1. SCOPE

This document describes the basis for measurement and payment for the
construction of underground rock caverns for unit rate items.

All the WORK required for completion of the underground rock caverns shall adhere
to the specifications. Any rectification works on account of quality control shall be
performed by the CONTRACTOR at no extra cost and time implication to the
OWNER. WORKS carried out for CONTRACTORS own convenience shall be without
cost and time implication to the OWNER.

For any other activity not included herein, the mode of measurement shall be decided
by the CONTRACTOR in consultation with the OWNER.

2. UNDERGROUND EXCAVATION

2.1 General

The unit rates, if not specifically stipulated otherwise, shall be deemed to include the
entire cost of, but not be limited to, the following:

a. Supply, storage and handling of all materials and consumables such as


explosives, detonators, drill steel and drill bits.
b. Provision of all labour, equipment and materials required for the underground
excavation including drilling holes for blasting, developing and improving
smooth blasting method, blasting trials and performance of blasting, scaling,
cleaning, washing, protection and maintaining excavated surfaces in
satisfactory conditions, and all necessary protection of the excavation until the
permanent support is placed, all enlargements and additional excavations
required by the contractor for his construction methods, all temporary
supports.
c. Provisions and operation of all equipments, drilling, loading, blasting, scaling,
geological mapping, hauling and dumping the excavated material on
stockpiles, dumping areas or points of incorporation into permanent works up
to the specified disposal sites, shaping and trimming of the excavated
materials in the dumping areas as specified, clearing of the stockpile areas,
formation and maintenance of stockpiles
d. All delays during excavation work resulting from installation of rock supports
required by the geotechnical conditions of the material encountered within the
given Geotechnical Reference Frame, irrespective of the distance from the
heading face.
e. Complying with all requirements of statutory laws and regulations relating
there from, obtaining all necessary permits and licenses for the purchase, use,
storage and transport of explosive and other material.
f. All monitoring, testing and suitability trials as specified, including reporting and
inspections, throughout the underground works.
g. Surveying, setting out, checking of excavated profile and alignment and any
subsequent rectification works resulting from undue or incorrect surveys,
provision of suitable equipment for, and delays due to carrying out this work.
h. Furnishing, installation, operation, maintenance, and removal of
communication, illumination, and ventilating systems, observing health and
safety precautions and measurement of dust, silica and noxious and
inflammable gases.
i. Recording and preparation of reports related to excavation progress and
procedures.

j. All works involved with any partial or short interruptions or inconveniences


caused by the check surveys, performance of the rock mechanic tests,
installation and monitoring of instruments and geological mapping for which no
separate payment is provided elsewhere in these specifications.

Extra payment shall be made for hauling the excavated materials, if there is any
change in the disposal site. Measurement for payment shall be based on the tonnage
multiplied by the distance in excess of the originally identified disposal site.

2.2 Access Tunnels

Measurement for payment for excavation in any material in the tunnel will be of the in-
situ volume up to the Theoretical line (T-line) as shown on the drawings. Volume for
payments shall be obtained by multiplying the theoretical cross sectional area up to
the T-line, by the length measured along the established centerline of the tunnel.
Payment shall be made at appropriate unit rate per cubic meter.

2.3 Shafts

Measurement for payment for excavation in any material in the shaft will be of the in-
situ volume up to the T-line as shown on the drawings. Volume for payments shall be
obtained by multiplying the theoretical cross sectional area up to the T-line, by the
effective length as approved by Owner. Payment shall be made at appropriate unit
rate per cubic meter.

The cost shall also include entire cost of excavation of pilot shaft or raised boring,
should the contractor chose such method of excavation. The cost shall also include
excavation next to and below retaining wall toe including chipping and cleaning of
retaining wall.

2.4 Storage Caverns

Measurement for payment for excavation in any material in the caverns will be of the
in-situ volume up to the T-line as shown on the drawings. Payment shall be made at
appropriate unit rate per cubic meter.

2.5 Water Curtain Tunnel

Measurement for payment for excavation in any material in the water curtain tunnel
will be of the in-situ volume up to the T-line as shown on the drawings. Payment shall
be made at appropriate unit rate per cubic meter.

2.6 Concrete Plugs and Ancillary Works

Measurement for payment of over excavation for concrete plugs will be of the in-situ
volume as shown on the drawing. Payment shall be made at appropriate unit rate per
cubic meter.

2.7 Over-break and backfilling

No payment shall be made for removal of material and backfilling with concrete,
shotcrete or grout for excavation beyond the theoretical line. Voids outside the over
break line shall be backfilled with concrete or shotcrete as directed by OWNER at the
contractor’s cost.

2.8 Additional Excavations and Geological Overbreak

Measurement for payment of additional volumes of excavation, directed by Owner,


will be of the in situ volume in any material to be excavated. Payment will be made at
the unit rates per cubic meter.

