Chapter-I Salient Features


1.1 General
The Geographical area of Rajasthan is about 3.42 Lacs Sq km., which accounts for 10.4% of total geographical area of the country. Considering the fast road development and future development plans of mining industry, power, roads etc. particularly in view of globalization of economic priorities, the State of Rajasthan would witness a higher growth rate in the years to come. Public Works Department, Rajasthan, through the Government of

Rajasthan has taken up the development of various selected important Corridors where the intensity of traffic likely to be significant after development of the same for safe and efficient movement of traffic. One such programme is augmentation of existing road to two-lane carriageway with the hard shoulders as per MORT&H Standards. Public Works Department, Rajasthan (PWD) has been entrusted to implement the development projects for these corridors on BOT basis under Public Private Partnership Scheme.

Project Objective

The overall objective of the project is development of the part of SH-02, Development will include widening of carriageway to two lane road with improvement of CD works and construction of ROB and other road user facilities. 1.3 Location
The Project corridor starts from Dudu and finishes at Sambhar. The Dudu and Sambhar are major towns of district Jaipur. The Project Stretch starts from Km 129/700 ( Km 330 of NH-08 ) and finishes at Km 156/0 ( Sambhar ) of SH-02. The total length of the project corridor is 26.30 km. The project corridor has been taken up for development under program of States selected corridors on BOT basis through Public Private Partnership scheme. Geographical coordinates of Dudu are Latitude: 27 28' 60 N, Longitude: 73 57' 0 E and Sambhar are 26 55 12 N, 75 12 0 E

1.4

Climate
The Project road passes through areas, which are hot in summer, cold in winter and having moderate to high rain during Monsoon. The temperatures fluctuate from 44C to 47C in summer and from 4C to 10C in winter. Monsoon season is from July to September and scanty rains during winter.

Land use
The existing land along the project corridor is predominantly agricultural with small habitation all along consociating residential and industrial areas.

1.6

Terrain Classification
The project corridor alignment mainly traverses through plain terrain. The road mainly passes through agricultural area except some portion where rocks exist. The existing horizontal alignment in plain area where some other stretches needs to be improved from sight distance criterion.

Major Town and Villages


There are number of town & villages along the project corridor. The following table provides a list of main towns and villages along the Project road:

Some of above built up area are sources of traffic on the project corridor and are accident prone. Such locations will require extra widening of existing road.

Carriageway Details
The existing carriageway width varies from 3.0 m to 5.5 m with earthen shoulders on both sides in various stretches. The details collected during site reconnaissance are as tabulated below.

The existing shoulders provided along the project corridor are of different type and with different combination in various sections. stretches of the road. The hard shoulder of width varying from 0.5 m to 1.50 m is provided in most of the

1.10 Existing ROW


The existing right of way (ROW) varies from 24 m to 28 m for entire length, except in Town/village potions where ROW is not adequate due to encroachments.

1.11 Existing Alignment Geometrics


There are number of horizontal curves and few of them have to be corrected to bring them to proper design standards. Few horizontal curves are on steep gradient and also in cut portion, which are found substandard with respect to sight distance criterion as per MORT&H Standards. The details regarding curves existing on the project road shall be provided in detailed project report.

Intersections
There are total 7 Nos. of intersections, which are either major or minor one, have been observed along the Project road. The details of important intersections existing along the project road are provided in strip plan.

1.13 Road Condition


As per visual assessment of the project corridor, the condition of existing road varies from section to section.

1.14 Structure/Road Furniture Inventory


During field surveys details regarding existing structures and road sign boards provided along the project corridor were collected. It is found from Project Appraisal Report (Dudu Sambhar Road SH-2)

the observation and data collection that, structures are situated within/ nearby existing right of way in urban sections or at important intersections only. The rural sections of the project corridor are free from structures, but right of way is encroaching by farmers at certain locations. In addition the same, data regarding sign boards provided by the department along the project road was collected, which reveal that still additional sign boards are required for proper guidance to the road user.

1.15 Road Side Arboriculture


During field surveys for identifying road side arboriculture was carried out, such type of activity was noticed for entire length of the project road. Neem & other forestation found both side of the road.

