Flu gives pony clubs a headache


Zone 14 pony club members who have been training hard all year have been affected by equine inuenza. Members have had their Sporting and Mounted Games state titles put off until September 26-28, 2008. Also, the state Showjumping and Equitation Titles that were to be held in April 2008 in Blackall

have been postponed to 2009. These competitions are very important to the outback, bringing many travelling competitors and their families to the region, which in turn uses many of Blackalls resources. Zone president Helen Aspinall encouraged all members to keep practicing and to look forward to a positive outcome to EI.

Blackall to ask for ouridation exemption

The Blackall Shire Council has decided to write to the state government and ask for an exemption from the proposal to ouridate the towns water supply. Premier Anna Bligh and Health Minister Stephen Robertson announced last week that the government would introduce uoride into the states water supplies in a move that will bring Queensland into line with all other states and territories. Ms Bligh said 80 per cent of Queenslanders would be drinking uoridated water within two years, growing to more than 90 percent by 2012. The roll-out of ouride to Blackall is scheduled for 2011. When I became premier, I set myself the task of staying ahead of problems, Ms Bligh said. Together with oral hygiene and good nutrition, uoridation has been proven to reduce tooth decay by up to 40 per cent, and a Smart State cannot ignore the extensive scientic evidence that shows uoridation is the missing link in Queenslands oral health system. Queenslanders have the worst teeth in the country for example,

our 5-12 year olds have twice the tooth decay compared to kids living in the ACT, which has had 100 per cent uoridation for more than 40 years. Blackall councillors believed that at 0.2 parts per million, Blackalls bore water supply provided enough ouride naturally and that pumping extra into the supply was not warranted. Water Supply ofcer Lawrie Doonar told council at Wednesdays meeting that injection systems would be needed on all three bores supplying water to Blackall. Once you start pumping it in youve got to keep it moving, he said. If you live close to the bore you might get the right amount but those further away could get anything. Councillors queried the ongoing cost of ouridation, noting that while there might be funds available for the capital expense of setting the system up, operational costs would be the expensive part. Ms Bligh said the government had committed $35 million to rolling out a capital program, adding that nominal increases in water rates would cover ongoing

Current estimates suggest that as uoridation comes online across the state, most consumers water rates will increase by around $1.50 per person per year less than the cost of a toothbrush. This is a nominal cost when compared to what families could save in dental bills the Australian Council of Social Services suggests that for every dollar invested in water uoridation, the estimated saving can be up to $80 per person. Obviously due to economies of scale, the larger the population area, the cheaper the uoridation however the government will offer subsidies to make sure uoridation is affordable for small communities. The government says that a small amount of uoride, equating to between 0.6 and 0.9 parts of uoride per million parts of water, roughly one drop in a bathtub of

Fred and Daphne Rich at Tilbury, north of Blackall, last month measured their highest ever November rainfall since property records began in 1921. They recorded 796 points in their gauge at the house. The ve previous highest recordings were 690 points in 2000, 629 points in 1933, 619 points in 1924, and 588 points in 1950. Tilburys overall November average for the last 87 years is 153 points. Needless to say, pasture growth here at present is as good as I have seen it at this time of the year, Fred Rich said.

Gale force winds made life unpleasant for some Blackall residents but the rain which fell in November was welcomed throughout the shire. Blackall experienced near gale force winds on November 16 and 21, gale force winds on November 9, 20, 26 and 28, and strong gale force winds on November 27 with winds reaching a destructive 85 km/h. Novembers lowest temperature of 13.3 degrees was recorded on the 6th, and was considerably warmer than the lowest recorded temperature of 8.2 degrees on November 3, 1974. The hottest night for November was on the 4th with 24.1 degrees, cooler than the 28.8 degrees on November 11, 1995. The months coolest day of 23.5 degrees was on November 11, quite cooler than the months hottest day of 37 degrees on November 1. This maximum was signicantly cooler than the highest ever November recorded temperature of 44 degrees on November 9, 1965. The lowest mean temperature of 19.6 degrees for September was only .1 degree higher than the recorded average of 19.5 degrees, whereas the highest mean temperature of 31.3 was considerably lower than the highest recorded mean maximum of 34.7. November recorded some good rain resulting in a total of 594 points (150.8mm) with the recorded mean rainfall being 163 points (41.5mm). The highest recorded rainfall in November was back in 2000 with 802 points (203.6mm). On November 21, 1917 Blackall had a record 432 points (109.7mm) fall on one day. At a Glance

