Records broken at Alpha carnival

A team of fourteen swimmers travelled to Alpha on the weekend for their annual short course meet which was also the rst carnival of the season. There were some outstanding races on the day. Natalie Dendle broke 4 pool records with the 50m freestyle, backstroke and buttery and smashed 3 seconds off the previous record for the 4x25m individual medley. Other notable performances on the day saw Norm Weston competing in his rst intertown meet with 50m freestyle and a personal best in the 50m breaststroke. Priscilla Dendle showed her younger team mates how it was done with swimming close to, if not better times, than she recorded

Runner-up Age Champions went to Wade Kangan and Harley Kowald-Dawson. Credit must go to this team of swimmers and their tireless coach Karyn Lee as every swimmer recorded personal best times at the meet. Overall results saw the team nish in 3rd place for the Five Star Shield for average points and in 5th Place for the DeLandelles Family Shield for highest aggregate points. Despite the dicey weather which threatened cancellation of the bowls at one stage the councils challenge night was a big success. The cup for the wining shire of Blackall was presented by Mayor Les Wheelhouse. As Tambo, Alpha and Jericho do not have any full time bowlers and Blackall have about a dozen, Blackall had a huge win. Points were Blackall 110, Tambo 33 and Alpha-Jericho 32. Next year will see the challenge held at Alpha and with a different sport being played Blackall might struggle to hold on to the trophy. No local bowls were played on Sunday November 11 due to rain and health of players. After seven years as president Dally Holden felt is was time to stand down for a younger person to take over and Robbie Doyle was duly elected. The executive now consists of Rob Doyle as president and secretary, Gary Whiteld as treasurer, Dally Holden senior vice president and John Bowyer as junior vice president. Next weeks bowls will start at 9 am and are Pairs; D Holden & C Pngst v J & D Carter. A singles; T Holden v T Hayward with R Browning as spotter. New councils to ofcially come into existence on 15 March 2008

-- by Sally Cripps
Local Government Minister Warren Pitt has conrmed the ofcial close of business for councils impacted by amalgamation would be midnight on March 14, 2008. Mr Pitt said new local governments would ofcially commence in their own right at the same time, making 15 March - election day - the rst day of the newly-merged councils. At that time the existing councils will cease to exist, and the new councils will come into being. Also at that time, the 31 interim Chief Executive Ofcers ofcially become the acting CEOs of the new councils. This means that until the election polls are declared and the new councillors are sworn in, the acting CEOs are responsible for council business. It is important we nominated an ofcial time and date to allow existing councils to start preparing to close off their books. With Mr Pitts announcement, a host of administrative provisions

Merging councils such as Blackall and Tambo are required to deliver a Transition Action Plan by February 28, 2008, mapping out matters such as a consolidated budget, service delivery arrangements, an industrial relations plan, and an interim stafng strategy. Interim CEO Brenda Kelly told a recent meeting of the BlackallTambo transition committee that she expected all staff of both councils to be there on day one of the new council. Theyre all still needed so I dont see any changes, she said. Mr Pitt said while the changeover day marked the end of those councils being merged, it did not signal any reduction or loss of services to ratepayers. The new councils will take over the service delivery role and it will be business as usual. Every effort is being made to ensure continued on page 3

There art no friends like old friends

There are no friends like old friends, as was shown at the 60 & Better morning Tea on Thursday 18th October for the Leukaemia Foundation Fund raiser. Six of the original staff of the Central Cafe caught up with one another at the morning tea. Joan Roberts, Cynthia Moore, both Elliott sisters, up from Brisbane for a few days visiting family and friends went along to the morning tea with June Pont. While there they caught up with Eileen Abbott, nee Behan, Vera Wilson, nee Titchbourne and Pat Hauff nee Kelly who all worked at the Central Cafe from 1945 to 1949. The Central Cafe was owned and operated by Venardos Bros, who had just bought out the Logos Family. Venardos Bros consisted of Bill & Mick and cousins George Aloizos. Bill became President of the Blackall Rugby League, back when the Central Western towns elded A,B & C grade teams. Blackall was a team to be reckoned with back then. Bill got some remarkable teams out to Blackall,

which was not only good for Blackall Rugby League, but also for his business, the Cafe. In 1946 Blackall won a Premeriership under our rst coach after the war with Jack Bates. Hughie Melrose coached the team in 1949 & 50 & Mick Irwin in 1951 &52. In 1952 Bill got the Ipswich team to y out to play Blackall as they were the Bulimba Cup Priemers with Blackall coming out the winners, unfortunately I cant recall the score. We all worked hard at the cafe, Football & Race Days with the Races being a two day meeting a couple of times a year. So we had a bit of catching up to talk about. We reminisced about the jokes that we played, laughed about tales that were told and of course The Good Old Days I believe another group also got together on Saturday morning to swap yarns with school friends of old. THAT IS WHY I SAY THERE ARE NO FRIENDS LIKE OLD FRIENDS