1.16 Railway Crossing/ROB


There is one level crossing at Km 146 of project corridor. The level crossing No. is 5/3 E . Where ROB is proposed.

1.16 BYEPASS
There is no bypass is proposed for this corridor

1.17 Embankment/Cutting
The existing pavement is provided at or just below/ above ground level in different sections of SH- 02. The SH 02 is having existing pavement provided at or above ground level.

1.18 Road Side Public Facilities


The public facilities like School, Temple, Mosque, dispensary, primary health centre, and telephone exchange, Police Station etc. are noticed at few locations in different village along the road side

1.19 Cross Drainage Works


The proposals for improving the road to two lanes with hard shoulder should include provision for minimum two lanes carriageway over bridges, (both Minor and Major) culverts and causeways.

The inventory for bridges has been prepared. It includes the parameters as per IRC-SP: 35 - 1990 Guidelines for Inspection and Maintenance of Bridges. The focus of the study is on following factors:

Geometric aspects, including bridge widths and whether the existing structure can be economically incorporated into the new road geometry;

The capability of the bridge to meet the proposed design standards for traffic loading;

Approach road conditions; Waterway conditions; Future maintenance costs; Ease of maintenance.

Inventories have been prepared to record the conditions of each major/ minor bridge or cross-drainage structure with in the identified sections. As per the guidelines of the Ministry of Road Transport and Highways, bridges having more than 60m lengths are categorized as major bridges and those below 60m lengths are classified as minor bridges. The details of CD works are being collected and same shall be submitted with detailed Project Report. The brief details of structures are as under:

1.21 Drainage
The drainage of the project corridor needs to be improved. The existing shoulder slope does not facilitate proper drainage and water stagnation on the shoulders is a common feature. Longitudinal side drains are virtually non-existent. The high embankments are eroded in the absence of drainage chutes. In the built up areas the abutting developments discharge the wastewater on to the road shoulders and the pavements gets flooded and damaged.

1.22 Utility Services


There are electricity lines, telephones lines and optical fiber cable lines running with in the road boundary at various stretches of the road. Water supply Pipe line laid by P.H.E.D. is also there along some stretches of the project road. However, the OFC line crosses from left to right and vice versa in certain locations. The exact locations of these are being ascertained from the respective. Road improvement proposals would have to be considered depending on the locations of these lines and wherever

these lines interfere with proposed road improvements, they would need to be shifted.

1.23 Environment Features


The project falls in the ecological climate zones. There is no nature conservation area in and around the project. As the project is in operation and likely to be improved upgraded, no major changes in ecological and environmental features are anticipated. On both sides of the highway there are few no of trees in some of the stretches. At a few stretches, the plantations under social agro-forestry do exist.

Chapter-II Technical Specification & Design Standards


The design standards adopted for proposed corridor, are as per guide lines given in various IRC codes published by Indian Roads Congress. The features of the Project corridor are to be improved to the IRC & MORT&H standards and guidelines for the two lane road. The existing right of way of the project road is varying from 20 m to 28 m. The project road is having poor geometrics in some of the stretches. Design Standards comprise Ministry of Road Transport & Highways (MORTH), policy circulars and IRC codes, guidelines and special publications applicable to State Highways. Where the said standards are silent on any item, the following standards in order of preference shall be adopted. 1. 2. 3. Chapter-IV Pavement Design


4.1 New Pavement / Widening of Existing Carriageway
The pavement design for new carriageway of proposed bypass alignment & widening for the road is based on a 15 year design period. The carriageway pavement is designed as per revised IRC: 37-2001 "Guidelines for Design of Flexible Pavements (Second Revision)". Traffic surveys are conducted at various locations of different sections of the project corridor. During soil and material survey, sources of borrow earth area were identified from where soil samples were collected and test results are now received. The test results indicate CBR ranging from 4% to 6%. However for design propose the CBR value is restricted to 6.0% . The design of pavement was carried out as per pavement thickness design chart of revised IRC: 37:2001 published by Indian Roads Congress (IRC).