Ray White Rural principal and managing director, Lex Heinemann believes 2008 has great promise for people in the Blackall district, particularly with seasonal prospects already looking so good. It was very refreshing to y into Blackall and its new green look last week although I could not travel far out of town, Mr Heinemann said. The immediate district has received its best November rains since 2000. Follow-up rains did not eventuate in 2001 but most of the indicators, including La Nina, suggest we are in for a wet summer in 2008. Around Blackall and to the east received around eight inches (200mm) for November. This receded somewhat to the west, with falls ranging between three (75mm) and six inches (150mm). Mr Heinemann said his company knew of several Barcoo district properties that would be offered for sale if the season consolidated after Christmas. There is a great incentive to sell now with values established in the $150-$200 per acre bracket for the better country with good improvements, he said. Buffel grass in volume is still the most soughtafter by beef producers. Blackall township, with its mean average rainfall of 20 inches makes it a safe proposition over time. There are still good buying opportunities however, with values still reasonable in comparison to districts like Moura and Wandoan. Mr Heinemann noted that beef prices were slightly behind this time last year but wool was well ahead. The Australian dollar remains a key factor and while land prices may level out, anyone who owns a Barcoo district property has a very valuable asset. No wonder it is my favourite district.

Pay scales for mayors and councillors set


Queenslands mayors and councillors will no longer set their own pay levels but will follow the recommendations of a Local Government Remuneration Tribunal, thus bringing the state into line with other states. The Blackall-Tambo Regional Council is the only amalgamated council to be placed in category 1, the lowest of the pay scales in the recently released report. Local Government Minister Warren Pitt said the remuneration structure would come into effect when Queenslands new councils were elected on March 15, 2008. The mayor of Blackall-Tambo can earn between $44 300 and $56 950 while the range that a councillor can earn is between $12 660 and $18 980. The Barcaldine and Longreach Regional Councils are in the next bracket, where mayors will be entitled to between $56 950 and $69 610, and councillors between $18 980 and $31 640. These are described as typically part-time positions, but in commenting on the new rates at Wednesdays Blackall council meeting, Cr Peter Skewes said the mayoral allowance could make it possible for a person to make a career out of the position. The range of criteria used to determine scales include the size of local government area, population, assets and expenditure and current remuneration paid to elected members. The salary ranges are linked to state Member of Parliament salaries and future indexing will align to the MLA process. Councils will still have the exibility to make their own decisions about where in the range they feel is most appropriate for their particular community. Councils can split the remuneration into a base payment with meeting fees as long as the upper and lower boundaries of the

The new bridge over the Barcoo River at Blackall has kept the road open despite early season ooding. SES spokesman Don Wheeler said that if the old bridge had still been in place, his volunteers would have had to launch the ood boat a number of times in the last few weeks. We used to put the boat in when the level was .4m over the bridge. This bridge is .6m higher and the water has lapped at the concrete occasionally. Don estimates that the water will have to reach near the National Bank corner before the ood boat needs to be launched in future.

A Tipuana came perilously close to the Clarenden house, owned by Stew and Sally Campbell, on Monday afternoon in a violent wind storm. A section of roof was damaged by the tree, one of many uprooted by the storm. Wind damage has been recorded by many other local properties and town businesses over the last few weeks including roong lost at Prairie Downs and the Cordial Works, damage to a car at BP when a tree fell on it, similar damage to a shed at the showgrounds from a tree, and trees uprooted at the Tennis Club. The tribunal took the view that travel time to attend meetings, deputations or to attend training, seminars and conferences was an inherent aspect of a councillors duties and should be thought of as part of the base level of pay. Some councils may wish to remunerate one or more councillors at a greater level than the others due to geographical, size or other determining circumstances, but this must be decided within the category range. No councillors total remuneration can exceed the maximum for that category. Newly formed councils are still to decide whether they will adopt a committee-type structure, a portfolio-type structure or something different. If a portfolio structure eventuates, the tribunal believed it was likely that councils would determine an equitable distribution of responsibilities so no additional payments would need to be made. An amalgamation loading has been provided for councillors of affected councils, for the period from March 15 to December 31, 2008, with the tribunal to determine future loadings in subsequent periods, based on the extra work required because of amalgamation. For Blackall-Tambo this amounts to $5060 for the mayor and $1580 for councillors. Mr Pitt said the government believed the remuneration available will convince many high quality candidates to consider nominating for election to their local council. Many of our councils are now multi-million dollar operations and we hope that people with the skills and drive to help their communities embrace the challenges of the future will be attracted to stand for election in March next year.

