OBAMA TARGETS TRADE, INFRASTRUCTURE TO BOOST ECONOMY President Obama urged Congress to quickly settle differences on aviation legislation to unblock air construction projects, and to pass legislation on trade pacts and an infrastructure bank after lawmakers return from summer recess. Weve got to do everything in our power to grow this economy and put America back to work, Obama said after learning the Senate had followed the House in approving legislation to raise the federal debt ceiling and cut spending. He said the debt ceiling impasse of recent months was a manufactured crisis that added to problems the economy was already facing from headwinds out of Europe, an oil price surge and Japans earthquake. Its pretty likely that the uncertainty surrounding the raising of the debt ceiling for both businesses and consumers has been unsettling, and just one more impediment to the full recovery that we need. And it was something that we could have avoided entirely, Obama said. The president also said just cutting debt and reducing regulations are not how were going to get past this recession. Were going to have to do more than that. He called on Congress to break the aviation impasse that he called another Washington-inflicted wound on America that has stalled airport construction projects all around the country and put the jobs of tens of thousands of construction workers and others at risk. Once lawmakers return from a break, Obama said he will also urge them to immediately create an infrastructure bank. We have workers who need jobs and a country that needs rebuilding; an infrastructure bank would help us put them together, he said. Other pending legislation needing fast action, Obama said, include pending trade deals with South Korea, Panama and Colombia, extensions of jobless benefits and this years payroll tax cut for middle class workers, and patent reform. He said these actions would create a climate where businesses can hire, where folks have more money in their pockets to spend, where people who are out of work can find good jobs. BRAZIL; $1.1B TRADE SURPLUS FOR WEEK OF AUGUST 1-7 SAO PAULO (Dow Jones)--Brazil posted a foreign-trade surplus of $1.1 billion in the first week of August, the trade and development ministry said Monday. In the Aug. 1-7 period, exports totaled $5.8 billion, up 10% from the average in July, while imports were $4.8 billion, up 5% from the average in July. With the new figures, Brazil's year-to-date trade surplus totaled $17.1 billion, compared with a surplus of $10.2 billion for the same period of 2010. Analysts are expecting a slight increase in Brazil's trade surplus for 2011 from the $20.1 billion surplus in 2010. A weekly survey of experts conducted by the Central Bank of Brazil and released earlier Monday produced an average forecast for a 2011 surplus of $22 billion. BALTIC FOREIGN TRADE ON THE RISE RIGA; Data from the three Baltic states has revealed that all three countries saw a sharp increase in foreign trade over the past year. The increase is a strong indication that the Baltic economies -- as well as the economies of their closest trading partners -- are increasingly healthy. According to Statistics Lithuania, in June exports increased by 32.4 and imports by 31.3 percent year-on-year. In the first half of 2011 (January to June), compared to the same period in 2010, exports and imports increased by 41.2 and 41.9 per cent respectively. In Latvia, meanwhile, the national statistics agency reports 30.2 percent more export volume than in June 2010, and 27.4 percent more imports. The vast majority of Latvian imports and exports -- both more than 70% -- were in trade with other EU countries. Statistics Estonia reports similar figures. "Exports increased by 43% and imports by 33% compared to June of the previous year," the statistics agency said. The largest share of both exports and imports were from machinery and equipment. India could become Ex-Im Banks largest market next year, with a bulk of the deals in the renewable-energy industry, OConnor said. The Export-Import Bank is authorized by Congress to lend as much as $100 billion to help finance projects that buy U.S. goods and services. It has approved $1.4 billion in new deals for India in this financial year, raising its overall lending to the country to $5.5 billion. That includes $75 million in funding already approved for Indian solar projects, while another $500 million of deals are in the pipeline, OConnor said. This is a 28.7 per cent increase compared to the $19.29 billion recorded in FY10. According to provisional data provided by FBS on the basis of figures given by director R&S FBR Islamabad, Pakistan also achieved