Polocrosse salutes its sporting heroes

The Central West polocrosse zone held its annual presentation evening last Saturday, choosing Blackall as the venue. Tambo player Rachel Sargood was honoured with the award for best and fairest player, along with her mount Jim, judged the best horse in the zone for the year. Lloyd Moloney was the recipient of the Sargood trophy for the best under 21 player and Tammy Morgan was the best rst year player. Muttaburras Jim Westcott won the sportsmanship award while the rookie horse award went to Jacob Rosss Derek. Former Tambo junior player Mark Paroz, now the Ofcer in Charge of the Mounted Police in Brisbane, used his guest speakers invitation to demonstrate his passion for the sport which he described as more than just a game. Beginning as a junior player in Tambo, he said he was thrilled to now be playing alongside his own daughter. It has always been a family sport, and one which allows you to mix with your role models, he said. I got to grow up with my sporting heroes and made some lasting friendships. Extra costs for councils

the transition is as seamless as possible. Tambo shire CEO Rob Hayward signalled a concern with funds available to pay for the changeover, saying that the deputy director of the Department of Local Government, Phil Clark had told a recent meeting of local government managers in Rockhampton that no further funds would be granted by the government. Our initial estimates show that amalgamating our shires is going to cost a lot more than rst expected, Mr Hayward said. He said it was the understanding of council representatives listening to Mr Clark that any extra costs would have to come out of the pockets of affected councils. Our budgets were set before any of these announcements about amalgamations were made so we dont have any provisions for this expense, Mr Hayward said. Next nancial year is when the costs will be felt by ratepayers, when the costs will have to be built in to our 2008-09 budget. A new electronic records

continued from page 1 Mr Sullivan said a new logo could only be a recommendation to the incoming council. If they dont take it up it might be a waste of money, he said. Tambo mayor Dougal Davidson said he could see no reason for haste to design something new. Given that were endeavouring to have this whole show overturned, we neednt rush this through, he said. Tambo shire survived for over 100 years without a logo without any harm. Minister Pitt said he was aware there were still some isolated pockets of wishful thinking that the amalgamations will not proceed, either as a result of the government changing its mind or through some other means. This is not going to happen, he said. The government remains totally committed to the reform process and to the new arrangements that will see stronger, more inuential and more sustainable councils - with ratepayers the direct beneciaries of the changes. Australia. I congratulate the Blackstump Medical Centre for taking advantage of this federal government funding initiative, and commend all involved for their hard work and dedication to maintaining the health and wellbeing of the Blackall community, he said. Round the Clock Medicare start-up grants assist after-hours services to become established in the period before a strong cash ow develops from Medicare and other income. Funding can be used to help obtain premises, equipment or for staff recruitment.

management system, giving staff in separate ofces access to the same information is one of the items under consideration for purchase by the transition committee. Ms Kelly said that correspondence would go to two separate ofces for some time after the councils were merged, and a system was needed to ensure all were familiar with incoming information. AWU representative Tim Sullivan said other councils were adopting a 1300 number to switch calls to the closest ofce, which would need to be purchased. It was felt that the costs for any new systems should come from the transition committee budget. If councils can prove these costs are over and above those usually borne by ratepayers, Id say youd have an argument to take back to the Minister, Mr Sullivan said. A new logo for the amalgamated Blackall-Tambo council was also discussed at the transition committee meeting last week. As the end of another school year draws closer, now is the time for students to consider applying for the Blackall Student Hostel Townhouse Bursary. The managed funds from the sale of the hostel a few years ago provides nancial assistance each year to one student from the Blackall/Tambo shires to help with costs involved in furthering their education at an accredited facility. The bursary is currently valued at $2500. Previous bursary winners have both been from the Tambo area Cameron Bailey used his funds to undertake a course at the Longreach Pastoral College, while Haylee Ogden is furthering her education in Year 11 at St Ursulas College, Toowoomba. Bursary applicants need to provide documentation, including a 200 word statement outlining reasons they deserve to be awarded the bursary. Applicants will be selected on the basis of a desire to further their education and the need to live away from home to do so. The bursary is not necessarily awarded to a student with the highest academic results. The three-member selection panel will consist of two people residing outside the Blackall/Tambo shires plus a representative of Education Qld. The bursary management committee reminds students that they cant win it if they arent it. The closing date for applications is Friday, December 21. Further information on the criteria as well as application forms are available from Sally Campbell at Blackall.

