The plan to set fixed prices, which was ratified by the parliament last year amid grave co
Status Quo Iran's geo-strategic position and network of pipelines make it a key player in
putting oil money on people's table, but the momentum has been
slow even after a year in office. <br><br>
This is not to discount the government's other achievements
during the same period.
Gasoline supply poses a huge challenge to the government,
which is considering gasoline rationing by introducing a smart
card system alongside plans to boost gasoline production
capacity. <br><br>
Is it rational for a nation that has the world's second
biggest proven oil reserves to ration gasoline for domestic
consumption?
Refining Deficit
Experts are of the opinion that the National Iranian Oil
Refining and Distribution Company (NIORDC), which is an
affiliate of Oil Ministry, has no choice but to ration
gasoline, as imports consume huge amounts of state revenues.
NIORDC, established in 1992, is in charge of performing all
the operations related to refining crude oil and distributing
oil products. It has 90 years of experiences in the fields of
refining and distributing oil products, as well as engineering
and construction of oil installations.
Iran's oil refineries are located in Tehran, Tabriz, Isfahan,
Abadan, Kermanshah, Shiraz, Bandar Abbas, Arak and Lavan
Island. <br><br>
The country has 14,000 kilometers of crude oil and oil product
pipelines, 150 pumping stations, an efficient oil industry
telecom network and vast operational areas for NIORDC, as well
as storage tank installations with a combined capacity of 8
billion liters.
Despite such huge potentials, the country regularly withdraws
money from the Foreign Exchange Reserve Account, wherein
surplus oil revenues are deposited.
Since Iran's oil refining capacity is insufficient to meet
domestic demand, the government has no alternative but to
import gasoline. <br><br>
The parliament recently authorized the government to withdraw
money from the reserve account for importing gasoline.
Reducing Demand
Under the circumstances, it is essential to gradually reduce
domestic consumption and boost gasoline production. Combating
fuel smuggling, manufacturing bifuel cars that run on both gas
and gasoline and improving public transportation networks are
other measures for reducing gasoline imports.
Any decision to raise gasoline price will increase pressure on
the low-paid and vulnerable sections of the society.
Some officials have been pressing for a gasoline price hike
and elimination of fuel subsidies while others favor two-tier
prices coupled with rationing. <br><br>
Nevertheless, the government has expressed its determination
to resolve the challenges posed by high gasoline consumption
without exacerbating inflation.
Oil industry officials maintain that Iran will overcome
gasoline shortage within the next five years by increasing
refining capacity and achieving self-sufficiency in gasoline
production. <br><br> Page 11
Rationing is a tough task for the government, because of its
adverse consequences such as corruption, higher inflation and
increase in the prices of basic goods and services.
