Fishing village to finally get titles

saBak Bernam: A fivedecade-long wait for titles will soon be over for part of a Chinese fishing village situated on Malay reserve land, thanks to a rare land swap by the state. The Malay reserve land will be moved to another area: to another 31 hectares in Sungai Tengah, said Sekinchan state assemblyperson Ng Suee Lim. The homes of generations of ethnic Chinese residents living on Lorong 6 to 12 of Bagan Sekinchan overlapped with part of 31 hectares of Malay reserve land. The first villagers moved to area in 1925, but unbeknownst to them, the area was gazetted as Malay Reserve in 1933. Ng told Selangor Times that land swaps to resolve overlapping land claims have been done in other states, but this will be the first in Selangor. The state has agreed to the land move because of this special case. As this has been going on for more than 50 years, we had to solve it eventually, he said. Ng added that the move was a win-win situation for all parties as the residents would receive land titles and the amount of Malay reserve land in the state would be maintained. He said the land in Sungai Tengah, where the reserve land will be moved to, is vacant and can be developed at any time should the need arise. The process of getting the titles for the 200 Bagan Sekinchan households will take three years as the State Economic Planning Unit needs to determine the boundaries of each home in the village. They would need to go and remeasure the land in the village so that we know which part belongs to whom, said Ng.

Ng attributed the overlap to an administrative blunder when boundaries were drawn. State executive councillor Ean Yong Hian Wah, whose portfolio includes New Villages, said there are a few other villages in the state that face the same issue.

He said the Bagan Nakhoda Omar fishing village in Sabak Bernam was another case where land exchange would be the only solution. Meanwhile, the adjacent five rows of households on Lorong 1 to 5 of Bagan Sekinchan have re-

cently been offered ownership of their land. The 183 households were, for generations, denied land titles because they were on stilts. However, the state government granted them their land titles last month.

Land policy to help needy, not for profit

SHAH ALAM: Refurbishment of 11 selected low-cost flats in four local councils has started under Program Baikpulih Negeri Berkebajikan (Ceria). Under the scheme, which began earlier this month, the state will subsidise 80% of repair costs while the residents pay the balance. The initiative was introduced in June by Iskandar Abdul Samad. The overall cost to fund the first phase is RM2.3 million, said the executive councillor for housing. The funds will be used to repair 21 lifts, gutters and sewers, apart from installing four new water tanks. The repairs will be carried out at two flats in the Ampang Jaya Municipal Council (MPAJ), six flats in the Petaling Jaya City Council (MBPJ), two in the Klang Municipal Council (MPK), and one in the Kajang Municipal Council (MPKj). Work has begun in a few areas, but some contractors are still waiting for repair parts, Iskandar said. In addition, three lifts and one gutter have been repaired at two flats, one in the Subang Jaya Municipal Council (MPSJ) and the other in the Shah Alam City Council (MBSA). The state has also invited five other flats in MPAJ, MBSA, MPKj and the Kuala Langat District Council to take part in the first phase of the project. These flats will be repaired after consent is obtained from residents. Iskandar said RM9.7 million has been allocated for the second phase, which is expected to benefit 48 low-cost flats, Funding for each flat will be determined by the Selangor State Development Corporation and Selangor Housing and Real Estate Board by Nov 4. Subsequently, offers will be made to the residents through their Joint Management Bodies ( JMB) or Management Corporations (MC). Upon acceptance, the registered JMBs or MCs will need to present their financial statements for the past six months, pay an upfront deposit of 10% for repair costs, and agree to pay the balance of 10% within the agreed time frame. Contracts are expected to be tendered and awarded on Dec 12, and work will begin immediately, said Iskandar. He added that a command centre will be set up to oversee this project, which involves 64 developments. We hope residents will give their co-operation by paying their deposits on time, he said.

SHAH ALAM: Selangors RM1,000 leasehold renewal and land title policy is meant to help owners stay in their homes and not profit from the sale of the properties. The state devised this scheme to help people who cannot afford to pay the premium to secure a land title or extend their lease, said Faekah Husin, political secretary to the Menteri Besar. They include settlers who have been holding Temporary Occupational Licences (TOL) for decades. Under the policy, their rights to continue occupying the land will beprotected. Many of these settlers cannot afford to pay the land premium to convert the TOLs to regular titles. Thats why we created this new scheme. Oher wise, they would

continue to be squatters, said Faekah. Owners are required to pay the remaining land premium if they intend to sell their properties or secure bank loans. But MCA has rubbished the scheme, claiming it disallowed home owners from selling or transferring their properties except to next-of-kin. You must look at the spirit of the scheme this is to help them keep their homes, not for them to make a profit. If the owner wants to sell or mortgage the property, then he or she should be able to pay the full premium, said Faekah. She said the state will be creating a land bank to differentiate between residential owners who have only paid RM1,000 and those who have paid in full. Faekah said a 30% discount is given to those who pay the premium in full

within six months of the approval of their applications On the increasing cost of land premiums, Faekah said it is due to rising property prices in Selangor as land premiums are based on market value. MCA has said the state should waive land premiums to prove its sincerity in helping the people, but Faekah said this was not practical. Land premium is an important source of revenue for the state, she said. When asked whether the new scheme contravenes the National Land Code as alleged by MCA, Faekah said Section 76 (c), (d) and (e) of the Code provide the state power to grant land titles to owners who do not pay the premium in full by imposing certain conditions. She adde d that desp ite the oppositions criticism, public response to the scheme has been positive.

