1. General

The general scope of work of this bid package consists of detailed engineering,
construction, engineering for procurement, supply, fabrication, installation, testing,
pre-commissioning and commissioning of the mainline, terminal facilities at Dispatch,
SV cum Tap-off, Tap-off, Receiving Terminals and one month operation of pipe line
and related facilities including terminal facilities as per the battery limit defined in the
tender.

The scope of work by the Bidder shall include in general to complete residual /
detailed engineering, procurement and supply, fabrication, storage at site,
transportation, construction, erection, installation, inspection, testing, preparation and
restoration of ROU, pre-commissioning, commissioning, one month operation along
with all associated works. The work shall be completed totally conforming to the
Drawings, Data Sheets, Particular job Specifications, and Technical Specifications as
furnished in the tender and other information provided by Owner / Owner’s
Representative from time to time. It must be clearly understood that the Contractor in
all respects, including supply of material, should complete each and every system of
this project so that the project is commissioned and made operational without any
shortcomings in scheduled time frame.

2. Pipe Line Description

M/s GSPL intend to lay a 12.75” OD x 37 km pipeline from Padamla tap-off near
Baroda on 24” OD Paguthan - Baroda pipeline. The proposed pipeline is
approximately ~ 37 km long and 12” dia. and will transport ~ 1.5 MMSCMD
intermingled RLNG & Natural Gas from Padamla tap-off to Halol for distribution to
domestic, automobile, commercial & industrial consumers.

1.2.2 Detail of Existing Pipeline

The tap-off shall be taken from existing SV at Padmala on Paguthan - Baroda


Pipeline.

Status of Pipeline : Under Operation


Line Size : 24” OD
Length : ~85 km
Maximum Allowable Operating Pressure : 95 bar (g)

1.2.3 Proposed Pipe Line

The proposed new pipeline shall be originated from Padamla tap-off at Paguthan -
Baroda Pipeline and shall be terminated near Halol. The new pipeline shall be of
12.75” OD and 37 km in length.

Basic objective of the new pipeline is to cater to the need of industrial, commercial &
automobiles consumers in that area.

2.1 Section-Padmala-Halol pipeline project.

This pipeline broadly consists of approximately 37Kms of 12” API 5L Gr. X 65


Linepipe [refer Pipeline Schematic line Diagram MEC/23JT/05/21/M/LD/001 (Latest
revision)] from existing station of GSPL at padmala via Despatch Terminal cum Tap-
off Point-I,TOP-II, SV_-1cum TOP-III, and Receiving Terminal cum TOP-IV & TOP-V
near Halol.

In the above Pipeline section, the following stations shall be constructed:

• Hook Up : 8” NB TOP at Padmala existing station of


GSPL at Ch.0.0km This is existing TOP. 12”
Padamala Godhara Pipeline hooked up with
24” TOP of Paguthan Baroda pipeline.

• Despatch Terminal : At the new proposed plot at Sokhada (Ch.


cum TOP - I 1.07 km)

• TOP- II: : At the new proposed plot at Tundav near


Manjusar GIDC Area (Ch. 11.420 km)

• SV 1 cum TOP III : New plot at Gangadiya (Ch. 23.870Km) near


Savli GIDC Area.
• Receiving Terminal : At the new proposed plot at Muvala near Halol
cum TOP V & VI (Ch. 37.23 km)

8” TOP shall be provided for Kaalol GIDC

The brief description of each station is as described below:

Hook up at Padamla:
Existing Padamla terminal of GSPL shall be developed with complete Mechanical,
Civil works and Hook-up with existing facilities as defined in the tender [refer P&ID
MEC/23JT/05/21/M/001/0101 (latest revision) and tender document].

Despatch Terminal cum TOP – I:


Sakhoda, approx. 1.027 km away from Existing Padamla Station of GSPL shall be
developed with required Mechanical, Civil, Architectural, Electrical,
Telecommunication and Instrumentation works as defined in the tender [refer P&ID
MEC/23JT/05/21/M/001/0101 (latest revision) and tender document].

TOP - II:
New proposed plot Ch. 11.420 at village Tundav (for Manjusar GIDC Area) shall be
developed with required Mechanical, Civil works as defined in tender [refer P&ID
MEC/23JT/05/21/M/001/0101 (latest revision)].

SV1 cum TOP - III:


New proposed plot Ch. 23.870 km at Gangadiya, (for Savli GIDC Area) shall be
developed with required Mechanical, Civil, Architectural, Electrical,
Telecommunication and Instrumentation works as defined in the tender [refer P&ID
MEC/23JT/05/21/M/001/0101 (latest revision) and tender document].

