Obama won't keep troops in Iraq past 2011

The Associated Press is reporting that the Obama administration is giving up plans to keep a residual force of several thousand U.S. troops in Iraq after the withdrawal deadline at the end of the this year, citing unnamed sources. "A senior Obama administration official in Washington confirmed Saturday that all American troops will leave Iraq except for about 160 active-duty soldiers attached to the U.S. Embassy," reports the AP. The United States and Iraq have a signed agreement to withdraw all U.S. troops at the end of 2011. In recent months, U.S. and Iraqi officials have discussed a revised agreement that would keep some American troops on the ground to train Iraqi forces. Now that idea appears to be off, reports AP. The deal breaker: Iraq's refusal to grant American troops immunity in Iraqi courts. "The decision to pull out fully by January will effectively end more than eight years of U.S. involvement in the Iraq war,

"This marvelous present is imperiled today by forces that have come to turn back the clock. But we want to make sure they understand that we have marched too far, prayed too hard, wept too bitterly, bled too profusely, and died too young to let anybody turn back the clock on our journey," he said. President Obama, greeted by cheers of "four more years," said King's "I Have a Dream" speech spurred the process of civil rights change.

"Without those glorious words, we might not have had the courage to come as far as we have," he said. "Yes, laws changed, but hearts and mind changed as well." "Look at the faces here around you," Obama urged. "You see an America that is more fair, and more free and more just than the one Dr. King addressed that day. We are right to savor that slow but certain progress." The president called for more work to address poverty, unemployment and rundown schools. "Change has never been simple or without controversy," he said. "Change depends on persistence. Change requires determination." He concluded, "As tough as times may be, I know we will overcome. I know there are better days ahead. Let us keep striving. Let us keep struggling. Let us keep climbing to that promised land, a nation and a world that is more fair and more equal for every single child of God."

The nation's foundering economy was an undercurrent of the program. The Rev. Al Sharpton, like other speakers, said a struggle for economic justice goes on: "Justice is not 1% of the country controlling 40% of the wealth." As Congress and Obama dispute how to reduce the federal deficit and target programs like Medicare, Sharpton said, "This is not about Obama, this is about our mama, and we're going to vote like we never voted before." Martin Luther King III, King's son, said it is important "not to place too much emphasis on Martin Luther King the idol, and not enough on the ideals of Martin Luther King." King, who was joined on the stage by his wife, Arndrea, and daughter, Yolanda, said the nation needs a new dream that targets racism, poverty and militarism. "We can't be free," he said, "unless we are all free." The Rev. Bernice King, King's daughter, noted that her father was actively involved in a campaign for poor people when he died. She said he would be supportive now of protests by the poor and the unemployed. "I hear my father say we must have a radical revolution of values and a reordering of our priorities in this nation," she said. "I hear my father say, as we dedicate this

monument, we must rapidly begin the shift from a thing-oriented society, to a person-oriented society." Politics was interspersed with entertainment, but with a message. Iranian officials have consistently denied the allegations since they first emerged last week. An earlier statement by Khamenei on Saturday, and Ahmadinejad's remarks on Sunday, were the first comments made by the country's two highest leaders. In a formal statement released Saturday, the Iranian government said it has no connection to Manssor Arbabsiar, the man arrested in the alleged plot. "Unilaterally announcing accusations without showing documentation and creating a media wave against Iran is in no way compatible with legal logic, and can only be a purely media and political show," it said. Arbabsiar is a 56-year-old naturalized U.S. citizen who also had an Iranian passport. In May 2011, the criminal complaint says, he approached someone he believed to be a member of the vicious Mexican narco-terror group, Los Zetas, for help with an attack on a Saudi embassy. The man he approached turned out to be an informant for U.S. drug agents, it says. The U.S. charges that Arbabsiar had been told by his cousin Abdul Reza Shahlai, a high-ranking member of the Quds Force, to recruit a drug trafficker because drug gangs have a reputation for assassinations.

Elamin recalled watching King's "I Have a Dream" speech as a 13-year-old. "It was inspiring," he said. "It gave me another perspective." Maria Hunter, 39, an eighthgrade social studies teacher, drove eight hours from Rhode Island. She had done the same in August, when the dedication was postponed because of Hurricane Irene. The stone structure with its 30foot statue of King is "more amazing in person than in pictures," she said. "It symbolizes a huge step forward. They built such a beautiful memorial in the midst of our presidents and war memorials."

Hunter said there is still progress to be made to fully realize King's message but that since his assassination in 1968, "We've come miles." She plans to visit with her class in May. "I hope they'll get his impact," she said. "It's hard communicating because they don't know any different." Au pair Julia Krumboeck, 20, from Austria, said the emotional event gave her goosebumps. Elizabeth Jordan, 57, of Neptune, N.J., said the dedication is a "historic moment. It's something I never thought I'd see the memorial, a black president. The dream is finally coming alive." Controversy about the memorial was set aside for the day. Interior Secretary Ken Salazar, whose agency helped oversee the construction of the memorial, declined to address the dust-up over the drum major quote, one of 14 inscribed on the memorial. It says, "I was a drum major for justice, peace and righteousness." Critics including poet Maya Angelou say the paraphrase does not accurately reflect what King said and makes him look arrogant.

The actual quote, delivered in a sermon at Ebenezer Baptist Church: "If you want to say that I was a drum major, say that I was a drum major for justice. Say that I was a drum major for peace. I was a drum major for righteousness. And all of the other shallow things will not matter." Salazar has said he would revisit the issue of inscription after the dedication. Why Every American Should Care About the French Presidential Race

