All the Prophets were pre scribed by Allah Almighty to safeguard human rights. Islam professes to be the g reatest champion of human rights. These ideas were expressed by a well-known intellectual, writer and human rights activist and the chairman of Fazal Dad Human Rights Institute Pakistan at the U niversity of Gujrat. He was delivering a lecture on The Obligation of Our Youth i n the Practice of Human Rights. The seminar was presided over by Murtaza Noor while Islamia University of Bahawa lpur Vice Chancellor Dr Mukhtar Ahmed and Government College University Faisalab ad Vice Chancellor Dr Zakir Hussain and their students participated in the semin ar through video conferencing. The Human Rights Charter of the world may be called a modern version of the Farew ell Sermon of the last and final Messenger (PBUH), the chairman said. The matter i s how to act upon the articles of the Sermon. The strongest vanguard is our yout h. The changing pattern of life and culture at the behest of science and technol ogy has initiated new patterns of thought and action. Our youth with new knowledge and technologies can play a key role in the develop ment of society. Pakistan today is facing multifarious problems and social issue s like corruption, sectarianism, dogmatism. It is only our youth who can properl y settle these issues, resolve them and safeguard the integrity of the nation, he added. UoG Vice Chancellor Prof Dr Muhammad Nizamuddin in his keynote address stressed the need for integrating theoretical concepts with ground realities and creative ly innovate them into new multidimensional legislations.

We are fortunate in the sense that we are inheritors of marvellous religious-cumhumanitarian legacies and ideologies but we lack proper wherewithal to put them into practice. In the absence of new legislation we have to fall back upon Briti sh theoretical concepts and their given laws. If we are interested in upgrading the condition of the downtrodden and the oppre ssed in the light of Prophet Muhammad (PBUH)s thought-provoking address, we have to initiate new and positive legislation, the VC said. Also we need the energetic efforts of our youth to bolster up such an ethos in our body politics. The caref ul exercise of a right to vote is an avenue which can overturn the oppressive an d exploitative order and disseminate justice, fairplay and equity in the social order. On the occasion, Dr Zakir regretted that instead of spreading love, sympathy, br otherhood and peace, we are routing the helpless and the weak under our feet bei ng absorbed in material pursuits. Likewise, Dr Mukhtar Ahmad stressed the need f or establishing benchmarks in human sciences and humanitarian concerns and movin g all possible efforts to upgrade our standards. Later, a question answer session started. Afterwards, the UoG vice chancellor pr esented a memento to Chief Guest Mr Naeem Sarfraz. http://nation.com.pk/pakistan-news-newspaper-daily-english-online/Regional/Lahor e/12-Oct-2011/Khutbah-Hajjatul-Wida-termed-charter-of-human-rights -------Pak May Consult Indian Experts on Hindu Marriage Law Oct 12 2011, Islamabad: Pakistani authorities will consult Indian experts if the government a nd the Hindu community are unable to reach consensus on the issue of including a provision on divorce in a draft law for registering Hindu marriages, a federal minister has said. The draft law for registering marriages in the minority Hindu community has been held up because the government and Hindu leaders have been unable to overcome d ifferences on the clause on divorce. National Harmony Minister Akram Masih Gill, whose ministry is responsible for th e affairs of minority communities, pointed out that India s Hindu Marriage Act o f 1956 contains a divorce clause. He said his ministry will consult Indian experts on the issue if consensus is no t reached. Gill said his department was in the final stages of drafting the revi sed bill. "The divorce clause is an integral part of the Hindu Marriage Act," he told The Express Tribune. The clause on divorce in the proposed Hindu Marriage Act has proved contentious since the bill was drafted in 2008, with the government differing with Hindu lea ders, who believe divorce is not part of their religion s culture. "We will never allow the government to have a divorce clause in the Hindu Marria ge Act... We have no concept of divorce in our religion," said Pakistan Hindu Co uncil chief patron Ramesh Kumar.

