MINUTES OF THE REVIEW MEETING on ICT COMPONENT OF CAMPA-NPV PROJECT OF 2011-12, HELD WITH CIRCLE LEVEL OFFICERS ON 19.08.

2011 IN ARANYA BHAWAN, HYDERABAD


The Addl. PCCF (IT) took up review on the agenda items, which is as follows: 1. DGPS SURVEY OF FCA AREAS & PRIORITIZATION OF THE AREAS: APCCF (IT) informed that the information was received only from all the Divisional Forest Officers of Nizamabad and Anantpur Circles during the month, besides from the DFOs of Hyderabad Circle and DFO Markapur who had submitted it last month, in a complete shape. This was highly appreciated. It was still pending from rest of the Divisions. Therefore, APCCF (IT) requested all the Officers to submit the above information latest by 31.08.2011 positively. 2. DGPS SURVEY OF NOTIFIED FOREST BLOCKS: APCCF (IT) informed that the DGPS survey of the Forest Blocks had commenced in Karim Nagar East Division during 2010-11 and being continued this year also by M/s. IL&FS, New Delhi. This programme is proposed to be taken up in 5 more Divisions during this year. The Divisions are Mancherial, Bhadrachalam North, Kurnool, Guntur and Hyderabad. Hence the CFs Adilabad, Khammam, Kurnool, Guntur and Hyderabad Circles were requested to furnish the information in the proforma prescribed (Communicated in PCCFs Rc. No. 22820/2010/IT, Dated 26.11.2010 and Rc. No. 21896/2011/IT, dated 06.06.2011). However information on notified forest blocks, i.e., availability of Gazette notifications, field books, maps and other connected records, including prioritization of forest blocks was still awaited from all of them. He requested them to arrange to supply the same by 10th of September 2011 positively. APCCF (IT) further requested all the concerned Circle level Officers to ensure that the concerned field officers, specially the Range Officers, Section Officers and Beat Officers are well acquainted with all the Forest Blocks in their jurisdictions with reference to the records, fully perambulate the boundaries, take down the Lat-Longs of all the pillars and note down their conditions as well, at the earliest so that they are fully prepared to show the accurate locations of the RF boundary pillars to the DGPS survey teams before they arrive for survey. 3. VEGETATION COVER MAPPING (CHANGES BETWEEN 2009 & 2010): CCFs/CFs were requested to furnish the information in the proforma prescribed, communicated vide PCCFs Rc. No. 5048/2011/IT, Dated 07.02.2011 and 21.03.2011. However, the information 1

has been received in a complete shape from 11 Divisions only, viz., Mahaboob Nagar, Nalgonda, Anantpur, Markapur, Kagaz Nagar, Paloncha WLM, Medak, Nizamabad, Kamareddy, Vizianagaram, Visakhapatnam, WLM Tirupati and Kakinada. Some of the DFOs have furnished the part information, i.e., Guntur, Kothagudem, Nellore, Warangal North & South. Of the total 1205 points communicated, the ground truthing reports have been received for 297 points. The information pertaining to 908 points is still pending. APCCF (IT) informed that during his recent visit to Nizamabad Circle he had ground trothed/ test checked the information pertaining to 4 forest cover change points between 2009 & 2010; 2 each in Nizamabad and Kamareddy Divisions. He made a Power Point Presentation of the same also. He informed that the concerned FBO had reported correctly about the negative changes in Nizamabad Division (Beat Mudakapally, Compt. No. 158) and had booked cases against the encroachers also. However the Charge Sheet is yet to be filed. However in 1 change point (Gowraram Beat, Compt. No. 645) of Kamareddy Division, the concerned FBO had neither reported about the encroachment not taken any action to prevent cultivation in the encroached area. It was revealed only during the instructions of APCCF (IT) that the offender / encroacher had ploughed the area and taken up cultivation during June-July 2011 only. Had the DFO bothered to test checked the negative change point communicated by Geomatics Centre in Feb/March 2011, the cultivation in the encroached area could have been prevented. Similarly at another point in the same Division (Beat Indalwai, Compt. No. 473) encroachment had been attempted by members of a temple trust, this also had not been reported by the concerned FBO and FSO. In the light of above the APCCF (IT) requested all the Circle level Officers not to take the above matter lightly and see to it that as soon as the forest cover change points are communicated by Geomatics Centre, ground truthing is completed within a fortnight positively. He further requested that the reasons for change are furnished after due enquiry by the Field Officers and test check by the Sub-DFO and DFO. Now this data can be entered through FCCMIS module of the APFMIS. As the ground truthing reports pertaining to 908 points are still pending and a time of almost 6 months has lapsed since communication, the APCCF IT requested all the Circle level Officers to issue necessary instructions to all the Field Officers to ground truth the remaining Forest Cover Change points duly test checking the same at all the levels and arranged to furnish the reports latest by 31.08.2011. 2