Being a geopolitical analyst and forecaster often means having to explain to people sitting in America how and why a single event in Africa, Russia or China will directly impact them either personally or professionally. One such event is the French presidential election set for May 2012, for which the opposition Socialists are selecting their candidate today in a final round of open primary voting. For most people, the knee-jerk reaction to an event on the other side of the world is, Why should I give a toss what happens in France? Also, they are Socialists and promiscuous, so theres that. While such foreign policy prowess might be a hit at the local pub, would it really be smart to ignore an election that will impact everything in your life for which you pay or require borrowed money? Bear with me as I explain how and why this is the case. No one really knows who will be the French president by this time

next year. The French havent been keen to elect a Socialist to highest office since Francois Mitterrand in 1988, and polls strongly suggest that they arent now. If anything, theyd be voting against Nicolas Sarkozy, whose ideas and promises they like, but that fail in their transformation from hot air to something tangible. The French are also tired of the near-weekly casseroles, as they call the regular scandals involving the Sarkozy entourage. But they dont seem to want National Front leader Marine Le Pen eithera nationalist and Socialist whose platform has gradually revealed an aversion to free-market principles. Le Pen blames the worlds problems on capitalism rather than heavy-handed government meddling, and believes the solution is more government intervention. That leaves the Socialists in a shocking position of being a viable alternative, if only because the bar has been brought right down to ground level. If Sarkozys ratings remain low, and the ruling party ultimately decides to replace him,

the current dynamics might change quickly. In all cases, future of Europe depends on this French election. Le Pen openly fantasizes about a Eurozone breakup, a position supported by many French people who loathe the idea of paying other countries social nets, while the Socialists and Sarkozys Union for a Popular Movement party both want sheer political will to hold Europe together as it careens toward collective bankruptcy at hypersonic speed, money flying out of the fuller pockets and into emptier ones. Socialist candidate Francois Hollande claims to defend the middle class while taxing highearners who create jobs. He vows to significantly reduce the debt while bailing out other countries along with Germany, all while undoing Sarkozys retirement reforms so people can again cash in on benefits earlier. Its the usual Socialist fiscal math of 1 + 1 = Youre paying, so who cares. Whoever gets elected in France, the Eurozone risks breaking apartif not from Le Pens proclaimed will, then by default

Europes economic engine, France and Germany, representing 40% of its economic power, will eventually have rummaged around and spent all the loose change they unearthed from between couch cushions. Greece and other countries are going broke faster than French and Germans can produce. The solution to this predicament is decreased spending and/or increased production. Because less spending seems unlikely, then it would make sense to produce more. This would mean slapping import taxes on products from China to make them competitive with domestically produced goods, reducing union costs that drive up prices, and lowering taxes on French producers to keep them from outsourcing. Think that sounds easy? Think again: Whats Chinas largest export market? Europe. Whos buying up Europes debt bonds to ensure European consumers can keep getting their Made in China fix? China certainly doesnt have anywhere near the kind of internal consumer economy, because

wages are so low. So China is outsourcing its consumers to Europe and Europe is outsourcing its production to China. Its a symbiotic survival relationship. Does Europe still exist as Europe, with China as a major investor calling the shots? And where does this leave America? Relegated to mistress status, with China buying fewer debt bonds in favor of leveraging Europe. This means less money floating around in America to buy that Chinesemade swing-set for your kid from Walmart. How to engineer your non-firstclass flight into a comfortable chance to get serious work done. Your time in the air can be really productive. The lack of (most) electronic distractions, combined with being surrounded by strangers, can bring out the best focus in travelers. But only if you plan ahead. Bring a good laptop--and make sure it's got the files you need. Be reachable, even by phone, but only for serious situations. And give yourself the space you need to do anything other than be miserable. Here's how to get those things in order before you're hundreds of miles from the office. LAS VEGAS (AP) IndyCar driver Dan Wheldon has died from injuries after his car went sailing through the air during a massive 15-car wreck early in Sunday's Las Vegas Indy 300. By Jennifer Stewart, US Presswire Dan Wheldon (77) goes airborn as JR Hildebrand (4) , Vitor Meira (14) , Charlie Kimball (83) , Tomas Scheckter (57) , Pippa Mann (30) crash during Sunday's Izod IndyCar finale at Las Vegas Motor Speedway. He won the Indianapolis 500 twice, including this year.

Wheldon was injured when his car flew over another during the wreck on lap 13. IndyCar CEO Randy Bernard said Wheldon sustained "unsurvivable injuries." The race was canceled, and drivers were set to drive a five-lap salute in Wheldon's honor.Wheldon had to start in the back of the field as part of the promotion and had quickly worked his way through the 34-car field before the big wreck. Drivers had been concerned about the high speeds on LVMS' 1.5-mile oval after they reached nearly 225 mph during practice. Their concerns became reality when contact on Turn 2 sent cars flying through the air, crashing into each other and into the outside wall and catch fence. "I'll tell you, I've never seen anything like it," Ryan Briscoe said. "The debris we all had to drive through the lap later, it looked like a war scene from Terminator or something. I mean, there were just pieces of metal and car on fire in the middle of the track with no car attached to it and just debris everywhere." Wheldon was replaced by Hildebrand at Panther Racing at the start of this season, and failed

to land another ride. He put together a deal for the Indianapolis 500 with Bryan Herta Autosport, then won the race in dramatic fashion when Hildebrand wrecked going into the final turn. Wheldon sailed past for his second Indy 500 victory. Despite the win, he was unable to put together anything for the rest of the season and spent the last several months doing television work and helping Herta Autosport test the prototype car the team will use next season. The accident also collected championship contender Wil Power, who sat for a long time in his car in disbelief. Points-leader Dario Franchitti avoided it, and seemed stunned as he waited out the clean-up on pit road. Franchitti clinched his third straight title and fourth overall after Power went out. After the steepest two-week rally in more than two years, the S&P 500 is at the top end of its range for the past two months. The benchmark closed Friday above 1,220 for the first time since early August, and bets against the recent rally could start to pile up. But Monday earnings and guidance from IBM, followed by results from Apple, Coca-Cola and Intel on Tuesday could give shorts a reason to put their guns down. The S&P could be on its way to a third straight winning week --a streak not seen since February. "There are some fundamental

catalysts which could play right into the momentum," said Richard Ross, global technical strategist for Auerbach Grayson in New York. He said the S&P 500 "has potential to take out that well defined resistance (at 1,220) and it would be a fast move up to the next level, between 1,265 and 1,275." The sharp turnaround in stocks from a 2011 low hit October 4 took many by surprise, and buying has spurred more buying as traders and money managers try to catch up with the benchmark's performance. The pattern repeated itself Friday, with the three major indexes closing at or near session highs. For the week, the Dow Jones industrial average gained 4.9 percent, the S&P 500 added 6 percent, and the Nasdaq Composite rose 7.6 percent. Ten of the 30 Dow components, including Microsoft, American Express and Johnson & Johnson, are scheduled to report quarterly results next week. Big financial names expected to report include Citigroup, Goldman Sachs and Wells Fargo, which follow Thursday's earnings