Kumar, a member of the National Assembly or lower house of parliament on a reser ved seat for non-Muslims, has been campaigning for the issue for many years. In 2007, he filed a petition in the Supreme Court seeking its help to resolve th e problem. Hindus are Pakistan s largest minority but they have struggled to register their marriages due to chronic delays in the passage of the act by parliament. Pakistan currently has no system for registering marriages for certain minoritie s, including Hindus, Sikhs and Bahais. Clause 13 of the proposed 16-page bill states that any Hindu can divorce his wif e or her husband at any time and in any court. Various conditions have been prop osed for divorce proceedings. The draft empowers any court to entertain a petition for the legal dissolution o f a marriage. The bill contains several other rules, such as when divorcees can marry again, t he legal rights of children, void and voidable marriages, punishment for bigamy and other contraventions of Hindu marriage laws. The proposed bill is unlikely t o be accepted by other minorities. Sikh leaders have dispelled the impression that the proposed bill can be applied to register marriages of Sikhs based on the Indian model. In a related development, a new member s bill on Hindu marriages was introduced in parliament yesterday by lawmaker Kishan Chand Parwani. The Hindu Marriage Bill 2011 might offer a compromise that bridges the gap betwe en Hindu leaders and the government, reports said. http://www.indianexpress.com/news/pak-may-consult-indian-experts-on-hindu-marria ge-law/858979/2 ------Pakistan decides, in principle, to grant MFN status to India: Khar APP ISLAMABAD: Pakistan has, in principle, decided to grant Most Favoured Nation (MF N) status to India, said Foreign Minister Hina Rabbani Khar on Wednesday. Responding to a question during question hour in the National Assembly, she said d ialogue process with India has been initiated after a gap of two years. The top-most priority of the country is to ensure uninterrupted dialogue with Ind ia so that the resolution of core Kashmir could be ensured, he added. There are a number of achievements regarding relations with India. We have achiev ed ground on trade with India. First time in history, the Indian Foreign Ministe r had attended the reception of Pakistan Foreign Minister in New York, she said. To another question she said, Pakistan wanted good relations with India by stick ing to its principled stance on Jammu and Kashmir in accordance with the will of the Kashmiri people and to be determined through a free and fair plebiscite und er the UN auspices.

During the past three years, Jammu and Kashmir dispute has been discussed during all bilateral interactions between the leadership of the two countries as well as at the Foreign Secretary levels. I raised the Jammu and Kashmir issue with my Indian counterpart at the ministeria l meeting in New Delhi in July 2011. The joint statement of the ministerial meeting underscored the need for continue d discussion of Jammu and Kashmir in a purposeful and forward-looking manner wit h a view to finding a peaceful solution by narrowing divergences and building co nvergences. http://www.dawn.com/2011/10/12/pakistan-decides-in-principle-to-grant-mfn-status -to-india-khar.html --------Indonesian Religious Minister says Islam Fosters Democracy The Jakarta Post Oct 12, 2011 Religious Affairs Minister Suryadharma Ali says that Islam in Indonesia has help ed the country promote democracy and has had no relation with fundamentalism. Aasia Bibi, a Christian woman sentenced to death on charges of committing blasph emy, was allegedly tortured by a staffer of Sheikhupura jail, sources familiar w ith the matter told The Express Tribune. Aasia Bibi, who has been the subject of much controversy, has been detained in a special cell in Sheikhupura jail due to severe security threats. According to sources, the warden of the jail, identified as Khadeeja, tortured Aas ia Bibi after alleging that certain prohibited items were found in her cell. They said that other staff members who were present during the incident acted as silent spectators. Despite having knowledge of the incident, Deputy Superintendent of Sheikhupura J ail Ghafoor Anjum has not taken any action against the staffer who was responsib le for the incident. However, Superintendent Sheikh Khalid Pervaiz later suspend ed Khadeeja, and an inquiry into the incident has been initiated, sources added. An intelligence agency has also sent a report regarding the incident to its prov incial headquarters after recording Aasia Bibis statement. In its report, the agency stated that the episode happened due to the negligence of the jail administration and feared that the matter might go out of hand. Sentenced to death In 2010, Aasia Bibi, a resident of Nankana Sahib in Punjab, was sentenced to dea th by a Sessions Court following an incident in which an altercation took place between her and her co-workers over the issue of fetching water from the fields. Her lawyer filed an appeal, requesting a pardon from the Office of the President . President Asif Ali Zardari had asked for a review of the facts of the case. Ho wever, on November 29, 2010 Khawaja Sharif, the then chief justice of the Lahore High Court, had issued an interim order ruling that while the matter is pending before it, the president could not issue a pardon for Aasia Bibi. The case has received worldwide attention, with Pope Benedict XVI and leaders fr om around the world urging that the Christian mother of five be freed. Family in hiding In 2010, Aasia Bibis husband Ashiq Masih along with the couples children went into hiding in an undisclosed Christian enclave. Masih is convinced that his family has been targeted for death at the behest of radical Islamic groups. Asked about the events which gave rise to his wifes death sentence he said, She was picking berries with other women when she was sent to get water. One of the women refused to drink the water after my wife dipped her cup into the bucket. This woman said it was contaminated because it was touched by a Christian. According to Masih, all the women began taunting his wife and shouting insults a gainst her mother and their children. Aasia just repeated the same insults back at them, he said. The name of the holy prophet (PBUH) never came up. Five days later, the local cleric came to our hous e, followed by an angry mob, and dragged my wife away, he said, recalling the inc ident that took place in June 2009. They beat her, ripped off her clothes and ac cused her of insulting the prophet (PBUH), he added.

