tobeinillegalpossessionofdrugs
andalcoholoncampushasbeen
growingfasterthananyother
publicuniversityinthestatesince
2005,andhasattimesreached
levelsthatrivalschoolswithupto
tentimesmorestudents.
AccordingtoaTidalTribuneanal
ysisofcampuscrimedatagathered
byuniversitypolicenationwide
andpublishedannuallybythe
U.S.DepartmentofEducation,the
growthinillegalcampusposses
sions refects a gradual increase in
theschoolsenrollmentnumbers
overtheyears,butalsoshowsa
morerapidincreaseinviolations
thaninnewstudentscomingtothe
school.
'It`s extremely worrying, OIfcer
HenryGarbade,USCBchiefofpo
lice, said oI the fgures. 'But I think
itsfairtosaythatwereexperienc
ingsomegrowingpainshere.
Among the fndings:
*Since2005,theyearstudent
housingwasopenedoncampus,
USCBstudentshaverecorded588
oncampusalcoholviolations,the
mostofanyotherUniversityof
SouthCarolinabranchcampus.The
UniversityofSouthCarolinaAiken,
whosepopulationisalmostdouble
thatofUSCBs,rankedasthesec
ondhighestwith326violationsover
thatsameperiod.
*Betweenthe20067andthe2007
08academicyears,alcoholviola
tionsjumpedfrom70to157a
biggerincreasethanthenumberof
newstudents,75,thatenrolledin
theschoolduringthattime.
*Inthe200910academicyear,
USCBs70oncampusdrugviola
tionswerethethirdmostof4year
publicuniversityinthestate.Coast
alCarolinaUniversitywerethe
worstoffenders,recording94that
year,whiletheUniversityofSouth
Carolina fnished second with 76.
*Lastyear,despitebeingthesmall
estpublic4yearuniversityinthe
statebymorethan1,000students,
USCBstudentsrecorded190drug
andalcoholviolationsoncampus,
the fIth most oI any likewise school
inthestateandthesecondmostof
anypublicuniversitywithanenroll
mentoffewerthan10,000students.
OIfcer Garbade says that his Iorce
isimplementingmoreaggressive
policingstrategiesinaneffortto
curbtherecenttrend.
Inthepastwevetriedtointer
cedenicelytoconvincestudentsto
listen, OIfcer Garbade said. 'But
thatobviouslyhasntworkedaswe
wouldhaveliked,andasaresult,I
thinkyouwillseemorearrestsand
MIPticketsthisyear.
OIfcer Garbade said that he and
ChancellorUpshawhavemettodis
cusstheissue,andarecurrentlyde
velopingthetoolstocheckforfake
IDs.Hesaidheishopesincumbent
SGAPresidentEricaMoorewill
coordinateintheseeffortstobring
downviolations,althoughhesays
hehasyettobeapproachedbythe
currentSGAadministration.
SGAPresidentMooredidnot
respondtorepeatedrequestsfor
comment.
Dispiterise,arrestsremainlow
Inthesixyearsthatoncampus
housinghasbeenofferedatUSCB,
theschoolsdepartmentofpublic
safetyhaveonlytwicearrestedstu
dentsonalcoholrelatedcharges,
butissued588studentoffenders
duringthattime.Overthatsame
period,theydidnotissueanydrug
relatedarrests,despiterecording
149violations.
USCBsarrestsperviolationare
byfarthelowestamongall4year
publicinsitutionsinthestate.

Aiken,whoistheclosestcompari
sontoUSCBintermsofsize,has
arrestedabout75%ofthenumber
ofstudentstheyhaveissuedrefer
ralstointhepasttenyears.USC
Upstate,thesecondclosestinsize,
arrestedjustunder50%oftheir
totalnumberofviolatorsinthe
pasttenyears.
Beforethisyear,ourphilosophy
wastohandlethesekindofin
stances in-house,` OIfcer Gar
badesaid.Wewouldstepinwhen
weneeded,andoftenthenturnthe
caseovertotheschoolsjudicial
board.
DeonneWhaley,directorofhous
ing,residencelife,andstudent
judiciaryaffairsatUSCB,said
thatoncestudentsarereferredto
thejudicialstaff,theyareissued
aformalwarningandareissueda
punishmentfortheiractions,often
intheformofcommunityservice.
Whaleysaidthatrepeatoffenders
faceevictionfromstudenthousing
andapossiblesuspension,orin
extremecases,expulsionfromthe
University.
Althoughtheexactnumberof
repeatoffendersremainsunclear,
both Whaley and OIfcer Garbade
agreethatdrugandalcoholviola
tionsarepredominatelycommitted
byfreshmanandsophomores,and
thattheyalmostneverexperience
theseproblemswiththemorethan
200upperclassmenwholiveon
campus.
Thisyearsbreakfromthetradi
tionalsystemhasalreadyresulted
in about 10 oIfcial MIP citations
on campus, according to OIfcer
Garbade,andisprimarilyintended

Dr.DouglasOblander,theschools
ViceChancellorofstudentdevelop
mentwhoischargedwithoversee
inghousingpoliciesandstudent
admissions,saysthathesnot
surprisedthatunderclassmenarethe
studentsmorecommonlyinvolved.
Ihaventbeenanywherewhere
studentsdrinkingoncampuswasnt
aproblem,Dr.Oblandersaid.Ive
founditspredominantlyfreshman
whoareawayfromhomeforthe
frst time that tend to deal with these
issues.
Dr.Oblanderaddedthathehasnot
seen a signifcant dip in SAT scores
orotherenrollmentstatisticsto
suggesttherisemaybeadmission
related,andthinksthatDPSsnew
strategywillreducecampusinfrac
tions.
Alotofoncampusstudentssome
timesengageinactionsthatthey
dontunderstandtheconsequences
of,Dr.Oblandersaid.Buttheyof
ten fgure it out by the time they`re
asophomoreorjunior.