exports of $2.427 billion in June 2011 which is the highest ever recorded in a month. This is an increase of 36.27 per cent from the $1.781 billion recorded in the same month of last fiscal year. The over all imports during FY11 were $40.414 billion as compared to $34.710 billion during FY10, which is an increase of 16.43 per cent. Pakistans exports during May 2011 were valued at $2.308 billion which is 33 per cent higher than $1.736 billion recorded during the same month last year. Imports during May 2011 were valued at $4.288 billion registering a growth of 27.5 per cent compared to May 2010. The cumulative value of exports for the period July-May 2010-11 was $22.446 billion compared to $17.509 billion of last year, registering a growth of 28.2 per cent. Similarly, the cumulative value of imports for the period July-May 2010-11 was $36.551 billion compared to $31.486 billion of the previous year registering a growth of 16.09 per cent. KOREA TOPS ASIAN COMPETITIVENESS RANKING

Korea came in on top in comprehensive competitiveness rankings of Asian countries conducted by the Research Institute of Boao Forum, a Chinese economic think-tank.According to the report, Korea showed the highest level of competitiveness out of a total of 35 Asian countries, scoring especially well in the category of administration efficiency, Yonhap News reported on April 8.Korea was followed by Taiwan and Japan. Singapore came in fourth place, followed by Hong Kong, Israel, Malaysia, Bahrain, Kazakhstan and the United Arab Emirates.Koreas Samsung Electronics and Hyundai Motor Company were ranked sixth and 14th, respectively, in the reports competitiveness ranking of more than 28,000 listed companies in 39 Asian countries. Chinas largest oil and gas producer, PetroChina Co., was the top ranked company, followed by Japan's Toyota Motor Corp. and China Petroleum & Chemical Corp.The comprehensive competitiveness rankings were decided by five assessment sections, including business administration efficiency, macroeconomic index, basic infrastructure index and 46 subcategories. The report was released ahead of the Boao Forum for Asia, which will take place on April 14 in Hainan Island, China. This high-level annual forum brings together government, business and academic leaders from all around Asia to discuss regional development. dramatic impact on world trade in goods and services. Although world agricultural trade was relatively less affected, it nevertheless fell by 13% in value and 3% in volume in 2009. As regards EU agricultural trade, the year 2009 was also exceptional as it reversed the growth pattern of the previous years, with a decline both in imports and exports. The impact of recession on EU exports was exceptional in terms of its size and was also widespread across destinations and products, with final products taking the hardest hit in absolute terms. The contraction was driven mainly poorer final products sales reflecting weaker demand in the countries most affected by the economic crisis. The EU lost sales to most of its top export markets (mainly developed countries). Sales to the US declined for the second year in a row by over 8%. But the biggest fall in exports was to Russia where sales fell by over 21%. The EU managed to increase its exports to China by over 20% (mainly final products). EU agricultural imports fell more sharply than exports, down by 13% in value and 9% in volume. The drop was also widespread across origins and products, with commodities and intermediate products suffering the sharpest contraction. Maize, soybeans, wheat, vegetable oils and oil-meal together account for roughly half the decline in value of imports. The decline in prices of commodities and intermediate products in 2009 had a bigger impact on the value of EU imports than exports given that they account for a greater share of our imports than exports. Most of the top suppliers lost sales to the EU in 2009 with the US and Argentina decreasing the most, by 24% and 29% respectively. As regards imports from developing countries, the EU remains by far the biggest importer of agricultural products, importing $83 billion worth of goods in 2007-09 (70% of our imports), more than the US, Japan, Canada, Australia and New Zealand put together. Since imports contracted faster than exports, -13% compared to -8% in export value, the EU agri trade deficit decreased from a record 7 billion in 2008 to 2.5 billion in 2009. Looking at other countries, US agricultural exports fell by 14% in 2009. However, since the US farm sector went into the crisis with record-high exports, the drop still leaves US exports above the level of 2007. As imports were less affected, falling