Strengthening ties with language


SHAH ALAM: The state-level National Language Month 2011 was launched here to promote a common identity and strengthen ties through a common language last Monday. The national language should play a role to unify Malaysia, which is well-known for its different cultures and traditions, said Rusli Abdul Ghani. The Dewan Bahasa Pustaka Language and Literature Conservation Department director spoke during the launch in Dewan Jubli Perak at the state secretariat. He said several events will be held throughout October to promote the proper use of Bahasa Melayu among students and the public. Programmes include an Intellectual Forum in UiTM Shah Alam on Oct 18, and a secondary-school language quiz at the Rawang Integrated Boarding School on Oct 20. An exhibition called Information Track will be held at Taman Tasik Seri Gombak on Oct 22, and a month-long Bahasa quiz will be held on the SelangorFM radio channel. Tan Sri Khalid Ibrahim, who launched the initiative, said the national language remains relevant in the wave of modernisation faced by the country. The Menteri Besar said knowledge can be acquired through mastering various languages without depending solely on the English language. We are proud because Bahasa Melayu is among the most widely used in the world, after Mandarin, Spanish, English, and French, he added.

SHAH ALAM: Putrajayas move to extend Grand Saga Sdn Bhds concession for another five years was met by criticism by Cheras MP Tan Kok Wai. This means motorists on the Cheras-Kajang Highway will continue to pay toll until 2030 instead of 2025. Tan said the move defeated Prime Minister Datuk Seri Najib Razaks promise to abolish one of the two tolls on the Cheras- Kajang Highway to reduce the peoples burden. On Wednesday, Works Minister Datuk Seri Shaziman Abu Mansor, in a written parliamentary reply, informed Tan of the extension, which is due to the restructuring of toll rates in 2002. The original concession agreement was from Sept 19, 1995 to Sept 18, 2025. Shaziman further disclosed that the federal government had paid Grand Saga Sdn Bhd RM105.15 million in compensation for the toll rate restructuring. The concession agreement was extended again from 2027 to 2030 due to the issue of traffic leakage in Bandar Mahkota Cheras. Residents prefer to use another road that bypasses the RM0.90 toll. Shaziman also said another toll rate hike is expected in early 2013, but Putrajaya is looking for other options to lighten the peoples burden. Tan questioned the need to extend the agreement when Putrajaya had already compensated the highway concessionaire RM105.15 million. He said the extension and expected toll hike demonstrate that the concession agreement is lopsided and favours the highway concessionaire. He added that residents are collecting signatures and submitting a memorandum to the prime minister to express their objections.

KLANG: A briefing on the health impact of telecommunication towers failed to allay the fears of residents in Bukit Tinggi II last Sunday. The residents here remain unconvinced that the tower across the road from their houses is safe from harmful radiation, despite a three-hour briefing by an expert from the Ministry of Health, a telecommunications engineer, and a Klang Municipal (MPK) councillor. Are you sure it emits low-level radiation? Can you guarantee it? asked 43-year-old Tan Hock Nam, referring to a telecommunications tower constructed a stones throw away from his house last July. Erected on the roof of a double-storey shoplot across a road from the housing area, Tan said residents there are subjected daily to possible high radiation levels. Tan said he was worried for his familys health and safety. Another resident, Lim Kok Keay, concurred with Tan, saying that the telecommunications tower is too close to residential areas. Residents of the housing estate took turns to query YTL Communications Sdn Bhd engineer Nivas Ragavan, whose company owns the tower in question. The manager said his team of monitors had checked the radiation levels in the surrounding area as part of standard proce-

dure before bringing the installation online. We conducted a series of tests and monitored the radiation levels before we turned the switch on at the tower, said Nivas, who is in charge of licensing guidelines and regulation. He pointed out that the telecommunications tower is emitting very minute levels of radiation, comparable to emissions from daily appliances such as television and radio sets. The tower currently serves some 55 subscribers in the area to YTLs YES wireless broadband service as well as voice communications. Nivas also reiterated that the antennas were erected after the company received approval from the Malaysian Communications and Multimedia Commission (MCMC) and MPK. An expert on radiation from the Ministry of Health also pointed out that the levels and type of radiation from the telecommunications station are not harmful. However, resident SH Chong said it would be better for the residents there if the tower was relocated further away. He also took to task the municipal council and YTL Communications for not conducting a survey with the residents at Bukit Tinggi Homes 2 before making the decision to build the telecommunicationa tower. Good and well [that] MPK decided to approve the construction of the tower, but we were not consulted on the move, Chong said.

Klang River cleanup

Residents clean up flats ahead of celebrations


KLANG: Families living at the Klang Municipal Council (MPK) apartment on Jalan Raja Lumu here turned out in full force to clean their neighbourhood ahead of Deepavali last Sunday. Residents are happy that they have come together to help each other keep the area clean, said MPK councillor Wendy Ong at the sidelines of the gotong-royong event. The cleanup, attended by about 50 people, was jointly organised by Ong and the Joint Management Body ( JMB) committee of Pangsapuri MPK Jalan Lumu. It was co-organised with the service centre of Pandamaran assemblyperson Ronnie Liu, who pitched in to sweep the entrance of the ground floor. Ong described the event as timely, saying that residents of the 50-unit apartments there have made numerous complaints about the cleanliness of the area. MPK also directed its solid-waste management contractor to assist residents to get rid of their discarded furniture and other bulk items. The contractor provided four lorries, which ratepayers filled to the top with unwanted items. Residents and contractors also worked side-by-side to clear a ground-floor storeroom that had been used by errant parties to keep things such as cans, bottles and cardboard. Ong said residents have complained of mosquitoes and rodents around the storeroom, adding that the culprit was irresponsible for having used a public area to hoard items. It could be a breeding ground for Aedes mosquitoes and rats, Ong said. Ong said the neighbourhood cleanup was part of MPKs efforts to spruce up parts of Klang ahead of the Deepavali celebrations. Later, Ong congratulated the residents for their effort in keeping the area clean. She also donated RM500 from her councillors allocation to two needy residents here. SHAH ALAM: A move to upgrade the Bukit Jelutong football field has split the neighbourhood between those who support the move and those who fear being fenced out. Those who oppose the move werecaught by surprise when Sime Darby Property (SDP) fenced up threequarters of the field on Jalan Kubah U8/57last Saturday. If I knew the field was going to be off-limits, I wouldnt have bought the house here. In fact I would discourage my friends [from buying houses here], too, said HL Desilva. The 36-year-old, who just moved in last August, said he had been kept in the dark about the status of the field, and only found out about the upgrade from signage that has been put up. All I know is, they are building a futsal court. We dont need one. We need our field back, an open space where children can run around and play, he said. He hopes the project will be stopped, and also for someone to explain what is happening to their field. This field used to be the place where about 150 residents exercise and play football every afternoon and evening. Now, not everyone is allowed there anymore, said resident Izzat Luqmaan Ahmad. The 18-year-old, who has been playing football there for over 10 years, is saddened that his childhood field has been taken away without warning. I think this is really unfair as we werent informedbefore the fencing went up. We should have been given a chance to speak up and voice our thoughts, he said. He also said children who use the grounds for their daily football training practices will have nowhere to go. Among the children affected are resident Nurul Amirah

