Fiscal consolidation
Fiscal consolidation targets at Centre and States have shown positive effect on
macro economic management of the economy.
Amendment to Centres FRBM Act, 2003 laying down the fiscal road map for
the next five years to be introduced in the course of the year.
Proposal to introduce the Public Debt Management Agency of India Bill in the
next financial year.
Tax Reforms
Direct Taxes Code (DTC) to be finalised for enactment during 2011-12. DTC
proposed to be effective from April 1, 2012.
Areas of divergence with States on proposed Goods and Services Tax (GST)
have been narrowed. As a step towards roll out of GST, Constitution Amendment
Bill proposed to be introduced in this session of Parliament.

Foreign Direct Investment
To enhance flow of funds to infrastructure sector, the FII limit for investment in
corporate bonds issued in infrastructure sector being raised.
Existing housing loan limit enhanced to ` 25 lakh for dwelling units under priority
sector lending.
AGRICULTURE

Removal of production and distribution bottlenecks for items like fruits and
vegetables, milk, meat, poultry and fish to be the focus of attention this year.
Allocation of ` 300 crore to bring 60,000 hectares under oil palm plantations.
Initiative to yield about 3 lakh Metric tonnes of palm oil annually in five years.
Nutri-cereals
Allocation of ` 300 crore to promote higher production of Bajra, Jowar, Ragi and
other millets, which are highly nutritious and have several medicinal properties.
Agriculture Credit
Credit flow for farmers raised from ` 3,75,000 crore to ` 4,75,000 crore in
2011-12.
Interest subvention proposed to be enhanced from 2 per cent to 3 per cent for
providing short-term crop loans to farmers who repay their crop loan on time.
In view of enhanced target for flow of agriculture credit, capital base of NABARD
to be strengthened by ` 3,000 crore in phased manner.

Approval being given to set up 15 more Mega Food Parks during 2011-12.
In view of recent episode of inflation, need for State Governments to review and
enforce a reformed Agriculture Produce Marketing Act.
Under take out financing scheme, seven projects sanctioned with debt of
` 1,500 crore. Another ` 5,000 crore will be sanctioned during 2011-12.

Proposal to introduce scheme for refund of taxes paid on services used for export

MGNREGA
From 1st April, 2011, remuneration of Anganwadi workers increased from ` 1,500
per month to ` 3,000 per month and for Anganwadi helpers from ` 750 per month
to ` 1,500 per month.
Allocation for primitive Tribal groups increased from ` 185 crore in 2010-11 to
` 244 crore in 2011-12.
Education
` 21,000 crore allocated, which is 40 per cent higher than Budget for 2010-11.

Financial Inclusion
Unorganised sector
Eligibility for pension under Indira Gandhi National Old Age Pension Scheme
for BPL beneficiaries reduced from 65 years of age to 60 years. Those above 80
years of age will get pension of ` 500 per month instead of ` 200 at present.
` 200 crore proposed to be allocated for Green India Mission from National
` 8,000 crore provided in current year for development needs of Jammu and
Kashmir.

Allocation under Backward Regions Grant Fund increased by over 35 per cent.
Funds allocated under Integrated Action Plan (IAP) for addressing problems
related to Left Wing extremism affected districts. 60 selected Tribal and backward
districts provided with 100 per cent block grant of ` 25 crore and ` 30 crore per
district during 2010-11 and 2011-12 respectively.
Census 2011
To enumerate castes other than Schedule Castes and Schedule Tribes in Census

Exemption limit for the general category of individual taxpayers enhanced from
` 1,60,000 to ` 1,80,000 giving uniform tax relief of ` 2,000.
Exemption limit enhanced and qualifying age reduced for senior citizens.
Higher exemption limit for Very Senior Citizens, who are 80 years or above.
Lower rate of 15 per cent tax on dividends received by an Indian company from