Measurement for payment of geological overbreak will be as per appropriate rate for
cubic meter of overbreak and cubic meter of concrete backfilling as directed by the
Owner.

2.9 Exclusions

Additional rock supports and over excavation due to contractor not observing
approved drilling and blasting techniques shall not be included in the payment. No
extra payment shall also be made for extra, temporary or over excavation required for
contractor’s convenience. No extra payment shall also be made for the repair of
damage caused by the contractor.

3. ROCK SUPPORT

The cost of rock support shall include, supply of material and equipment, storage,
installation of support, any additional excavation for support installation, all tests and
suitability trials, replacement of damaged materials and repairs due to contractors
faulty practice.

3.1 Shotcrete

Measurement for payment for shotcrete will be of the theoretical area, along the T-
Line of shotcrete. Payment will be made at the unit rates per square meter for various
specified thicknesses of shotcrete. The cost shall include, but not be limited to the
following, all labour, equipment, materials including additives, storage, preparation
and cleaning of surfaces, batching and mixing, testing, placing of shotcrete, removal
of rebound, temporary protection and curing.

Measurement for payment for fiber reinforced shotcrete shall be similar to that of the
un-reinforced shotcrete. The cost of fibers shall be deemed to be included in the
quoted price of the fiber reinforced shotcrete.

No payment shall be made for removal of defective shotcrete and surface preparation
and re-shotcreting the area, where shotcrete have been found to be defective. No
payment shall also be made for repair of shotcrete, damaged by the contractor and
taking out cores from finished shotcrete and filling of holes. No extra payment shall be
paid for extra thickness of shotcrete over the specified thickness.

3.2 Rock Bolts and Rock Anchors

Measurement for payment of rock bolts will be of the number of bolts for various
specified lengths of bolts, installed as per specification. The cost shall include drilling
of holes, supply and installation of rock bolts, with all accessories and fittings, grouting
of holes with cement grout or resin, encapsulation as specified and tightening and
testing as specified. This shall also include the cost of scaffolding and arrangement
means for necessary access.

In special cases rock anchors may be needed. Measurement for rock anchors will be
of the number of anchors for the specified length, installed as per specification. The

cost shall include drilling of holes, supply and installation of rock bolts, with corrosion
protection and all accessories and fittings, grouting of holes with cement grout,
encapsulation and tensioning as specified.

No payment shall be made for rock bolts which are installed as a consequence of
contractor’s non compliance with the approved drilling and blasting methods. All
damaged and rejected rock bolts shall be replaced by the contractor at no additional
cost and time implication to the owner. No payment shall also be made for rock bolts
installed for temporary support.

3.3 Wire Mesh

Measurement for payment of welded wire mesh, if used, will be of the net area,
without overlaps. The weight will be computed using the normal unit weight per
square meter as stated in certified copies of the manufacturers certificate. Payment
will be made at the unit rate per metric tonne, which shall include the cost of supply
and installation of wire mesh, including overlaps and provision of all accessories for
fixing, such as pins, anchors, plates, nuts etc.

4. DRILLING

Unit rate for destructive drilling for probe holes and post grouting boreholes shall
include, but not be limited to, the entire cost of labour, equipment, shifting, material,
consumables, disposal of cuttings and water, washing and cleaning and completion of
holes in any material. Measurement for payment and payment for destructive holes
shall be made at the appropriate unit rates per linear length (RM) of holes.

Unit rate for core drilling shall include, but not be limited to, the entire cost of labour,
equipment, shifting, material, consumables, disposal of cuttings and water, washing
and cleaning and completion of holes in any material. Storage of all cores including
supply of core boxes, geotechnical/geological logging, laboratory testing and reporting
shall be included in the unit rate for core drilling. Measurement for payment and
payment for core holes shall be made separately for the vertical and inclined holes at
the appropriate unit rates per linear length (RM) of holes.

The cost of the erection and setting up of the drilling rig at site along with all
necessary equipments/parts shall be paid separately.

No payment shall be made for holes which have to be abandoned due to improper
drilling by the contractor and for re-cleaning or re-drilling of holes which have not been
adequately protected.

5. Water Curtain Boreholes

Unit rate for water curtain boreholes shall include, but not be limited to, the entire cost
of labour, equipment, material, consumables, drilling, disposal of cuttings and water,
washing and cleaning and completion of holes in any material, deviation and water
pressure testing, reporting and pressurizing of the drilled hole. Measurement for
payment and payment for water curtain boreholes shall be made for each water
curtain borehole.

6. Water Pressure Tests

Payment of water pressure test shall be made for successfully conducted test per
each test interval. This shall include, but not limited to, the cost of labour, testing
equipment, packer, pipes, all accessories, testing and reporting.

