Notice inviting Expression of Interest National Book Trust, India invites Expression of Interest for commissioning Inventory Management Solution (IMS) from reputed IT Companies/firms who have proven experience in the field of development/customization, commissioning, implementation and maintenance of software application & products development using Web Based Architecture. 1.0 Introduction National Book Trust, India an autonomous organization under the Ministry of Human Resource Development, Department of Higher Education, Government of India is among the biggest publishing houses in India having unique multi lingual publishing and country wide presence with over 14000 titles in 32 different languages including English and Hindi. Trust has vast experience in the field of sale of books and expertise in conducting, participating and organizing various book exhibitions and book fairs at regional, national & international levels. Trust has one main head office (Head quarter) at Delhi and four different regional offices at four metros viz. Calcutta, Mumbai & Bangalore, the Northern Regional Office being at New Delhi. Under the regional offices, the trust has vast distributors/agents network for sales and marketing. 2.0 Objectives of Project The Project should enable the Trust to put in place a reliable, effective & efficient inventory solutions system. It envisages the reduction of cost of operations, increase revenue realization, stop leakage of revenue besides providing round the clock best user friendly interface & user friendly environment. It should implement the online Computerized Inventory System that enables the management to be fully updated with the latest progress and increases the operational efficiency of the Trust. The project should also enable implementation of integrated management systems involving publishing, production, store inventory, sales and accounting. 3.0 System Dimensioning System dimensioning for hardware & software will have to be done based on present database available with the trust and further provisions for upgradation to meet the objectives. Inventory management solution is proposed for catering the need of entire

Trust and the solution should expressively provide for optimal utilization of existing hardware resources deployed in the Trust. 4.0 Pre-qualification criterion: Companies/Government Agencies that are eligible to apply should meet the following criterion 1) The company/agency should be an Indian Company/Agency whose annual turnover should not be less than 50 Lakhs on an average during the last three finance al years. 2) The company/agency should have been making profits in at least two out of last three financial years. 3) The company/agency should be well established and has been proving software development/customization services for at least 3 Years. 4) The company/agency must possess a valid SEI CMM level 3 or ISO: 9001-2000 for software services. 5) The company/agency should have at least one technical support office in the National Capital Region (NCR). 6) The company/agency should have at least 10 key, persons on roll who have sufficient experience to develop/customize and implement software applications using Java/J2EE/PHP/VB.NET Application Development Suit, Oracle Database and integrating Bar Code technologies in Windows/Linux Environment. 7) The Company/Agency should have proven experience in the fields of development/customization of software applications/products using Java/J2EE/PHP/VB.NET Application Development Suit, Oracle Database & integrating Bar Code technologies Windows/Linux Environment. 8) The company/agency should have prior experience in implementation of solutions for Inventory Management. 9) Preference shall be given to those, who have successfully completed at least two web based E-Governance projects each of value of worth Rs.10Lakhs. 5.0 Expression of Interest Document should cover the following: 1. Core business areas of operations, number of years in the business, Ownership and organizational structure of the firm. Attach Memorandum of Association and Articles of Association along with Commencement of Business Certificate. 2. Audited financial statements for the last 3 years showing financial capability. The revenue generated from software development activities along with profit after tax for the last 3 years should be clearly stated. 3. Technical capabilities of the firm including capabilities in developing / customizing software application using JAVA/J2EE/PHP/VB.NET Application Development Suite, Oracle Database and integrating Barcode technologies in Windows/Linux Environment, brief details of all the major E-Governance assignments undertaken in the past 3 years. Enclose the list of projects and attach necessary documentary proofs.

State your organizations core technical competencies and skill sets available. Provide details about skilled manpower resource available with you. Give emphasis to availability of train resources for development and implementation of customized software applications using JAVA/J2EE/PHP/VB.NET. Application Development Suite, Oracle Database and integrating Barcode technologies in Windows/Linux Environment. Give details about quality processes and standards followed and certifications obtained by your organization. Enclose copies of relevant valid quality certificates. Furnish details about you IT support facilities including address, contact person and other details. 4. Name and short CVs of key staff proposed to be deployed and Client reference for similar projects. Attach separate statement indicating names, qualifications, experience and skills sets and details of projects handled. 5. National Book Trust, India has no responsibility regarding the costs & expenses associated with submission of EOI by the IT Company. 6. Provide an approach paper for Inventory Management Solution (IMS) for Trust using JAVA/J2EE/PHP/VB.NET. Application Development Suit, Oracle Database and integrating Barcode technologies in Linux Environment. 6.0 General Instructions and Guidelines: 1. IT companies/agencies interested in participating in this EOI are requested to submit their Expressions of interest in the prescribed format along with nonrefundable fee in the form of demand draft for Rs 2000/- (Rs Two Thousand Only) in favour of Director, National Book Trust, India latest by December 7, 2006. 2. The prescribed format along with requisite demand draft must be sent in a cover super scribing Expression of Interest for IMS and the same should be directed to the following address Computer Programmer, Computer Cell, National Book Trust, India A-5, Green Park, New Delhi 110016 3. Please note that this is not a Request for Proposal (RFP). After review of the expression of interest, a short list will be prepared by NBT, India and the only short listed vendors would be invited to submit their proposals under double-bid system. 4.