While state Education Minister Rod Welford has given the rst fulltime year of Preparatory schooling in Queensland the thumbs up, the president of the Isolated Childrens Parents Association, Peter Powne questions whether Minister Welford has the full picture. Our members, who are parents of students in small rural and remote schools believe that Education Queensland has failed to deliver equitable outcomes for all students, says Mr Powne. Small school families are being asked to accept that it is reasonable for older students to concede teacher time, a classic rob Peter to pay Paul situation. Mr Powne said the implementation of Prep adds an eighth cohort to the demands already faced by students and staff of small schools, particularly those in one-teacher schools with enrolments high in the lower grades. Minister Welford has yet to seek the advice of all parents with

children in classrooms where Preps are also enrolled, Mr Powne said. According to Minister Welford, parents and carers of the more than 23,000 students who participated in Prep in state schools this year had responded positively to the move. A recent Education Queensland survey of more than 14,000 parents and carers of Prep students found more than 92 per cent of them were satised or very satised with the implementation of Prep in their childs school, Mr Welford said. Mr Welford said further analysis of the survey would allow his department to ne tune delivery of Prep for the 2008 school year. About 36,700 Prep students will start school as part of the full intake in Queensland state schools next year. Some operational matters in schools which have come to light as a result of our monitoring of Prep this year are being addressed for the 2008 school year.

With any new initiative, there are always going to be some bumps to smooth out, but our monitoring has shown that, overall, principals, teachers, teacher aides, parents and carers are pleased with the implementation of the Prep year. Mr Welford said about 600 additional full-time teachers would be allocated to Queensland state schools to support the full intake of Prep students in 2008. Additional funding of up to $3 million for Prep teacher aide time in 2008 will also be provided to support the increased enrolments.

Association of Queensland, Dr John Hall has called on Premier Anna Bligh to lead Queensland Health to rethink the risks for rural families, in light of media reports that the premier was angry to hear that a labouring woman had been refused entry to a rural Queensland hospital because there was no midwife. According to the Courier Mail, Premier Bligh has demanded to know how a woman was left to give birth in a car parked outside the Miles Hospital on the Darling Downs last Friday. The woman, Jennifer Gold said that instead of being admitted, she and her partner were left outside. Malcolm ran inside and pressed the buzzer to try and get some help and one of the staff has said we werent allowed to go in there because they werent a midwife, Ms Gold told Network Ten news. Malcolm nally came out, they gave him a towel and he delivered the baby himself, she said. Premier Bligh said the matter would be investigated thoroughly. Dr Hall said that all Queensland hospitals need to be prepared for emergency birthing regardless of whether they have a midwife or not. Are small hospitals going to turn away accident or snakebite victims turned because theres no trauma surgeon or poisoning specialist? Its risk management gone wrong and it discriminates against young families. Birthing isnt rare, and it isnt one of lifes optional extras. It happens in the life of every family and Queensland Health has a duty of care to make it as safe as possible, even when its unpredictable. And that means training all country

The Remote Area Planning and Development Board (RAPAD) is staging the central west regions inaugural awards program celebrating excellence, distinction and innovation in the business, agribusiness, environmental, local government and race club industry sectors on Saturday, March 8, 2008 in the Longreach Cultural and Civic Centre. The primary goal of the Industry Excellence Awards is to recognize small, medium and large enterprises whose practices set a standard of excellence in the central west region to aspire to. RAPAD aims to use the awards as a platform to promote the region as prime location for economic development and growth. Project ofcer Justine ThomasButler added that the awards would bring outstanding industries to the attention of the wider community and enable nalists to encourage good practices. The submission process will enable the awards program to give something substantial back to all the entrants regardless of winning a category award, a tool for indepth analysis, observation and reporting of their own business practice, she said. The awards program culminates with a dinner on March 8, 2008 to be held in the Longreach Cultural and Civic Centre, where nalists will be proled before the audience from around the region, sponsors and VIP guests. Dedicated staff shouldnt be in a position where theyre told that assisting an emergency birth isnt in their scope of practice. Doctors and nurses mustnt work in fear letting a woman in labour into their care, he said. RDAQ recommends that what Ms Bligh thoroughly investigates is Queensland Healths cultural attitude towards country women giving birth; and how that culture can be changed to get the best outcomes for patients instead of the least liability for the system. What wont make birthing less risky is telling young mums to go somewhere else, fty or a hundred, or two hundred kilometres away.