Ahmad Shahs two younger brothers. They used to play every day after school, but now theyre forced to sit at home and whine about not being able to play, she said. The 17-year-old student said her brothers used to learn from and play with older residents there. It was a bit of a shock for them when they were told they cannot play there anymore, she said. The Bukit Jelutong Residents Association (BJRA), however, said they had pre-approved the upgrade of the field. BJRA president Ahmad Fhamy Sallehudin said he hadnt been aware of the objections by the residents, but will be looking into it. Our primary concern is always for the residents as we want to make sure they have unrestricted access to the field for their daily dose of exercise, said Ahmad Fhamy. The 54-year-old said they had welcomed SDPs proposal to upgrade the field because the turf is not in good condition. Upgrading the field to international standards will definitely benefit all football enthusiasts here, he said. He said discussions are still ongoing with SDP to see how the refurbishment can benefit all residents. The upgrades are expected to be completed by December. Sime Darby Property, in a press statement, said they have

owned and maintained the field since 1999, but had engaged with residents and received consent for the upgrade via BJRA. This had been done before the plan was submitted to the Shah Alam City Council, which approved theplan on Sept 28. The upgraded section of the field will becomethe training ground of the Sime Darby Football Club (SDFC) team. SDFC is currently playing in the Malaysian Premier League. We would like to note that this facility, when ready, will also be made available to Bukit Jelutong residents free of charge when the SDFC team is not in training or during the Premier Leagues off-season period. This is subject of the playing condition of the pitch, SDP said in the statement. SDFC will also conduct coaching clinics for children under 12 years old as part of its commitment to develop young football talents in the country. It will further help, from time to time, local football teams raise their performance standards through a number of football clinics. SDP has also identified several fields in the community that will be upgraded for football and other recreational activities. These include three football fields located on Jalan Kubah (adjacent to the SDFC field). In addition, a newfootball field will be built on Jalan Arca, as well as afutsalcourt on Jalan Bait in Bukit Jelutong.

because there were no traffic lights to direct vehicles there. Residents from 1,000 households have had no option but to use the intersection, which is the only route in and out of TBRJ, daily. The danger is even greater for those who have to cross the highway to get to work at the Industrial Park. There are speeding vehicles and lorries on the road all the time, and it is almost impossible for residents to get across the road, Yap said. The state has allocated a budget worth RM400,000 to resurface the road and install traffic lights at the intersection. The project has already started and is expected to be completed by mid-November, said Rawang assemblyperson Gan Pei Nei. Gan hopes that accidents will decrease and residents will feel safer on the road when the traffic lights are up and running. The installation of the lights will take at least a month. The contractors need to do infrastructure work like underground wiring and also resurfacing the road to make it more conducive for drivers, said Gan. According to Gan, RM200,000 will be used for infrastructure and underground wiring, while the other RM200,000 will be used to resurface the road and install the traffic lights. Gan also pointed out that this measure is only temporary as it doesnt solve traffic congestion problems. She said the road needs to be upgraded from one lane to two in order for traffic conditions to improve. I hope the federal government will make it their priority to upgrade the road and make it wider to cater to the heavy flow of traffic, said Gan. She is proposing that the road from Rawang town all the way to Sungai Choh be widened to two lanes in each direction.

Councils PR dept adopts green bike


KLANG: A new electric bicycle will be used by theKlang Municipal Councils (MPK) Communication and Public Complaints Department to deliver letters to the public as part of their green initiative. MPK recently received the environmentally friendly Transikal, which was sponsored by OrangBesar Klang Datuk Abdul Ghani Pateh Akhir, for a three-month pilot project to determine the feasibility of using electric bicycles. Its convenient to use the bike when delivering mail because it saves time by avoiding traffic congestion while reducing air pollution, said MPK secretary Ikhsan Mukri. Despite its size, the bicycle is capable of moving fast and has enough storage space for mail, and only needs to be charged once a day. The bicycle is also practical when it comes to cleaning and rubbish collection along narrow lanes. The Transikal can easily access areas that cannot be accessed by lorries, and rubbish collection will be more efficient as the bicycles will not obstruct traffic flow, said Ikhsan. Ikhsan urged other departments to incorporate this environmentally friendly initiative, and hopes it will be implemented in all departments soon. This new initiative is also aimed at promoting a healthier choice of transportation to the public. We are moving towards a greener direction, and I hope all staff and [members of the] public will go green with us, Ikhsan said. He hopes the use of this bicycle will encourage the public to make it their choice of transportation while running everyday errands. This is the first step to getting staff and residents to cycle to and from work. Then it can move on to becoming a choice of transport on weekends, he said.