WASHINGTON - The Obama administration was taking its case against Iran to the wo rld Wednesday, trying to stir up an international response to charges that the I slamic republic plotted to assassinate the Saudi Arabian ambassador to the U.S. "It s critically important that we unite the world in the isolation of and deali ng with the Iranians," Vice President Joe Biden said on "The Early Show" Wednesd ay. "That s the surest way to be able to get results." Mr. Obama s top national security aides have said the administration will lobby for the imposition of new international sanctions as well as for individual nati ons to expand their own penalties against Iran. The State Department sent a cable to all American embassies and consulates aroun d the world telling them to put the Iran case before their host governments. The officials said the cable, sent late Tuesday by Deputy Secretary of State Willia m Burns and classified secret, tells them to detail the evidence against Iran as presented by federal prosecutors. The officials, who spoke on condition of anonymity to describe the classified ca ble, said the document instructs diplomats to ask nations to consider appropriat e steps in response to the alleged scheme. The cable does not suggest any specif ic measures against Iran, the officials said. U.S. Ambassador to the United Nations Susan Rice is to individually brief member s of the U.N. Security Council on the foiled plot Wednesday, the officials said. Biden said that U.S. action against Iran could go beyond sanctions, but added th at "we re not going there yet." Biden said the Iranians "have not only decided to assassinate someone, they have taken on the basis in which ... nations deal with one another." In an Associated Press interview Tuesday, Clinton said "this really, in the mind s of many diplomats and government officials, crosses a line that Iran needs to be held to account for." The 13-minute video entitled And the defeats of Americans continue was released by al-Qaidas media arm and surfaced on militant websites. It shows al-Zawahri, wear ing a white robe and turban, sitting against a green backdrop.

Al-Zawahri, who is Egyptian, also urged Algerians to revolt against President Ab delaziz Bouteflika and follow the examples of Arab uprisings that toppled the au tocratic rulers in Egypt and Tunisia. Why dont you revolt against your tyranny, Algerian lions, al-Zawahri asked. Al-Qaida has long opposed the regimes of autocratic Arab leaders the terror grou p views as godless, corrupt and too closely allied with the United States, and h as called for the establishment of Islamic rule to replace their regimes. However, the Arab Spring uprisings have largely been driven by those calling for freedom, human rights and democracy. Iraqi officials said 25 people died and dozens were wou nded in the carnage. The blasts were aimed at the police, generally considered to be the weakest sect ion of the countrys security forces, and emphasised that despite Iraqs security ga ins, long-term stability in the country is still elusive. In the Karradah neighbourhood, 13 people died and 25 were wounded in a suicide c ar bomb attack on a police station, Baghdad police officials said. In the mainly Shiite neighbourhood of Hurriyah, a suicide car bomber targeted a police station and killed nine people, two Baghdad police officials said. Twenty -seven people were wounded. The attack in Hurriyah was especially remarkable because the neighbourhood is a stronghold of Shiite cleric Muqtada al-Sadr. The Pakistani military says it is too over-stretched fighting local Taliban to a cquiesce to American demands to launch an offensive against the Haqqanis, a batt le that not all observers think the Pakistani military would win. MIRANSHAH: A US drone strike on Thursday destroyed a militant compound in Pakist ans northwestern tribal belt on the Afghan border, killing four militants, local security officials said. The unmanned aircraft fired two missiles in Dandey Darpakhel village, some seven kilometres north of Miranshah, the main town in North Waziristan tribal distric t. The area is considered a stronghold of the Al-Qaeda-linked Haqqani network, offi cials said. The US drone fired two missiles. Four militants were killed in the attack, a Pakis tani security official told AFP on condition of anonymity. Another intelligence official confirmed the drone strike and the death toll. The United States does not publicly confirm its drone strikes in Pakistan, but i ts forces are the