Nominal Central Excise Duty of 1 per cent imposed on 130 items entering in the
tax net.
Lower rate of Central Excise Duty enhanced from 4 per cent to 5 per cent.
Basic Custom Duty reduced for specified agricultural machinery from 5 per cent
to 2.5 per cent.
Basic Custom Duty reduced on micro-irrigation equipment from 7.5 per cent
to 5 per cent.
De-oiled rice bran cake to be fully exempted from basic Custom Duty. Export
Duty of 10 per cent to be levied on its export.
Manufacturing Sector
Basic Custom Duty reduced for various items to encourage domestic value
addition vis--vis imports, to remove duty inversion and anomalies and to provide
a level playing field to the domestic industry.
Rate of Export Duty for all types of iron ore enhanced and unified at 20 per cent
ad valorem. Full exemption from Export Duty to iron ore pellets.
Basic Custom Duty on two critical raw materials of cement industry viz. petcoke
and gypsum is proposed to be reduced to 2.5 per cent.
Environment
Full exemption from basic Customs Duty and a concessional rate of Central
Excise Duty extended to batteries imported by manufacturers of electrical vehicles.
Concessional Excise Duty of 10 per cent to vehicles based on Fuel cell technology.
Exemption granted from basic custom duty and special CVD to critical
parts/assemblies needed for Hybrid vehicles.
Reduction in Excise Duty on kits used for conversion of fossil fuel vehicles into
Hybrid vehicles.
Excise Duty on LEDs reduced to 5 per cent and special CVD being fully exempted.
Full exemption from basic Customs Duty to Crude Palm Stearin used in
manufacture of laundry soap.
Full exemption from basic Excise Duty granted to enzyme based preparation for
pre-tanning.
Infrastructure
Parallel Excise Duty exemption for domestic suppliers producing capital goods
needed for expansion of existing mega or ultra mega power projects.
Full exemption from basic Customs Duty to bio-asphalt and specified machinery
for application in the construction of national highways.

Other Proposals
Scope of exemptions from basic Customs Duty for work of art and antiquities
extended to apply for exhibition or display in private art galleries open to the
general public.
Exemption from Import Duty for spares and capital goods required for ship repair
units extended to import by ship owners.
Concessional basic Custom Duty of 5 per cent and CVD of 5 per cent available
to newspaper establishments for high speed printing presses extended to mailroom
equipment.
Relief measures proposed for raw pistachio, bamboo for agarbatti, lactose for
the manufacture of homoeopathic medicines, sanitary napkins, baby and adult
diapers.
Service Tax

Standard rate of Service Tax retained at 10 per cent, while seeking a closer fit
between present regime and its GST successor.
Hotel accommodation in excess of ` 1,000 per day and service provided by air
conditioned restaurants that have license to serve liquor added as new services
for levying Service Tax.
Tax on all services provided by hospitals with 25 or more beds with facility of
central air conditioning.
All individual and sole proprietor tax payers with a turn over upto ` 60 lakh freed
from the formalities of audit.
To encourage voluntary compliance the penal provision for Service Tax are being
rationalised. Similar changes being carried out in Central Excise and
Custom laws.

The candidates who apply for posts identified as of Executive nature will be called for an
Interview at the ratio of 1:2 with reference to the number of vacancies duly following the
special representation as laid down in General Rule-22 and 22-A of A.P. State and
Subordinate Service Rules including Local reservations, and also with due regard to the
special/technical qualifications if any. The selections to these posts will be based on the
total marks obtained by the candidates at the Written examination and Oral Test taken
together subject to the rule of reservation and local reservation etc.
The candidates belonging to SCs/STs/BCs/PHs may be called for Interview by relaxing the
minimum qualifying marks at the discretion of the Commission, if the Commission is of the
opinion that sufficient number of candidates from these communities are not likely to come
up for Interview.
For the posts which are identified as non-executive posts, the selection will be made on the
basis of written marks only.
There will no waiting list, if candidates are not available, such vacancies will be carried
forward as per rules.
Candidates must appear for all the three papers in written examination and Oral Test, if

General Mental Ability.
Questions on General Science will cover General appreciation and understanding of science including
matters of every day observation and experience, as may be expected of a well educated person who
has not made a special study of any particular scientific discipline. In current events, knowledge of
significant national and international events will be tested. In History of India, emphasis will be on
broad general understanding of the subject in its social, economic and political aspects. Questions
on Indian National Movement will relate to the nature and character of the nineteenth century
resurgence, growth of Nationalism and attainment of independence. In geography emphasis will be on
geography of India. Questions on geography of India will relate to physical, social and economic
geography of the country, including the main features of the Indian agricultural and natural resources.
On general mental ability, the candidates will be tested on reasoning and analytical abilities.