RAWANG: A two-decade wait for traffic lights is finally over for residents of Taman Bukit Rawang Jaya (TBRJ), who have been living in fear for their safety. New hospital needs federal green light

HULU SELANGOR: Selangor is prepared to allocate land for a new government hospital for the the district, but Putrajaya needs to be prepared to approve and build it. However, Im not confident the federal government will be building the hospital anytime soon, said executive councillor Dr Xavier Jayakumar. Dr Xavier, whose portfolio includes health, was speaking during a working visitto the Kuala Kubu Bahru hospital, which is also in the district, on Monday. He pointed out that a new hospital could cater to theincreasing number of patients who seek treatment from government hospitals each year. About 70% of the public are seeking medical treatment at government hospitals because their cost is far cheaper than private hospitals, he said.

Dr Xavier pointed out that more doctors should be brought in to government hospitals as the current staff are burdened to treat at least 200 patients a day. We should look into this seriously because diabetes, high blood pressure and obesity are among the few health issues showing an increase every year, he said. An alarming 3,500 diabetes cases are reported every year. Selangorku unveiled at Klang Land Office

In the same period, the state also increased its reserves toRM1.126 billion, which is the highest ever. SERI KEMBANGAN: Surplus funds will be used to upgrade Jalan Indah 2/10 in Taman University Indah and roads around the commercial centres in Section 5, Serdang Perdana soon. Eng Yong Hian Wah said the RM197,185 being allocated for the project is whats left of the RM1 million state allocation for small projects for the constituency. The Sri Kembangan assemblyperson said bidding on open tenders for the upgrading work is under way. The additional road upgrades were made possible due to savings of almost RM200,000 from open tenders for four earlier road upgrades that had been carried out. The state executive councillor said only the most competitive contractors were chosen. In the end the four projects only cost RM782,690, so we saved 20%of our original budget, he said after inspectingone of

the roads on Tuesday. The first four upgrading projects started in July and were completed inAugust. The roads that have been upgraded include Jalan SK 6/1 in Seri Kembangan New Village; Jalan Pintas between Jalan Kuyoh and Jalan Mawar; Jalan BS 6/2 and Jalan BS 3/1 in Taman Bukit Serdang; Jalan SB 1/2, Taman Sungai Besi Indah; and Jalan PBS 14/1, Perindustrian Bukit Serdang. The contractors were selected using the open-tenderprocess adopted by the Subang Jaya Municipal Council. Ean Yong said residents and factory operators were particularly pleased now that Jalan Kuyoh and Jalan Mawar are tarred. Located in a previously unlicensed industrial area with around 60factories, both roads were previously untarred and in bad condition. Residents often use the roads as shortcuts to travel betweenSerdang Raya, Serdang Baru and Taman Bukit Serdang.

Financial aid for needy patients


PORT KLANG: A cancer patient and an asthma sufferer each received RM1,000 from Ronnie Liu and local councillor Wendy Ng on Tuesday to ease their financial burden. This is to help them get by while we help them to apply for financial aid from the Social Welfare Department, Liu, who is also Pandamaran state lawmaker, said. Srimawar Masran, 25, said she was grateful for the support. The homemaker has been unable to work or take care of her one-year-old son because of her severe asthma. Her husband, Rosli Othman, 31, also had to resign from work to take care of her and their child while the couple continues to look for treatment for her illness. Liu said he would introduce them to a Chinese medicine practitioner in Subang Jaya to help Srimawar. Choo Kim Swee, 67, who suffers from throat cancer and who has lost his voice, also received cash assistance. Meanwhile, Liu announced that his service centre will be organising a fundraising dinner on Nov 26 at the field next to Pandamaran Sports Complex. Speakers confirmed include DAP veteran leaders Lim Kit Siang and Karpal Singh, PKR deputy president Nurul Izzah Anwar, Selangor Menteri Besar Tan Sri Khalid Ibrahim, and PAS deputy president Mohamad Sabu. Deepavali joy for 33 families

SUBANG JAYA: Thirty-three families, including single mums, received Deepavaligoodie bags worth RM100 each to help them celebrate the upcoming festival of lights. The women each received a saree along with essential household items including cooking oil, sugar, rice flour and soap powder. The annual event to help the needy was organised byHindu Sangam Bandar Sunway, and was held last Saturday. Subang Jaya assemblyperson Hannah Yeoh was present to distribute the goodie bags to the women. I feel so blessed to receive these for the festive season as now I can use my money to buy other things like meat and fish, said PJS7 resident Ammasi Maruphamutu. The 65-year-old said it usually costs her about RM500 to cook for her whole family of eight children and numerous grandchildren. Living with her recently widowed daughter and grandchild, Ammasi said she relies on assistance from Hindu associations and Yeoh no less than three times a year, to cope with the rising cost of living.

Ammasi was among the families from Subang SS13 and SS19, USJ1 Angsana and Sunway PJS7 flats. I took a bus here all the way from USJ 1. Although it is far, its definitely a worthwhile trip, said single mother Mariammah Alakamalai, who also receives assistance several times a year. hah Alam has come a long way since its days of being part of the Sungai Renggam oil palm and rubber plantations. The history of the city, which marked its 11th Anniversary on Oct 10, starts in the early 1960s when it was decided that Kuala Lumpur, the then capital of Selangor, should be the federal capital. Kuala Lumpur was declared a federal territory on Feb 1, 1974. A search for a new administrative capital for Selangor began, and town-planning experts deemed the citys current location ideal because of its location between the gateway of Port Klang (then known as Port Swettenham) and the bustling township of Petaling Jaya.

They also noted that the location was along the proposed Federal Highway, which, upon completion, would connect Kuala Lumpur and Klang via Petaling Jaya. A milestone was reached on Dec 7, 1978 when the late Sultan Salahuddin Abdul Aziz declared Shah Alam the new state capital of Selangor. Shah Alam has since grown into a premier residential hub, as well as the manufacturing and transportation centre of Malaysia. The main plant of national car manufacturer Proton was set up in the early 1980s in its outskirts, which heralded the birth of Shah Alam as an industrial city, and the population and economic growth flourished as a result.

