1997 CONSTITUTION AND BY LAWS


Preamble We, the BS Nursing students of the City College of Manila, in our earnest desire to be united, to foster cordial relationship among students, to develop the students talent and potentials which shall be necessary for local and national consciousness thru social and national awareness, concern and involvement, do hereby ordain and promulgate this constitution. ARTICLE I This organization shall be known as the City College of Manila s Nightingale s Society (CCM NGS). ARTICLE II MEMBERSHIP Section 1 It shall be composed of all bonafide BS Nursing who have complied with the requirements for membership and admission to the society. A. A bonafide BS Nursing is one who has already taken or currently taking any of the basic nursing subjects and those who indicate Nursing as their own major in the registration card. B. Embers shall be classified as honorary and regular members. C. Honorary members shall be composed of the CCM Nursing students who have graduated in the activities of the organization. Honorary member has no voting power. D. Regular members shall be composed of all the bonafide Nursing students upon the adoption of this constitution and who are currently enrolled in this institution. Section 2 Each member shall NOT pay anything. ARTICLE III RIGHTS AND DUTIES OF MEMBERS Section 1 All the members shall have the following rights: a.) To have access of the member to the records of CCM NGS. b.) To propose amendments to the institution. c.) To vote and be elected. d.) To be heard and petition of the committee on grievance for redress. e.) To participate in all BS Nursing activities. f.) The rights to due process of law. Section 2 All members shall have the following duties and obligations: a.) To participate in all gainful activities of the society.

b.) To know the activities of the society. c.) To respect the opinion of the others. d.) To engage in meaningful activities to the promotion of general interest and welfare of the society. ARTICLE IV DUTIES AND FUNCTION OF THE FOLLOWING OFFICERS PRESIDENT a.) He shall be the presiding presidents of the organization. b.) He shall be the official representative of the organization at the school function in other collegiate organization. c.) He shall see to it that the laws are properly carried out and implemented. d.) He shall safeguard the rights and privileges of the organization, members and officers. e.) He shall appoint and shall have the power to dismiss the chair persons of the committee with the approval by the board of directors. f.) He shall supervise all the programs and activities of the organization. g.) He shall sign all official correspondence and disbursements. h.) He shall be responsible for all the acts of the officers within her jurisdiction and may recommend to the board of directors or to the committee on student s right and welfare proper action on erring officers. i.) He shall create Ad Hoc committee as maybe deemed necessary. VICE PRESIDENT a.) He shall perform the duties of the presidents during later absence. b.) He shall assist the presidents in the later administrative functions. c.) He shall succeed the president in the later administrative functions. SECRETARY a.) He shall keep the minutes of the organization. b.) He shall call the roll of the members in accordance with their respective positions. c.) He shall read bills, resolutions, messages, communications, positions and other documents which shall reported him to the organization as required to the latter or as directed by their president. d.) He shall prepare and post schedules of meetings regarding the agenda, place and time of the meeting with consent of the president. e.) He shall prepare all the official correspondence and disbursements to be signed by the presidents. f.) He shall file and keep records and documents of the organizations except those assigned to the board of directors. g.) He shall coordinate committee whenever necessary. h.) He shall be the six chairman of the committee on membership together with the six board of directors to be elected by the members. TREASURER a.) He shall record and keep all dues from the members as well as other payment accruing to the organization.

b.) He shall act as custodian of all the properties and funds of the organization together with the assistance of the auditor. c.) He shall pay out of the funds in her charge, all properly approved accounts. d.) He shall submit a financial report of the organization every end of each month. e.) He shall deposit all funds accruing to the organization in a reputable bank under its name and no disbursements may be made there from unless for an account duly by the organization through a resolution signed by the president, treasurer and auditor. AUDITOR a.) He shall see to it that all the disbursements will be made by the treasurer. b.) He shall assist the treasurer. c.) He shall coordinate with the treasurer in the preparation and submission of the financial matters concerning the organization that has been accounted for. BUSINESS MANAGER a.) He shall be responsible for the following general affairs of the organization: 1. To launch fund-raising projects. 2. He shall take charge of all necessary preparation for the scheduled activities of the organization. 3. He shall create committees as may be deemed necessary. 4. He shall prepare and present appropriate budget for a certain scheduled activity to the treasurer. 5. He shall be the chairman of the committee on affairs. PUBLIC RELATIONS OFFICER a.) He shall take in charge of giving proper and due publicity to all activities and projects of the organization. b.) He shall be responsible for the organization s representative and public relations as designated by the president. c.) He shall perform such other functions as may be designated by the president. BOARD OF DIRECTORS a.) To check on the officers of their performances and may initiate the impeachment of any of the officers of the organization in case of failure to perform his/her responsibilities effectively. b.) To screen students applying for membership. c.) To discipline any member who fails to perform his/her duties and responsibilities except upon justified reason. d.) To recommend the re-admission of expelled members. e.) To decide the proceedings under taken. f.) To be responsible in handling the proposals for amendments. THE CONSTITUTIONAL COMMITTEES: The committee of the organization shall be the following: 1. COMMITTEE ON RULES is composed of six members with exclusive jurisdiction with the interpretation of the constitution, by-laws, amendments and other rules of the organization. 2. COMMITTEE ON STUDENT RIGHTS AND WELFARE composed of six members which shall undertaken investigation project and uplift the right and welfare of the students ad such other

matter as may be deemed affect the student. It also recommends the impeachment of the members and shall assist the board of directors in the impeachment of the officers. COMMITTEE ON MEMBERSHIP composed of the secretary as the chairman and six members of the board of directors elected by the members with jurisdiction over all matters pertaining to the admission of members. COMMITTEE ON ELECTION composed of the appointed members as the chairman and six members with jurisdiction over all matter pertaining to the education, social economical and political advancement of the organization. COMMITTEE ON AFFAIRS composed of the Business Manager as chairman and five members with jurisdiction over all matter pertaining to the education, social, economical and political advancement of the organization. COMMITTEE ON BOOK BANK composed of six members to be appointed by the president with exclusive members which may or may not come from incumbent officers. The committee shall have jurisdiction over the administration of the NSGS BOOK BANK and shall undertake, coordinate and promote research for the development, propagation and preservation of the said book bank. COMMITTTE ON RESEARCH composed of six representatives coming from the different nursing practice of the society to be screened by the Board of Directors. The committee shall has jurisdiction over all researchers and study on the different fields relevant to the nursing course, nursing ideas and ideologist, other countries, local and international nurse and other socioeconomic stability issues. ARTICLE V ELECTION