disappointment from JPMorgan Chase & Co that battered the sector. Reported and estimated earnings growth for the current earnings season is seen at 12.4 percent for all S&P 500 companies, according to Thomson Reuters data. That is down from this year's estimate peak of 17 percent in July. But companies like Apple and IBM, which hit lifetime closing highs on Friday, are expected to trounce expectations. And positive surprises could play into the buying momentum. "Price will start to discount even more optimism," said Wasif Latif, vice president of equity investments at the San Antonio, Texas-based USAA Investment Management, which manages about $45 billion in mutual funds. "Growth companies, given the high expectations, need to have a 'wow' factor when it comes to reporting and beating earnings," he said, adding it was certainly possible for these two names to rise further. The VIX volatility gauge has declined in the past weeks, closing on Friday at its lowest level since August 3. That could

translate into less uncertainty and more of the buying frenzy that drove the S&P 500 to its largest two-week percentage advance since mid 2009. ECONOMY: LESS BAD THAN FEARED Softening economic numbers in the United States and abroad, as well as a grinding expansion of the euro zone sovereign debt crisis, stymied investors and drove stocks and commodity prices to heavy losses in the third quarter. But despite Greece's slow crawl toward a default and rising borrowing costs in Spain and Italy, the perception of efficient action in Europe gave investors the confidence to return to equities --or at least cover their short bets. Economic numbers, expected at a certain point in the summer to show the U.S. economy was sliding back into recession, have generally come in above those lowered estimates. USAA's Latif said that even if current levels are subdued and expectations are lowered "it's definitely very encouraging" to have data land better than expected.

Among the main economic indicators due next week are industrial production and capacity utilization on Monday; producer and consumer inflation on Tuesday and Wednesday, respectively; and weekly jobless claims on Thursday. The week closes with the final reading of the Reuters/University of Michigan consumer sentiment index. But when one is scheduling a routine operation, timing is important. You feel really vulnerable if something happens at night because of the sparseness and responsiveness of the night staff. But is this also a problem in Canada? But some U.S. hospitals have turned to nocturnists, doctors who come to work at night, expect to be there all night, and work all night. Other hospitals, such as the Vancouver General, treat aftermidnight medical issues by telephone managed by a criticalcare outreach team or by the most responsible physician. How effective these measures are when dealing with emergency situations is questionable. Besides, its not just surgical emergencies or heart attacks that occur after hours. For instance, it would be interesting to know how many patients who desperately cry out for a bedpan during the night receive one only after its too late.

The report in the CMAJ reminded me of Arthur Haileys best-selling book Wheels. Hailey warned his readers not to buy cars built on Monday or Friday. , He said Mondays cars had a bit of weekend hangover built into them. Fridays cars often lacked nuts and bolts left out by a worker anxious to get away for the weekend. What about surgeons? Are they more reliable than autoworkers? Obama Speaks at MLK Memorial Dedication

Designed as what King described as a stone of hope hewn from a mountain of despair, the memorial is the first to a black man on the National Mall and its parks. "He had faith in us," said Obama, who was 6 when King was

assassinated in 1968. Obama told the crowd, "And that is why he belongs on this Mall: Because he saw what we might become." The dedication has special meaning for the Obamas. The president credits King with paving his way to the White House. Before his remarks, he left signed copies of his inaugural speech and 2008 convention address in a time capsule at the monument site. The first couple and daughters Malia and Sasha made a more private visit to the site on Friday night, before the crowds and the cameras arrived. Why So Siri-ous?

Looking over the web and especially the blogosphere over the past couple of days, it seems there is only one thing everyone wants to talk about: Siri. With the iPhone 4S now in millions of peoples hands, as expected, its clearly the stand-out feature of the device. But wait. Voice technology has been around for a long time. Or, as one TechCrunch commenter succinctly put it on Ericks video demo post of Siri: 4 year old software, 8 year old technology. This recalls one of my favorite aspects of tech blogging. You write about something, then everyone and their mother rushes out to yell something along the lines of OLD!. Or, even better, competitors trip over themselves to yell FIRST!. So if the stuff Siri is doing is old, and if others did do it FIRST, then why is everyone so damn excited about the feature? There are a few reasons. But the simplest answer is one that has played out time and time again over the past several years: Apple did it right. No, Apple is not the first to implement voice technology. Nor are they the first to do it on a phone. In fact, Siri isnt even Apples first foray into voice controls. But their first attempt on the iPhone, quite frankly, sucked. Its no surprise that no one used it.

As for Siri, its a company that Apple acquired they were actually doing some of the same things as a stand-alone third-party app previously. Credit Apple for having the vision and foresight to realize that their previous voice control offering wasnt competitive, and that system-level integration of Siri into iOS could be magical. What about Google? Its true that theyve been far ahead of Apple in the voice control space for years now. I recall being at an event that Google held in August 2010 in which they showed off some new voice functionality for Android. As I wrote at the time, Google Unveils Awesomely Fast And Accurate Voice Actions For Android. And that was true. At the time. But Google failed on a few fronts with this functionality. First of all, while on paper and in staged demos Googles technology looks great, they failed to make it compelling enough to entice everyday users to use it. They had a pre-defined set of instructions as to what you could say to get the system to work, and they were pretty rigid. By comparison, Apple placed an emphasis on natural language usage with Siri. There are a number of ways to say something to trigger a certain action. You dont have to remember a set of commands. Put another way, Googles voice search and Siri may look comparable on paper. But in

reality, one is something best used by a robot, the other is something best used by a human. And robots dont buy phones at least not yet. In the bigger picture, this is something that Apple seems to understand time and time again that their rivals do not. Technology is an ever-important part of everyones lives, but the only way to make it truly accessible to the vast majority of users is to humanize it. Thats Siri. Google, Microsoft, etc they all fail miserably at doing this. Im sure in a few weeks, were going to see Google come out and say, wait, but look, we can do all of the stuff Siri can do too! Theyll tweak their voice recognition to pick up more human phrases, etc. But it wont matter. They already lost the mindshare battle. Yes, Android had better voice controls first, but if you ask anyone on the street right which is the phone with the awesome voice controls, theyll tell you its the iPhone. The funny thing is that while Apple are normally brilliant marketers in this regard, theyre actually holding back on Siri right now. Why? Because they consider the product to still be in beta. And while every Google product starts in beta, its not a tag Apple takes lightly. Talking with them leading up to the launch, they clearly feel that Siri as it stands right now, while a great first step,

