WHAT IS THE VALUE OF COMMUNITY DEVELOPMENT PROGRAMS?

"This is a Community Development Program of The United States Jaycees." If you have been ordering materials from the Jaycee Products/ RSVPCatalog recently, those words are probably very familiar to you. Community Development is a very large part of the Jaycee experience. As a matter of fact, you can see it visually on the triangular Jaycee Concept Logo, the three arrows running into each other are separate from each other and yet dependent upon each other with Community Development, Management Development, and Individual Development merging to become the Total Jaycee Concept. But why become involved in Community Development? There are so many excellent Jaycee programs that it is often difficult to single outthe ones that are best for your chapter. Community Development programs are very valuable for you and your fellow members for many reasons. Here are only three: The first reason is the reason for all Jaycee programs, the development of each individual member into all that he can become. The second reason is the community. The Jaycees are in a position to get things done to benefit the community. Community Development means Community Service. The third reason Community Development programs are valuable to your chapter is public relations. When your chapter is involved in projects to improve the community, your fellow citizens know about it, you are in the public eye. The community learns more about the Jaycees, and almost every time your chapter conducts a Community Development program you will have young men coming to you, excited about the Jaycees and ready to join! You may find yourself wondering which program areas are available from the national organization or Community Development, so here is a minicourse in The United States Jaycees Community Development programs.

SHOOTING EDUCATION I'm sure you're aware that one of our most successful programs in the past has been Shooting Education. Most of you are aware of its function in teaching children the correct use of firearms so that senselessaccidents do not happen because a child didn't know how to handle a gun. Although courses conducted around the country have educated millions of children in gun safety, improper handling remains the chief cause of gun accidents among children. If your chapter has not conducted the Shooting Education program in your community, I would urge you to do so this year. Again, Shooting Education will culminate in the International Match. The Match is now the third-largest world shooting competition. Only the Olympics and the Grand American Trap Shoot are larger. Dubuque, Iowa will host the event this year. There has been a minor change in the competition this year-seven-year-olds will not be eligible. A child must be eight before entering competition.

GOVERNMENT AFFAIRS Another long-standing program we'll continue this year is Government Affairs. You'll find several changes, however. In addition to the Government Affairs leadership Seminar we've had in the past, we'll also have model legislature and education programs. These should help to involve more people in the program and help to channel interest in a positive direction. You might find the model legislatures particularly interesting. Through these sessions,local and state concerns would be brought to the attention of state governors who would receive summaries of meeting highlights. This should improve attitudes toward government by giving people a better chance to be heard. The Jaycees have received overwhelming support for this program. Arthur Andersen, Cities Service, the Kerr Foundation and General Motors have provided funds for the Government Affairs program.

MUSCULAR DYSTROPHY The third continuing project for this year is fundraising for Muscular Dystrophy. Last year, in our first year with the drive, we collected threequarters of a million dollars. We plan to double that amount this year. No doubt, many of you already have plans for fundraising events in your chapters. They've been so creative in the past, that I'm looking forward to hearing your ideas for this year. We also urge you to participate in "Jems for Jerry" as a supplemental program. Of course, representatives from the groups most successfulat raising money will appear on the Jerry Lewis Labor Day Telethon to present our 1.5 million dollar contribution. INSTITUTIONAL CHAPTERS We will also continue our Institutional Chapters program. An internal allocation was voted to this program for the first time ever this year. As a result of this funding, we will make several improvements. Among other things, we hope to develop a follow-up system and to urge these men to join outside chapters after their release. We also want to make self-improvement courses more easily available. As you know, the Jaycees have a long history of involvement with institutional chapters. We are the only nationally-known organization active in all 50 states. The improvements in this program will reaffirm our dedication to this portion of our organization. Now, the new programs. We have something for everyone this year in three programs which will affect people in every walk of life. JUNIOR ATHLETIC CHAMPIONSHIPS First of all, we have a new youth program, Junior Athletic Championships. Youngsters from 8 through 16 years of age may participate. Junior Athletics is a track and field program which will allow boys and girls to compete in such activities as the shot put, the half-mile run, the broadjump and the 50-yard dash.

The organization of the Junior Athletics program resembles that of the Shooting Education program. Children enter through local competition in their own communities and those who excel at the local level become eligible for their state contest. State winners will compete in national competition, the site of which has not yet been determined. We are enthusiastic about the Junior Athletics program because of the unique opportunity it offers children to compete in track and field events. We also feel that it will help youngsters build character while they enjoy the fun of competition. Premiere Athletic Products and Post Cereals of General Foods will

sponsor Junior Athletics. We look forward to a long association with them on this event.

ENERGY Our second new program is Energy Conservation. The Energy program was developed by Cities Service Company as a means to educate people in conserving national resources. Cities Service asked for our cooperation on the program because of the effectiveness of our implementation system. The program, which was implemented in July, is built around the local Jaycee chapter making presentations in their community about the need for citizens to get involved in energy conservation. The materials the chapters will use include a slide presentation with script, a Sample C.P.G., "Tips For Energy Savers" booklets from the U.S. Department of Energy, Energy Conservation Window Stickers and a complete press kit. Many different incentives are also going to be available to chapters that participate with the top three local chairmen and their wives receiving a free trip to Washington, D.C., to meet with top government officia Is.

CPR Finally, our last introduction for the year is CPR-cardio-pulmonary resuscitation, a skill we should all be aware of because it's a life-saver. Most of us have seen CPRdepicted on television or in films. Well, it's not something you can learn from watching TV. People can learn the correct way to perform CPR through the guidance of a certified instructor and with the proper training devices such as a "Resusci-Anne" mannequin. If you're still wondering why your chapter should conduct the program, think about this-if a member of your chapter suddenly collapsed at a Jaycee meeting or event, would you know what to do? What if you were seriously injured in an automobile accident? Would the people who found you know what to do? Support for the CPR program is being provided by the American Medical Association, Johnson & Johnson and Allstate. All three of these organizations are well aware of the critical need for people trained in the proper technique. In addition, we have received recommendations for the program from a number of sources. The U.S. Departments of labor, Transportation and Health, Education and Welfare as well as the American Heart Association and the laerdal Medical Corporation have added their endorsements. laerdal also donated two of their "Resusci-Anne" mannequins for use in the program. As you can tell, we have great plans for the coming year. I, certainly, hope each individual chapter will give all the support possible to our programs and to the sponsors who make them possible.