by 10% the record trade surplus of $36 billion in 2008 was reduced by $9 billion in 2009. Brazil's exports fared better, falling by 6% in 2009, with the decline mainly in final products, notably beef and poultry. The weakness of the markets of some major importers is witnessed by the sharp contraction in imports. Russia's imports fell by 17% overall, partly due to weakness of demand and partly as result of trade restrictions, with import duties imposed on oil meals, vegetable oils and sugar as well as measures in the pork and poultry sectors which are ostensibly linked to sanitary concerns. The impact of the crisis on China is witnessed by the 11% drop in the value of imports. Despite this China was one of the few growth markets for the EU in 2009, with an impressive 20% increase in EU exports. MONITORING AGRI-TRADE POLICY THE EVOLUTION OF EU AGRI-TRADE Recent developments in agricultural trade, particularly in the EU and how it has performed compared to other major world players. The EU and the US are still the leading exporters while the EU remains by far the world's biggest importer, followed by the US. EU exports are dominated by final products, which accounted for over two thirds of export value, with wine the highest value export in 2007-09. Imports are more diverse. The top imports for 2007-09 were soybean meal, coffee, soybeans, bananas and cocoa beans, with most imports coming from a few key suppliers. The global economic and financial crisis that emerged in 2008 had a

Modern Kazakhstan is built on 3000 years of extraordinary history. For centuries, the Silk Road provided a route through Kazakhstan for international traders and merchants carrying exotic merchandise. Since 2001, economic growth rate has been among the highest in the world and GDP will grow by 6-7% in 2011, aided by the increasing value of Kazakhstans leading exports (oil, metal and grain). Since 1993, Kazakhstan has attracted over US $120 billion of foreign direct investment the highest foreign direct investment per capita in the CIS. Kazakhstan holds 30 billion barrels (4 billion tonnes) of proven recoverable oil reserves and potential reserves of 100-110 billion barrels. Development of new oil fields such as Kashagan (recoverable reserves: 13 billion barrels, peak projected output: 1.5 million barrels/day in 2019) will make Kazakhstan one of the world's top ten oil-producing nations. Kazakhstan ranks first in the world in reserves of barite and tungsten, second in reserves of chromite, phosphate rock, and uranium, third in reserves of copper, lead, and zinc, fourth in reserves of molybdenum; sixth in reserves of gold, and eighth in reserves of iron ore. The country contains almost a quarter of the worlds uranium with production reaching 15,000 tons per year in 2010 making it the first in the world. Kazakhstan has reinforced its global reputation as a democratic country through a series of major constitutional reforms, including the abolition of the death penalty and increased parliamentary representation. Kazakhstan is diversifying its economy away from natural resources. Agriculture makes up 10% of GDP; wheat is a leading commodity in export trade as is metal processing, chemicals, textiles and food processing. New information technology projects - like the Alatau IT Park are growing. Ambitious education initiatives make the latest generation of Kazakhs among the most highly skilled in the world. Every year, 3000 young Kazakhs are sponsored to study at the worlds most prestigious education institutions, before returning home. Political stability, religious tolerance and a unique location at the crossroads of China, Russia and Europe gives Kazakhstan a stabilising role for the whole region - as well as making it the perfect host for the Congress of World Religions (held in Astana every three years). Kazakhstan is a forward-thinking country. President Nazarbayev is behind many ambitious projects such as the Aral Sea dam, which will save the disappearance of the worlds fourth largest inland sea. The country has launched its own ambitious space programme at Baikonour and plans for a pan-Asian canal to further open up trade routes between central Asia and Europe. Astana, Kazakhstans capital (moved from Almaty in 1997), is situated at the very heart of the country. An incredible US$12 billion has been invested in the citys construction and development. Internationally renowned architechts like Norman Foster and Kisho Kurokawa have left their mark on a city that is set to outshine many of the worlds more established capitals. Eco-tourism is particularly strong in Kazakhstan, a land of vast unspoiled, open spaces, majestic mountains (with world