4.2 Overlay for Strengthening of Existing Carriageway


The overlay design is made as per IRC: 81 - 1997 "Guidelines for strengthening of flexible road pavements using Benkelman Beam Deflection Technique (First Revision)". The Benkelman Beam Deflection

test was carried out as per guide lines provided vide IRC 81: 1997. From the Benkelman beam deflection test results, the characteristic deflection for entire section is worked out. By considering characteristic deflection and design MSA, the required overlay in terms of Bituminous macadam is worked out using Fig. 9 of IRC: 81-1997 for entire section. The design overlay is converted in equivalent thickness of Bituminous Concrete and Dense Bituminous Macadam using appropriate equivalency factors as suggested vide para 7.4 of IRC : 81 -1997. Further, the thickness of bituminous macadam is adjusted with design thickness adopted for new carriageway in the same section.

4.3 Hard Shoulders


Hard shoulders are that portion of the shoulders, which gives protection to the carriageway. In this project the hard shoulders are proposed of 1.5m width. These hard shoulders are so designed so as to allow for drainage of the pavement layers under the main carriageway. The design adopted for the hard shoulders is of granular layers adopted for the main pavement. That is the granular sub-base adopted for widening of the carriageway, which will be extended beyond the hard and up to the edge of the embankment. It is very necessary that the sloped sides of this granular sub-base in the soft shoulder is left as it is and not protected with any other material. Project Appraisal Report (Dudu Sambhar Road SH-2)

4.4

Pavement Design
Typical Pavement Design for widening & new pavement. Design of Flexible Pavement is done as per existing road condition. The crust thickness of the pavement as per design is as follow:

The Thickness of Crust is in mm. 40 mm overlay is added for in 7, 14 and 21 year.

The pavement is designed for a total MSA of 18. The new pavement is designed as per existing crust thickness condition. The road is proposed to be opened to traffic in the year 2011. For CBR Value 5 Overlay Thickness (Designed as per IRC 81:1997) for existing carriageway. Profile correction course is executed with BM. It will vary as per geometric design. Renewal by 40 mm BC shall be taken-up in the 7nth , 14nth and 21st year.

Chapter-V Cost Estimate

Estimation of the project cost is necessary for evaluation of the required investments in the project. The estimated cost of construction of the project is worked out adopting prevailing market rates for plant and machinery. The schedule of rates of the Rajasthan PWD, BSR 2009- Circle National Highway- Jaipur has been used for adopting various rates. The project cost is worked out on itemized and as per bill of quantities (BOQs) estimated on the basis of data collected from various field survey works viz. Road inventory; pavement condition survey; design of pavement has been done based on CBR of the existing soil at an interval of 5 km.

mixed with gravel and quarry dust to achieve a CBR of 30%. The base will be of wet mix macadam of 250 mm thickness for entire section. It is proposed to provide overlay for strengthening of existing carriageway in form of BC of 40 mm . The provision of various traffic signs like Informatory signs, Mandatory signs, Cautionary signs, Clusters & red reflectors and road appurtenances like kerbs in median, painting of center line & edge line, km stone, 5 km stone, hectometre stone, boundary stone etc. has been made based on side detail collection and improvement suggested for the project road. The relocation/ removal of high tension transmission lines/ electric lines, telephone poles, optical fibre cables, pipe line if any, removal of trees coming within proposed roadway is also estimated based on the data obtained through activity of side detail collection. The quantity for acquisition/ removal of structures exist within proposed road way/ right of way is also estimated. The locations suitable for provision of bus bays, truck lay-byes, Toll plazas and way side amenities are finalized based on site inspection as well as data gathered during side detail collection. The quantity for various items of works included in construction of bus bay is assessed based on typical sketch prescribed by MORTH. The quantity for various items of works included in construction of way side amenity is assessed based on typical sketch. The quantities for various items are estimated under following major heads.

The quantities for various items of road works have been calculated separately. The computation of the quantity for each item of road works for package is provided in BOQ.

5.2

Details of the Project Cost


The work costs estimated on the basis of the BOQs in the heads, as explained earlier. The work cost of bills 1 to 12 were converted into project cost by adding the following percentage. The land acquisition cost is excluded from this as stated earlier. The abstract of cost prepared for package as well as for entire project corridor is provided in BOQ. The total project cost for improvement of Dudu Sambhar (SH-02) road comes to Rs. 40.52 Crores (approx.).
