Last June 19, 2011 at St. Benedict Parish Church Hyewadong Seoul Korea, FEWA held its general assembly. The objective of the assembly is to nominate new officers that will continue to lead and manage one of the biggest associations of Filipino migrant workers here in Korea. Then the election took place on July 03, 2011, at the 2nd floor of Woori bank Hyewa-dong branch. Registered members of the association cast their votes among the fifteen nominees. The election started from 10:00 in the morning and ended at three in the afternoon. Right after the election a quick counting was done with the help of Mr. Julius Ceasar Ocampo, Ivan Q uijano,

Philippine Embassy-Seoul Lauds DOJ Advisory on Drug Mules By: Philippine Embassy
The Philippine Embassy in Seoul welcomed the issuance by the Department of Justice (DOJ) of an advisory opinion on illegal drug couriers. In line with the earlier call of the Department of Foreign Affairs (DFA) for a comprehensive, coordinated campaign against illegal drug smuggling syndicates, the Embassy stated that the advisory is most helpful in the Philippine Governments information and awareness campaign on drug smuggling and the victimization of Filipinos as drug couriers. Justice Secretary Leila de Lima stated that the advisory opinion, which was issued on April 29, seeks to explain to the public the issues surrounding the recruitment, arrest, detention and conviction in foreign countries of Filipinos who are caught transporting illegal drugs. The advisory opinion outlined 10 recommended points for the Filipino public. These are the following: Carry at your own risk. Knowledge is immaterial and intent is not a requirement in drug trafficking. Be vigilant of the modus operandi of drug courier syndicates. In the unfortunate event of arrest or detention for drug trafficking, have presence of mind and do not resist arrest. (continued on page 6)

Marami ng ang naging papel ng FEWA para sa mga Overseas Filipino Workers (OFW) mula ng itoy maitatag. Patuloy itong namamayagpag bilang samahan may mabuting gampanin. Muling masusubok ang kakayahan ng mga bagong halal na pinuno para sa taong 2011-2012. Muli sana silang kakitaan ng mahabang pasensiyang makinig sa mga problema ng kapwa OFW, maglaan ng panahon sa samahan at tumugon sa iba pang mga pagsubok na kakaharapin. Sa pagbabalik tanaw, nagsulputan noon ang mga malalaking isyu at problema sa kalakarang Industrial Trainee System (ITS). Taong 2005, may 358 ,167 kabuuang bilang na migranteng manggagawa. Lumobo ng 55.6% ng kabuuan bilang ang naging undocumented ayon sa datos ng Ministry of Justice. Nailantad din ang mapang-aping sistema ng ITS dahil sa hindi makataong pagtrato at pagyurak sa karapatan ng mga migranteng manggagawa. Ito ang nagbunsod sa mga migranteng manggagawa na magbuo ng unyon para matugunan ang kanilang isyu. Naging dahilan ito sa pagkabilanggo at pagpapauwi (deport) sa mga naunang liderato ng unyon. At noon lamang napagtanto ng lipunan ng Korea, lalo na ng mga NGO at simbahan na marapat nang tuunan ng pansin ang lumalalang kalalagayan ng mga migranteng mangagagawa. Samantalang ang pamahalaan naman nakita na rin ang pangangailangan para baguhin ang batas nito sa migranteng paggawa at tinagurian ang bagong batas na Employment Permit System (EPS). Sa hanay ng mga Pilipino, sa panahong yaon, ang simbahan ang kadalasang nagiging takbuhan ng mga OFW. Dahil na rin sa kabagalan ng embahada ng Pilipnas na tumugon sa dagsa-dagsang usapin. Kaalinsabay sa pagbabago ng batas ang pagsibol ng Filipino EPS Workers Association (FEWA). Ang grupo ay nabuo sa tulong ng simbahang Katoliko ng Hyewha. Sa kasalukuyan, mismong ang embahada na rin ang pumupuri sa FEWA dahil sa napakahalagang tulong nito sa mga manggagawang Pilipino na tinaguriang mga Bagong Bayani. Sa pamunuan ng 2010-2011, maituturing na isa sa naging kalakasan nito ay ang mga lider na naglalaan ng kanilang panahon. Silang mga walang kapaguran na tuwing Linggo ay nagbibigay ng libreng payo (counseling) para sa kapwa Pilipino sa kanilang mga suliranin sa trabaho. Ang kanilang dedikasyon sa paglilingkod ang siyang lalo pang napatatag ng samahan. Sa ngayon na mayroong bagong halal na pamunuan sila naman ang tutugon sa mga bagong hamon at suliraning kinakaharap ng mga manggagawa ng EPS, partikular ang mainit na usapin sa contract extension. Kasing halaga din ng pamunuan ang mahalagang ambag na ginagampanan ng mga kasapi na siyang patuloy na bumubuhay at nagtatamasa ng mga serbisyo ng samahan. Isa din ito sa mga pangunahing dapat pagtuunan ng bagong liderato, ang pagpapalakas pa at pagpaparami ng kasapian. Gayundin ang pagpapabuti pa ng mga serbisyo nito. Malaking kapakinabangan sa nakakarami ang Sulyapinoy Online Forum, lalo na sa mga hindi kasapi ng FEWA at gayundin sa mga Pilipinong nagbabalak na magtrabaho bilang EPS sa Korea. Natatalakay ang ibat-ibang isyu gayundin ang pansariling usapin sa pamumuhay at kaibang kultura sa Korea. Kung kayat tulung-tulong na natutugunan ang mga suliranin batay sa mga payo ng mga ibang kasapi sa forum na may higit ng karanasan at may ilang taon ng nanirahan ng Korea. Sa pamamagitan ng online forum nagkakaroon ng tuntungan (platform) ang mga boses at hinaing ng lahat para mapakinggan at maipaabot ito sa mga kinauukulan. Maagap na naiwawasto ang pagkalat ng mga maling impormasyon para masupil ang mga maling akala at haka-haka. Mayroon na rin facebook ang FEWA para lalo pang mas mapabilis ang ugnayan sa mga OFWs. Gayundin ang buwanang paglilimbag ng opisyal nitong pahayagan ay nakakatulong din sa pagbibigay na dagdag na kaalaman at babasahin para sa mga OFWs. Bagamat may awtonomiya, ang FEWA ay patuloy pa rin sa kaniyang ugnayan sa simbahan. Katuwang din nito ang iba pang samahang Filipino sa Korea, mga indibidwal at mga mag-aaral sa kaniyang gawain. Isa itong magandang paraan upang mapagbuklud-buklod ang mga Filipino sa kanilang angking talento at kakayahan. Pasimuno din ang FEWA sa pagkakatatag ng samahang Filipino Photographers in South Korea o FILIPOS. Para sa isang OFW, ang maglingkod sa kapwa OFW ay maituturing na higit pa sa kabayanihan. Kung kayat marapat lamang na sila ay bigyang pugay at pasalamatan. Dahil sabi nga ang buhay ay mas nagiging makabuluhan kung itoy inaalay sa isang simulain at nakakatulong sa pagpapabuti sa katayuan ng buhay ng iba. Di nga bat ang buhay ng OFW ay para sa kaniyang pamilya, subalit sa mga pinuno at kasapi ng FEWA itoy alay din sa paglilingkod sa kapwa OFW! Period for applications for reemployment of foreign workers largely extended