Mayor: We cannot afford to be complacent

atuk Mohd Jaafar Mohd Atan, 57, was sworn in as Shah Alams sixth mayor in April 2011, succeeding Datuk Mazalan Md Noor, whose term ended on March 31. Mohd Jaafar graduated with a Bachelor of Urban and Regional Planning (Honours) from Universiti Teknologi Malaysia, and started his career as a town and country planning officer in Malacca in 1980. He was appointed as the Seremban City Council president as well as the Town and Country Planning Department state chief in Negeri Sembilan and later Selangor. Mohd Jaafar has a Masters in Development Management from the Asian Institute of Management Manila in the Philippines, and a Postgraduate Diploma in Human Resources Studies from the University of Manchester. The mayor shares some of the challenges in administering Selangors capital city, and the reasons the city council is attempting to rebrand itself, in an interview with Selangor Times on Oct 7. Why is the Shah Alam City Council rebranding itself? Sometimes when an organisation has been successful, its members become complacent. Were afraid our staff will become complacent. Right now, both the federal and state government emphasise a lot on delivery and speed. I want my staff to get rid of the old civil-servant mindset and work like people in the corporate sector. Thats why we need a rebranding exercise. If I ask for something in the morning, I want it to be done by afternoon. We cannot sweep things under the carpet or afford to be slow in responding to public requests and complaints. Were audited at every level at the state, federal and international level. I also told my staff we should also take the audits positively. We shouldnt be afraid of being audited. For example, our website was audited by MDeC (Multimedia Development Corporation) recently and was ranked eighth out of over 1,100 other governmentagency websites. It also received a five-star rating, but I told my staff not to be too happy and to think of how they can improve the website. As a city manager, I need to give my bosses results. I cannot give

City councils social responsibility programmes


MBSA held a tree-planting exercise at Sg Renggam last month as part of its corporate social programme.

he Shah Alam City Council (MBSA) regularly carries out programmes to promote Selangors capital as safe and sustainable city. Security and crime-watch programmes, as well as initiatives to promote recycling and sustainable living, are emphasised. The initiatives also aim to include ratepayers in playing a proactive role in leading these community programmes. Safe City Under the Safe City project, MBSA works closely with the Royal Malaysian Police as well as residents associations to prevent crime. MBSA also works closely with the Malaysian Crime Prevention Foundation, a non-governmental organisation (NGO), towards a low crime index in the city. The city councils partnership with the authorities and NGOs has resulted in the identification of hotspot areas in Shah Alam. It has more than three dozen closed-circuit television cameras (CCTVs) installed in hotspot areas to monitor crime and safety. Councillors and the police work closely to target crime in MBSAs respective zones. Pedestrian areas with snatch-theft cases have been upgraded with barriers and bollards. MBSA has also installed flood lighting at car parks, tunnels and other locations to facilitate surveillance. Sustainable development In 1963, city planners envisioned that Shah Alam would be an environmentally friendly city. Today, MBSA boasts a comprehensive recycling programme that aims to reduce solid waste in the city. Sections 6,7,11, 17, 20, 28 as well as U19 have collection centres for recyclable items. Ratepayers can separate their household waste according to paper, bottle, plastic, metal and other materials. MBSA also started its tree-planting programme called River and Trees for Life in April 2011 in collaboration with environmental NGOs, schools, universities and corporations. During the past six months, volunteers have planted over 6,000 trees of various species including jelutong, meranti and tampoi, as well as fruit trees along the Renggang River and Damansara River. The tree-planting programme will continue for the rest of the year in a bid to encourage the public to play an active role in conserving the environment. Social activities MBSAs corporate division organises Frienz, a youth and young-adult volunteer programme for residents from the age of 12 to 40. Participants are given leadership training and exposure in environmental, academic and athletic fields, among other areas. It also encourages the participants to start initiatives in their respective communities.

Sultan Salahuddin Abdul Aziz Mosque The Sultan Salahuddin Abdul Aziz Mosque, also known as the Blue Mosque, is heralded as the largest mosque in Malaysia and one of the largest in Southeast Asia. Its most distinguishing feature is its large blue-and-white dome, measuring 52m in diameter and reaching 107m above ground level. The mosque has four minarets at each corner, each 140m tall. It can accommodate up to 24,000 worshippers at a time. Sultan Alam Shah Museum The Sultan Alam Shah Museum is the state museum of Selangor. Situated in the state capital, the museum was commissioned by the late Sultan of Selangor, Almarhum Sultan Salahuddin Abdul Aziz Shah, when he declared Shah Alam as the new capital of Selangor on Feb 14, 1974. The museum was opened by Sultan Salahuddin in 1989. It displays many treasures and artifacts related to the history of the state. Tun Uda Library Touted as the largest revision centre in Selangor, the Tun Uda library portrays traditional architecture coupled with the latest technology in book borrowing. The library was officiated by the Sultan of Selangor on March 5, 1988.

Selangor Islamic Arts Complex The Selangor Islamic Arts Complex houses many Islamic masterpieces including a variety of Islamic calligraphy known as khat, and a number of precious treasures. An Islamic Art College is located within the complex. Nearby, a gallery and performance centre called Laman Budaya is located, where exhibitions and shows regularly take place. Shah Alam Lake Gardens Shah Alam Lake Gardens is one

of the favourite retreats of residents in the vicinity in the evenings and on weekends. An artificial lake, it is divided into three sections: the east section is called Tasik Damai, the west Tasik Permai, and the middle Tasik Indah. All three sections are surrounded by beautiful gardens ideal for family outings and picnics. Totalling 43 hectares, the park has raised platforms at certain lake sections for observation of freshwater creatures like tortoise and fish. Peacocks, forest chickens, geese and storks are reared here, too.