is nowhere near where they want it to be. It may take six months to get there. It may take a year. But when Apple does get it to where they feel its ready, I bet well see a massive marketing push. And we may even see it come to other devices at that point. Earlier today, Search Engine Land did a nice side-by-side comparison of Siri versus Google voice actions. Again, on paper, theyre similar, but in reality, theyre far apart right now. But the more interesting aspect of the piece to me was when author Greg Sterling goes against the this -will-kill-Google early reactions and notes that Siri should lead to even more Google searches. I totally agree. For now. But again, this is a beta product. Does anyone really think Apple isnt going to work quickly to integrate it with other data partners? Imagine it tied to Quora. Imagine it tied to Twitter (and how is it not already?!). Imagine it tied to Foursquare. Imagine it tied to Facebook. If and when that happens, Google will have a very legitimate reason to be concerned. Right now, Google is a middle man between us and information. And we love Google for it. Theres simply too much information out there for anyone to find by themselves. There needs to be a middle man. We need Google. Apple has been hinting for a while that mobile applications could change this

game. But apps are just a new, perhaps more accesible wrapper of information. There still needs to be a search mechanism powering the discovery of information thats why everyone keeps insisting that Apple will eventually get into the search engine business. Well they have. But not in the way that everyone was thinking. Siri is their entry point. Again, its a small step right now, but it has the potential to be massive. (Perhaps the more pressing question: is Apple okay relying heavily on a third party, Nuance, for what may become a core component of their stack?) And thats another fundamental reason why people are so excited by Siri where they arent by Google voice search. Google voice search, like basically every Google product, is ultimately a way to drive more Google searches. Its just a new layer. Even if people dont fully understand that, they sense that it doesnt point to something totally new. Siri does point to something totally new. With it, Apple wants to change the information search and creation paradigm. Its an evolution powered by mobile and a new, more powerful input: voice. A lot of times, finding an Airbnb accommodation is a bigger hassle than a booking hotel. But theyve managed to build a $1 billion company, and continually works to make the process seamless and frictionless. And its getting better and better. So what does all this mean? Friction is important to consider when creating a product. If your users feel friction using or signing up for your service, you have a problem. Sometimes its unavoidable, but you should do everything in your power to remove as much friction as possible. And you should pay attention to this constantly as your product and service grow. When you examine your product, where are the friction points? Are you letting users sign up with Airbnb: Twitter/Facebook, or do they need Search: Search Airbnb.com and to register separately? With the rise of Google+, the decrease in controversial posting activity by famous tech people and the allure of other shiny new things, the majority of tech press has turned the focus of their gazes away from Quora, my favorite startup of 2010. Well now that Apple has gone and integrated the most sophisticated piece of AI to ever to see the light of the consumer market into its iPhone 4S, I thought it was time to brush some dirt off of Quoras shoulder and shine a light on what the future of the company could hold. What most people who dont get Quora miss when they write it off as another Q&A site (or whatever it is they say then they write it off) is this: When they first launched Quora in the Fall of 2009, Quoras founders and their first hiredesigner Rebekah Coxcreated the core of the most impressive subjective knowledge extraction machine ever

constructed. (Yes, Wikipedia deserves its credit as the first juggernaut of this space, but Quora is positioned to eventually seize its mantle. Meanwhile, you could argue that the whole internet is the most impressive subjective knowledge extraction technology ever constructed, but thats just semantics). By combining an answer voting mechanism and a reward addiction loop (upvotes are crack) with a strict identity requirement and a one-to-many follower model, Quora started solving the problem of extracting high-quality experiential knowledge out of humanitys collective head and getting it into structured form on the internet. Whats more, Quora is also using humanitys collective wisdom to rank it. With this engine, Quora is building a database of human experience that could eventually contain the answers to a lot of questions people carrying the iPhones of the future might have. Which brings me back to Siri. Is There A Quick Fix For Nintendo?

If youve been paying attention to the monthly sales reports from research firm NPD, you know that Nintendo is having some trouble. The game company, which not long ago dominated the gaming space, is now an after-thought for many consumers. And in turn, the companys financial performance is slipping. For its part, Nintendo has kept a brave face, saying that it believes good times are ahead. The company points to increased interest in the 3DS, solid titles launching for that platform, and next years launch of the Wii U to make its case. But those of us who have been watching Nintendo over the last year or so know better: the company is in deep trouble, and its prospects for future success in the game business are not nearly as great as the company would have you believe. Simply put, times are tough at Nintendo. But is there a quick fix in sight? Some might say that the Wii U is that fix, but I just dont see it. As far as we can tell so far, the Wii U looks to be a fine competitor to the Xbox 360 and PlayStation 3. But how will it hold up against the successors to those devices? If I had to guess, not all that well.

Im also suspect of claims that the 3DS will eventually take off and help bolster Nintendos earnings. Unfortunately for Nintendo, 3D just isnt all that appealing to many consumers right now. Its time for something fresh and unexpected. Alas, I dont necessarily believe that there is a quick fix to Nintendos problems. The company has too many problems and too many competitive threats for it to quickly turn things around. At this point, I think Nintendo will need to spend

more than a year trying to fix its ailing business before it can even come close to matching its former place of glory. The Wii was a wildly popular device for years, and the DS was a portable success, but looking ahead, I just dont think theres is much to be excited about with Nintendos business. THE MONEY PIT: The Real Reason Harrisburg Pennsylvania Went Bankrupt

I have received a number of emails from people (mostly those familiar with my thesis that, generally speaking, state and local governments are experiencing policy crises, and not debt crises) requesting that I explain Harrisburg, Pennsylvanias Chapter 9 bankruptcy filing. I do not think anyone would dispute that Harrisburg is involved in a bona fide debt crisis. Harrisburgs situation, however, is not typical of government borrowers in the municipal bond market. Of course, the only way to make this point clear is to go into detail about how Harrisburg landed itself in financial distress. So let me tell you a story. (My fascination with project finance is endless, so you might want to get comfortable.) The vast majority of Harrisburgs bonded indebtedness stems from improvements made to the citys trash incinerator plant. According to the Patriot-News, Harrisburgs local newspaper (a lot of the information in this post is derived from their excellent coverage), the incinerator plant has been a major source of financial trouble for the city since it opened in the early 1970s, yet city officials have demonstrated an inexplicable

devotion to throwing money at the project. (This story is, in fact, one long lesson in not allowing sunk costs to influence decisionmaking. Not everyone pays attention in economics, apparently.) The plant was originally constructed to burn garbage and produce steam some of which was piped to the nearby Bethlehem Steel Corporation plant, but most of which was just vented into the air. In 1985, the city built a turbine at the plant to begin generating electricity from the steam that would otherwise be lost. The plant was profitable until 1990, when Dauphin County (of which Harrisburg is the county seat) adopted a solid waste disposal plan that rerouted garbage produced outside of Harrisburg to various other landfills, which was less expensive than paying the incinerator plant to take the waste. The plant lost millions of dollars of business virtually overnight. In 1993, the city sold the incinerator to the Harrisburg Authority, the citys public utility, for $40.7 million. (Officials suggest that this sale was specifically encouraged by the bond rating agencies, but I find this difficult to believe. Rating agency methodologies typically assume that governments will

