Mobile operators are faced with challenges in increasing their revenues in the face of increased competition. In order to face these challenges mobile operators tend to select and prioritize their roaming partners based on criteria such as bilateral agreements, operator groups, coverage, traffic volume, and different needs of specific users such as Post/Prepaid, GPRS, MMS, 3G voice and data. It is in the operators best interest that its outbound roamers register in preferred roaming partner networks according to these criteria. Intelligent Traffic Steering, which is Globitels implementation of the IR.73 guidelines of the GSM Association, enables Home Public Mobile Network (HPMN) to dynamically steer its outbound roaming subscribers to preferred Visited Public Mobile Network (VPMN.)

Advanced Steering Criteria

Percentage Distribution
Operators have the option to distribute outbound roamers over the visited countrys networks by specifying a percentage to each network. Steering can be applied based on subscribers communities. Operators can flexibly define different communities of roamers such as Prepaid, Postpaid, 3G, VIP, etc and define steering criteria to the entire community. Steering criteria can be defined based on the time of the day, the day of the week or on a specific event day for a country or network. VLR Steering is provided whereby specific VLRs can be placed on blacklist thus blocking any location update attempt on the defined VLRs.

Manual Network Selection

A dynamic module accommodating the accidental registrations near the borders of your country where you coverage is weak. Using a set of Time & Count based threshold for location update trials, the system dynamically accounts for manual network selection by roamers. Through integrating with the Device Management Platform, Intelligent Traffic Steering identified handsets that are vulnerable to steering attempts and automatically takes proactive measures to avoid handset problems. As per the GSMA, different rejection messages are generated by the platform to simulate an HLR Rejection, these include; Roaming Not Allowed, Unexpected Data Value, Unknown Subscriber, etc.