only ones that deploy the unmanned Predator aircraft in the re gion. Around 30 drone strikes have been reported in Pakistan since elite US forces kil led Al-Qaeda chief Osama bin Laden near Pakistans main military academy in Abbott abad, close to the capital, on May 2. The unilateral raid humiliated Pakistan but is thought to have contributed to de bate within the countrys military about the merits of traditional support for jih adi groups. The tense partnership between Pakistan and the United States in the war on terro r took a further battering last month, with Washington demanding that Islamabad take action against the Haqqani network and cut ties to the group. The outgoing top US military officer, Admiral Mike Mullen, called the Haqqani ne twork a veritable arm of Pakistans Inter-Services Intelligence (ISI) agency and acc used Pakistan of supporting attacks on US targets in Afghanistan. Islamabad officially denies any support for Haqqani activities, but has nurtured Pashtun warlords for decades as a way of influencing events across the border a nd offsetting the might of arch-rival India. (AP) Evidence that Iran was behind a plot to kill the Saudi Arabian ambassador to Was hington is overwhelming, a former chief of Saudi intelligence services said on W ednesday. The burden of proof and the amount of evidence in the case is overwhelming and c learly shows official Iranian responsibility for it, Saudi Prince Turki al-Faisa l told an industry conference in London. This is unacceptable. Somebody in Iran will have to pay the price, and that pric e will have to be on the terms acceptable to the norms and practices in Iran and other countries, Prince Turki said. US authorities said on Tuesday they had broken up a plot by two men linked to Ir an s security agencies to assassinate Saudi Ambassador Adel al-Jubeir. One was a rrested last month while the other was believed to be in Iran. Iran has denied the charges and expressed outrage at the accusations. Prince Turki called for the Iranian authorities to help bring those responsible for the assassination plot to justice. Whoever is responsible for this (in) the Iranian government will hopefully be br ought to justice by the Iranian authorities, no matter how high the level of tha t person is. Clearly this is an act how should I put it? so criminal in its intent, to devise a plot to assassinate a representative of one country in another country and to use drug barons and other such characters in order to achieve that. It is beyon d description. The motive for the alleged plot was not clear. Iran has in the past assassinated

its own dissidents abroad, but an attempt to kill an ambassador would be a high ly unusual departure. Iran and Saudi Arabia are bitter regional rivals, but they maintain diplomatic t ies and even signed a security agreement in 2001. Iranian President Mahmoud Ahma dinejad visited Riyadh in 2007. Ali Larijani, Iran s parliament speaker, said the fabricated allegations aimed t o divert attention from Arab uprisings Iran says were inspired by its own Islami c revolution that toppled the US-backed Shah. America wants to divert attention from problems it faces in the Middle East, but the Americans cannot stop the wave of Islamic awakening by using such excuses, Larijani said. "Where we are right now is that we view the Haqqanis and other of their ilk as, you know, being adversaries and being very dangerous to Americans, Afghans and c oalition members inside Afghanistan, but we are not shutting the door on trying to determine whether there is some path forward," Clinton said when asked whethe r she believed members of the Haqqani network might reconcile with the Afghan go vernment. "It s too soon to tell whether any of these groups or any individuals within the m are serious," she said in an interview with Reuters. Inclusion of the Haqqani network in a hoped-for peace deal -- now a chief object ive in the Obama administration s Afghanistan policy after a decade of war -- is a controversial idea in Washington. Officials blame the group for last month s attack on the US embassy in Kabul and a truck bombing that injured scores of American soldiers. The State Department is facing heat from Capitol Hill for refraining, at least s o far, from officially designating the Haqqani group. FIGHTING, TALKING Despite the conciliatory signals, Clinton said the United States would stick to its military campaign that the White House hopes will make militants more likely to enter serious negotiations. The