Bukit Cahaya Agricultural Park Spanning 1,290 hectares of tropical rainforest, this park features a host of nature-related experiences and activities. The park has been designed for visitors to catch a glimpse of the countrys agricultural resources such as oil palm, paddy, rubber and coconut. Visitors can check out various flora at the Orchid Park, Cactus Park, Fruits Plantation, paddy fields and more. Entrance for adults is RM3 per person, with the option of renting a bicycle at an additional price.

grouses? I would say the first is illegal dumpsites. Recently, we cleared 10 lorries worth of garbage in Sungai Buloh during one of our programmes. Second is the [issue of ] unlicensed factories, including those handling scrap metal, built in residential areas. We receive all sorts of complaints, such as fallen trees or branches after heavy rain, [but] most of them are about maintenance [of public facilities]. The city councils five core businesses are rubbish collection, streetlights, drains, landscape and roads. The main bulk of our budget goes to solid-waste removal and maintenance of these public facilities.

Frienz is an extension of Kelab Remaja 1221, which was set up in 1995 for youths aged between 12 and 21. Kelab Remaja 1221 focuses on organising academic, camping and motivation programmes for the

youths. It also has a sports clinic for futsal, cycling, volleyball and rugby under the club. Youths attend weekly practices under a coach at MBSA sports facilities.

How do you plan to balance development in the city with sustainability? Is the city council promoting any green initiatives, such as the tax rebate for owners of houses with eco-friendly features? Well discuss with other local councils and come out with a standard guideline on the tax rebate. MBSA is serious about going green. Weve already planted 25,000 trees around the city this year, and we plan to plan another 25,000 trees by the end of this year. Some of these are fruit trees we hope one day when they start to flower and bear fruit, they will attract birds, butterflies and squirrels back, but not monkeys, hopefully (laughs). But more trees also mean more responsibilities for the city council to take care of. My staff has to prune the trees, take care of the branches after rain. Do you look to other major cities around the world for inspirations to improve Shah Alam? Yes, for example, Shanghai, Singapore and Melbourne. The new Shanghai is very livable. Ive been to many cities in China; they are

revamping the old cities and are very serious about landscaping and building good infrastructure as well as cleaning up the rivers. There are many thing s we can learn from them. Singap o r e s O rchard Road is right in the middle of the city, but temperature is kept low becaus e th e y have many large trees there to provide shade for the people. I also look to the worlds most sustainable cities like Vancouver, Perth and Oslo for ideas. But I alone cannot make a difference; I need everybodys help. Together we can make a difference and make Shah Alam a dream city.

Any messages for the people of Shah Alam? I cannot direct them, but I appeal to them to keep the cleanliness around their houses, separate garden refuse from trash, and dont keep stuff that would accumulate water to prevent dengue. Help us make the city a better place to live in for everyone.

I would like to congratulate the Shah Alam City Council (MBSA) on their 11th Anniversary as a City Council on Oct 10. MBSA has come a long way since its inception. What used to be the Sungai Renggam oil palm and rubber estates is now the bustling and dynamic state capital. I would like to commend Mayor Datuk Mohd Jaafar Mohd Atan for embarking on a rebranding exercise for MBSA to better serve ratepayers in this city. His emphasis on integrity for his staff is timely and appropriate because of the increase of public expectations and demand on the council. MBSA, like any organisation, needs to constantly strive to improve delivery of services. These includes responding to all public queries and complaints promptly. While moving to be green, clean and safe are steps in the right direction, these policies can only be successful with the buy-in of all stakeholders. I urge the council to do more to get residents associations and communities involved in their sustainable and safe cityprogrammes. On that same note, local councillors who are the conduit between MBSA and the public must step up to better represent the needs and demands of those in the areas they serve. No section of society should be ignored and no voice left unheard. Congratulations once again to all staff, councillors and the city folks for making the anniversary celebrations possible.

Enter high-tech industries into Shah Alam

The late 1980s and early 1990s saw high-tech industries coming into Shah Alam, when major international manufacturers such as Panasonic, Bosch and Motorola set up their factories. Shah Alam also has one of the highest concentrations of institutes of higher learning. In 1967, Institut Teknologi Mara (now known as Universiti Teknologi Mara or UiTM) relocated to its present location in Section 1, with a land grant of about 121 hectares. Other institutions of higher learning include Universiti Industri Selangor (Unisel), Management and Science University (MSU), and the latters affiliate college, Pusat Teknologi dan Pengurusan Lanjutan (PTPL) or Advance Management and Technology Centre. All this has resulted in population and economic growth. The area for the development of Shah Alam was initially within a 41.69 sq km site, but by 1997, the state capital had grown to 290 sq km, with new areas such as Setia Alam and Kota Kemuning having opened up. The late 1990s also saw rapid development to the amount of RM100 million and a population of almost 400,000. Shah Alam reached another milestone on Oct 10, 2000 when the Ministry of Housing and Local Government awarded it its city status.

SHAH ALAM: Shah Alam City Council (MBSA) staff here were reminded by mayor Datuk Mohd Jaafar Mohd Atan that integrity is an essential part of public service. DIntegrity for example, in punctuality, relaying information,

giving good service, and liaising with department heads, colleagues, and support staff, Jaafar said on Wednesday. Speaking at MBSAs 11th anniversary and rebranding launch, he said integrity is an important facet to support the councils efforts to improve.

