Abstract : The efficiency of insider trading surveillance is , to a great degree , influenced by the a country’s legal system , po2
litical system and financial system. From the perspective of new political economics , the competition model of interest group is
constructed to analyze the formation of insider trading surveillance equilibrium and the influence effect of a change in the size of the
interest groups. From the perspective of new political economics , the efficiency of insider trading surveillance is subject to the
power contrast between two interest groups (one of the insider , one of the outsider) and the efficiency preference of the supervisor.
This explains the difference of effect of insider trading surveillance between common law and civil law countries. And from this per2
spective it also explains why Chinese insider trading surveillance is not very efficient.

The Imperial Examinations and Academic Atmosphere in the Song Dynasty

Abstract : In the Song Dynasty talents were selected into the government through imperial examinations and were thus given
positions in the central and regional governments. The processes of these examinations and selections were very complicated. In or2
der to pass the examinations , cheating in examinations was unavoidably resorted to by the examinees , who were“Juzi ”now after
they successfully passed the local examinations. Such cheating included asking somebody to intercede for them , carrying books and
notes into the exam halls or recruiting replacers. If detected , the cheater would be punished accordingly. However , cheating
would not die out. Since the reign of Shenzong , the examination papers were reformed and the current politics and policies were
the content for examinations. Very wisely the examinees catered to this change. The result is that those who curried favour passed
the exam and those who objected failed. During the Qingyuan period (1195~1200) of the Southern Song Dynasty , Neo - Confu2
cianism was forbidden and vilified as“false learning”. Forbidden heterodoxy became the test topic for two tributary examinations.
This was taken advantage of by the examinees ; the academic atmosphere was severely polluted , and so was the political atmo2
sphere , and even worse. Consequently party struggles came into being , which led first to the country’s chaos and then collapse.
Only by adhering to upright belief and taking lightly personal gain and loss can scholars be free from the constraints and burdens of
the imperial examinations.