Receiving Terminal and TOP – IV & V:


New proposed plot Ch.37.23 km at village Muvala shall be developed with required
Mechanical, Civil, Architectural, Electrical, Telecommunication & Instrumentation
works as defined in the tender [refer P&ID MEC/23JT/05/21/M/001/0101 (latest
revision) and tender document].

Pipeline shall be laid from existing Padamla TOP of GSPL via Despatch Terminal
cum TOP - I, TOP-II, SV-1cum TOP-III, and Receiving Terminal cum TOP- IV & V
near Halol.

The above details of new pipeline of GSPL is summarised below :-

Wherever the pipe is being laid in the existing ROU, trial pits at every 500m shall be
made to establish the location of existing pipe and other precautions required shall
be taken during execution work.

For pipeline to be laid in new ROU, the ROU width shall be 20 m.

2.3 In addition to the above, the detailed scope of work for packages pertaining to Civil,
Structural, Architectural, Mechanical, Electrical, Instrumentation, Cathodic Protection

and final documentation of pipeline system is described in detail in the RFP


document. It shall be the sole responsibility of the Bidder/Contractor to interface all
such works so as to make the total pipeline system operational as intended.

All such works which are not indicated here but otherwise required to complete the
work in all respects in accordance with the specifications, drawings and other
requirements of bid package shall also form part of Bidder’s/Contractor’s Scope of
Work. All works described shall be performed in accordance with the design basis,
Technical specifications, data sheets and respective addendums, drawings and other
requirements of bid package and shall be subject to review by the Owner’s
Representative and their approval.

3. Scope of Work

The bidder may note that the scope of work as defined below is only indicative. It is
further highlighted that scope of work differs from one station to other. Therefore,
detailed scope of work in conjunction with price bid and relevant drawing /
specification of RFP shall be referred for Scope of Work at a particular station.

Detailed Scope of Work is described in latest revision of Particular Job Specification


(Construction of gas pipeline, terminals and TOPs) of the RFP Document which shall
be read in conjunction with price bid, relevant drawing / specification of RFP.

For Civil, Architectural, Structural, Electrical and Instrumentation an indicative


summary of scope of work at various stations is attached in Appendix-A. Mechanical
scope of work is as per P&ID’s and GADS.

The scope of work is broadly divided as under :

i) Detailed Engineering.
ii) Procurement and Supply
iii) Project Management including Document Management System
iv) Construction, Installation, Erection and Testing
v) Pre-commissioning and Commissioning
vi) One Month Operation
vii) Project Close Out & submission of asbuilt drawings & documents

3.1 Detailed Engineering

i) Route survey for verification of all crossings, alignment and to verify existing
utilities.

ii) All types of surveys such as Geological, Hydrological and Topographical, Soil
Investigation and type of terrain for pipeline route, station plots and water
bodies (River crossings, canal crossing), Rail crossings, Road crossings, etc.

iii) Soil Resistivity Survey for TCP / PCP design.

iv) Obtain approval of drawings, documents, work procedures and Quality plan of
piping materials, equipment and construction activities from Owner/Owner’s
Representative.

v) Designing for anti-buoyancy measures.

vi) Design of Temporary Cathodic Protection (TCP) and Permanent Cathodic


Protection (PCP) Package.

vii) Obtaining the NA and NOC for all construction works and all documents
thereof.

viii) Statutory and Stability Certificate to be provided by the Contractor and all
documents thereof for obtaining the NA and NOC for all construction works.

ix) Piping GAD’s and Stress Analysis based on Caesar II.

x) Design of HDD crossings.

xi) Hydro test Plans.

xii) Civil / Structural design & drawing work.

xiii) Electrical System design and drawing wherever applicable.

xiv) Instrumentation System design and drawing including all field instruments,
control panel, panel mounted instruments/equipment/items, instrument
cables, glands, etc., wherever applicable.

xv) Carry out Engineering for major Crossings and Survey Specifications.

xvi) Fire Fighting system design – CO2 Flooding System.

xvii) Fire & Gas Detection system.

xviii) Foundation / Platform for filtration, letdown and metering facilities.

xix) As built drawings/documents of all the systems including pipe book.

xx) Operation and Maintenance Manual of all equipment supplied.

