Operation Reform Aim: To create a complete system in FOF.

Explanation: The current HCB will be divided into 4 new HCB and carry out specialization of labor. HCB-1: Specialized in Military, they are to select and train warriors and jumpers according to need, can add members who are selected or have the potential to be a warrior/jumper into their group. In terms of war, Military HCB members and jumpers/warriors are expected to fight. HCB-2:Specialized in Member management, they are to select and train sub group heads, accept new members and find out the inactive members and report them to the leader. They will be the people who have the right to vote for sub- heads, they are also in charge of finding out members who did not do their job and report it to the Leader or HCB-3

HCB-3:Specialized in Rules and Regulations, they are to find 4 helpers from FOF as executors, upon received response about inactive members, they will judge if he/she is inactive and get permission from Leader before kicking them out of the group. When someone conducts and offence, they are going to judge the action of the persona and get permission from the Leader before carrying out action. HCB-4:Specialized in Empire building, they are to select and add members who have the potential to become an empire builder and train them. They are to be protected during a war. HCB-5: Made up of sub group heads, they are to get order/instruction from the Leader and to carry them out. Rules of HCBs: 1- You are allowed to create a group for your HCB, however, each HCB can only have 1 group. 2- In the HCB, the members are made up of : Leader of HCB(1)>Coleader of HCB(1)>Members of HCB(2) 3- HCBs are not to interfere with other HCBs work. 4- HCB groups should be strictly consisted of relevant people only, they include: Leader of FOF, HCB members(4), executors(Rules and Regulations), Trainees(Military, Empire), Sub heads(HCB-5), and whatever applicable. 5- In order to become a HCB member, you need: 1- To be a FOF member for more than 2 months 2- To be assigned by Leader. 3- To pass the test by HCB Leaders. 6- In order to become a HCLH(High Council Board Head), you need 1- To be a FOF member for more than 2 months. 2- To be assigned by leader. 3- To be in a HCB for more than 1 month.

Voting: [HCB-Wide] Any suggestion made by HCB, or Leader, is a must to pass through a vote. Pass through means 51% or more agreement. Under the voting system, the Leader have 40%, while each HCBH have 10%.(that adds up to 90%, the last 10% go to S.O. Head, read on.) When a suggestion is passed by HCBs and Leader, the suggestion become an instruction and will be sent to the corresponding persona to carry it out. [in-HCB] Anyone from a HCB is free to suggest, however, the suggestion need to pass the voting as well, to be brought up to HCB-wide level. In HCB, everyone have equal % of vote, 25%. Only the 4 starting members of a HCB is to be counted. [Sp. Cases] In times of war, Leader and HCB-military each have 30% of the vote, while other HCBs+S.O. have 8% each. When someone(Be it HCBH or leader, or just HCB member) failed to vote in the time given, he is considered given up and will not be counted. However, you still need 51% of everyone who CAN vote to pass a suggestion.
