rom humble beginnings in General Santos City to the bright lights of Las Vegas, from selling doughnuts on the street to earning millions of dollars. Manny Pacquiaos life is better than any fairy tale. The young Manny visits primary school and is classified as an intelligent pupil. The mother dreams that he could become a priest someday. His parents, however, separate and the future world champion drops out of school because he needs to help put food on the family table. He sells bread and doughnuts on the streets and helps the mother in doing laundry for other people. Whatever free time he has is spent in the local boxing gym, a carton stuffed with rags and old clothes serving as his punching bag. At fourteen, he stows away on board a ship headed for Manila. He finds a job as a construction worker but continues to pursue his boxing dreams. He attends pro-boxing circuits and creates a buzz with his aggressive, whirlwind fighting style. The odds have always been stacked against the Pacman. Remember that this is a self-made individual. With no formal training, he became a world beater purely on heart, guts, and a vicious left hook. In a country starved for heroes, Pacquiao is the only one with the popularity, talent, and character to qualify as a true Philippine idol at this point in our history. What is disturbing, however, is that our country has given this man nothing and yet we expect perfection from him. Life is at a standstill whenever Manny enters the ring. In a country whose public and private sectors are characterized by mediocrity, is it not strange that we expect perfection from our athletes? There is a lot of pressure on me, Pacquiao conceded. Because I have a lot of countrymen praying for me to succeed, I feel like I need to win every fight. Manny does not win every fight. In his first fight with Erik Morales, a distracted and bloodied Pacquiao lost in a close but clear unanimous decision. There is something remarkable, however, about a man who is able to rebound from loss, someone who is able to recover from tragedy. The defeat to Morales has somehow made Manny a better fighter and a better person. By now, the whole world knows what happened in the Morales Pacquiao rematch. Heres what boxing experts and the international media have to say about the Philippines favorite son. level Pacquiaos popularity has now soared in the Philippines. But even here, in the U.S., theres reason to hope for a little Pac-mania. He has proved himself to be that rare fighter who can continue to learn and hone his skills, even on the grandest stage. Though the contract called for a rematch, neither fighter seemed ready to agree to that just yet. Morales, who admitted he had come into the ring tired and drained from the struggle to make 130 pounds, said he wanted to take a vacation. He mixed his punches up well to the body and hand, and he worked Morales mid-section consistently throughout the nine and half rounds of action. He paced himself. He picked his spots. He landed lead power punches to the body and head and flurried when appropriate. He did all of this with the kind of poise and accuracy expected of an elite fighter. Gone were the manic charges and retreats of the first fight with Morales. This version of Pacquiao was not nearly as easy to anticipate and time with counter punches. Doug Fischer, Max Sports left from Pacquiao drove Morales to his knees with 30 seconds remaining in Round 10. As Referee Kenny Bayless counted to eight, Morales pulled himself up, but gone was his resolve. Mercifully, Pacquiao (41-3-2) made quick work of it, driving Morales back to the canvas with his signature right that had brought him 32 wins by knockout. Bayless waved his arms, then helped Morales off the floor and to his stool. Morales sat slumped for a long time, a doctor and his cornermen working on him. anny Pacquiao has been dubbed the Pambansang Kamao ng Pilipinas. He united a country for a brief moment when every Filipino stopped, watched and cheered for him in his fight against Erik Morales. The PacMan is also called the Thorn in the side of Mexico and the Mexican Assassin since he started disposing of his Mexican opponents left and right. That is one tough accomplishment to follow since Mexico is known for having produced some of the worlds best boxers. These same fighters are the usual antagonists Filipino boxers have to contend with in their weight classes when vying for ring superiority. Vicente Saldivar was born on March 5, 1943. He started his professional career in 1961 and quickly showed