3.2 Procurement & Supply

i) Procurement and supply of all piping & related materials, equipment,


instrumentation, electrical, components, consumables etc required for
temporary and permanent installation and for completion of pipeline system.

ii) Vendor’s Purchase Order, Purchase Specification, Design, Drawing and Data
Sheets for review and approval of owner / owner’s representative.

iii) Ensuring adequate quality assurance and control including stage wise
inspection, testing and certification. QAP for all items shall be submitted for
approval.

iv) Appoint an independent TPIA for supply of material from Owner’s approved
list. Single TPIA agency shall be appointed for all supplies.

v) Consumables and Spares required for Pre-commissioning and


commissioning/Startup and one month operation.

vi) Documentation and traceability of shop inspection and Acceptance Certificate


by Third Party against supply items.

vii) Mandatory Spares as per bid conditions.

The items to be supplied by the Contractor (irrespective of various


revisions/approval of drawings at various stage) shall be broadly, but not limited to,
as listed below:

i) Coated and Bare Line pipes.


ii) Insulating Joints
iii) Scrapper Launcher, Receivers with quick opening closures, Trolleys, Jib
Cranes and other accessories.
iv) Induction Bends.
v) Transition Pieces.
vi) Flow Tees.
vii) Station Pipes and other Piping Materials, fittings, jointing materials, support
structure etc.
viii) All type of valves.
ix) Pig signallers (Local & Remote).
x) Special Coating for Underground Valves, Pipes, Fittings for Terminal Stations
which should withstand (–) 20°C to 65°C
xi) Casing Pipes to put the carrier pipe with Insulators as per PJS/TS.
Contractor shall get approved the size of casing pipe from the concerned
authority. If the authority requires the higher size of casing pipe, it shall be
provided by the contractor.
xii) Only Jelly / Bentonite filling shall be acceptable with uncoated casing pipe.
xiii) Joint Coating Materials.
xiv) End Seals/Blanks/Caps.
xv) Temporary and Permanent Cathodic Protection System.
xvi) Land for anode bed (to be purchased in the name of Owner).
xvii) Fire & Gas Detection system.

xix) Civil/Structural Materials, doors / windows, false ceilings etc.


xx) Sand buckets, table and chairs as per the requirement given in tender.
xxi) All Electrical Equipment as per Electrical Specifications, Electrical & cables
fittings, etc. as applicable.
xxii) Instrumentation system including all field instruments, instrumentation valves,
fittings, tubings, control panel, control panel equipments/items, all
instrumentation cables from field to control panel, cables from field sensors to
F&G panel including JB’s, cable glands, lugs, frames, cable trays etc. as per
PJS & TS of instrument as minimum, as applicable.
xxiii) OFC Cables along with HDPE conduit and Warning Mat.
xxiv) Supply of special tools & tackles, consumables, manpower and special
instruments/equipment needed for calibration, erection & commissioning of
instrument items and system supplied.
xxv) To furnish/supply all equipment devices and services which may not be
specifically stated above, but required for completeness of instrumentation
system to meet the requirement of the pipeline project as per tender
documents / defined in the drawing & specification.
xxvi) One “Snap – on” make 1000 piece tool kit and 200 piece tool kit along with
5lb brass hammer and antistatic cleaning brass brash along with proper box /
enclosure to be provided. .
xxvii) Special point for above ground piping at stations / terminals to withstand
(–) 20°C temperature.
xxviii) Platform / foundation for metering, let down and filtration skid.

3.3 Construction

i) Delivery and Handling of material at site.


ii) Proper store management including receipt, inspection, storage and
warehousing. Preservation of material in good condition including arranging
temporary land for storage of material. Refer special conditions of contracts
of Vol. I
iii) Construction Planning & Monitoring, including web based documentation and
monitoring.
iv) All necessary coordination and compliances as per general permissions from
the authorities having jurisdiction during actual execution of work. Client will
provide general permission from authorities for construction of Pipeline.
v) No Objection Certificates (NOC) to be obtained from each landowner/farmers
throughout the pipeline and from each concerned authorities for crossings.
vi) Mobilization of all machinery and manpower, tools, tackles, consumables for
construction.

