MANDAMUS CERTIFICATION ENDORSEMENT JUDICIAL COVER

This Mandamus Certification Endorsement Judicial Cover is Monday the 12th Day of February in
the Year 2007 and issued to Mr. Thomas Michael Young, a resident of the United States of
America and sole cleared recipient of Twenty Five Million United States Dollars Only(USD25M)
presently awaiting release by the Bank of Ghana.

This Judicial Cover comes as a result of the impending petition filed against the issuance of the
Certification Bond Order by the Office of the minister for Finance, Republic of Ghana, thus totally
clearing the funds recipient Mr. Thomas Michael Young of ALL/ANY Governmental Restricting
Funds Release Requirement upon the attendance to the required Clearance by the Foreign Funds
Release Vetting Bureau as under law. Said Clearance which has been officially procured but
requires the endorsement of the Ministry for Finance prompting the issuing of the Certification
Grant Order by the Office of the Minister for Finance.

The General Public and ALL Governmental Agencies are advised to note that the High Court,
Republic of Ghana is issuing this Judicial Cover against the issuance of the Certification Order
by the Office of the Minster for Finance, as failure for the funds belonging to the Michael Thomas
Young(USD25M) be immediately released upon clearance with the Foreign Funds Vetting Bureau,
the Office of the Minister for Finance would be seen and legally interpreted to have violate the
High Court Judicial Funds Evaluation Ownership Release Rights Act of 2000 as re-enacted 2006
sections 23-45 Vol.V of the High Court of Ghana Judicial Financial Prerogative Enforcement Act.

This Mandamus Judicial Cover legally ties FULL and TOTAL responsibility to the Office of the
Minister for Finance in the delay of the non immediate release of the funds belonging to Mr.
Michael Thomas Young as represented by KU DI & CO a Government Accredited Attorney of the
Republic of Ghana.

All copied body is to attend to as legally binding as declared.
