NREDCAP is the State Designated Agency (SDA) under the Energy Conservation Act 2001 and as a part of its ongoing efforts for conservation of power intends to undertake the following activities through competent agencies/consultants.

A. Organizing Meetings and Workshops by Energy Consultants/ESCOs 1. Organizing of half yearly State level meeting with Certified Energy Managers and Certified Energy Auditors to discuss duties and responsibilities as well as joint progress. 2. Organizing of half yearly regional meeting for exchange of information related to various Energy Conservation and Efficiency Measures activities taken up in SDA and policy initiatives. The proposed participants for regional workshop are from the officials of SDAs and BEE. 3. Organizing of District level workshops on EE measures covering industries Building, Transport, Agricultural sectors involving various stake holders such as Designated Consumers (DCs), District & NREDCAP officials. Four workshops are to be organized 1) Hyderabad, 2) Kakinada,3) Khammam 4) Ananthapur covering 5-6 near by districts. 4. Preparation of booklet on impact of Annual Energy Conservation and Efficiency measures in the state.

B. Preparation of guidelines and modalities for providing financial assistance to institutions implementing Energy Efficient Project by Financial Consultants/CA Firms NREDCAP is the State Designated Agency (SDA) for Energy Conservation Act 2001 requires Financial Consultants for the following tasks;

NREDCAP is planning to extend financial assistance as soft loans to the industries, building owners and municipalities for implementation of Energy Efficiency projects. The financial Consultants have to prepare guidelines, documentation,

verification of assets, hypothecation and legal status etc.

INVITATION FOR EXPRESSION OF INTEREST NREDCAP invites Expression of Interest (EOI) from competent Agencies with proven track record to undertake the Assignment under (A) above from Energy Consultants/ESCOs and under (B) above from the Financial Consultants/Chartered Accountant Firms

The EOI Format with the Terms and Conditions may be obtained from the Office of the NREDCAP against payment of Rs.5, 000 (Rupees Five Thousand only) for Item (A) and Rs.500/- for Item (B) above towards Non-refundable Application Fee, through DD drawn in favour of NREDCAP, Hyderabad obtained from any of the Schedule Commercial Banks and payable at Hyderabad or cash,

The EOI form can also be downloaded from the NREDCAP website: www.nedcap.gov.in However the Application Fee shall have to be paid along with the EOI submissions failing which the EOI will be rejected.

TERMS AND CONDITIONS FOR UNDERTAKING THE ASSIGNMENT OF ORGANISING MEETINGS ETC. (ITEM - A)

1) EMD of Rs.50, 000 by way of DD drawn in favour of NREDCAP obtained from any of the schedule commercial banks and payable at, Hyderabad shall be paid with the EOI submission. EOI submitted without the EMD will be rejected.. The EMD of the agencies that are not selected will be refunded within one month from the date of issue of Letter of Award to the selected Agency. The EMD of the selected Agency will be refunded on successful completion of the Assignment subject to adjustments if any as per the terms and conditions herein. The EMD will be forfeited if the selected Agency fails to accept the Letter of Award or to commence the Assignment within the time stipulated herein. 2) All the consultancy works including data collection for preparation of booklet on impact of Annual Energy Conservation and Efficiency Measures in the State and preparation of course material for organizing the workshops shall be the responsibility of the consultants. Preference will be given to those who are having experience in the line of Training/workshops organized for SDAs/BEE. a. The workshop/training programmes mentioned at Sl.No.1 in the EOI format shall be organized during the month of September 2011 and the number of participants is not less than 75 from Certified Energy Managers/Certified Energy Auditors working with industries and consultancy firms in the State. No. of days for workshopone day. Place of workshop not less than 3 star hotels at Hyderabad. The firm has to arrange lunch and high tea for

participants and also workshop kit to the participants. b. The Workshop/training programmes mentioned at Sl.No.2 in the EOI Format in the application shall be organized during the month of February 2012 and the number of participants is not less than 30 from the officials of SDAs and BEE. No. of days of workshopone day. Place of workshop not less than 5 star hotels at Hyderabad. The firm has to arrange lunch and high tea for participants and also workshop kit to the participants. c. Four workshops mentioned at Sl.No.3 in the EOI format in the application shall be organized during the months of October-November, 2011 and the number of participants is not less than 60 from the officials of Industries, District Administration and NREDCAP covering 5-6 districts for each