financially support enterprises that serve an essential government function.) In 1995, Dauphin County was legally forced to send waste back to the plant, but the plant was already lost for other reasons. The plant, which was more or less at the end of its useful life, was continually breaking down and was in violation of federal Clean Air Act regulations. Some improvements were made to bring the plant back into compliance, but it was ultimately closed in 2003. At this point, the incinerator was tied to $104 million of outstanding debt. Officials should have just demolished the plant and eaten the expenses, but they decided to bankrupt the city instead. City officials decided that they would gut and rebuild the plant a problem that they approached with a truly Pennsylvanian penchant for gambling. Rather than go with one of the large corporations that handle projects like this (like Waste Management or Covanta Energy, which is now running the incinerator), the city decided to go with Barlow Projects, a small start-up incinerator technology company based in Fort Collins, Colorado, and founded by engineer / ordained minister James Barlow. There were two reasons city officials preferred Barlow over his

competition. The first reason was his technology. Barlow had patented an incinerator design that used high-pressure air to circulate burning garbage, not mechanical grates. Jammed grates were one of the main reasons the Harrisburg plant frequently failed. The second reason, naturally, was price. Barlows final estimate for the construction work was $77 million. Other estimates were at least $40 million higher, and one estimate was $178 million. The difference in price should have been a red flag for city officials, but they were mostly concerned with the amount they could finance. The authority would need to pay off the existing debt associated with the incinerator and the new debt associated with the retrofit. At Barlows competitors prices, the plant would not produce enough revenue to be self-supporting something the city would have to demonstrate to be able to sell the bonds to finance the project. (Keep in mind that the city ended up guaranteeing the bonds, as did the county and Assured Guaranty. The city also received substantial reimbursements from the bond issues.) All but one member of the Harrisburg City Council were fine rubberstamping the project. Linda Thompson, the current mayor,

was on the council and voted for the project (because God told her to), but she became an early critic of the project when it became publicly apparent it was a boondoggle. The council member that voted against the project was not reelected. One of the largest sources of risk in project finance is construction risk. Construction risk refers to the risk that unforeseen problems would occur in the process of constructing a project that would throw the project off schedule or radically alter the projects scope. When bonds are primarily backed by the revenues generated by a facility, it is important that the project actually be producing revenues by the time the first payment is due. (Projects such as this usually involve capitalized interest, where the borrower borrows more money than is actually needed to construct the project in order to be able to make interest payments during the construction phase. The city issued $125 million of bonds in 2003 to pay for the project.) I mention construction risk because the Harrisburg project was several times larger than any project Barlow had previously undertaken. When asked whether his technology could be applied to MONEY page 30

a much larger project, Barlow did what most entrepreneurs about to land a major contract would do: he said he would make it work. Barlow also stipulated that his company be the project manager, giving him complete control over the projects execution. Insurance companies were less swayed by Barlows ambitions than city officials, however. Barlow could not obtain a performance bond for the project. A performance bond (not to be confused with the revenue bonds used to finance the project) is a type of insurance given to a customer (in this case, the City of Harrisburg) by a contractor (in this case, Barlow), usually covering the full contract price, ensuring that the customer would be reimbursed in the event that the contractor does not finish the project as stipulated in the contract. This should have been the second red flag for city officials, but they decided to work around the performance bond issue. The fact that the city would not demand a performance bond for a multimillion-dollar project absolutely defies standard public procurement procedures, but remember that officials were quite committed to getting the project done as cheaply as possible. Officials demanded two alternative forms of security from Barlow, both of which they willingly forfeited during the course of construction. The city did not advance the typical 50% of the amount required for equipment purchases for the

project and retained 20% of all other money due to Barlow. The only traditional form of security for the project was the performance bond produced by one of Barlows subcontractors, which was nullified when that subcontractor walked off the project. After the construction began, basically anything that could go wrong did go wrong, and a relatively inexperienced contractor was left trying to pick up the pieces. A year after the contract was finalized, Barlow discovered that the company that was supposed to build the steel boilers for the plant (the most significant element of the project) had not even begun their work and had failed to hedge against a spike in the price of steel. Barlow asked the city to increase the contract price. Without the boilers, there wasnt anything that could be done at the construction site. This set the project back six months. Once construction could resume, making up for lost time became very expensive. Barlow asked the city for more money. They released the money they had been withholding, thus giving the city no security for Barlows performance. By the end of 2005, city officials were becoming desperate the bond payments were coming due and the city had budgeted revenues from the plant so they tried to locate a contractor that could replace Barlow. No one would touch the project. But city officials were not out of idiotic

maneuvers just yet. They took out a short-term loan from CIT against the rights to the plants technology. (Hey, it was 2005.) The idea behind that loan was that the city would make payments to CIT, which were supposed to be passed on to Barlow. The city, of course, found itself on the hook for making these payments. Since CIT now owned the plants technology, the company had the right to shut down the plant in the event of non-payment. Barlow finished the project by April 2006, four months late. After the plant opened, the city discovered that there were major problems with the plants ashhandling systems and that the third boiler was not entirely finished. Without the third boiler, the plant could not generate enough revenue to make the required debt service payments and offset operating expenses. (As far as I can tell, it would cost the city another $50 million for the plant to be fully functional.) The plants deficits became a burden to the city, which cut staff, increased property taxes, and increased waste bills. Even still, the city was unable to make its promised payments on the bonds and the county and Assured have had to make payments instead. (The city has avoided defaulting on its general obligation bonds, however, due to the up-front payment it received on a parking lease.) Last I read, the city had paid for a forensic audit of the authoritys finances in order to have a better understanding of