Audit team to keep city clean


SHAH ALAM: An audit team made up of officers from different departments of the Shah Alam City Council (MBSA) will be formed to monitor solid-waste collection. The audit teams will monitor rubbish collection by existing Alam Flora rubbish collectors to ensure cleanliness is maintained, said Datuk Mohd Jaafar Mohd Atan. The MBSA mayor said as they do not have enough monitoring officers, staff from other departments will be drafted into the audit team and given compensation for their efforts. He said the audit team has about 40 personnel, and predicted that more will be added when the need arises. Jaafar cautioned that with Alam Flora withdrawing its management of solid waste from the state in midOctober, the coming months will be challenging. He said about 72 contractors previously hired by Alam Flora have been given special approval to c ontinue mana g ing g arb a g e collection. I spoke to representatives from each company personally last weekend to evaluate their capacity for rubbish collection, like number of staff and lorries, he said. Their performance during this transition period will be taken into account when the council decides on which contractors to retain. Jaafar added that the council can easily hire extra contractors to bolster the citys waste-management capabilities if there are any delays in rubbish collection. Occasionally, the lorries may break down and rubbish would go uncollected for a few days. If that happens, the public is advised to contact MBSA for swift action, he said. He added that rubbish collection will now be more cost-efficient as payments will be made directly to the waste-management companies.

To guide council staff in working for the best interests of ratepayers, the MBSA Integrity Plan has been published as a book. Jaafar added that the city council will also work towards reducingbureaucracy by getting council departments to act as a cohesive team. Also at the launch was state secretary Datuk Mohammed Khusrin Munawi who also saidbureaucracy, unprofessionalism, and bribery need to be weeded out. Council officers should safeguard the image of their respective departments, he said. To mark the launch, Khusrin received books on the MBSA Strategic Plan 2010-2015, MBSA Integrity Plan, and MBSA Local Draft Plan 2020 from Jaafar. Khusrin also gave out iPads to Shah Alam residents and council staff members who won lucky draws last month for paying their assessment rates on time.

Budget thingamajiggy analysis and Nasi Lemak 2.0

ord Bobo, in the wake of the Budget 2012 announcement, many of my friends were complaining on Facebook, Twitter, and at the mamak during breakfast that the Budget ignored the middle-class rakyat. For all the pre-Budget speculation, we didnt receive any help to counter the problem of escalating cost-of-living expenses, or the fact that its almost impossible to buy a home without selling your soul to a bank for the next 30 years. Why were we forsaken? Ignored, via email THERE is only one rational explanation for this, and it is one that is as old as time. In fact, it has even been made into a catchy song, and is very easy to remember. Obviously, as you and your friends think that you did not receive any goodies as part of the Budget, you havent been on your best behaviour over the past 10 months. During this time, the government in particular the man bearing these magical gifts has made a list, checked it twice, just to find out if youve been naughty or nice. On a more serious note (specifically, F-sharp), many people who are claiming to be middle-class arent middle-class at all. In all likelihood, their standard of living is pretty high. It really depends how you measure whether or not you are able to maintain a good standard of living. Your bank balance isnt really a good measure unless you manage your finances prudently. One can easily earn RM10,000 a month (definitely not middle class) but live from paycheck-to-paycheck without savings. One of Lord Bobos minions was having dinner at a restaurant in KL a few days after the Budget was announced and overheard a young lady who looked to be in her late 20s complaining that she and her other upper-middle-class friends had been ignored by the Budget, blaming the government for not being able to purchase a home in a nice housing development. She argued that they were being ignored because the government expects upper-middle-class urbanites to vote for the opposition anyway, and hence did not need to soften them up. All this seemed to make sense, that is if you ignore the fact that she was carrying a Chanel handbag, using an iPhone with a Bottega Veneta cover, and wining and dining at a restaurant that costs an average of RM200 per person. Oops. Financial planning aside, lets not forget that Malaysians continue to live heavily subsidised lives. There is no doubt

But before blaming the government for your financial situation and saying that you are forsaken, start by taking ownership and responsibility for where your salary disappears to every month.

ear Lord Bobo, last week you wrote that you hoped for a budget that was not just aimed at winning votes, but one that was best for the country moving forward. Now that its been announced, what is your view of Budget 2012? Cash Chow, via email THERE has been a lot of post-budget analysis since the big announcement. Lord Bobo is no economist, so we recommend that you Google and read the thousands and thousands of expert views. His Supreme Eminenceness would not want to look silly in the midst of all those experts. After all, we might end up doing something stupid. For example, we might say that Malaysia needs to cut subsidies or the country will be bankrupt by 2019, and follow that up a year later by giving the thumbs up to a Malaysian budget that does not cut subsidies. That would surely immediately expose Lord Bobo as a joke, for no expert would do something as silly as that. Right?

THERE has been some controversy over this tax rebate over the years. It used to be that only Malaysian-made movies that had more than 60% Bahasa Malaysia dialogue would qualify for a rebate on entertainment tax. There has been an instance

where a Malaysian-made internationally acclaimed and awardwinning movie did not qualify for the rebate as it was not Malaysian enough. As qualifying criteria go, it really doesnt get much more vague than that. In January, the Minister of Information, Communication and Culture announced that Malaysian-made Cantonese, Mandarin, and Tamil movies would also be entitled to the rebate, provided that Bahasa Malaysia subtitles were inserted. Since then, the application of this policy has continued to confuse, and the Nasi Lemak 2.0 announcement adds to the uncertainty. The announcement by the National Film Development Corporation (Finas) director-general Mohd Naguib Razak stated that Nasi Lemak 2.0 has been viewed with prejudice because the producer (Namewee) had sparked a controversy before. This statement is interesting on two counts. Firstly, it now seems that in order to qualify for the tax rebate, a film must have a non-controversial producer. Secondly, Namewee isnt the producer (he is the scriptwriter and director, the film was produced by Fred Chong). His Supreme Eminenceness is rarely surprised (thats one of the side effects of being omniscient). This decision is surprisingly unsurprising. As Finas has in the past put itself as a judge of how Malaysian a movie is, it is quite unsurprising that it would reach a decision and release a statement justifying the decision based on criteria which is not only vague, but inaccurate. Sadly, that seems to be a very Malaysian thing to do.

