PROJECT DESCRIPTION: Renovate two existing school buildings and associated


bathroom facilities. Specific scope items include:
• Add electrical fixtures/LAN drops for future power connection.
• Use existing well or install water cachment system for bathroom water.
• Improve site drainage by use of gutters and sloping.
• Paint interior and exterior, repairing walls as needed
• Replace roof with new corrugated tin roof or tile, including gutters
• Renovate/repair flooring and install tile or equivalent
• Install mosquito screening at all open vents/windows
• Install suspended ceiling as needed
• Provide pavers or other impervious surface for interior courtyard, maintaining
proper drainage
• As option, evaluate providing limited lighting using photovoltaic technologies

Project will also include renovation of existing latrines at school (two toilets, new
fixtures, tile, ceiling, plumbing), with latrines connected into a new septic system and
drain field. Sinks for hand washing will be installed adjacent to the renovated and new
latrines.

SITE DESCRIPTION: Paudaen Village is located on Lembeh Island accessible only by


sea. Village includes 40 to 50 small houses, several public bathroom facilities, an
elementary school, and several existing open water wells equipped with water buckets
attached to rope, several equipped with electric pumps. Access to site is good, with a
concrete pier available for boat landings.
The existing school has not been renovated for many years and lacks suspended ceilings,
increasing the temperature in the class room buildings in conjunction with the corrugated
tin roof.

The village has a number of low-lying areas that contain standing pools of water. It is
also probable that large areas of the village are prone to flooding during major storm
events.

Paudaen has a sea wall that is constructed along the entire length of the shoreline area
adjacent to the village. At the north end of the sea wall is a gate structure that includes
two wooden gates that are raised or lowered using a screw-gear mechanism. These gates
are used to prevent tidal surges from inundating the village and were constructed several
years ago to prevent recurrent flooding. However, the lack of tidal flushing of the low-
lying areas of the village as a result of keeping the gates closed at all times has resulted in
stagnation of water in these areas and an anecdotal increase in mosquito-borne diseases.
Additionally, the sealing effect of the sea wall and lack of drains through it may increase
the groundwater level in the village, possibly exacerbating the swampy conditions.

PROJECT ISSUES: A study needs to be conducted to determine the cause of the


swampy conditions noted within the village. Mitigations to be evaluated could include:

• Installing drains through the sea wall to promote groundwater discharge from the
area of the village to the sea, possibly reducing groundwater levels and swampy
conditions in the village
• Designing and constructing an actively-pumped drainage system that addresses
the low-lying areas containing stagnant water
• Conducting major filling operations to raise the level of the entire village