class ski stations), horseback trails and increasingly vibrant, modern cities. Kazakhstan's economy: Highlights Kazakhstan in 2010 announced a Business Road Map 2020, which aims to create permanent jobs through business development. According to the program, funds are allocated for further subsidization of interest rates on loans, loan guarantees, and development of industrial infrastructure, internships and social assistance. As of January 2011, over 225 applications worth 101.2 billion tenge were approved for subsidizing within the Road Map. More than 30 projects of 129 business entities received loan guarantees. Approximately 1,175 enterprises received orders for rendering services in industrial zones. The total number of employees involved in the program exceeds 20 thousand people. A state-run scholarship programme Bolashak (Future ), since its establishment, in 1994 has increased the number of graduating scholars from 187 in 1994 to 1,259 in 2010. During 1993-2009, Bolashak scholars numbered 6,788. In 2011, approximately 1,058 scholars will receive their Bachelor, Master and PhD degrees. Kazakhstan has accommodated 8000 foreign companies (270 of them are companies listed in the Fortune 500), this invested over $13.1 bln, in Kazakhstan in 2010. Kazakhstan in 2010 continued implementing of the Extractive Industries Transparency Initiative with the aim of delivering a clear signal to international investors and financial institutions that Kazakhstan is committed to greater transparency and accountability and improvement in its investment climate Following adoption of the Law on Islamic Finance in 2010, Kazakhstan is planning to issue by the end of 2011 a $500 million debut Islamic bond (sukuk), which could create a benchmark for corporate lenders aiming to develop an Islamic finance sector in Central Asia. Kazakhstan plans to attract up to $10 billion in Islamic finance over the next 5 to 7 years. Islamic finance would play a major role in funding Kazakhstan's drive to develop its industrial base. Kazakhstans Government is developing a program for initial public offerings (IPO) of the national companies owned by the sovereign welfare fund Samruk-Kazyna, which controls around $70 billion on assets in banks, state energy companies and other major industries. Samruk-Energy, KEGOC and KazPost will put their shares up for an IPO by the end of the year. National companies such as KazMunaiGas, Kazakhstantemirzholy railways and Kazatomprom should follow with initial public offerings in 2012-2013. Later on, the metal producers Eurasian Natural Resources Corp. (ENRC), Kazakhmys, Kazzinc, and Arcelor Mittals Karmetkombinat will offer some of their shares. AZERBAIJAN ENERGY REVIEW Azerbaijans substantial energy resources and reliable infrastructure enable it to meet domestic energy demand and provide broad opportunities for energy export. The State Program on development of the fuel-energy complex (2004-2015) establishes the policy framework for developing the countrys energy sector. The Ministry of Industry and Energyis the primary government agency responsible for addressing these issues. Oil and gas; By the late 19th century with the discovery of huge oil reserves, Azerbaijan became one of the leading oil industry centres of the world providing for approximately half of the global oil supply. A number of foreign oil companies, including Shell, Rothschild and the Nobel brothers established presence and engaged in substantial business operations in

Azerbaijan. After re-gaining independence in 1991, Azerbaijan again became the hot spot for the oil men of the world. After re-opening of the oil and gas industry for international business, the Azerbaijani Government invited the leading global energy companies to jointly develop hydrocarbon resources of the Caspian basin on the basis of Production Sharing Agreements (PSAs). The State Oil Company of Azerbaijan (SOCAR) is a partner in all international energy development projects. Successful exploration of energy resources has led to the development of the regional system of pipelines. Along with the two pipelines (the Baku-Supsa and the Baku-Novorossiysk pipelines) traditionally used to export Azerbaijani oil, the major export pipeline the Baku-Tbilisi-Ceyhan (BTC) pipeline, was inaugurated in May 2006 in partnership with multinational energy operators. The BTC pipeline that stretches for 1768 km and carries crude oil from the AzeriChirag-Guneshli (ACG) oil field, connects the Caspian offshore fields with the Turkish Mediterranean port of Ceyhan. The transport capacity of the pipeline exceeds 1 million barrel a day. Simultaneously with the oil sector, the countrys gas industry