2. WHAT ARE THE CRITERIA IN THE SELECTION OF BENEFICIARIES?


Eligible beneficiaries are: 1. Residents of the poorest municipalities based on 2003 Small Area Estimates (SAE) of NSCB; 2. Households whose economic condition is equal to or below the provincial poverty threshold; 3. Households that have children 0-14 years old and/or have a pregnant woman at the time of assessment; and 4. Households that agree to meet conditions specified in the program

1. WHAT IS PANTAWID PAMILYANG PILIPINO PROGRAM (4Ps)?
The Pantawid Pamilyang Pilipino Program (4Ps) is a poverty reduction and social development strategy of the National Government that provides conditional cash grants to extremely poor households to improve their health, nutrition and education particularly of children aged 0-14. 4Ps has dual objectives: Social Assistance- to provide cash assistance to the poor to alleviate their immediate needs (short term poverty alleviation); and Social Development- to break the intergenerational poverty cycle through investments in human capital. 4Ps helps to fulfill the countrys commitment to meet the Millennium Development Goals, namely: (1) Eradicate Extreme Poverty and Hunger, (2) Achieve Uni-

The poorest households in the municipalities are selected through a Proxy-Means Test. This test determines the socio-economic category of the families by looking at certain proxy variables such as ownership of assets, type of housing, education of the household head, livelihood of the family and access to water and sanitation facilities.

4. WHO CONDUCTS THE SELECTION PROCESS?


The DSWD selects the beneficiaries through the National Household Targeting System for Poverty Reduction (NHTS-PR) program where assessment of households in the selected municipalities are conducted to identify who and where the poor are.

5. DO LEGISLATORS, LOCAL CHIEF EXECUTIVES OR BARANGAY OFFICIALS PARTICIPATE IN THE SELECTION OF BENEFICIARIES?
NO. However, LGUs assist DSWD staff in the conduct of community assemblies of beneficiaries which is part of the program process and procedures to validate potential and eligible beneficiaries.

6. WHAT DOES 4Ps OFFER?


4Ps provides conditional cash grants to beneficiaries to wit: P6,000 a year or P500 per month per household for health and nutrition expenses; and P3000 for one school year or 10 months or P300 /month per child for educational expenses. A maximum of three children per household is allowed. A household with three qualified children receives a subsidy of P1,400/month during the school year or P15,000 annually as long as they comply with the conditionalities.

7. WHAT CONDITIONS NEED TO BE COMPLIED WITH TO REMAIN IN THE PROGRAM?


To avail of the cash grants beneficiaries should comply with the following conditions: 1. Pregnant women must avail of pre- and post-natal care and be attended during childbirth by a trained health professional; 2. Parents must attend family development sessions; 3. O-5 year old children must receive regular preventive health check-ups and vaccines; 4. 3-5 year old children must attend day care or preschool classes at least 85% of the time. 9. 11. WHAT IF A HOUSEHOLD FAILS TO MEET THE CONDITIONALITIES?

12. ISNT THIS A FORM OF DOLE OUT CONSIDERING THAT CASH IS DIRECTLY GIVEN?
NO. The program is not a dole-out. It is a development program that invests in human capital. The beneficiaries must meet specific conditionalities before they can get the cash assistance. 4Ps enhances the role of parents and helps them accomplish their duties and responsibilities to their children. It encourages them to invest in the future, their own, and those of their children.

13. DOES THE DSWD HAVE THE MANPOWER FOR THIS BIG PROJECT?
YES. Our social workers and additional staff hired are capable and well trained in the different aspects of this important project. In addition to the Advisory Committee, the Independent Advisory Committee was also created at the municipal, regional and national level to serve as advisory and monitoring boards of the project.
