Eligibility Criteria
The bidder (individual firm or a consortium of max. 3 firms) should provide the Solution / Services specified in the EoI. The solution encompasses the supply, installation, integration, and post-implementation support and operations including hardware, networking and site preparation. The bidder must meet the following pre-qualification requirements. Sr. No. 1. Qualification Criteria The bidder (prime bidder in case of a consortium/JV) must be a registered corporate in India, registered under the Companies Act 1956, or a Govt. Mandatory documentary evidence to be submitted Copy of Certificate of Incorporation Copy of Consortium agreement / JV agreement or Memorandum of Understanding to work together in case of winning the project. JVs / Consortium documents should clearly mention roles and responsibilities of each participating member.

Organization. The bidder (prime bidder in case of a consortium) should be operating in India for the last five years as on 31/03/2011

The bidder (each of the bidders in case of a consortium, JV) should have positive net-worth as on 31/03/2011.

Copy of the audited balance sheet of the company (s) Certificate from the Chartered Accountant

The bidder (prime bidder in case of a consortium, JV) should have an overall turnover of at least Rs. 300 Crores during each of the last 3 financial years as on 31/03/2011

Copy of the audited Profit & Loss Statements for each of the last 3 financial years

4.

The bidder (prime bidder in case of a consortium, JV) should have an overall turnover of at least of total Rs. 10 Crores over the last 3 financial years (as on 31/03/2011) from intelligent video analytics based security surveillance system projects

Certified list of the different orders executed and the payments received for last 3 financial years along with the Certificate from the Chartered Accountant

5.

The bidder (prime bidder in case of a consortium, JV) should have experience of at least 3 projects in implementing turn-key intelligent analytics based surveillance system

Copy of client citations / purchase order / Work Orders showing all the details sought. Reference for each of the projects has to be given and should contain

Qualification Criteria over the last 3 years of similar nature, at sensitive installations like defense laboratories, atomic power stations, international events, sporting events, airports/railway security set-up at multiple locations. Each of these projects should have at least 50 simultaneously working live cameras providing video feeds and intelligent analytics running on these video feeds.

The Surveillance application software offered by the bidder should have at least 5 installations over the last 3 years. This application should have catered to at least fifty simultaneously working live cameras in each of these installations.

Certificate from the OEM along with the list of all installations and client contact details from each of the installations.

The bidder (prime bidder in case of consortium) should have an ISO 9001:2000 certification Or The bidder (prime bidder in case of consortium) should be an SEI CMM Level 3 or above certified organization. Note: If the prime bidder is central govt. PSU (under direct control of GoI) and fulfulls this all other qualification w.r.t. quality criteria, criteria

There shall not be more than three partners (prime Bidder + max. 2 partners) in case of a consortium. The composition or constitution of the consortium shall not be altered without the prior written approval of the client. In case of a consortium, every member of the consortium shall be equally responsible and jointly and severally liable for the successful implementation of the project. Any organization debarred / black-listed by Central / any State Government department in India, at the time of submission of the EoI, shall not be allowed to participate in this tender. The bidder would not be allowed to sub-contract work (except of passive networking & petty civil work (if any)). Sub-contracting towards passive networking & civil work (if any) shall be allowed only with prior written approval of Government of Maharashtra. However, even if the work is sub-contracted, the sole responsibility of completing it on-time, and to the satisfaction level of Govt. of Maharashtra, shall lie with the bidder. The bidder shall be held responsible for any delay/error/non compliance etc of its sub-contracted vendor. The details of the sub-contracting agreements (if any) between both the parties would be required to be submitted to Govt. of Maharashtra.

All the Bidders, for the purpose of submitting a EoI shall treat the content of this document as private and confidential.