that he was a budding star. On September 26, 1964, Saldivar won the featherweight championship of the world. He battered the great champion Sugar Ramos and the bout ended in the twelfth round with a new champion being crowned. Saldivar then began a campaign that eliminated all opposition to his throne. A tireless southpaw who stood only five foot three inches, Saldivar was a firm believer in the kill the body and the head will die theory. He had only forty fights in his career, winning thirty seven of them. He was a knockout winner on twenty six occasions. Pound for pound he was one of the best fighters in the 60s. Carlos Zarate, born May 23, 1951, is perhaps the most powerful puncher the bantamweight division has ever seen. A devastating knockout artist, Zarate won 46 of his first 47 fights by KO. With a crushing right hand that did not seem possible coming from his tall, skinny body, Zarate ruled the bantamweights for most of the 1970s. He has the distinction of being the only boxer in his-
tory to put together two streaks of 20 or more knockout wins in a row. Zarate initially retired in 1981 but the temptation of the public adulation boxers receive when they become champions and the call of the boxing ring led him back into competition. His comeback, while initially successful, ended in two successive knockout losses. Zarate ended his career with a record of 66 wins (63 by knockouts) and 4 losses as a professional boxer. The most tragic story in the annals of Mexican boxing is that of Salvador Snchez (January 26, 1959 - August 12, 1982). Sanchez was born in the small town of Santiago Tianguistenco, Mexico. He went on to become a great fighter, perhaps the greatest Mexican fighter ever had fate not interfered and ended his life prematurely. The list of boxers Sanchez defeated reads like a list of the great featherweights of the era: Ruben Castillo, Danny Little Red Lopez, Juan Laporte, Azumah Nelson, and Wilfredo Gomez. The highlight of Sanchez career was his TKO victory over Gomez. The Puerto Rican Gomez moved up in weight after knocking out 32 consecutive opponents including Mexican legend Carlos Zarate. On August 21, 1981, Sanchez surprised everyone by knocking down the heavily favored Gomez 40 seconds into round one and pummeling the then World Junior Featherweight champion for most of the remainder of the fight (Filipino referee Carlos Padilla stopped the fight after round eight). Less than a year later, on August 12, 1982, the 23 year old Sanchez was dead in a car crash. He is dead but not forgotten. In his memory, Snchez small town holds a beautiful flower festival every year around the week of August 12. Any discussion on great Mexican champions past and present has to include Julio Csar Chvez. Born July 12, 1962 in Ciudad Obregn, Sonora, Mexico, Chavez won 5 world titles in three different divisions. He compiled an amazing record of 107-6-2 including winning 89 bouts in a row. Among the world champions that Chvez defeated in his career are Edwin Rosario, Jose Luis Ramrez, Rocky Lockridge, Meldrick Taylor, Roger Mayweather, Sammy Fuentes, Hctor Macho Camacho, Juan Laporte,Tony Lpez, and Frankie Randall. He lost to two cham-
pions, Oscar De La Hoya, and Kostya Tszyu, and drew against two champions, Pernell Whitaker and Miguel Angel Gonzalez. Chavez is Mexicos greatest sports hero, an idol revered by an entire nation for his years of mastery in the ring. Although his record suffered from his refusal to quit boxing until long after his skills had diminished, there is no debating his brilliance during the first 15 years of his career. It is Chavezs style as much as his record that gained him the respect of his countrymen. He fought in the classic Mexican manner. A brilliant tactical fighter who would slug it out with the best of them, he could take punishment while giving out more. Chavez rarely backed up and never backed down. Chavez also holds the distinction of fighting before the largest crowd in boxing history. In 1993, over 130,000 fans came to watch him beat Greg Haugen in five rounds in Mexico Citys Estadio Azteca. Chvez held a short romantic relationship with then budding actress Salma Hayek in 1994. Erik Isaac Morales was born September 1, 1976 in Tijuana, Mexico. He is widely regarded as one of the best boxers today. He is a former champion of the world at Super Bantamweight (122Ibs), Featherweight (126Ibs), and most recently, Super-Featherweight (130Ibs). His nickname is El Terrible. He and Julio Cesar Chavez are the only Mexican boxers to hold titles in three weight classes. Morales had a somewhat disadvantaged upbringing. His father and former trainer Jos was a struggling gym-owner in the citys industrial zone, but wanted something better for his sons. In 1993 Erik fought his first professional fight. At 5 feet 8 inches and a half, Morales is a tall lanky fighter with excellent boxing skills and power in both hands. He fights with an aggressive style and is very popular with fans. He and