Bob Wilson is continuing on as vice president while Julie Darbey has taken on the responsibility of secretary/treasurer. Leila Harvey and Beaver and Jean Dendle make up the committee. Site supervisor Annette Richardson and tour guide Meg Irvine complete the team, and each reported on a very successful year just passed. Around 200 locals celebrated Australia Day at the scour followed by a dinner for 100 Western Queensland Local Government Association conference attendees in April. This included a roast bush dinner and sweets, all cooked by Willow Bob Wilson on the old wood stove at the cookhouse. Meals have been part of the big success story at the scour in 2007. As well as the monthly bush dinner and night tour, Wednesday night dinners and tours were very popular with buses. Bus groups have also taken

the cookhouse. According to Annette, many more school groups visited the scour this year. People have come from all corners of the globe to visit this unique Australian icon, she said. All tell us how very lucky we are to have this piece of real Australian history in our backyard. A successful state government Gambling Community Benet Fund grant of $7636 enabled the committee to purchase new seats for its theatrette. The group has also received $10 000 from the Environmental Protection Agency under the Living Buildings grant scheme, which it will use to have its conservation plan updated. Once this is in place we hope to be in the rst round of funding to get some maintenance done in the scour and to stabilise the managers residence, Annette said. We can then begin the huge task of restoring the house to its former glory. Julie Darbey has taken up the Business Administration

Blackall-Tambo employment sub-committee formed

Greens announce Flynn candidate

The makeup of the Blackall-Tambo Local Transition Committee employment sub-committee was decided at the recent transition committee meeting held in Blackall. It will have 11 members, consisting of interim CEO Brenda Kelly, Blackall shires acting CEO Tricia Gleeson, Tambos CEO Rob Hayward, Tambo Shire Council representatives Sue Jarvis and Darren Webb, Blackall Shire Council representatives Peter Dallas and Don Wheeler, ASU rep Lisa Kings, TWU rep Bryan Butler, AWU rep Tim Sullivan, and CFMEU rep Rohan Crotty. Local Government Minister Warren Pitt advised the LTC that prior to the next local government elections, employment sub-committees are not decision or policy making groups. Their role is advisory to the LTC and relates to the preparations for the transition of the workforce, or part of the workforce, on changeover day and immediately after, he said. After the local government elections, employment sub-committees will then take on the role of bargaining groups for the new industrial agreement, required within 12 months, for the new councils. Mr Pitt said that each union that had members in the councils represented on the LTC were entitled to one position on the sub-committee. Ms Kelly said the 11-member group was a practical and workable approach to establishing a committee that will complete the roles required as well as protect the interests of all employees of Blackall and Tambo shire councils. The employment sub-committee will have its rst meeting on November 29 in Tambo, with future meetings scheduled for the mornings on which transition committee meetings are programmed, on January 17, February 14 and March 6.

The Australian Greens have announced Marella Pettinato as their candidate for the Central and Western Queensland based electorate of Flynn. Ms Pettinato was brought up on a fruit and vegetable farm and says she understands the problems faced by many Flynn farmers, particularly the high cost of transport and water shortage issues. She has also worked for both commercial and nonprot community organisations as a bookkeeper/ administrator before starting her own business. Ms Pettinato has volunteered in different roles throughout her adult life and has spent time as a hospital visitor, has taught gymnastics to children and English to migrants. She has also worked as a volunteer for Indigenous communities in remote areas. Many Flynn families are struggling because of lack of employment and lack of social services. The Greens will develop employment services in the area and local training resources to provide people with relevant skills, Ms Pettinato said. Flynn needs more respite facilities for families looking after elderly parents or children with disabilities, whilst at the same time working and caring for other members of their family. These valuable carers are forgotten and many are burnt out. I am strongly committed to protecting the pristine waterways of the area and in working with local communities on reducing the wildlife carnage on the roads. Issues that Ms Pettinato wants addressed include protecting the environment from over-development, developing sustainable infrastructure including water, better public transport including exible bus services, more services for a rapidly growing older population, the funding of services for struggling families, and more support for community based organisations.