ny employer who wants to reemploy his/ her foreign worker will be allowed to apply for reemployment just seven days before end of the employment period. On July 5, the Ministry of Employment and Labor (MOEL) amended the Enforcement Regulations of the Act on Foreign Workers' Employment etc., which contains this feature. The reemployment system is a system under which if an employer applies for the reemployment of a foreign worker who entered Korea under the Employment Permit System before expiration of the three-year employment period, the employment period can be extended by less than two years. So far an employer has been required to apply for reemployment at least 45 days (or 15 days in case where the foreign worker has been employed with the employer for three months or longer before the expiration date) before the expiration date. As a result, workplaces have frequently missed their reemployment application deadlines. In addition, if a workplace misses its

application deadline, it cannot reemploy the foreign worker, and the foreign worker should return to his/her home country. However, henceforth, an employer will be allowed to apply for reemployment just seven days before expiration of the employment period. Yet if an employer is to request the reemployment of his/her foreign worker, the foreign worker should be employed with the employer for at least one month before expiration of the employment period. Allowing the employer who has employed the foreign worker for at least a certain period to apply for his/her reemployment will be compatible with the purpose of the reemployment system.

he Filipino EPS Workers Association (FEWA) held their election of officers last July. Holding a position that caters to a community, much more leading them, sometimes takes more effort and time than their regular jobs, as issues and situations concerning Filipinos in another country recognizes no work hours nor contracts. They range in problems and concerns that can be negotiated with the law and with employers, but more often than not also in consideration of personal circumstances and struggles, from the amusing and laughable, to the more aggravating and tragic. In recognition of their past and present works and contributions to the organization as members and leaders, we took the time to learn of their

Marzy Serdea: Being a President for Two Terms


As a FEWA president for two years, I was not concerned of my achievement as a president. All I was thinking of was how to do my best as a leader and how to make our services as a volunteer group even better. As a volunteer group that had no sufficient funding we were able to reach out to our kababayans back in our homeland through our " Baliktanaw Project" , which aims to help the schools in rural areas, especially those who are not reached by the government projects. There were some projects that we planned but did not materialize. Hopefully Sir Benjie Del Mundo, the next president, and the new set of officers will be able to make it happen. As a leader of the group I faced a lot of challenges, especially during the time when we almost ran out of writers and volunteers for Sulyapinoy newsletter. As to realizations I've had a lot of lessons learned dealing with organizational problems. It tested my patience and strength, and I was able to develop my self confidence in facing different people. Being with them (the volunteers and fellow officers) will always be memorable to me because we developed this bond that seemed like we are not just from the same group or association, but more like friends and a family already. To Sir Benjie is that hope that he will do his best as a leader. Sometimes you will face ups and downs, but be strong and always remember to work together as a group because you can do better when you are working together. Being a volunteer means sacrificing some of your happiness, but also doing good deeds producing good results. I wish you and the new set of officers a lot of luck in keeping the spirit of volunteerism alive. May god bless us all!