received a boost when the South Caucasus Pipeline became operational in September 2006. The 692 km-long pipeline runs parallel to the BTC and carries natural gas from the Shakh-Deniz oil field to Turkey with a possible extension further to the South-Eastern Europe. The pipelines current capacity is over 7 bcm. Electricity; Azerbaijans power system is the oldest and most developed in the South Caucasus. It has an installed generating capacity of about 7100 MW, of which thermal power stations contribute 6100 MW and hydropower stations make up most of the balance. Due to the countrys economic growth, the demand for electricity is expected to increase by 4.7% each year until 2015. Azerenerji JSC is the government-owned company responsible for managing power production and distributions chains. Renewables; Endowed with rich wind, solar and hydro-energy as well as bio-fuel potential, Azerbaijan possesses enormous opportunities for developing international partnerships in the field of renewables. Chinas new straddling bus concept (which is not a giant female monster riding a school bus), designed by Youzhou Song of Shenzen, is about as close as it getsand promises to be the new solution to the countrys pollution problems and highly congested roads. This 18 ft tall, 25 ft wide public bus, which can carry up to 1,200 passengers, is powered by a combination of municipal electricity and solar power derived from panels on the bus roofs and at bus stops. It travels at an average speed of 25 mph (40 km) and could reduce traffic jams by 25 to 30 percent on main routes.

The program for Asia-Pacific in 2011 is open to applicants from Sri Lanka, Laos, and Cambodia.Applications are due 13 September 2011. Ford Motor Company in the Middle East -- Grants for Conservation and Environment 2011. Ford Middle East, in partnership with UNESCO, announce grants for non-profit conservation initiatives in the Middle East. Applications are due no later than 10 September 2011. French Global Environment Facility -- Small Initiatives Program, First Call. The French Global Environment Facility (FFEM) announces Phase 3 of its Small Initiatives Program (PPI). The PPI supports local projects in biodiversity, climate change, and sustainable local livelihoods in Sub-Saharan Africa. Priority countries in Phase 3 are Burkina Faso, Cameroon, Dem Rep Congo, Ghana, and Togo. A lesser number of grants is available for other African countries. The average grant size is 35 thousand, with a maximum of 50 thousand. Applications are invited from civil society organizations in the eligible countries. Partnering international NGOs may be eligible under certain circumstances (see the guidelines). The application deadline for the first round of grants is 05 September 2011. International Development Research Center -- Adaptation H2O Research in 2011-2012. The IDRC (Canada) funds the "Adaptation H2O Graduate Research Awards" to fund university graduate students working on research related to climate change and water. For 2011-2012, IDRC will make up to seven awards to graduate students in developing countries, and up to two awards for Canadian doctoral students. All awards have a maximum value of CA$15 thousand. Academy of Sciences for the Developing World (TWAS) -- Fellowships 2011. Each year, TWAS coordinates with participating research institutions in the developing world to host visiting research fellows. The 2011 call announces fellowships for post-graduate training; postgraduate training for women only; post-doctoral research; and advanced research. The fields of research include biotechnology, natural sciences, chemical and biological sciences, and others. Partner (host) organizations are located in Brazil, China, India, Kenya, Malaysia, Mexico, Pakistan, and Thailand. The deadlines range from 30 June 2011 to 15 September 2011, depending on the program African Union -- Kwame Nkrumah Scientific Awards 2011. The African Union (AU) honors outstanding African scientists through the Kwame Nkrumah Scientific Awards for fields that include agricultural sciences, environmental sciences, and energy innovation (among others). The Regional Scientific Awards for Women are restricted to women applicants in each of the AU's five geographical regions; the application deadline is 30 September 2011. The Continental Scientific Award recognizes the achievements of senior scientists anywhere in Africa; the application deadline is 15 November 2011. American Orchid Society -- Prizes for Orchid Conservation 2011. The American Orchid Society sponsors the Conservation Recognition Awards to honor outstanding work in orchid conservation. One prize focuses on conservation in North America; the other