to monitor and click A sample of the report follows: .

The One-Stop Service Center forecasting model uses historical data trends to project One-Stop activity at a future date. The forecasting model uses recent data as well as previous year historical data to forecast likely service center job seeker volume. This is a useful utility for management and line-level One-Stop staff. For example, if a team member is scheduling a visit out of the office, they could run a forecasting report to identify the best day or time to be absent from the service center. To run a forecasting report: 1. Select the One-Stop from the drop-down menu ; 2. Enter the date or click the select date hyperlink to display a calendar to select the date; and 3. Click the Below is a sample of the report: button to run the report.
Report features: Actual Job Seeker visitor count (for reports run same day or historically); Forecast the forecasted volume of job seeker visitors; On This Day Last Year Number of job seekers visiting the service center on the same day the previous year;

Further, the One-Stop should have a methodology for generating a SSN if the job seeker will not provide one. A 9-digit number is required for registration.