vii) Arrange and take possession of any additional land required for construction
purposes.
viii) To ensure adequate quality control, stage wise inspection & testing during
construction work at site.
ix) Earthwork such as Trenching and excavation for all depths and all types of
soil and rock blasting of all types of rock and back filling including bottom/top
padding as per specification.
x) Stringing, Welding, NDT, Field Joint Coating, lowering and Backfilling of main
pipeline.
xi) Inspection & Testing
xii) Laying of HDPE conduit in common trench or in a separate trench, as
required with line pipe and passing of OFC.
xiii) Site restoration and Marking out.
xiv) Hydro Testing, Cleaning, Swabbing and Drying at (-)20 0Cof Pipeline system
including supply of materials (temporary, permanent or consumables), tools
and tackles, equipment/machineries (including special tools & tackles) and
manpower.
xv) Operational Test of entire pipeline at 95 barg.
xvi) Pneumatic Test at 95 barg for all station piping by nitrogen.
xvii) Gauging from launcher to receiver.
xviii) Tentative list of crossing are mentioned in Schematic line diagram [drawing
no. MEC/23JT/05/21/M/LD/001 (Latest revision)] for National Highway /State
Highway, canal & water bodies are HDD Crossing. However, the contractor
may decide to go for HDD, if required, without any cost and time implication to
Owner.
xix) Concrete Coating wherever required (in addition to the location specified in
Alignment / Crossing Drawings).
xx) Cold Field Bends
xxi) Clearing and Grading of ROU and Station plots.
xxii) Restoration to be done by contractor as per original condition and to the
satisfaction of designated authority / owner / farmer and NOC to be obtained
to this effect.
xxiii) Temporary and Permanent Cathodic Protection for pipeline system.
xxiv) Fencing for anode bed land.
xxv) Fabrication of station piping and pipe supports at stations.
xxvi) Mechanical construction and Installation.
xxvii) Installation of free issue material like Metering Skid including unloading.

xxviii) Earth filling shall be as per HFL and nearest metallic road levels at the
respective Chainage for the stations. FGL shall be equal to 300 mm higher
than the highest point of nearest Road Level or HFL, whichever is higher.
xxix) Land and Site development work for stations.
xxx) Civil works for stations.
xxxi) Provision of service and drinking water facilities for all stations.
xxxii) RCC Approach road for station wherever required upto the nearest Asphalt
road.
xxxiii) Installation of Electrical equipment such as MEDB, UPS, Distribution Boards,
Lighting fixtures, grounding system, Solar type outdoor lighting as applicable
& Silent D.G. set.
xxxiv) Laying, landing and termination of all instrumentation cable from local
instrument/JB to control panel, Control Panel to UPS panel, Control Panel to
DG panel, field sensors to F&G panel etc.
xxxv) Mounting/installation of all field sensors for fire and gas detectors system
including JB’s, and others accessories related to F&G system.
xxxvi) Health, Safety & Environment management.
xxxvii) Proper disposal of waste.
xxxviii) Web based Project Management system including documentation
which is compatible with Primavera software.
3.4 Pre-Commissioning & Commissioning

i) Geometric / caliper pigging (EGP) including dents, field joints, length, fittings,
valves, bend radius, angle identification and XYZ co-ordinate for total
pipeline.
ii) Pre-Commissioning of complete system including Metering Skid and
Commissioning with nitrogen.
iii) Commissioning of Pipeline system including supply of materials (temporary,
permanent or consumables), tools and tackles (including special tools &
tackles) and manpower.
iv) Performance acceptance as per bid specifications.

3.5 Project Management

i) Preparation of detailed project schedule in Primavera software.


ii) Material Management Plan.
iii) Planning & Scheduling.
iv) Service Entry Sheet of Goods received and Invoice Entry in SAP to be done
by the Contractor. The data entry of SAP data to be done by the Contractor.
It includes / providing of personnel for this job.
v) Monitoring and Reporting of progress on each front of the project.
vi) Expediting and Monitoring of all procurement and construction activities with
approved vendors / sub-contractors.

vii) Pre qualification of vendors & approval by owner.

3.6 Minimum Criteria for Operational Acceptance


Minimum criteria for operational acceptance is as given in Appendix – X latest
revision of PJS – Construction of Gas Pipeline, Terminal and TOPs Doc. No.
05/51/23JT/GSPL/001(EPC) (Vol IB of V) and summarized below:-

Calliper pigging with bend radius, angle identification and XYZ co-ordinates
shall be done from Pig Launcher to Pig Receiver after completion of 100%
joints (NDT) and hydro test.
Contractor shall carry out the magnetic flux leakage type intelligent pigging
from Launcher to Receiver for the entire length for its respective package.
All major crossings shall be physically verified for settlement anywhere along
the line and reconfirm the depth of the pipeline.
Pipeline PCP acceptance shall be based on potential measurement which
shall be – 0.95 to -1.5 volts after completing the mitigation survey, Pearson
survey & CPL survey.
Electrical system shall operate fault free.
OFC Acceptance Test: < 0.33 – 0.35 db per kilometre in bare fibre when
checked at 1310 µm wave length by OTDR.
All the field instruments shall operate without any fault and give accurate
readings.
All remote control valves shall operate through SCADA and manual operation
also for open – close activity and the position of valve shall be available to
SCADA system. All manual valves shall be checked for open & close
operation.
All Fire & Gas Detection system performance to be demonstrated during operational
acceptance

3.7 One Month operation

i) Contractor shall guarantee and assist Owner for the entire pipeline system for
one month fault free operation from the commissioning.