The government is going to spend so many billions to make life better for you. Say thank you. Excuse me. The money you are spending is mine anyway. And you flers are merely the staff we employed to manage that money properly so that we can enjoy the fruits of our labour. You make sure that all my needs are taken care of first. Then if you have something to spare, then tell me about what goodies you are going to give me for allowing you to remain in your job. That should be the way ma? Right or not? Now you use my money to buy submarines that dont submerge. You live in a house that requires millions of ringgit just to keep the garden trimmed. And you have more money, or seem to, than I shall ever imagine possible for any one of your employers. I have a mortgage on my house which has a garden the size of your doorstep. And each time I look at my bank account I either cry tears of frustration or laugh in terrified hysteria at the three digits in front of the decimal point that stare back at me. But I do have something that submerges or goes down under water la. My quality of life here in my home country. Of course the big news last month was the repeal of the Internal Security Act or ISA. Phwaar! The media exploded with stories of Malaysians applauding. But the government was just giving back the basic rights of all Malaysian citizens, which they took away to begin with. So if a robber came back years later to return something he forcibly took from your home you say thank you issit? Oh, by the way did you notice how the government tells us the good news about the abolishment of the need to apply and get approval annually to keep newspapers on the stands? No need already. Phwaar! Everybody cheered. Good what! But the fine print read that the power to withdraw the printing licence can still be exercised at the discretion of some minister or other. So waffor? Same thing what. And then some more we already know all the newspapers and radio and television stations belong to the political parties that make up the government flers anyway. So how does the abolishing of the need for annual renewal of printing licences affect us? We seem to be always happy at getting hand-outs of one sort or another. Whether those hand outs are worth jack we dont seem to care. This morning I opened the papers to see the story about our prime minister having breakfast with his family at some kopitiam. Phwaar! And that seemed to have made so many of us sooooo happy. A politician comes to the ground to mingle with the rakyat, the people who elected him, the people whom he should be serving and it becomes a big deal? Why ah?

The word goodies is always bandied about by the media to describe whatever is being presented to the nation as the Budget. And I cant really remember the last time our Malaysian Budget was not people-friendly. That is the term the PR boys love to use, right? Along with words like nod. Like in newspaper headlines such as Public nod for budget. Meaning to tell us that Phwaar!!! The people are okay with what the PM announced. Happy even. Why are Malaysians always so happy about being given things that are rightfully theirs in the first place? Ever think about that? Wah! The government is going to be spending so many billions to build new schools, hospitals, low-cost housing.

Chery Automobile launches new van model

PETALING JAYA: Chinese automaker Chery Automobile unveiled their latest model, the Transcom a 14-seater van at The Curve last Friday. Its chief executive officer, Paul Ng, is confident that the Transcom will do well in Malaysian market, having received 50 orders prior to the launch. The Transcom can be used to carry various goods, ferry schoolchildren or tourists, or used as an ambulance. Its for everybody, said Ng at a press conference after the launch. Priced at less than RM90,000, the van is equipped with a 2.0 TCI turbocharged engine, anti-slip braking system, airbags and noise-reduction technology to provide passengers with a safe and quiet ride. The Selfish Crocodile

Never smile at a crocodile/ No, you cant get friendly with a crocodile. Such is the catchy song from the 1953 Disney film Peter Pan. And though it may offer good advice, it will be difficult not to smile at the antics of Blunderbus Theatre Companys main character as their production of The Selfish Crocodile opens at the PJ Live Arts Centre in Jaya One this month. Based on the bestselling book by Faustin Charles and Michael Terry, The Selfish Crocodile features catchy music, quirky characters and fantastic papiermache puppets. While aimed at children aged between four and seven, the shows strong energy and timeless messages of honesty, compassion and friendship will definitely win over adults as well. Selangor Times sits down the cast of the UK-based Blunderbus Theatre Company to learn about the appeal of childrens theatre, as well as their future plans. Blunderbus Theatre Company is a professional theatre company that has been creating magical theatre experiences for children for over a decade. They play to over 200,000 children each year, touring to theatres, arts centres, schools and festivals across the UK. Their talented ensemble of The Selfish Crocodile consists of Jeanette Longworth, Sophie Roch, and Simon Sanchez.
Tell us about The Selfish Crocodile, and the characters in it. The Selfish Crocodile is a little bit snappy. He doesnt want

We all play several of the other animals in the jungle and all have our favourites to play. Sophie plays the Wildebeest, whos a little stinky and naive, but he warms your heart when he enters the stage. Simon is Mr Croc, the snappy, bad-tempered crocodile with a toothy problem, and Jeannette plays little mouse, the smallest but bravest creature on the riverbank who proves you can find friendship in the most unlikely places. What makes a successful childrens theatre show? Children tend to have very short attention spans: how do you keep them entertained for almost an hour? You are creating an exciting environment, taking the children and their families on an adventure that is interactive, captivating and full of surprises. The actors need lots of energy and must have a love for childrens theatre. We all love the work we do with Blunderbus Theatre Company; everyone has such a strong passion to push themselves and make sure every show is magical and full of charm and excitement. Which is the more important component of a childrens show: the entertainment factor, or the educational factor? Theatre is an amazing tool to approach educational importance, but we think bringing theatre for its entertainment value is just as important. We dont think you can say either is more essential. We would say the educational factor needs to be balanced with the entertainment factor to make a fun-filled show. Children nowadays have access to a great deal of entertainment and gadgets to keep them occupied. What appeal does theatre offer them that other forms of entertainment cannot? Its the personal interaction with people, rather than on screen. It is so exciting to meet and interact with all the audience. Every show is different because you cannot assume how the audience will respond, so each show is performed just for those people watching. Are there any other creative works out there (book, movie, film, etc.) which you would like to see adapted into a childrens theatre production? Thats a difficult question! We absolutely love reading and there are so many books on the Blunderbus bookshelf wed love to see transformed onto the stage. But youll have to wait and see we dont want to give too many secrets away!