We would like to express our congratulations and sincere thanks to all who were involved in the presentation of the Christmas Tree Festival held last Sunday. The sausage sizzle gave a great introduction to the evening, and we thank the chefs who helped with this. Eaten in the company of good friends, the humble sausage became a real Christmas feast. The presentation of the Christmas Story by members of all churches, interspersed with the delightful Christmas carols, was a poignant reminder of the rst Christmas. While the congregation waved glowing candles as they sang Silent Night, the lights of the church, were gradually lit. With the illumination of the Christmas trees, it was indeed a glorious sight We never cease to be amazed at the thought and time that is devoted each year to the presentation of these trees. They range from humorous, to scenes of outback Australia, to the real Christmas spirit. To all who assisted in any way to present this pageant, Blackall is indeed fortunate that you have given so much of your time and talent. A special thanks must go to Reverend Beth and her band of helpers who worked tirelessly to continue this beautiful tradition. We specially thank them and feel sure that their efforts and that of so many others in our town will ensure that we all shared the joys of this beautiful season.

In response to the editorial in the last edition of the Barcoo Independent and as a strong advocate for our community to have our very own local newspaper I thought it appropriate to urge readers to consider supporting our paper in a real and tangible manner to ensure its survival. The newspaper cannot operate in the future using fresh air for revenue and the goodwill of volunteer labour and contributors it requires very real nancial support. The Barcoo Independent has become a guiding light in the eld of community newspapers here in central western Queensland. Whilst I may be a little biased, I think our paper may even be the envy of many other communities here and in regions further aeld. Since it was resurrected, the Barcoo Independent has been run as a labour of love by a small group of dedicated community members. Sadly these people who give so much unselshly of their time and energy cannot sustain this rate of effort forever as they will most certainly suffer volunteer burn out. After these last few very successful years the newspaper has reached a critical decision point regarding its future. The bottom line is, if we as a community want a regular newspaper, we must support the paper nancially. I personally believe a monthly newsletter is not the solution. We need a regular newspaper published in a professional format and style and in our newsagent and other outlets in a timely manner in order for news and events affecting us as individuals and as a community to be passed on. To make the future of the paper viable into the midto long-term it needs to be in a position to employ (yes that means pay dollars for services) one or two individuals on at least a part-time basis. This can only be achieved through a combination of sources of revenue including an increase in the paper purchase price; increased circulation (particularly subscriptions to former Blackall residents); increased advertising prices combined with actual increased advertising; and nally, remembering our paper is a community paper, by those community members and enterprises who are in the position to do so making a signicant benevolent nancial contribution to the paper as a benefactor. The solution must be a community solution which entails a very real nancial contribution to the survival of the paper. My spouse Robyn Adams and I are prepared to join a list of potential individuals and corporate benefactors and register a nancial commitment to the Blackall Newspaper Group to support the Barcoo Independent with a guaranteed annual contribution for the next ve years ONLY if there are sufcient like-minded community members and enterprises prepared to do the same. If you are interested I urge you to contact either myself or Sally Cripps, the editor of the Barcoo Independent, to discuss the situation and /or make an expression of interest in becoming a benefactor of our local community newspaper to ensure it is in a position to continue to make its valuable contribution to the rich tapestry of our local community.

