Deputation to Executive Committee: Core Service Review Part Deux

Dear Chair and Members of the Committee:

My name is Miguel Avila, a Taxpayer, a proud Latino Canadian and member of the Latin American Tenant Association someone not strange to City Hall meetings , In June and July attended the Public Consultations where close to 13,000 concerned Torontonians like me wanted to learn what type of GRAVY the City were looking to find First and foremost I want to publicly acknowledge Mr Mayor the invitation, you made to every person in the community with the best interest at heart to speak up because Mr Mayor, we are seriously worry as users of municipal services, but especially for those who rely on them the most children, the destitute, the sick, The disable, the vulnerable and the working poor . I support the raising property taxes no higher than the rate of inflation to a moderate 3% increase I also recommend this committee to the following GRAVY I found after reading the agenda material for todays meeting: GRAVY: Mr. Mayor I strongly suggested turn your attention to cut the growing budget of the Toronto Police Services. I presented a separate letter to the Toronto Police Services Board at their last Board Meeting this past Wednesday with suggestions and ideas to help cutting the budget of the T.P.S. ahead of this meeting . GRAVY: Government Management Committee has recommended Mr Mayor , there are savings in merging the HUMAN RESOURCES and IT departments of the ABCs agencies of the City. The centralizing of such departments could generate enormous savings and efficiency of services delivery. Also important is noted on the KMPG report that integrating Finance and Administration services within the abcs agencies with the City, is also important to be consider for cost effectiveness. There is Potential cost savings and timelines if the City and its agencies implemented a contracted electronic payroll and paystub program and Data Management outsourcing.

GRAVY: Mr Mayor, The City Legal Services should stop relying in external resources , KMPG reports that the outsourcing of legal services is costly to the City and the merging or closing some legal division of some abcs agencies is the smart way to go.

Mr Mayor the Closure of 2000 daycare spaces is part of the recommendation made by KMPG , keep the same number and quality levels. Our children needs the care of qualifying people , lowering the standards is not a rational. I learned yesterday in the media that the 2,000 subsidized daycare spaces that do not receive provincial funding also will be preserved for as long as the current users are in them, Mr Mayor the city will continue to press the province for additional funding and will look for greater involvement from the private sector. Mr Mayor I besiege you today to spare the closure of the Riverdal Farm, The Far away Farm and the High Park Zoo there could be a business plan in place to rescue this tourist attraction. The children of the City of Toronto and the tourist of this city will tank you forever.

Finally in closing , Mr Mayor, I would like to end my deputation with a final recommendation , Do not sell the Toronto ZOO , rather consider lobbying with Parks Canada , and the Feds in hopes that it can be integrated with the Rouge Valley National Park , Canadas National ZOO .