GROSS STATE DOMESTIC PRODUCT 2010-11 (UPDATED ADVANCE
ESTIMATES) OF ANDHRA PRADESH
The Updated Advance estimates of GSDP for the year 2010-11 at constant (2004-05)
prices is prepared based on the 3rd Advance estimates of Agriculture Production, production data
on annual estimates for Live stock production furnished by the animal husbandry Department
production data on Fisheries furnished by the Fisheries Department actual production data from
Minning & Quarrying from Mines & Geology Department ,Index of Industrial Production
(IIP),Building construction Index (BCI) , analysis of budget estimates of government
expenditure and relevant indicators. The Updated advance estimates at current prices are derived
by estimating the implicit price deflators (IPD) at sectoral level from the relevant price indices.
I. Updated Advance estimates of GSDP-2010-11
Estimates at constant (2004-05) prices:
The GSDP at constant (2004-05) prices for the year 2010-11 is estimated at Rs. 372142
Crore as against 2009-10 (quick estimates) of Rs. 340712 Crore. The growth in GSDP during
2010-11 is estimated at 9.22 percent as compared to the growth rate of 5.79 percent in 2009-10.
The sectors viz., Public Administration (17.32), Fishing (14.15), Real Estate, Ownership of
Dwellings and Business services (11.76), Transport by other means & Storage (10.85) Mining &
Quarrying (10.15), and Construction (9.68) have influenced in registering a higher growth when
compared to the previous year. The sector wise compositions of the estimates are detailed below.
1. Agriculture Sector:
The Updated Advance Estimates for the year 2010-11 is estimated at Rs. 80330 Crore as
against the quick estimates for the year 2009-10 of Rs. 73633 Crore registering a growth rate of
9.10 percent in GSDP during 2010-11 as against the previous years growth rate of 1.09 percent.
A higher growth in the production of groundnut and paddy is expected during the current fiscal..
The inland fish products are also expected to rise higher as per the targets for the year 2010-11
furnished by the fisheries department. Hence a higher growth rate in agriculture sector is
registered when compared to the previous year.
2. Industry Sector:
The Updated Advance Estimates for the year 2010-11 is estimated at Rs. 92298 Crore as
against the quick estimates for the year 2009-10 of Rs. 85107 Crore registering a growth rate of
8.45 percent in GSDP during 2010-11 over previous years growth rate of 7.10 percent. The
growth in GSDP for Mining & Quarrying and construction during 2010-11 is 10.15 and 9.68
respectively over previous year. The IIP is the key indicator in estimating GSDP of Industry
sector which has influenced a higher growth in contribution of Electricity and Manufacturing
sectors.
3. Services Sector:
Updated Advance Estimates for the year 2010-11 is estimated at Rs. 199513 Crore as
against the quick estimates for the year 2009-10 of Rs. 181972 Crore registering a growth rate of
9.64 percent over previous years growth rate of 7.20 percent. The estimated growth in GSDP for
the Public Administration, Real estate, Ownership of dwellings and Business services and
Transport by other means and storage during 2010-11 is 17.32, 11.76 and 10.85 respectively.
The contribution from Public Administration is expected to rise due to the increase in
government expenditure on Salaries and wages. The GVOs of commodity producing sectors
viz., Mining & Quarrying, Agriculture and Fishing have influenced the growth in the sectors of
Trade, Hotel and Restaurant and Transport.
Estimates at current prices:
GSDP at current prices in the year 2010-11 is estimated at Rs. 567636 crore showing a
growth of 19.44 percent over the quick estimates of 2009-10 of Rs. 475267 crore. The key
indicators of IPD and WPI are used to estimate GSDP at current prices for the year 2010-11.
II. Per Capita Income:
The per capita income at current prices during 2010-11 is estimated at Rs. 60458 as
compared to Rs. 51025 during 2009-10 showing a growth of 18.49 percent. The estimated per
capita is higher than the All India per capita of Rs. 54835.

