Rajasthan has taken up the development of various selected important Corridors where the intensity of traffic likely to be significant after development of the same for safe and efficient movement of traffic. One such programme is augmentation of existing road to two-lane carriageway with the hard shoulders as per MORT&H Standards. Public Works Department, Rajasthan (PWD) has been entrusted to implement the development projects for these corridors on BOT basis under Public Private Partnership Scheme.

Project Objective
The overall objective of the project is development of the part of SH-02, Development will include widening of carriageway to two lane road with improvement of CD works and construction of ROB and other road user facilities. 1.3 Location
The Project corridor starts from Dudu and finishes at Sambhar. The Dudu and Sambhar are major towns of district Jaipur. The Project Stretch starts from Km 129/700 ( Km 330 of NH-08 ) and finishes at Km 156/0 ( Sambhar ) of SH-02. The total length of the project corridor is 26.30 km. The project corridor has been taken up for development under program of States selected corridors on BOT basis through Public Private Partnership scheme. Geographical coordinates of Dudu are Latitude: 27 28' 60 N, Longitude: 73 57' 0 E and Sambhar are 26 55 12 N, 75 12 0 E

Climate
The Project road passes through areas, which are hot in summer, cold in winter and having moderate to high rain during Monsoon. The temperatures fluctuate from 44C to 47C in summer and from 4C to 10C in winter. Monsoon season is from July to September and scanty rains during winter.

Land use
The existing land along the project corridor is predominantly agricultural with small habitation all along consociating residential and industrial areas.

Terrain Classification
The project corridor alignment mainly traverses through plain terrain. The road mainly passes through agricultural area except some portion where rocks exist. The existing horizontal alignment in plain area where some other stretches needs to be improved from sight distance criterion.

Some of above built up area are sources of traffic on the project corridor and are accident prone. Such locations will require extra widening of existing road.

Carriageway Details
The existing carriageway width varies from 3.0 m to 5.5 m with earthen shoulders on both sides in various stretches. The details collected during site reconnaissance are as tabulated below.

Shoulder Details
The existing shoulders provided along the project corridor are of different type and with different combination in various sections. stretches of the road. The hard shoulder of width varying from 0.5 m to 1.50 m is provided in most of the

Intersections
There are total 7 Nos. of intersections, which are either major or minor one, have been observed along the Project road. The details of important intersections existing along the project road are provided in strip plan.
the observation and data collection that, structures are situated within/ nearby existing right of way in urban sections or at important intersections only. The rural sections of the project corridor are free from structures, but right of way is encroaching by farmers at certain locations. In addition the same, data regarding sign boards provided by the department along the project road was collected, which reveal that still additional sign boards are required for proper guidance to the road user.

There is no bypass is proposed for this corridor
1.17 Embankment/Cutting
The existing pavement is provided at or just below/ above ground level in different sections of SH- 02. The SH 02 is having existing pavement provided at or above ground level.
The inventory for bridges has been prepared. It includes the parameters as per IRC-SP: 35 - 1990 Guidelines for Inspection and Maintenance of Bridges. The focus of the study is on following factors:
Geometric aspects, including bridge widths and whether the existing structure can be economically incorporated into the new road geometry;
The capability of the bridge to meet the proposed design standards for traffic loading;
Approach road conditions; Waterway conditions; Future maintenance costs; Ease of maintenance.
Inventories have been prepared to record the conditions of each major/ minor bridge or cross-drainage structure with in the identified sections. As per the guidelines of the Ministry of Road Transport and Highways, bridges having more than 60m lengths are categorized as major bridges and those below 60m lengths are classified as minor bridges. The details of CD works are being collected and same shall be submitted with detailed Project Report. The brief details of structures are as under:

1.21 Drainage
The drainage of the project corridor needs to be improved. The existing shoulder slope does not facilitate proper drainage and water stagnation on the shoulders is a common feature. Longitudinal side drains are virtually non-existent. The high embankments are eroded in the absence of drainage chutes. In the built up areas the abutting developments discharge the wastewater on to the road shoulders and the pavements gets flooded and damaged.

Condition of Exposure
The project road is away from marine environment and hence moderate condition of exposure will be adopted.

test was carried out as per guide lines provided vide IRC 81: 1997. From the Benkelman beam deflection test results, the characteristic deflection for entire section is worked out. By considering characteristic deflection and design MSA, the required overlay in terms of Bituminous macadam is worked out using Fig. 9 of IRC: 81-1997 for entire section. The design overlay is converted in equivalent thickness of Bituminous Concrete and Dense Bituminous Macadam using appropriate equivalency factors as suggested vide para 7.4 of IRC : 81 -1997. Further, the thickness of bituminous macadam is adjusted with design thickness adopted for new carriageway in the same section.

Pavement Design
Typical Pavement Design for widening & new pavement. Design of Flexible Pavement is done as per existing road condition. The crust thickness of the pavement as per design is as follow:

The pavement is designed for a total MSA of 18. The new pavement is designed as per existing crust thickness condition. The road is proposed to be opened to traffic in the year 2011. For CBR Value 5 Overlay Thickness (Designed as per IRC 81:1997) for existing carriageway. Profile correction course is executed with BM. It will vary as per geometric design. Renewal by 40 mm BC shall be taken-up in the 7nth , 14nth and 21st year.
Estimation of the project cost is necessary for evaluation of the required investments in the project. The estimated cost of construction of the project is worked out adopting prevailing market rates for plant and machinery. The schedule of rates of the Rajasthan PWD, BSR 2009- Circle National Highway- Jaipur has been used for adopting various rates. The project cost is worked out on itemized and as per bill of quantities (BOQs) estimated on the basis of data collected from various field survey works viz. Road inventory; pavement condition survey; design of pavement has been done based on CBR of the existing soil at an interval of 5 km.

Estimation of Quantities

Widening
issued by Planning Commission. Total crust thickness designed with Granular sub-base, base is 660 mm with CBR greater equal to 6%. The sub base of required thickness is proposed of soil from borrow area to be
mixed with gravel and quarry dust to achieve a CBR of 30%. The base will be of wet mix macadam of 250 mm thickness for entire section. It is proposed to provide overlay for strengthening of existing carriageway in form of BC of 40 mm . The provision of various traffic signs like Informatory signs, Mandatory signs, Cautionary signs, Clusters & red reflectors and road appurtenances like kerbs in median, painting of center line & edge line, km stone, 5 km stone, hectometre stone, boundary stone etc. has been made based on side detail collection and improvement suggested for the project road. The relocation/ removal of high tension transmission lines/ electric lines, telephone poles, optical fibre cables, pipe line if any, removal of trees coming within proposed roadway is also estimated based on the data obtained through activity of side detail collection. The quantity for acquisition/ removal of structures exist within proposed road way/ right of way is also estimated. The locations suitable for provision of bus bays, truck lay-byes, Toll plazas and way side amenities are finalized based on site inspection as well as data gathered during side detail collection. The quantity for various items of works included in construction of bus bay is assessed based on typical sketch prescribed by MORTH. The quantity for various items of works included in construction of way side amenity is assessed based on typical sketch. The quantities for various items are estimated under following major heads.

The source of revenue is collection of toll. This toll collection will be for the period of 13.5 Yrs starting from III Qtr of year 2012. The details of the toll collection in different year of operation and repayment schedule of the debt has been shown . The NPV @ 12% discounting i.e. net present value of this toll revenue is Rs 53.04 Crores.