how the projects costs escalated so rapidly. They have also sued Barlow. Both of these actions are moot, of course, because Barlow filed for bankruptcy. As massive as the citys financial woes were at the conclusion of this project, the city council turned down a number of opportunities to fix the citys problems. In 2008, the city council voted down a $215 million-dollar proposed lease with a developer for its parking system. That lease would have paid down a substantial portion of the incinerator debt. The council has also turned down a number of other proposals to sell assets. In October 2010, the city entered Pennsylvanias Act 47 program for distressed municipalities. As part of that program, the state crafted a 422-page recovery plan for the city[pdf]. That plan made some specific recommendations to reform the citys operations and to improve its financial situation. Unsurprisingly, the plan also suggested that the city sell assets, among other things. The city council has rejected the states recovery plan three times this year. The same four council members (out of seven total) that voted down the recovery plan also voted for the city to file for bankruptcy. (I have had a number of people ask me why the city should have to sell assets in order to pay the speculators who invested in or guaranteed the citys debt. If this is your reaction to the citys bankruptcy filing, I would submit

to you that city officials and by extension, the people who elected them have also been true speculators in this project all along. City officials bet that they could get some nobody to construct a large project for less than far more sophisticated corporations, demanded no insurance in the event of his failure, and put their taxing authority behind that bet. Were they born yesterday? Was this the first project the city had ever undertaken? No, they were greedy and reckless, plain and simple. If the city had chosen a more honest and traditional arrangement, the project would not have been feasible on paper, and the bonds could never have been sold. Im not sure where the moral outrage toward the county or the bond insurance company comes from, but it is not based on anything approximating sound logic.) The city received a similarly exhaustive and nuanced report from the law firm Cravath, Swaine & Moore. The firm conducted its investigation and produced the report on a pro bono basis. By the time the report was presented, state lawmakers had already introduced legislation to take over Harrisburgs operations. The city council hired Mark D. In fairness to Bill Gross, this fear of deficits extends all the way to the top, and by that we mean the decision makers in Washington DC.

While the economy clearly could use more government stimulus, the dominant talk in Washington is all about where to cut back and how to "get our fiscal house in order." And because Washington is obsessed with this, we had to go through the wrenching debt ceiling fight, which seems to have clearly dealt a confidence blow at the worst possible time. In fact, you can go back even further, to Obama's first days in office, and the original stimulus, and see that fear of deficits and bond vigilantes was one factor in making the original stimulus too small. So literally every American (not just those in the Total Return Fund) who depends on a robust recovery is hurt by this misplaced fear of deficits. It's because the misplaced fear of higher deficits is so costly that Richard Koo of Nomura recently wrote that we should not even be uttering anything about them, even when talking about the long term! Arguing need for longer-term fiscal consolidation is irresponsible The insistence that fiscal consolidation is necessary in the longer term is like the doctor who, faced with a patient who has just been admitted to the intensive care ward, repeatedly questions the patient about his ability to afford the treatment. This is both lacking in decency and irresponsible.

If the patient loses heart after learning the cost of the treatment, he may end up spending even longer in the hospital, leading to a larger final bill. Completely ignoring the policy duration effect of fiscal policy and constantly insisting on longer-term fiscal consolidation was what prolonged Japans recession. And really, the costliness of deficit fears is all over the place. Kyle Bass has been betting against the Japanese Yen for awhile now due to Japan's deficit issues, only to watch the yen race to mult-decade highs. Unfortunately, no matter how badly the theory (that higher deficits will cause interest rates to shoot up) fails to jibe with reality, the misconception persists. Just two weeks ago, a well-known newspaper's op-ed page was railing on Bernanke for keeping the bond vigilantes at bay via quantitative easing, wailing that if only the Fed weren't involved, the market would be forcing some real discpline on Congress via higher rates. The fact of the matter is that this connection between deficits and rates is patently false. This is true over the long term, as seen here comparing the US debt to the 10-year rates: And it's true over the short term. (Although Harrisburg appears to have an above-average concentration of assclowns per square mile, Schwartz is an interesting character in his own right. According to his Wikipedia page which is surely organic his dream in life is to be an actor. And he does seem to love a stage. He and the city controller, who is running for mayor, have done rounds of interviews since the filing, which seems beyond unprofessional to me. Apparently, Schwartz even invited himself over the local paper for an interview.) I would be very surprised if Harrisburgs bankruptcy case was not ultimately thrown out of court. As I explained in my December post, Default and Bankruptcy in the Municipal Bond Market (part two), a petitioner has to meet several criteria to be eligible for Chapter 9: (1) the petitioner has to meet the definition of a municipality; (2) the state must specifically authorize Chapter 9 filings (and if such authorization is conditional, the municipality must have satisfied those

conditions); (3) the petitioner must meet the definition of insolvency provided in the code, which means it cannot meet its obligations as they come due; (4) the petitioner must desire to have a plan to adjust its debts, and (5) the petitioner must demonstrate that it has attempted to negotiate with its creditors in good faith. The biggest question hanging over the bankruptcy filing is whether the city has been authorized by the state to file for bankruptcy. As I mentioned in the earlier post, Chapter 9 was crafted with the utmost respect for state sovereignty as provided by the 10 th Amendment of the US Constitution. Pennsylvania law authorized Chapter 9 filings through Act 47. However, the legislature, watching events unfolding in Harrisburg, passed legislation this summer prohibiting the class of cities encompassing Harrisburg from filing for bankruptcy until mid2012. The House of Representatives has also overwhelmingly passed the takeover legislation, which is expected to be taken up by the Senate this week, and will likely be signed by the governor. The objective of Chapter 9 is to provide a municipality with breathing room from creditors and the opportunity to bring all

stakeholders in a municipalitys finances to the table to negotiate, rather than having the municipality work out its issues on an individual basis. This is supposed to occur with the states blessing. The objective of Chapter 9 is not to offer a municipality protection from a hostile state takeover. The state is the sovereign and issues with its political subdivisions are the prerogative of those participating in the states political process. I would expect the bankruptcy judge to take the states actions very seriously. Further complicating the citys eligibility is the fact that it is unclear who is even representing the city. The filing was approved by four council members, who have retained their own attorney, and is opposed by the mayors office, which has retained a different attorney to contest the filing. As a practical matter, if there is this level of political dysfunction and lack of cooperation among the people representing the city, how is the city supposed to negotiate with creditors during the bankruptcy process? As I have said, all Chapter 9 does is give a municipality breathing room from creditor lawsuits. It does not guarantee a resolution to political problems if the participants are