KEY INDICATORS OF EMPLOYMENT AND UNEMPLOYMENT IN INDIA, 2009-10
The National Sample Survey Office (NSSO), Ministry of Statistics and Programme
Implementation has released the key indicators of Employment and Unemployment in India,
generated from the data collected in its 66th round survey during July 2009 - June 2010. NSS
surveys on employment and unemployment are conducted quinquennially starting from 27th
round (October 1972 September 1973) and the last quinquennial survey was conducted in NSS
61st round (July 2004- June 2005) for which, the results have already been released. The NSS
66th round was the eighth quinquennial round on the subject. The detailed results of
quinquennial survey on employment and unemployment are usually brought out by the NSSO
through a number of reports. In order to make available the salient results of the survey, well in
advance of the release of its reports, for use in planning, policy formulation, decision support and
as input for further statistical exercises, the NSSO has released the key indicators. With this
maiden effort, NSSO is meeting an important aspiration and demand of its data users to have the
key results within one year of the completion of its field work.
The indicators are based on the Central Sample of 1,00,957 households (59,129 in rural
areas and 41,828 in urban areas) surveyed from 7,402 sample villages in rural areas and 5,252
urban blocks spread over all States and Union Territories except in (i) interior villages of Nagaland
situated beyond five kilometres of a bus route (ii) villages in Andaman and Nicobar Islands which
remain inaccessible throughout the year and (iii) Leh, Kargil and Poonch districts of Jammu and
Kashmir.
In defining the lead indicators of Labour Force Participation Rate (LFPR i.e. ratio of
labor force to population), Workers Population Ratio (WPR), Proportion Unemployed (PU i.e.
percentage of unemployed in population) and Unemployment Rate (UR i.e. the ratio of
unemployed to labour force) in NSS surveys, persons are classified into various activity
categories on the basis of activities pursued by them during certain specified reference periods.
Three reference periods used in NSS surveys are (i) one year, (ii) one week and (iii) each day of
the reference week. Based on these three periods, three different measures of activity status are
arrived at. The activity status determined on the basis of the reference period of one year is
known as the Usual Status (US) of a person, that determined on the basis of a reference period
of one week is known as the Current Weekly Status (CWS) of the person and the activity status
determined on the basis of the engagement on each day during the reference week is known as
the Current Daily Status (CDS) of the person. In US approach, there are two indicators viz. one
based on principal activity called Usual Principal Status (ps) and other based on both principal
and subsidiary activities taken together called US (ps+ss). The unit of measurements in case of
US and CWS is persons and in case on CDS, it is person days. The key indicators based on NSS
66th round along with the comparable indicators of previous quinquennial survey i.e. NSS 61st

round on employment and unemployment conducted during July 2004 June 2005 are
summarized in the table given at Annexure. The indicators are available for all the States/UTs
with rural - urban and male female breakup.
Besides these indicators, the other important statistics relating to distribution of workers
according to employment status and industry and also on wage rates of regular wage/salaried
employees and casual labourers as emanating from the survey are summarized as below:

In rural areas, nearly 63 per cent of the male workers were engaged in the agricultural
sector while in the secondary and tertiary sectors nearly 19 per cent and 18 per cent of the
male workers were engaged. There was a higher dependence of female workers on
agricultural sector: nearly 79 per cent of them were engaged in agricultural sector while
secondary and tertiary sectors shared 13 per cent and 8 per cent of the female workers,
respectively.
The industry-wise distribution of workers in the urban areas was distinctly different from
that of rural areas. In urban areas the share of the tertiary sector was dominant followed by
that of secondary sector while agricultural sector engaged only a small proportion of total
workers for both male and females. In urban areas, nearly 59 per cent of male workers and 53
per cent of the female workers were engaged in the tertiary sector. The secondary sector
employed nearly 35 per cent of the male and 33 per cent of the female workers. The share of
urban workforce in agriculture was nearly 6 per cent of male and 14 per cent for female
workers.

In urban areas, the average wage/salary was Rs. 365 per day and for the rural areas it was
Rs. 232. In the rural areas, average wage/salary earnings per day received by male regular
wage/salaried employees was Rs. 249 and for females it was Rs. 156, indicating the femalemale wage ratio as 0.63. In urban areas, male wage rate was Rs. 377 against the female wage
rate of Rs. 309, indicating female-male wage ratio as 0.82.
Wage rates (per day) for casual labour in works other than public works in rural areas
was Rs. 93 and in urban areas it was Rs. 122. In the rural areas, average wage/salary earnings
per day received by male casual labours engaged in works other than public works was Rs.
102 and for females it was Rs. 69 while in urban areas, the wage rates for casual labours in
work other than public works was Rs. 132 for males and Rs. 77 for females.
In rural areas, wage rates (per day) for casual labour in public works other than
MGNREG public works was Rs. 98 for males and Rs. 86 for females. For casual labour in
MGNREG public works, wage rate (per day) in rural areas was Rs. 91 for males and Rs. 87
for females.