Local buying diversies economy: study


A new report on economic development and industry interactions in remote and regional northern Australia has found that a healthy economy needs to focus on how it produces goods and serviceshiring and buying locallyas well as the types of products and services it produces. The report, Regional Economic Multipliers in Australias Savannas, is the result of research which was part of an overall project into outback livelihoods. It found that organisations which use resources from within a rural community or region help the local economy to become more diversein turn making it more resilientand ensure development paths are sustainable long term. The study, led by Dr Natalie Stoeckl and Associate Professor Owen Stanley of James Cook University in Townsville, surveyed more than 970 organisations across 17 industries. Despite the fact that the region covers approximately 25 per cent of Australias mainland, it is home to only 3 per cent of all Australians, so relatively little was known about the expenditure patterns of industries in the area. Findings show that the household sector received the largest share of organizational expenditure after accounting for imports, which means that the household and retail sectors are most likely to benet (or suffer) when there is regional economic growth (or decline). Organisations within government and health sectors were found to have the highest business-level multipliers, which means that if there was, say, an extra $1000 of spending on health services within one of the Norths regional postcodes, then the total income of all households and businesses within that postcode could rise by up to twice that amount. The rst $1000 is the extra spending within the health sector but the rest of the money goes to others in the local community. This means that an expansion of the health or government sector could do more to promote regional development than an equal expansion in other sectors. Researchers said better education/ training and health could raise workforce productivity, which could reduce rural and remote unemployment and help solve some of the labour shortage problems of rural employers. It was also found that at least some local expenditure seems to be constrained by supply organisations cant purchase things from local stores if there are no local stores. It may be possible to increase the size of local multipliers by encouraging the development of support industries, Dr Stoeckl said. Members of remote communities could, for example, be encouraged to start businesses that provide inputs to other existing local businesses. The strategy could work particularly well in cases when there is not enough demand to support several businesses (eg, too few tourists to keep several motels busy). Instead of competing against each other for scarce customers, organisations could prot by supplying different types of goods and services along a single supply chain. Of course such a strategy will only work if existing organisations are both willing and able to purchase inputs from within their local area. Some of this will, necessarily,

depend on how expensive local products are compared to similar imports. But some of this will also depend upon the purchasing policies of local organisations. Dr Stoeckl said regions could try to raise the size of their multipliers by adopting buy local policies. They need to ensure that these policies are used to help develop a local supply-chain. This is because buy local policies will create the greatest regional benets if they raise the number of local suppliers, as this helps keep costs down. Once local supply chains are fully operational, buy local policies may be neither necessary nor desirable. Those who are interested in regional development should not just think about the goods and services that are delivered to or produced within their community (eg, health, education, beef). They should also think about the goods and services that are used to produce, or deliver, those goods and services. How communities develop, particularly those in remote communities, will be just as heavily inuenced by decisions that are made regarding how they acquire labour and other supplies (inputs), as they are by decisions regarding the goods and or services they produce (outputs). Indeed the decisions about inputs may be more important. Organisations that purchase inputs from a variety of different sectors within a rural community will help the local economy to become more diverse. This will help make the community more resilient to the ups and downs of single sectors, thereby ensuring that development paths are sustainable into the long run.

Register horse SpeakOut receives Building Rural Links funding properties in CW Queensland
The location of all horse properties in Queensland must now be registered, including in the central west. This is a compulsory requirement to ensure accurate identication of horse locations as part of the Equine Inuenza eradication campaign. Registration of properties where horses are kept is free and can be completed online at www.dpi.qld. gov.au by following the links to the Equine Inuenza information, or by calling the Department of Primary Industries and Fisheries (DPI&F) Information Centre on 13 25 23. People registering a horse property need to provide the Lot on Plan number for the property where the horse is located. This number is found on rates notices for the property. DPI&F Biosecurity Queensland principal inspector, Craig Thomasson from Hughenden said if a property was already registered with a Property Identication Code (PIC), all the landholder had to do was conrm the numbers of horses kept and contact details. If the property does not have a PIC, a new one will be issued, Mr Thomasson said. He added that it was a legal requirement to comply with any movement restrictions that may be in force, should a horse owner/ carer need to move a horse. For horse movements in the Green Zone, the horse owner, authorised agent of the owner or occupier of the holding, must complete a waybill and provide it to the transporter, he said. This document must be kept on the property of destination for a period of two years. Waybill books can be purchased from DPI&F regional ofces or can be downloaded from the DPI&F website. SpeakOut Limited Blackall is among seven regional organisations helping to build stronger communities thanks to nearly $400 000 in Building Rural Links funding from the state government announced recently. The group will receive $65 000 for its program based in Blackall. Minister for Communities Lindy Nelson-Carr said the funding assisted community organisations with building and developing stronger partnerships and to ultimately deliver quality services to their clients. Mount Isas Playgroup Association of Queensland will employ an early years worker to provide support for families with young children by linking them with existing early intervention services. By assisting non-government organisations to overcome challenges by using their knowledge of local needs and their ability to harness local resources means they can continue their essential work. The Strengthening Rural NonGovernment Organisations funding program is part of the governments Blueprint for the Bush.