DIGITIZATION OF MISSING FOREST BLOCKS LAYER: APCCF (IT) reiterated that as informed last month, on thorough verification of the Spatial database of Forest Blocks, it was found about 721 Forest Blocks are missing and all the Circle level Officers and DFOs had been requested to furnish the data on missing forest blocks in the GIS layer. However the data had been received only from the CCF Nizamabad pertaining to 15 Forest Blocks during the month. Therefore, he once again requested them to furnish this information, i.e., notified map of the Block, field book and the Gazette Notification along with Lat-Long of one of the boundary pillars of the missing block, preferably common to the Forest Block available in the GIS layer, latest by 10.09.2011 positively. 5. MAP OF CA PLANTATIONS OF LAST 6 YEARS: APCCF (IT) informed that the MoEF and FSI had requested for the above information needed for testing of the iCCMES application for monitoring of the CAMPA and most specifically CA plantations. He further informed that therefore, all the Circle level Officers and DFOs had been requested to furnish the information in the prescribed proforma, communicated in PCCFs Rc. No. 25586/2010/IT, Dated 05.06.2010, almost an year ago. However the information was received only from 15 Divisions, that too in an incomplete shape. Only 4 DFOs, viz., Nalgonda, Mahaboob Nagar, Hyderabad and Markapur have furnished the information in complete shape. He further informed, that as DGPS survey of all the FCA areas including CA plantations has been outsourced and the work is in progress, only the Lat-Long of central point of each CA plantation need to be furnished for the present. Hence, APCCF (IT) requested all the Circle level Officers to arrange to furnish the information of the Lat-Long of central point of each CA plantation since 1980 by 10.09.2011 positively. 6. VERIFICATION OF ROFR AREAS: APCCF (IT) requested all the Circle level Officers to furnish the information in the proforma prescribed, communicated vide PCCFs Rc. No. 14956/08/IT-1/2008/IT, Dated 12.05.2009, 10.08.2010 and through latest DO letter on 25.06.2011, in excel sheet format along with original GPS track file, if available, at the earliest so that Division/Range/Forest Block wise maps of FRA areas could be supplied to them for future management purposes.

7. PROGRESS OF TOF IN ADILABAD CIRCLE: APCCF (IT) informed that CF/DFOs of Adilabad Circle were requested to complete field work in connection with the assessment of Trees Outside the Forests (TOF) by 30th of June 2011 and furnish all the data to this office by 10.07.2011. However, the information was received only from Nirmal, Adilabad & Bellampally Divisions that too in an incomplete shape. It was informed that the field work was over in Jannaram and Kagaz Nagar Divisions as well, but no information is received. Therefore APCCF (IT) requested CCF, Adilabad to instruct the DFOs Jannaram and Kagaz Nagar to enter the data through TOF module of the APFMIS by 31st of Aug 2011 positively and to instruct the DFO Mancherial to take up and complete the field work by the end of this month and submit information through above mentioned module by 10th of September 2011. 8. COMPUTERS, PRINTERS AND GPS ETC. IN RANGES: APCCF (IT) informed that CCFs/CFs were requested to furnish the information regarding availability of Computers, Printers, GPS and Internet connectivity up to Range level through Infrastructure Management Information System (IMIS) module of the APFMIS. However the information has not been received in full, though data entry has started in many of the Divisions. Therefore the APCCF (IT) now requested all the Circle Level Officers to issue necessary instructions to all the field officers to enter data on all the infrastructures including IT, at the earliest. He requested to upload the photographs of the buildings also along with other information. APCCF IT informed that the Lat-Long information of buildings is also required to fix Ground Control Points (GCPs), which would facilitate Ortho-rectification of high resolution Cartosat data which in turn would help in the preparation of the maps required for verification of RoFR data as well as in generation of various inputs required for preparation of Working Plans. 9. APFMIS: APCCF (IT) requested all the Officers to spend a minimum of 10 to 15 minutes every day going through various modules so that they could be better informed as well as be in a position to monitor the progress of data entry and guide the field officers in this regard. APCCF (IT) informed that since last month 2 more modules have been developed, i.e., Nursery Management Information System (NMIS) and CAMPA MIS and demonstrated live both the modules and requested all the Circle level Officers to start using the above 2 modules also. APCCF SF requested that to begin with each DFO (T&WL and Social Forestry) should enter details of 1 nursery each and report if any difficultly is faced. If no difficulty is encountered in entering the 4

data, they may go ahead with entry of data of all the other nurseries. He also requested that first of all data should be entered pertaining to 1. Registration of nurseries and 2. Basic infrastructure of nursery and then the stock details shall be entered. Likewise, APCCF IT requested to enter a few estimates of 2011-12 under CAMPA Project in all the Divisions and report if any problem is encountered. For this purpose, APCCF IT informed that a Support Desk has been created and a link has been provided on the home page of APFMIS (Right hand side of Task Bar. One can pose problem through a ticketing system of the Support Desk and also check its status. The problems reported will straight away be forwarded to the concerned Programmer who will attend to it and also inform the complainant. Therefore APCCF IT requested all the Officers to make full use of the facility and help improve the functioning of all the modules. At the end, the APCCF (IT) once again requested all the Circle level Officers to pay special attention to the IT&C component of the CAMPA-NPV Project and make full use of it for improving the efficiency and image of the Department. With this the meeting concluded. All the officers are requested to submit compliance report on the various points mentioned above, Agenda wise by 16th of September 2011 positively.