fellow Mexican Marco Antonio Barrera dislike each other intensely and have waged three tough battles. Juan Manuel Marquez, born August 23, 1973, is the most underrated of the current Three Amigos in boxing today. Unlike Morales and Barrera, Marquez seems overlooked by the press despite being the current WBA featherweight title. For years, the champions of the featherweight division Prince Hamed, Barrera, and Morales would find ways to avoid fighting with this dangerous counterpuncher from Mexico City. When he finally got his title shot, he made the most of it. Marquez beat Derrick Gainer to win the WBA featherweight title in 2003. Marquez also battled Manny Pacquiao to a draw later that year. Its worth noting that Juans younger brother Rafael is the reigning IBF bantamweight world champion. Marco Antonio Barrera, born January 17, 1974, is the current world junior lightweight / super featherweight champion. He is from a an affluent Mexico City family. Barrera is nicknamed The Baby Faced Assassin for his lethal fighting style as much as his youngish looks. An interesting sidelight to Barrera is that he was attending law school even while he was knocking out opponents in the ring. Barrera is the first fighter to deal defeats to former unbeatens Erik Morales and Prince Naseem Hamed. These fights, particularly the one against Hamed, drew the media spotlight on Barrera. Hamed was never a liked fighter, and many appreciated Barrera for disposing of him. Barrera has suffered one sided defeats several times in his career but has always found a way to bounce back. Manny Pacquiao knocked him out the first time they fought. It seems the boxing world is eager to find out what would happen if Barrera and Pacquiao meet again.

Sa madaling salita, ipinagba-bawal ng ating batas ang pagre-recruit sa mga starting to grow up and Im pretty sure that he wants to be treated like a grown up. Ask your husband to contact him more often. Explain to your spouse that maybe calling his son once in a while, would allow the youngster to be reminded of the fact that the dad is still there for him. If a husband or wife need each others attention, how much more an impressionable youngster? Reassurances help ordinary people face challenges in life. Your son, I am assuming is finding it hard to cope and the absence of his dad, the father figure, is magnified in his mind, thus making him full of resentment. I know it hard to talk to teenagers, but bear in mind that sometimes they just want to be heard and youd be surprised at the insight you will get from hearing what they have to say. Once you succeed in getting them out of their shell, you might have a hard time having peace. But it is always better when you know what is on the mind of your child. Things like what you heard his friends mother said are shocking revelations and as I assume it caught you by surprise, hence the need to communicate how you feel. As always, communication is key. There is so much peer pressure in the world that sometimes kids just cant say no. Talk to him objectively and calmly. Ask what seems to be the problem and why he seems to be acting out of the ordinary. No use blaming and threatening him. He is

However, while at the NAIA, HIV or AIDS victims at times, do not seek the help of the OWWA people. They simply go unnoticed not wishing to be assisted for fear of stigma. HIV-positive persons tend to shy away from other people for fear of rejection. They all go through the same process of being ostracized by their own community. These attitude may all be a part of the past. Various non-government organizations and government institutions are sold to the idea to help these individuals cope with the disease and at the same time become productive members of the community. HIV and AIDS may further be contained if we will be part in the process of advising OFWs either they are our relatives or friends or acquaintances to be aware of the ill-effects of the disease not only to themselves but to generations next to them. One need not be an OFW to be an AIDS victim but a simple reminder wont do any harm to nobody, OFW or not.

