On behalf of the Steering Committee of the European Group for Public Administration (EGPA), I would like to invite and to welcome you to the 33rd EGPA Conference that will be held in Bucharest, Romania. EGPA is very pleased to organise its 2011 Conference in collaboration with the National School of Political Studies and Public Administration (NSPSPA). The Conference will provide the participants with a platform for debating and sharing their ideas and thoughts on the different topics of the EGPA Permanent Study Groups. Prior to the Conference sessions, there will be a pre-conference symposium for the PhD students and young researchers. EGPA is pleased to offer the sixth annual symposium for doctoral students and young scholars on September 5.-6., 2011, immediately preceding the annual EGPA conference in Bucharest. The symposium is designed to support young researchers in the field of Public Administration and Public Management to improve their research skills, to learn from colleagues and to enhance their opportunities for an academic career. It has the following objectives: to promote the development of a community of young scholars in a spirit of collaborative research; to provide a qualified framework for feedback on participants current research and guidance for future action; to help students to develop publishing strategies. French-Speaking Seminar: 7-9 September 2011


Sustainable Public Sector Reforms for Times of Crisis EGPAs decision to initiate in its midst a French-speaking area for debate is intended to facilitate the access of academics, experts, and professionals of the civil service to the most recent streams of thought in Public Management. This track should not, and will not produce hermetic discussions with respect to other languages; indeed EGPA and IIAS approach to their working languages English and French is that of complement and substitutability. Hence, the choice of Bucharest as host of the first edition: capital of a member State of Francophonie, open to the presence of French and English alongside its own Romance tongue. This year, the focus will be on the reforms of the public sector in times of crisis. We expect contributions on the following issues: New Reform Paradigms in Times of Scarcity; Innovation and Cost-Cutting; Administrative Capacity and Reform Implementation; The Impact of Starting Conditions on Change Programs; New Leadership for Sustainable Reforms under Strain; Evaluation of Reforms under Public Scrutiny and on Public Marketing and Communication for Times of Crisis.
