Result 1: Capacity Development


Challenges
CD is new for everybody, including PPMU and hosting agency DPI
PPMU is learning; CD cel tries to have relevant team members on board (discussions, training, exchange...) Result: need for many extra international/vietnamese TA; After ITA leaves: Long term contracts with VN faciltators should ensure continuation, but requires commitment of PPMU

Difficulty to find good Vietnamese CD trainers/facilitators


Positive: linking project actors to varied Vietnamese expertise (organisations, individuals)

EPA & pCERWASS need to supervise & coach districts more District & commune staff
Have many other tasks >> supervision of AR not a priority Little planning capacities >> EPA/pCERWASS need to coach informed planning & budgeting

PPMU: high workload for CAS Maintaining AR activities after project: Domestic budget needed in every commune/school, but ... funds for commune allocated by district authority -> difficult for commune to plan budget; district responsibility

Slow design approval (due to weak verification process) Slow tendering phase (not enough bids) Investment scattered over large area Privatization is likely not an option Management: finding a financial mechanism for enduring & viable O&M of the system

Challenges for irrigation scheme
Phu My district appears to be the bad learner Only 2 out of three 3 components can be implemented (reservoir upgrading and rehabilitation, irrigation canal system, drinking water supply for My Chau commune) Conflict about water use between two communes (My Chau My Duc) Management: introducing PIM at provincial, district and commune level (pilot), strenghtening WUO, to ensure cost-efficient irrigation management

Challenges
SWM requires complete mind change from landfill based to Integrated SWM based (ISWM) CD necessary at all levels No project in Vietnam has previously succeeded in source separation Conflict on number of landfills; location according to administrative boundaries vs service area (landfill sharing between districts)
