EXCERPTS FROM THE APRO-PSI CONSTITUTION


7 7.1 7.2 7.3 Conference The supreme governing body of the APRO-PSI is the Conference, which must meet at least once every five years An extraordinary Conference may be called by the APREC. It must be convened within six months of the APREC decision and deal only with the matters for which it was convened. The meeting place, date and agenda of the Conference shall be determined by the APREC with due consideration to suggestions submitted by affiliated organisations. Notifications to all affiliates of the date, place and agenda will be sent at least seven months prior to the date of the Conference. Motions/resolutions and proposals for the agenda of the Conference from affiliated organisations must be sent to the Regional Secretary in writing not later than six months before the date of the Conference. The motions/ resolutions and proposals received shall be sent to the affiliated organisations not later than five months before the date of the Conference. Amendments to motions/resolutions must be submitted in writing to the Regional Secretary not later than three months before the date of the Conference. The motions/ resolutions and amendments shall be sent to all affiliated organisations, together with reports/papers for discussion at the Conference, not later than one month before the date of the Conference. Each member organisation has the right to be represented as per article 8.1 and 8.2 of the PSI Constitution. The names of delegates and observers to Conference must be submitted to the APRO-PSI Secretary not later than two months prior to Conference. Observers may be invited by the APREC in accordance with articles 8.3 and 8.6 of the PSI Constitution. Conference will endeavour to reach decisions on the basis of consensus. When consensus is not reached decisions will normally be by a show of hands with the delegates identification card. Decisions will be made by a simple majority. If requested by at least four member organisations from four different countries, a membership vote will be taken. In this case, voting strength will be based upon the averaged paid-up membership over the years since the previous Conference. Travel and subsistence expenses of delegates and observers attending the Conference shall be borne by the affiliated organisation. APRO-PSI may offer sponsorship to ensure representation of affiliated organisations. The responsibilities of the APRO-PSI Conference shall include: a) Election of Conference Chairperson and co-Chairperson who shall not be of the same sex b) Election and adoption of reports of the Credentials Committee c) Election and adoption of reports of the Standing Orders Committee d) Adoption of Secretariat Report of Activities since the previous Conference e) Consideration of the Action Plan for the next period f) Consideration of Motions/Resolutions and Declarations g) Other matters which the APREC wishes to submit to Conference