unwilling to compromise. In fact, it does not guarantee a resolution at all there have been instances where municipalities have filed for Chapter 9 and not reached any resolution. (This is one way in which municipal bankruptcy is different than corporate bankruptcies.) The city may also have a difficult time demonstrating that it has negotiated with creditors in good faith, especially considering that the council has shrugged off the recommendations of state officials and independent consultants as to how it may resolve its debt crisis. To me, a state takeover is clearly the most advantageous solution to the citys problems. The city will avoid potentially years of bickering (and spending millions of taxpayer dollars on legal fees) and the negative stigma associated with bankruptcy. Harrisburg will also still be receiving state aid along the path to recovery. All of these benefits are tremendous. As Vallejo has demonstrated, the cost of filing for bankruptcy can quickly spiral out of control if parties are intent on challenging every aspect of the proceedings. Given that several parties are already challenging the citys eligibility, I think such conflicts are to be expected. In the meantime, this filing is unlikely to have any effect on

trading in the municipal bond market. Harrisburgs financial problems have been known for years and have been the subject of numerous articles in industry publications. And most muni market professionals are able to recognize that Harrisburg, like Jefferson County, Alabama, is a highly unique credit. I doubt the fact that Harrisburgs financial problems predate the credit bubble by at least a decade will stop anyone from portraying this event as a harbinger of massive defaults, however. Election Day is November 8. 22 days from now. Perhaps now is a good time to practice getting people to the polls over all the obstacles governors and state legislatures have put in

their way. Mike Huckabee said yesterday: "Just make sure that they don't go vote. Let the air out of their tires on election day. Tell them the election has been moved to a different date. That's up to you how you creatively get the job done."

I guess he thought that was funny. I don't. I think the vote is sacred. I don't care who you vote for, but the thought that one American would even think to deprive another American of their vote, is well un-American, in the extreme. Helping people get to vote is a

very powerful way to flex political muscles in a totally legal way. And prove that there is no specific agenda for the #OWS movement. Help all kinds of voters get to the polls. If a member of the ruling class needs help, we'll help. Anyone means anyone.

There's a pulse to this thing. I get that now. We have a really big election coming up in 2012, but the one this November is important too.

The list, released on Sunday by Israel's justice ministry, includes the names of 450 Palestinian men and 27 women. According to the list, most prisoners will return to their homes in the illegally occupied West Bank or the Gaza Strip. But some are categorised as being released under a "security arrangement" or to be "relocated" to the Palestinian territories or "abroad". It does not indicate to where those prisoners would be deported to. A Hamas-affiliated website had published a list of prisoners slated to be released on Friday. "We were told by some senior members of Hamas that they

The homebase of Project Zomboid developer The Indie Stone was broken into last night, and two computers containing much of the code for the latest update were stolen -- this wouldn't be as serious a problem had the code been backed up externally. Unfortunately it wasn't, and The Indie Stone has been set back months. Many Project Zomboid fans, some of whom have invested personally in the game's development, were miffed at The Indie Stone's "unprofessional" approach to managing its code, and how it publicly handled the break-in. "Don't trust anyone over 30"

When I was a kid, and definitely under 30, the hippies had a slogan that you shouldn't trust anyone over 30. This was called the generation gap. Maybe some historian or sociologist can explain it. I just remember people saying it and not understanding. I could think of specific people over 30 that you coudn't trust. People I had seen betray young people because they were young and couldn't defend themselves. When you're a kid you're tuned into this. I guess the question is what do you plan to do about it when you become an adult. Will you be better, or will you seek revenge? Or just forget about it. And here we are again. I've been watching the Occupy Wall Street movement. I've even developed tools that make it possible to watch it more closely, and I do see a little bit of this kind of thinking. I'm concerned how solid the line is, and if there's an opportunity for resolution. What it sounds like. We're the 99 percent and they're the 1 percent. We're angry with what the 1 percent has been doing. If it

stopped there, it would be okay, but it might not stop there. But first, let's take a look at what they're reacting to. Here's a quote from a NY Times article with interviews with Wall Street bankers about the OWS movement. He added that he was disappointed that members of Congress from New York, especially Senator Charles E. Schumer and Senator Kirsten Gillibrand, had not come out swinging for an industry that donates heavily to their campaigns. 'They need to understand who their constituency is,' he said. Breath-taking. That person needs to be revolted against. Seriously. (And the article has lots of quotes like that, this one is just the most egregious.) But does that mean that all people who are in the top 1 percent think like that? Obviously, not. And in the 60s there were people over 30 who marched with the kids. Many problems with blanket statements like "Don't trust anyone over 30." Unfair. And they also make victory impossible. To get resolution you have to make it so

that being over 30 isn't a problem for those under 30. And that 1 percenters don't make it impossible for the 99 percent to have good lives. What if, instead, a collection of 1 -percenters said: "We hear you. We understand that the political system has been perverted by money. The evidence is everywhere. We need reform. Can we put our minds together and try to come up with a way out of this mess?" If that happened would there be a way to proceed? I find it's always a good idea to try to visualize the conclusion of your campaign. What would victory look like? And if you get close would you be willing to compromise? These are good questions to ask when a conflict is young, because later there will be too many wounds to just declare peace and get on with it. Forget Apples Siri voice recognition technology taking over the world. I have seen two robots playing ping-pong and now I am truly scared for humanity. Named Wu and Kong, these two human-sized robots are the products of Chinas Zhenjiang University. They play ping-pong not only against each other, but will take on humans as well. In ROBOTS page 55

Named for a character in the classical Chinese Epic novel (Monkey King or Sun Wukong), the robots are part of a long-term project at the university to build a high-performance humanoid robot unit and system. The university website also oddly calls the bots Big Size Humanoid Robots. This may be reference to the multitude of tiny robots produced in and around Japan. A tiny robot, for instance, recently took on an Ironman Triathlon challenge. The two table-tennis-playing robots do not appear particularly

mobile. Neither moves its feet during the match, yet they never seem to miss. This is likely due to the 30 motors all of which can work independently and the seven separate actions each arm can perform. The robots do maintain their own balance and can detect the movement of the ball even so far as to predict the path of an incoming shot. And, yes, they also serve on their own a feat many humans I know cannot effectively accomplish. Scientists are in the background analyzing and tracking the robots movements, and its unclear how much, if at all, theyre controlling Wus and Kongs responses.