has no geographical limitations. Prizes are US$500. Closing date for nominations is 01 September each year British Ecological Society Funding for African Ecologists 2011. The BES funds an overseas bursary and an overseas fellowship to support ecological science in Africa. The grants are made to citizens of African countries and associated islands. Climate Technology Initiative -- Financing Clean Energy in Africa. The Climate Technology Initiative (CTI), through its Private Financing Advisory Network (PFAN), invites proposals for the CTI-PFAN business plan competition. The competition is open to energy entrepreneurs in all African countries. The winners of the competition will be offered professional guidance so that they are well prepared to meet with investors at a financing forum in South Africa, scheduled for February 2012. Applications to the business plan competition are due by 26 September 2011. Comic Relief -- Cycle 6. Comic Relief makes grants to address the root causes of poverty and injustice. Among its international programs, the Trade Program promotes sustainable and equitable wealth creation for small-scale producers and workers, with an emphasis on agriculture in any country or region of Africa. Applications may be made by UK-registered charities and other organizations if all profits generated from a project will be reinvested. The OSME's Conservation and Research Fund makes grants to support bird research in the Middle East, Caucasus, and Central Asia. Grants average about 500. The Otto Kinne Foundation (Germany) supports promising young environmental scientists in eastern Europe for research that includes the protection and management of species and natural environments. The Poweo Foundation supports small projects in renewable energy and energy efficiency in Sub-Saharan Africa. Tinker's institutional grants support the theme of Sustainable Resource Management (among others), with geographical emphasis on Latin America. Tyler Prize for Environmental Achievement Nominations 2011. This is an annual prize of US$200 thousand for exceptional accomplishments in environmental science, energy, or medicine. DFID invites proposals for the Impact Window of the Global Poverty Action Fund (GPAF). The GPAF aims for poverty reduction consistent with the Millennium Development Goals, which include themes in agriculture and environment (among others). The current call of the Impact Window is open to nonprofit NGOs in the UK, and to locally registered civil society organizations in 27 developing countries (DFID's focus countries). Radio Netherlands Worldwide to get government funding beginning 2013, promote freedom of speech in countries with poor information access BY FUNDSFORNGOS, Radio Netherlands Worldwide will be getting the funding from the Ministry of Foreign Affairs starting in 2013 amounting to 14 million that will be set aside in the ministrys annual budget for freedom of speech providing independent information for countries where public access to information is poor. The decision was announced by foreign minister Uri Rosenthal following recent Cabinet meeting. The minister said he was confident that RNW in its new form had a future. Last week, the cabinet decided that RNW must scrap its other two core tasks: informing Dutch people abroad and providing a realistic image of the Netherlands. However, at the time it was not yet clear how radical the cuts to the RNW budget would be. In an interview, the minister said that the earmarked budget of 14 million euros should be adequate for that task. Nearly half the amount six million euros will come from the development cooperation budget. Minister Rosenthal also said there was no need for concern regarding RNWs editorial independence. He pointed out that he had always put great emphasis on the importance of free and independent media, and it would be very strange if RNW were now to be placed under a ministrys tutelage. RNW itself says the cabinets plans are not realistic. The organisation spoke of an unprecedented decimation which would see about 250 people lose their jobs. The coalition agreement states that Radio Netherlands Worldwide, funded out of the foreign affairs and development cooperation budget, will concentrate on its core business, including ensuring freedom of speech. Its other activities will be phased out. They include providing information for Dutch nationals living in other countries and projecting a realistic image of the Netherlands abroad. The Ministry of Education, Culture and Science will provide funding for BVN (the public television station for Dutch and Flemish audiences abroad) and the Caribbean service of Radio Netherlands Worldwide.
