Total Quality Management In HR Department ULTRA ENGINEERING Ultra Engineering is an engineering firm located in Chakan, Pune. It was established in the year 1991 and is a professional organization actively and entirely engaged in manufacturing high quality Duty Metal Components used for specific application in Wind mills, Sugar Industries, Energy and Power Sector, Automobile and Hay engineering project. It is a conglomerate of company having manufacturing set up at four different locations along with two sister concern the vicinity of Pune with specialized working in Conventional and Non conventional Energy Segments.

Globalization in the business theater is driving companies toward a new view of quality as a necessary tool to compete successfully in worldwide markets. A direct outcome of this new emphasis is the philosophy of total quality management (TQM). In essence, TQM is a company-wide perspective that strives for customer satisfaction by seeking zero defects in products and services. The concept of TQM is of a very recent origin and developed after 1980. It deals with the product in its totality. It is a strategic total approach and comprehensive system of managing the entire organizational activities which result in the production of quality goods and services through constant innovations by doing right things at the right time and in the right way. It aims at continual increase in customer satisfaction at continually lower cost. From this point of view, TQM is a continuous process of improvement for all the employees and total organization. Making quality improvements was once thought to be the sole responsibility of specialists (quality engineers, product designers, and process engineers). Today, developing quality across the entire firm can be an important function of the human resource management (HRM) department. A failure on HRM's part to recognize this opportunity and act on it may result in the loss of TQM implementation responsibilities to other departments with less expertise in training and development. The ultimate consequence of this loss is an ineffective implementation of the TQM strategy. Thus, HRM should act as the pivotal change agent necessary for the successful implementation of TQM. HRM can act as senior management's tool in implementing TQM in two fundamental ways. First, by modeling the TQM philosophy and principles within its departmental operations, the HR department can serve as a beachhead for the TQM process throughout the company. Second, the HR department, with senior management's support, can take the TQM process company-wide by developing and delivering the long-term training and development necessary for the major organizational culture shift required by TQM. The HR department also has major strengths in terms of recruitment, selection, appraisal, and reward system development to institutionalize a quality-first orientation. An appreciation of the capabilities of HRM to model and institutionalize TQM begins with an understanding of the TQM philosophy. The TQM Philosophy Implementing a total quality management system has become the preferred approach for improving quality and productivity in organizations. TQM, which has been adopted by leading industrial companies, is a participative system empowering all employees to take responsibility for improving quality within the organization. Instead of using traditional bureaucratic rule enforcement, TQM calls for a change in the corporate culture, where the new work climate has the following characteristics: An open, problem-solving atmosphere; Participatory design making;

Trust among all employees (staff, line, workers, managers); A sense of ownership and responsibility for goal achievement and problems solving; and, Self-motivation and self-control by all employees.

In this report we have included the way TQM is actually practiced in an organization and the way it helps the organization and the customers. We analyzed the TQM system being practised in Ultra Engineering by asking certain subjective questions to the HR Manager and also asking some special objective questions to the workers. The questionnaire covered the main areas of the TQM system such as recruitment, training and development, rewarding systems, customer feedback, motivation, team building, Failure Mode Effective Analysis (FMEA) etc. The analyses of the answers got are presented in the following pages in the form of PieCharts which would make the comparison much easier.

Total Quality Management In HR Department FINDINGS AND CONCLUSION TQM is a very important tool in the hands of top management to achieve quality product, to develop human resources to achieve higher productivity and to maximize the profits by expanding markets and increasing the sales. For all this TQM involves a number of techniques and factors like employee satisfaction, rewarding techniques, training and development opportunities and most importantly customer feedback and satisfaction. The more the customer feels delighted the more he is loyal to the organization and thus the more is the companys profit. Hence TQM is not just about producing correctly but also about delivering correctly. The TQM system practiced in Ultra Engineering reveals the following findings: y The company emphasizes on technical knowledge in the recruitment process y The employees are not satisfied with the training and development opportunities y Enough emphasis is not given to team building and team work y The Company provides a satisfactory rewarding system y There is a little provision of taking customer feedback and grievances and working on them y The atmosphere of the work place is good

Suggestions
The company undoubtedly practices a good management and TQM system but after taking the answers from workers we found that inculcating a few more points will help the management to enhance their TQM system. These suggestions are as follows: y The company can improve its training and development programs which should include awareness about the new techniques y The Company should try to implement team spirit y It has been found that many workers were engaged in more than two tasks which lead to inefficiency. So the Company should try to implement the Division of Labor properly y As pointed out earlier, customer is the main focus in the TQM system. So, the Company should start emphasizing upon customers feedback and should incept a program for handling customer grievances y Besides giving just technical training the overall development of the employees must also be taken into consideration.

Hence, considering the above few suggestions the management of the company will be able to enhance the TQM practice to a great extent and would definitely witness an increment in the functioning of the employees and the total organization.
