The Virginia Department of Education (VDOE) has announced that the on-time graduation rate for Frederick County Public Schools Class of 2011 was 84.8 percent. The rate is for students who entered the ninth grade for the first time during the 2007-08 school year. The ontime graduation rate for the Class of 2011 at James Wood High School was 85.2 percent. The rate for Millbrook High School was 83.7 percent while Sherando High Schools rate was 85.5 percent. Virginias on-time graduation rate for the Class of 2011 was 86.6 percent. Of Virginias 329 high schools and schools with graduating classes, 192 achieved graduation rates higher than the state rate of 86.6 percent, two schools equaled the state rate and 135 were lower. In addition to releasing the on-time graduation rate for the Class of 2011, the VDOE today released updated graduation data for students who entered the ninth grade for the first time in 2006-07. Frederick Countys five-year cohort graduation rate stands at 85.4 percent. Virginias five-year cohort graduation rate is 87 percent. The Virginia On-Time Graduation Rate is calculated by dividing the number of students in the cohort earning a Virginia Board of Education-approved diploma in 2011 (or earlier) by the number of students who entered the ninth grade for the first time in 2007-08 (plus transfers in minus transfers out). Unlike estimated graduation rates, the Virginia On-time Graduation Rate takes into consideration student mobility, changes in enrollment, and promotion and retention policies and decisions. The Virginia On-Time Graduation Rate also provides flexibility for students with disabilities and limited-English proficient (LEP) students, who are reported as on-time graduates regardless of when they earn a diploma. For example, a student with disabilities who entered the ninth grade for the first time in 2005-2006 and graduated in June 2011 would be assigned to the 2007-08 ninthgrade cohort and counted as an on-time graduate.The Virginia On-Time Graduation Rate differs from the Federal Graduation Indicator (FGI) which is used in calculating Adequate Yearly Progress (AYP) ratings. The Virginia On-Time Graduation Rate recognizes all Board of Education-approved diplomas while the FGI includes only Standard and Advanced Studies diplomas. In addition, the FGI does not include special education or GED credentials which results in students earning such credentials being classified as dropouts. According

By Amanda Iacone Virginia Statehouse News RICHMOND Randy Edwards and his wife Sandra werent behind on their mortgage payments when they met with representatives from Nationwide Loan Modification Bureau LLC last year. But Sandra, 54, was planning to take time off from work for foot surgery, and with her husband on disability, the couple wanted to refinance their mortgage to ensure they could continue making the monthly payments on their Virginia Beach home. They heard about Nationwide from someone they knew whom they declined to identify and company staff members Rhonda Wyland and principle manager Jason Gillentine guar-
anteed the Edwardses that their mortgage would be modified. The couple paid $2,400 in advance for Nationwides services, but seven or eight months passed without any news on their application, the couple said. Thats when they saw a local television news report about Nationwide and Gillentine, who was accused of taking money from homeowners, like the Edwardses, and doing nothing to help them modify their loans. I dont understand why somebody like that cant be arrested. It aint no telling how many people he cheated out of that money, Sandra Edwards said of Gillentine, with whom they worked to file their application. Risky business Most of these companies are a scam, said Jay Speer, executive director of the Virginia Poverty Law Center, which advocates for low-income Virginians and studies issues related to poverty, like housing. They take a lot of money from people. Some of them do nothing. Some of them just delay things a little bit for you, Speer said.

Negotiating with a bank for a lower interest rate or extended repayment period can take two to three months without any guarantees, she said. Mortgage lenders dont make it easy. They lose paperwork. Someone different answers each time a homeowner calls. Lenders renegotiate the terms for clients who may not be a good candidate, but reject changes for qualified homeowners, Noakes said. Beware. Dont pay anyone to help you, she said. Lenders dont want to foreclose, but for homeowners who are months behind on their payments and have ignored past due notices and phone calls, that is the only option, said Bruce Whitehurst, executive director of the Virginia Bankers Association, which lobbies on behalf of the banking industry.