programme. No. of days of workshops two days. Place of workshop at hotel at district headquarters of 1) Hyderabad, 2) Kakinada,3) Khammam & 4) Ananthapur . The firm has to arrange lunch and high tea for participants and also workshop kit to the participants. d. The draft preparation of booklet on impact of Annual Energy Conservation and Efficiency Measures in the state for the year 2010-11 shall be submitted on or before 30/10/2011 and the final approved copy shall be furnished before 15/11/2011 and printed booklets of 150 copies shall be submitted by 30/11/2011 The booklet should contain Energy Efficiency Measures taken up by various Designated Consumers of industries and buildings, AP TRANSCO, APCPDCL, APEPDCL, APSPDCL, APNPDCL, AP GENCO & GOVT. Buildings etc., 3) All the training programmes/workshops specified in the EOI shall be completed within the stipulated time. The dates for training programmes/workshops shall be finalised in consultation with the VC & MD, NREDCAP. If the selected Agency fails to complete the Assignment within the stipulated time, penalty by way of liquidated damages at the rate of 1% per week shall be paid by the Agency on the total value of Assignment and such delay shall not be more than two weeks. In the event the Agency fails to complete the programme of the Assignment within the said two weeks, and the Assignment will be terminated and the EMD stands forfeited without any notice of whatever nature. However, at the request of the Agency extension of time due to unforeseen conditions, may be considered by the VC & MD, NREDCAP, Hyderabad. 4) The NREDCAP shall have the sole right of proprietorship of the data collected by the Agency. The Agency shall not use, transfer or otherwise deal with the said data for whatever purpose without the prior consent of the NREDCAP. Breach of this

condition by the Agency at any time even after completion of the Assignment will entitle NREDCAP for damages and/or compensation under law. 5) The Agency shall maintain complete confidentiality as regards the data collected under this Assignment and shall not disclose its contents in whole or part to others without the prior authorization by the NREDCAP. 6) The Agency shall not sub-contract or assign any part of the work under this Assignment to others without prior knowledge and approval of NREDCAP.

7) If the Agency fails to successfully complete the Assignment within the stipulated time, NREDCAP shall have the right not only to terminate the Assignment with one week notice and to get the same done by other agencies in which case any extra cost spent by NREDCAP shall be recoverable from the Agency under law. 8) NREDCAP reserves the right to terminate this Assignment within a short notice of seven days, if the consultancy work done by you is found to be not satisfactory or deficiencies pointed by NREDCAP are not rectified within the time specified. 9) The consultant has to submit Service Tax No. and VAT / TIN No. if any to this office for our record purpose. 10) The amount quoted by the Agency shall be all inclusive and also the taxes as well exclusive of Service Tax. The Service Tax @ 12.36% paid by the Agency will be reimbursed on submission of the remittance challan/receipt. 11) After completion of the Assignment, the Agency shall submit the reports in triplicate along with soft copies. 12) On successful accomplishment of the Assignment programme/item wise the Agency shall submit its invoice in triplicate. The payment schedule shall be as under.

a) for each item/programme of assignment on acceptance, 75% of the fee for that item will be paid and the balance amount of 25% will be paid along with the payment of fees for the next item of assignment. This 25% represents caution deposit for commencement and completion of the next item of Assignment.

(b) on successful completion of the total Assignment, the total fees will be paid against the invoice. The EMD, subject to conditions stipulated herein, will also be refunded.

13) On receipt of invoice and acceptance of the Assignment reports, payment will be released within seven days as provided hereinabove. 14) In case of any dispute, the decision of VC & Managing Director, NREDCAP Ltd, Hyderabad shall be final and binding. All the legal disputes relating to the

Assignment shall be subject to the jurisdiction of the Courts in Hyderabad. 15) The Consultant firm should have at least three nos of Certified Auditors/Certified Energy Managers; out of three at least one should be Certified Auditor. In case of financial consultancy at least one Chartered Accountant shall be employed with firm.

16) The maximum estimated cost for each item of Assignment shall be as given in the Appendix hereto. 17) The financial quote in the EOI shall be less than the maximum amount specified in the Appendix. If the Agency quotes higher than the maximum amount, it will not be rejected but the EMD shall also be forfeited without any notice of whatever nature. 18) NREDCAP reserves the right to accept or reject any or all EoI received with out assigning any reasons there for. 19) The agency which quotes the lowest amount will be selected for award of the assignment subject to fulfillment of other conditions necessary.