7. GROUTING

7.1 Pre-Grouting

Measurement for payment of pre-grouting shall be made for complete grout screen
per meter of tunnel/cavern and shaft, where grout screen has been executed. Unit
rate shall include, but not be limited to, the entire cost of labour, drilling of holes, setup
and removal of equipment, packers, processing, mixing, transportation, hooking up,
injection of grout, grout material, hole closures and clearing up.

If more than one grout screen is carried out consecutively, a minimum overlap of one
advance shall be deemed to be included in the quoted price.

Payment for caverns may be split proportionally depending on the number of benches
defined by the CONTRACTOR.

The above rates shall also include supply and storage of all grout materials as
specified, testing of grout materials, all suitability trials, monitoring and reporting.

7.2 Post-Grouting

Measurement for payment of post-grouting will be per meter of boreholes and cubic
metre of grout consumption. Unit rate shall include, but not be limited to, the entire
cost of labour, setup and removal of equipment, packers, processing, mixing,
transportation, hooking up, injection of grout, grout material, hole closures and
clearing up.

The above rates shall also include supply and storage of all grout materials as
specified, testing of grout materials, all suitability trials, monitoring and reporting.

7.3 Contact-Grouting

Contact grouting for Plugs shall be paid per square meter. The square meter shall be
calculated as the theoretical area of contact of the plug with the cavern/tunnel. The
cost shall include, setup and removal of equipment, packers, supply of pipes,
accessories, drilling of bore holes, all materials, grouting and testing as per specific
requirements.

8. CONCRETE WORKS

8.1 Formwork

Payment for formwork will be made at the unit rates per square meter which shall
include the entire cost of supply, maintenance, oiling, erection, fixing, scaffolding,
chamfers, etc.

Formwork for periphery adjustments shall be paid per theoretical linear meter and
shall include the entire cost of supply, maintenance, oiling, erection, fixing,
adjustments, scaffolding, chamfers, etc.

No extra measurement and payment shall be made for construction joints, damage
caused by contractors negligence or formwork rejected by the Owner.

8.2 Reinforcement Steel

Measurement for payment for steel will be the weight of re-bars including hooks,
bends and splices actually installed and approved by the Owner. Payment will be
made at the unit rates per metric tonnes and shall include the entire cost of supply,
handling, storage, cutting, bending, placing clips, ties, separators and any other
fastening devices.

No extra payment will be made for wires for tying reinforcement, additional splices
required by the contractor, devices such as chairs, hangers, spacers, ties, anchor
rods, etc. and any steel placed for the contractors convenience.

8.3 Concrete Casting

Measurement for payment for concrete will be made of the volume in cubic meters of
concrete placed as per drawings. Payment will be made at the unit rates per cubic
meters, which shall include, but not be limited to:

a. Excavation, loading, transportation, crushing, screening, blending and storage of


aggregates
b. Batching, supply of water, mixing, transporting, placing and compacting
concrete
c. Labour, equipment and tools
d. Construction joints and finishing
e. Cooling of concrete
f. Protection and curing
g. Repair
h. Material testing
i. Suitability trials
j. Reporting

No extra measurement and payment will be made for concrete which is defective,
wasted or not as per specification, additives and plasticizers, concrete placed by
contractors owns convenience, concrete damaged by contractors construction
equipment or blasting, suitability trails, testing and reporting.

9. DEWATERING AND RELATED WORKS

Measurement for payment and payment for de-watering outside the given
Geotechnical Reference Frame will be as follows:

a. Mobilization, setup and demobilization of additional de-watering plant.


b. Operation of additional de-watering plant. Measurement and payment for
operation of the additional de-watering plant will be made at the unit rates per
kilowatt-hour of energy consumed in pumping water. This shall include the
design of the de-watering system, construction of drainage trenches, sumps,
etc, supply and installation of pipes and accessories, shifting, operation and
disposal of water upto disposal point specified.

No extra measurement and payment will be made for diverting water during drilling
and concreting operations, de-watering as a result of contractor’s non compliance or
his convenience.

10. MONITORING AND INSTRUMENTATION

Measurement of payment for instruments, optical survey points and piezometers will
be per number of each item. The unit rate shall include, but not be limited to the
supply of hardware and associated software, connectors, protection devices drilling
for installation, installation of equipment, grouting / fixing of the equipment.

Measurement for payment of Groundwater monitoring wells will be per number of


wells. The unit rate shall include, but not be limited to, drilling to specified depth,
cleaning of hole, well completion by casing, cap and locking device, supply,
installation and functional test of datalogger.

11. MISCELLANEOUS

11.1 Open Excavation

Payment for open excavation in soil and rock shall be made at an appropriate unit
rate per m3. The classification of soil and rock shall be as per c-2.1 technical
specifications.

11.2 Drainage fill

Measurement and payment for drainage fill shall include, supply and placement of
material, all labour and equipment for laying of the drainage fill. Payment for drainage
fill be made at an appropriate unit rate per m3