Section 1 The officers of the organization shall be elected by the regular members thereof, on the last week of the first month of every school; I year on such date, time and place as may be decided upon the incumbent officers of the organization. Section 2 The year level representatives shall be elected from the floor during the first general assembly of the organization. Section 3 The election of the officers shall be by ballots secretly. ARTICLE VI OFFICERS Section 1 The following officers of the organization shall be composed of the following: a. President b. Vice President c. Secretary d. Treasurer e. Auditor f. Business Manager

g. Public Relation Officer (1 for English / 1 for Tagalog) h. Board of Directors (composed of 1 bonafide SBS Nursing student from each block) i. Constitutional Committees 1. Committee on Rules 2. Committee on Student Rights and Welfare 3. Committee on Membership 4. Committee on Election 5. Committee on Affairs 6. Committee on Book Bank 7. Committee on Research STANDING RULES Section 1 Any member who fails to perform his duties and responsibilities except for justifiable reason shall be dealt with the following disciplinary action by the Board of Directors. A. Warning a member is subjected to such, after the first and second offenses. B. Suspension a member is subjected to such, after being warned two times shall be suspended for one week by which he will be denied to the rights and privileges of the organization. C. Expulsion any member will be subjected to such, after the fourth offense. Any expelled member may be readmitted to the organization upon the recommendation of the Board of Directors. Section 2 All petitions shall be represented in formal writing with the concurrence of the regular members. All petitions shall be represented to the secretary or any other officer one week prior to the regular time. Section 3 No person is allowed to address the organization except if it was the concurrence of the majority of the regular members. Section 4 An honorary member shall not be entitled to have voting power. AMENDMENTS These by laws may be amend at any regular meeting by two-thirds vote of regular members, provided that a notice of the proposed amendments has been given at the previous meeting to the secretary of the organization. ARTICLE VII ADVISERS Section 1 The society shall have (4) advisers, one appointed by the administration and three by the students. Section 2

The adviser appointed by the students, must come from BS Nursing Department. Section 3 They shall be chosen by their integrity, credibility, honesty and commitment to the society and CCM. ARTICLE VIII MEETINGS Section 1 The general assembly of the NGS shall be held on th second sulll month of every second semester during the school year at such date, place and time as may decide upon by the officers of the organization. Section 2 Officers of the organization shall meet twice a month at such date, time and place as may be decided upon the officer themselves. Section 3 Special meetings and general assembly may be called upon at any time by the president upon the written request of at least one fifth of all the regular members of the organization to be submitted to the secretary with corresponding letter to the Dean of Student Affairs thru the President of the University. ARTICLE IX AMENDMENT Section 1 Proposals to amend this constitution shall be filled anytime to the Secretary, in the absence thereof, to the officers of the society within the period of incumbency by any bonafide members of the society, the secretary of any officer of the society upon receiving the proposed amendments shall inform the Board of Directors within one week for the study and review. Section 2 This constitution shall be amended by a to-third of all regular bonafide members present in a general assembly. Amendments which had been rejected, can only be reintroduced once and a substantially modified form. ARTICLE X RESIGNATION Section 1 Resignation shall be in writing and addressed to the President who shall act on it in case the other officers; the Board of Directors shall set in case of resignation of the President. In case vacancy arises, the officers of the organization shall appoint the successor. He successor may or may not be coming from the incumbent officer. A. In case of vacancy in the office of the President arise, the ice President shall succeed the President automatically for the unexpired term.

B. In case of vacancy arising from the office of the ice President occur, a special election shall be called by the Board of Directors to fill up the vacancies. C. Any incumbent officer shall be forced to resign from his respective position upon filing and proclamation of his candidacy to another student organization. ARTICLE XI EXPULSION AND IMPEACHMENT Section 1 Any member may be expelled for a cause upon the recommendation of any other member of anonymous vote of the Board of Directors with the assistance of the Committee on Student Rights and Welfare and approval of such recommendation by the two-thirds vote of the members of the organization present at the meeting for the purpose provided the member concern have been notified by his proposed expulsion. Section 2 Any officer of the said organization may be impeached for a cause upon the recommendation of the Board of Directors and with the assistance of the common student s rights and welfare. Approval is from such recommendation by the two-thirds vote of the members of the organization. Section 3 Any member of the Board of Directors may be impeached for a cause upon the recommendation of the common student rights and welfare and approval of such recommendation by two-thirds vote of the members, provided that the officer concern shall be notified by his proposal. Section 4: Grounds for Impeachment A. Culpable of violating the constitution. B. Gross negligence of duty. C. Using the name of the organization for their personal interest. D. Disloyalty. E. Abuse of power. F. Graft and corruption. G. Absenteeism. Section 5 Any member may be expelled subject to provision of Sec.1 of the following grounds: A. Culpable of violating the constitution. B. Gross negligence of duty. C. Disloyalty. D. Using the name of the organization for their personal interest or pecuniary benefit.