Benjie Del Mundo: Stepping up to the Post


A native of Alfonso, Cavite, presently working here in Jeongnam-myeon Hwaseong-si, Gyeonggi-do. I first arrived here in Korea last June of 2003 under the Industrial Trainee System (ITS). I finished my sojourn and went back to the Philippines with a little savings to start a small business. Then I heard of the Employment Permit System that the Korean government implemented to hire foreign workers. I applied and luckily got chosen within six months. I then flew back to Korea last February of 2007 under the EPS program. Ive been a registered member of FEWA (Filipino EPS Workers Association) since 2008 . Ive seen that Filipinos under the EPS program are facing so many trials here in Korea. I found FEWA to be an association that helps improve the welfare of Filipino workers here in Korea. Since then every free time I have has been used in all FEWA activities as one of the board members. It takes so much patience to lead a group. Putting aside my personal needs just to fulfill a certain task is one trait that I have and will help me be an effective leader. No man is an island, thats what I always believe, so Im always open to all opinions or suggestions from all of my colleagues, because we all aim to continue the good start of the previous leaderships, through giving interest in all the issues that concern EPS workers, and of course the willingness to listen to all the inquiries that our fellow Filipinos dont understand and giving the accurate information they need. FEWA/Sulyapinoy as a source of information here in Korea will continue to give the most reliable information regarding all labor issues about the EPS program. We will continue to be there for all our Filipino workers who encounter problems in their workplace. We are also planning to have partnerships with all the Filipino communities here in Korea. FILIPOS Elects New Officers


By JackRusl Surprisingly, out of the many, or a total of 23 nominated migrant workers, students, and teachers who are official members of the Filipino Photographers in South Korea (FILIPOS), six were elected as officers for the year 20112012. Instead of the usual pen and paper on both hands and waiting on queue, voting was made by means of an online voting in an evening party. With balloons for parlor games, dancing, and singing until dawn in a mansion in Itaewon, the outcome an Election full of fun! Followed by weeks of active online chatting about the fun election and party, it was followed through with another induction party for the six new elected officers, namely: Samuel Grado as president, JackRusl as vice-president, Janice Pore Susaya for secretary, Rodel An Arias as the auditor, Shycell Datinguinoo as treasurer & Marco Barbosa as PRO. They will serve FILIPOS rapidly expanding members of 134 doubling last year count at 60. Coping up with this number, the demand for FILIPOS activities compared to that of last year have doubled up to an almost weekly group activity. It includes workshops, photowalks and even creative parties. And more of these events are coming up in the following months. Scheduled this September is a workshop dubbed as Masters Collide which will be held in Paju where all the masters of FILIPOS will share their talents, knowledge and skills to other members. Publication of FILIPOS second photobook is expected for release by the end of this year. Online registration of members for its global expansion will soon be just a click-away.

OWWA Scholarship Grant


The Overseas Workers Welfare Administration (OWWA) is now accepting applicants for the Education for Development Scholarship Program (EDSP) for the scheduled examination on 20 November 2011. The EDSP is a scholarship grant offered to qualified beneficiaries and dependents of OWWA members who intend to enroll in any 4-5 year baccalaureate course. It shall be in the form of financial assistance amounting to Php30,000.00 per semester or a maximum of Php60,000.00 per school year. General Eligibility Req uirements: Must be a child of an OWWA member or brother/sister of an unmarried OWWA member; Must be below 21 years old; Be a Filipino citizen; Be in good health and of good moral character; Belong to the upper 20% of the high school graduation class; Have not earned units in any post/undergraduate course; and Not be a recipient of any scholarship award. Selection Criteria: All qualified applicants shall be selected and ranked according to their performance in the qualifying examination for the scholarship. The laws of the country of arrest apply. If sentenced, the government can only be of limited assistance. Blood money cannot be paid to erase the liability of a person convicted of a crime involving illegal drugs. Take full responsibility of your actions. Secretary de Lima said that it is not a valid legal defense that the carrier of a package did not know it contains illegal drugs or that he had no intention to commit a crime. Therefore, she advised Filipinos to be always on-guard when dealing with strangers and when dealing with request for carrying of packages. Secretary de Lima also stated that the Philippine Government can only offer limited assistance to arrested persons. She said that the government cannot interfere in the internal affairs of other countries. The best the government can do for you is to assist in protecting your rights and arranging your legal defense. Outside of this, the government cannot assist that you be given a different treatment that that which the laws of other countries provide, said secretary de Lima. The DFA has called for personal vigilance and responsibility on the part of Filipinos who travel overseas. They should not agree to carry any packages or luggage for strangers, even supposed friends or employers, or consent to carry packages in exchanges for money. Our people can take fuller responsibility for their actions by always being on guard against such inducements.