4. OWNER Responsible for Right of Use / Right of Way

Owner shall be responsible for acquisition of Right of Use (“ROU”) for pipe laying and
associated works including collection of village maps/revenue maps, marking the
pipelines route and proposed ROU width on the maps, preparing proposals as
directed by competent authority with all details of village, survey numbers, area of
each survey number under ROU, as per relevant statutory provisions, follow up,
getting the documents approved from concerned agencies and Government
Authorities, and paying compensations. However, restoration works shall be the
responsibility of the Contractor. The right of use will be acquired by owner and

handed over to the Contractor on a section-by-section basis based on an agreed


plan for handing over Right of Use.

Owner will provide general permission from the authorities for construction of the
pipeline. Contractor shall obtain the necessary permits for all works from the
authorities having jurisdiction before the actual execution of the various phases of the
works and all stipulations/conditions/recommendations of the said authorities shall be
strictly complied with at no extra cost of Owner. Contractor shall also obtain all
necessary permissions from the concerned authorities for installation of pipeline at
railways, roads and water crossings. Owner may, however, assist Contractor for
obtaining such permissions, wherever required, by issuing recommendation letters
etc.

While working through forest area, GIDC areas and Parallel to roads, the contractor
shall lay the pipeline in restricted ROW only. There will not be any ROU. Hence, the
contractors shall work in such a manner without disturbing the normal road traffic.

4.1 Owner’s obligation

i) Land for various stations.


ii) General permission from authorities for laying of pipeline.

5. Free Issue Supply by Owner

Owner will not supply any material to contractor as free issue except for Metering
Skids. Receipt, Handling, Storage, Erection and Commissioning of such free issue
material are in the contractor’s scope of work.

6. Variation Limits

Variation limits of each station are identified in the drawings and described in detail in
the RFP document. The bidder shall quote for the station work on a lump-sum basis
and absorb all variations arising due to change in area of the station to the extent of
+ 15% for Civil works, + 20% variation in connected electrical load from the single
line diagram for electrical works. For Mechanical & Instrumentation works, all
variation needs to be absorbed within the scope of work.

7. Insurance

As per GCC and SCC of Commercial Volume - IA.

Unless specifically excluded in the Bidding Documents all insurance cover required
during the construction, pre-commissioning and testing period shall be on account of
the Bidder. The insurance shall cover all material in transit for construction, all work
in progress, completion of project, third-party liability, workmen compensation, and all
statutory insurance covers. The Owner shall be the beneficiary of insurance Policies
and nominated as Loss Payee.

8. Project Completion Schedule

The Contractor shall ensure that the entire work shall be completed within a
period of 10 (Ten) months (9 (Nine) months for mechanical completion,
hydrotest, pre-commissioning / commissioning and 1 (one) month operation /
operational acceptance) months from the date of letter of Intent, unless such
schedule has been revised in accordance with the provisions of the Contract.
In addition to this, contractor shall close out the project as defined below:-

- Within six months from completion date of one month operation, if gas is
available
- Within six months from completion date of commissioning, if gas is not
available.

The Contractor shall submit a detailed Project Plan (using Primavera) within the time-
frame specified in the Letter of Intent.

9. Project Office

Till project closure, Contractor shall provide an air-conditioned fully operational Hub
office (common for Owner, Owner’s Representative (PMC), TPIA and itself).
Facilities to be provided by Contractor for three agencies (Owner, PMC & TPIA)
shall be as follows.

• 1 Cabin for each agency & 8 works stations.


• Wireless (CUG brand) phone for all the staff.
• 3 PC’s of Pentium IV with 17” coloured monitor & coloured printer alongwith
consumables with adequate file racks for each agency.

Common facilities needs to be provided and maintained by Contractor shall be as


follows:-

- Zerox / Scanner / Fax along with consumables


- An Office Assistant and a peon.
- Landline Telephone / Telefax.
- Independent Internet / E-mail facilities with LAN connectivity.

10. Disclaimer

The length of the pipeline / quantities of various items mentioned in the RFP are
indicative only. Contractor / Bidder has to verify and confirm the same on its own
based on RFP specification, Drawing, sheets and actual site conditions. Owner in
this regard shall entertain no extra claim.

11. Scope of Services of the PMC

GSPL has appointed MECON Limited as the Project Management Consultant (PMC).
The PMC shall be responsible for the following:

 Basic Engineering
 RFP preparations
 PMC Services
 Owner’s Engineer
 Construction supervision
