flood occurrences that just overtop lKs are far more frequent than the larger catastrophic flood events that necessitate floodgate closure. these higher-frequency occurrences typically last up to 2 weeks each accounting for 10-20% of the peak revenue-generating period (memorial Day to labor Day).

based on the pattern of flooding since 1950, the proposed elevated boulevard design would eliminate more than half of the flood occurrences which would impact business at the riverfront.