The most important thing that any borrower who is behind on his or her mortgage can do is call whoever is servicing your mortgage, Whitehurst said. The mortgage company will detail the options available, including loan modification, he said. Many loans are modified, allowing the people to stay in their house and avoid foreclosure, which is the banks goal, Whitehurst said. According to the bankers association, more than 25,000 loans were modified between April 2010 and May 2011 and another 31,000 repayment plans were initiated in Virginia. Despite the warnings, homeowners, like the Edwardses, are lured into loan modification scams. The couple never did receive a loan modification and although they are making their mortgage payments, its been rough now that both are on disability, said Randy Edwards. The Edwardses, who expect to receive just $600 in restitution, said they should have tried to work with their lender first. We learned a valuable lesson. If its too good to be true, it is, said Randy Edwards.
Loan modification scams are a widespread problem in Virginia and across the country. Mortgage lenders have exacerbated the problem by mishandling homeowners pleas for help, he said. In the northern Shenandoah Valley, Lorie Noakes has worked with homeowners who have paid $500 to $1,800 to have a company renegotiate their loans unsuccessfully. Then they turn to her, said Noakes, executive director of Blue Ridge Housing Network, a nonprofit first-time homebuyer program. The agency began offering free foreclosure counseling several years ago when ballooning mortgage payments and rising interest rates were common. Today Noakes clients struggle to pay their monthly mortgage bill because they are unemployed or have lower-paying jobs, she said.

Cameron Street The City of Winchester is planning to replace all of the underground utilities on the Pedestrian Mall between Cork Street and Piccadilly Street with construction beginning on January 2, 2013. This project will allow for enhanced streetscape and landscaping opportunities, possible gateway structures to be constructed, and other potential improvements including water features and a public restroom. The City of Winchester is hosting this Open House to allow interested businesses and residents the opportunity to look at the improvements that are being considered and provide comments. This is an informal event, so please feel free to come anytime between 4:00 pm and 7:00 pm. City Council is expected to make the final decision on the project components early in 2012. Jonathan Lucci Frederick County Report The storied rivalry of James Wood and the Sherando Warriors was renewed on Friday night when the Warriors almost snatched defeat from the jaws of victory, allowing a late fourth quarter rally by the Colonels. For most of the game the Warriors looked as good as people have been saying they are, only to falter near the end of the game. However, Sherando showed up when it really counted to stop the Colonels from pulling off the upset. The Warriors success on offense was fueled by Joe Ojo, who won player of the game honors by racking up the yardage and scoring three touchdowns. The Colonels seemed as if they had no answer to Ojos bursting speed and power as the raced up and down the field. Ojo was humble in victory and certainly the big guys on the offensive line helped him put together such a great performance. Ojo certainly gave credit to his offensive linemen concerning his success. For most of the game the Warriors were able to contain James Wood from rivaling their own offensive production. Then with less than five minutes remaining in the struggle the Colonels scored and brought the game to within one score. However, it did not seem that this injected the necessary urgency into the Sherando sidelines, considering the time remaining on the clock. Then the Colonels recovered an onside kick and it seemed to shock the Warriors. The Colonels took the ball down the field with critical conversions and eventually worked themselves down to the Warrior 4 yard line. Overtime looked more than a little likely as the Sherando Warriors seemed to be wilting under the pressure of such a nerve-wracking ending. The possibility existed of course that the Colonels would go for the kill and attempt a two point conversion if they scored. Certainly that possibility must have weighed heavily on Coach Bill Halls mind as he contemplated how to hold against four attempts by the Colonels to score within the 5 yard line. At this critical moment the Sherando Warriors stiffened their defensive efforts and desire to defeat their rivals. Several passes fell incomplete and brought up a fourth down from the four yardline with only 3 seconds left on the clock. The game hung in the balance, yet another chapter in the rivalry that has seen so many games come down to the wire. The James Wood quarterback dropped back and looked for an open receiver, but found one in the endzone. He scrambled, avoiding Warrior defenders and look desperately for an open man. He was hit and let the ball go as he went to the ground, the ball falling harmlessly on the grass. The Warriors stormed the field, celebrating their first tight victory of the year and their first district win as well. Coach Bill Hall was adamant with his players that they need to learn to finish. m proud of them for weathering the adversity at the end there, said Coach Hall after the game. Like most rivalry games there was quite a bit of talk between the players and fans but Sherando delivered. Its better done than said, said wide receiver Lucas Tunison. The Warriors victory came after a hard week of practice and two weeks of waiting for the chance to take down James Wood. We worked hard all week, and this is what happens when you work hard, said quarterback and team leader Jalen Brisco. Next week the Warriors encounter their other county foe as the Handley Judges travel to Arrowhead stadium.