string of apparently coordinated assaults heightened worries about the abili ty of Iraq s security forces to contain a stubborn insurgency, despite a drop in violence as the last US troops prepare to withdraw by the end of this year. One bomber rammed an explosives-filled vehicle into a police station in central Alwiya district, killing 14 including 8 police and wounding 28, and another blew up his car at a police building in northwestern Hurriya, killing 8 people and w ounding 27, police and hospitals said. "A car approached and... the driver smashed through the checkpoint and exploded the car when he hit a concrete barrier," Police Lt. Nadeer Adel told Reuters. "S moke was everywhere, we all took cover. Minutes later we found a crater and some of our police were dead." The Hurriya blast burned out police vehicles and damaged the station s blue prot ective blast walls next to the large crater in the road. In other districts blas ts blew out windows from nearby homes and shops, scattering streets with debris. A car bomb also targeted a police patrol in southern Ilaam district, killing at least three, while a roadside bomb hit an army patrol in Hurriya, killing one ci vilian and injuring 12 people, mostly soldiers, police said. Two police officers were killed and seven people wounded when a roadside bomb hi t another police patrol in the mainly Shia Washash district in western Baghdad. None of Iraq s insurgent or militia groups claimed responsibility for the attack s, but suicide bombings are usually the hallmark of Iraq s al-Qaeda affiliates w ho often target local authorities. At least 10 people were killed on Monday in three successive blasts in Washash d istrict. The first blast was followed by two more when emergency services arrive d at the site to tend to the wounded. The report would now be shar ed with major political parties. The Centre is likely to hold an all-party meeti ng to discuss the report and draw up a consensus on the implementation of the re commendations. While he refused to divulge the contents of the report or the panel s recommenda tions, one of the interlocutors journalist Dilip Padgaonkar told reporters that the separatists had missed the bus by deciding not to put their point of view to t he interlocutors. He also asserted the report was as accurate and as comprehensive reflection of th e broadest possible spectrum of opinion in J&K.

As first reported by The Indian Express, the three interlocutors Padgaonkar, aca demician Radha Kumar and former Central Information Commissioner M M Ansari have recommended to the Centre to prevail upon the J&K government to set up autonomo us regional councils to ensure equitable development of the three regions of the J&K. Among other things, the panel has also recommended withdrawal of the contr oversial Armed Forces Special Powers Act (AFSPA) from the state in a phased mann er. Indeed our prime focus in the report is the welfare of people of Jammu and Kashmi r and it is along this key concept that we have made out recommendations, Padgaon kar said. He was accompanied by Ansari and Radha Kumar. Let me tell you that questions related to AFSPA, to the Disturbed Areas Act, to v arious other legislations that are in force...have been mentioned... We have als o had regular consultations with the heads of the police, paramilitary forces, t he Army and we have got their side of the story. All this has been reflected in our report. On the refusal of the separatists to talk to the panel, Padgaonkar said, We have taken into account the stated public positions of separatist groups. These have been reflected in our report. Obviously if they had engaged in talks with us, th e report would certainly have been far more worthwhile. The fact of the matter i s that we have tried again and again to engage them and again and again they ref used. I believe they have missed the bus. The panel has not recommended reversion to the pre-1953 status for J&K, when the Centre had control over just three subjects Defence, Foreign Affairs and Commun ications holding that the clock can t be turned back. But, the panel has suggest ed all stakeholders should try to achieve some consensus on the measure of auton omy for the state. http://www.indianexpress.com/news/j&k-interlocutors-submit-report-to-govt-separa tists-have-missed-the-bus/859101/2 --------Bharatpur riots: CBI files five FIRs Oct 13 2011, New Delhi: Taking over the investigations into the Gopalgarh riots, the CBI on W ednesday registered five FIRs in the case.