No word on when, or if, the robots will travel the world to take on international challengers. However, if they can play pingpong this well, who knows what Zhenjiangs scientists will have Wu and Kong do next. Wonder if theyve thought about licensing Apple Siri technology. Obama: MLK Jr. would have supported Occupy Wall Street

Today, as he belatedly dedicated the Martin Luther King Jr. memorial on the National Mall, President Barack Obama made the questionable claim that MLK Jr. would have supported the classconscious and envy-motivated Occupy Wall Street movement. The Washington Times reports: At this moment, when our politics appear so sharply polarized, and faith in our institutions so greatly diminished, we need more than ever to take heed of Dr. Kings teachings, Mr. Obama said, who praised Kings belief in the creative tension of nonviolent protests. If he were alive today, I believe he would remind us that the unemployed worker can rightly challenge the excesses of Wall Street without demonizing all who work there, the president said. Those with power and privilege will often decry any call for change as divisive. Theyll say any challenge to the existing arrangements are unwise and

destabilizing. Dr. King understood that peace without justice was no peace at all. Interesting that Obama chose to say the OWS protesters are challenging the excesses of Wall Street because the excesses of the OWS protest are precisely what would surely have been objectionable to Dr. King. The great Civil Rights leader led an intentionally moral movement and that morality was evident both in the goal it sought and in the manner in which Civil Rights protesters sought it. The Heritage Foundations Carolyn Garris explains: Dr. King believed in a fixed moral law, an anathema to moral relativists espousing subjective values. For King, a just law was a man-made code that squares with the moral law or the law of God. Dr. King required that his followers lead moral lives, and he emphasized the importance of faith in the face of adversity. The kids camped out on Wall Street havent exactly occupied the area with reputability. The instant gratification ideology impelling the protesters is

everywhere expressed in sleeping-bag sex, in drugged-out meltdowns, in litter-filled spaces. Even if the ends they aim for are just (arguable), they havent pursued them honorably. Creative tension arises from the challenge of expressing radical ideas in an organized manner. From what I can tell, the OWS protesters havent given themselves a chance to experience that tension because they give into their instincts (including the instinct to take to the streets without clearly defined goals) too quickly. Then, too, it seems the protesters are looking less for work as they are for the material benefits of work. They fail to see that excellence is its own reward. But Martin Luther King Jr. upheld the dignity of work itself. Can you imagine an OWS protester saying what MLK Jr. said in his address at the Institute of Non-violence and Social Change in Montgomery, Ala., in December 1956? If a man is called to be a street sweeper, he should sweep streets as Michelangelo painted, or

Beethoven composed music, or Shakespeare wrote poetry. He should sweep streets so well that all the hosts of heaven and earth will pause to say, here lives a great street sweeper who did his job well. MLK Jr. might at times have used rhetoric later in his life that suggests he would be sympathetic to the OWS protesters redistributive aims, but my best guess is hed also have a few exhortations for them. It was in poor taste for the president to make a divisive claim in his dedication of a memorial of a man who aimed to unite. The numbers put Obama comfortably ahead of his leading GOP rivals, who together appear unlikely to match his total for the third quarter. USA Todays readers were told that Obama is racing ahead of his Republican rivals. The Hill reported that Obamas campaign continues to dwarf the challengers. NPR claimed the president appears to have raised more than all the Republicans combined. At the New York Times, Michael D. Shear and Nicholas Confessore wrote that Obama is once again outpacing his Republican rivals despite the countrys economic woes and his low poll numbers. Are these so-called watchdogs really that bad at math? In another WaPo piece claiming Obama dwarfed his GOP competition, T.W. Farnham reports: Rick Perry raised $17 million; Mitt Romney raised $14 million; Ron Paul raised $8.3 million (including a

$500,000 transfer from his congressional campaign); Michelle Bachmann raised $4.1 million; and Herman Cain raised $2.8 million (including $175,000 personal loan to his campaign). The Hill reports Jon Huntsman raised $4.5 million (half of which was a personal loan) and Rick Santorum raised $700,000. CNN reports Newt Gingrich raised $800,000. Those outside the establishment media will recognize that the GOP candidates total excluding personal loans and campaign transfers is $49,725,000, which is higher than the $43 million raised for the Obama campaign. Obama also raised $27 million for the DNC, but the RNC raised $23.4 million in the third quarter without having a presidential nominee (one might say Obama helped raised that money also). The GOP/RNC haul becomes $73,125,000 again, higher than the Obama/DNC total. Moreover, as only some of the media noted, the Bush/Cheney 2004 re-elect campaign raised $50

million in the third quarter of 2003. Thats considerably more than Obama, even before adjusting for inflation. On Twitter, GOP fundraiser/ consultant Nathan Wurtzel noted that in 2003, the contribution limit was 25% lower and candidates did not raise general election money (taking public funds instead). Nathan added that at this point in 2003 Bush/Cheney had over $70 million in cash on hand, while Obama/Biden now has only $61.4 million cash on hand. As Nathan further noted, the Bush/ Cheney $50 million total really did dwarf his DNC rivals who raised ~35.8 million. In short, Obama is going to have more than enough money to get his message out, but so far it appears he will not have the vast fundraising advantage he had in 2008. The establishment medias coverage of third-quarter fundraising is the worst sort of spin. It is the sort of selfdelusional happytalk losers give themselves on the road to losing elections, much like People will

really like ObamaCare after it is passed, and Democrats wont lose a raft of House midterms because the GOP is soooo unpopular. hasnt switched his position on something? Is it just that Romney wont disavow his roots enough? That he wont completely denounce Romneycare or say unequivocally that TARP was a mistake? But hes promised to repeal Obamacare and the only GOP candidate with credibility on TARP is Michele Bachmann. Is it that hes disavowed his roots too

much so that he seems insincere? But some of the most prominent conservatives in the country first proved their activist chops on the liberal side of the aisle (think David Horowitz, Dennis Miller, Abby Johnson, even Andrew Breitbart, etc., etc., etc.). True, those conservatives werent and arent politicians, but the point is, converts are often the most

compelling spokespeople for a cause. By that logic, that Romney was ever once pro-choice, for example, shouldnt discredit his pro-life position now: If anything, it ought to give it more credibility because hes considered all the options. But Gingrichs comments make the misgivings about Romney a bit clearer. No matter how likable,

no matter how hard-working, no matter how smart, he will always be perceived as a Massachusetts moderate Republican. First impressions are hard to overcome. Furthermore, the man just looks and sounds like a politician at a time when political prowess seems to count less with conservatives than plain ol common sense. Romney knows

If you're going to give your devs a nugget of info about some of your unannounced devices on a publicly available site, we hope

you won't be so surprised that word actually gets out about them. That's exactly what happened to Research in Motion, as the company let it "slip out" to devs that two future BlackBerry OS7 smartphones -- the Bellagio 9790

and Curve Touch 9380-- are inbound. The whole point in the message was to inform developers of what kind of resolution to expect in the new phones' displays. From the bits and pieces we're given, it appears that the