Foreign Affairs Undersecretary for Special Concerns Rafael E. Seguis announced that the DFA and the Commission on Elections (COMELEC), as the primary players in the implementation of the Overseas Absentee Voting (OAV) Law, have undertaken with the Manila International Airport Authority (MIAA) the establishment of the COMELEC-DFA-MIAA OAV pre-departure registration center for OFWs at the OWWA Lounge of the Ninoy Aquino International Airport (NAIA) in Paraaque City. Undersecretary Seguis stressed that the aim of the COMELEC-DFA-MIAA OAV pre-departure registration is to ensure that migrant Filipinos encounter minimal difficulty when registering to vote. The NAIA OAV registration center shall be formally opened on 8 February 2006 by Undersecretary Seguis, Chair of the Overseas Absentee Voting Secretariat (OAVS), COMELEC Commissioner Florentino A. Tuason, Jr., Chair of the Committee on Overseas Absentee Voting and MIAA General Manager Alfonso G. Cusi. It is expected to be operational by the first week of February 2006. Undersecretary Seguis remarked that one valuable lesson weve learned from the initial OAV exercise for the May 2004 elections is that many Filipinos have been discouraged to register and vote, given the distance of our Embassies and Consulates relative to their place of work or residence. We have kept this in mind when we devised this system to reach out to overseas-bound Filipinos while still in the country. As a parallel effort, our Embassy people have been regularly conducting field registrations for those residing far from the Embassy. He pointed out that this is just one among many areas for fine-tuning in the implementation of the Absentee
The Commission on Filipinos Overseas is formally opening the nominations for the Year 2006 Presidential Awards for Filipino Individuals and Organizations Overseas. The Presidential Awards is a biennial search for overseas-based individuals and organization which, by their exceptional achievements or humanitarian efforts, have given form and substance to Filipino excellence and the time honored values of pakikipag-kapwa, pagtutulungan and bayanihan. Since its inception in 1991 through Executive Order No. 498, the Presidential Awards have so far been conferred on 235 Filipino and foreign individuals and organizations overseas based in 36 countries. The Presidential Awards has four categories: 1. Lingkod sa Kapwa Pilipino (LINKAPIL) Award which is conferred on Filipino associations or individuals for their exceptional or significant contribution to reconstruction, progress and development in the Philippines; 2. Banaag Award which is conferred on Filipino individuals or associations for their contributions which have significantly benefited a sector or community in the Philippines, or advanced the cause of overseas Filipino communities;
Just two days after the Filipino spirit was deeply touched by Manny Pacquiao, another Pinoy stirred the hearts of every Filipino. The first one by his victory, the other one by his ultimate act of heroism that cost him his life. Philippine Air Force Captain Aniano Amatongs final act is heroism of the highest order. His last act makes every Filipino proud to be a Filipino. Instead of saving himself, he chose to steer his crippled plane away from the residential area on the ground and save his co-pilot Capt. James Acosta. As Cpt. Acosta revealed, Capt. Amatong opted to stay with the plane to avoid a bigger catastrophe. What can be more noble that giving up ones life so that another life or so that more may live? Captains Amatong and Acosta were aboard an OV10 fighter on their way to Clark Field where they were to join aerial combat maneuvers with US troops. Unfortunately, their plane developed an engine trouble and

went down 15 minutes after taking off from Sangley Point, Cavite. Indeed, Captain Amatong, who is a member of Class 96 of the Philippine Military Academy, deserves to receive the Distinguished Aviation Cross and a heros burial. President Arroyo leads the nation in saluting the great courage of Captain Amatong. His act clearly illustrates, not only to the men and women in uniform but also to the entire Filipino nation, what love for others and heroism really mean. (PIA 8)
The Commission on Filipinos Overseas and the National Commission for Culture and the Arts formally launch the 100 Years of Filipino Migration to Hawaii Literary Contest as part of the series of activities for the centennial celebration of Filipino migration to Hawaii. With the theme, 100 years: The Filipino Legacy in Hawaii, the literary competition is open to all Filipino writers, students and professionals who can interpret the long and fruitful relationship of the Philippines and the state of Hawaii through poetry, essay or one-act play. Winners of the competition have the chance to win Php 15,000, 10,000, and 7,500 for the 1st, 2nd and 3rd prize respectively for each category. All entries must be original and must meet the submission deadline set on 28 February 2006. For the poetry writing competition, entries must be a collection of 5 to 10 poems and may be rhymed or in free verse. Essay writing entries must be 2,000 to 3,000 words in length. Entries to the one-act play category should translate to 30 to 45 minutes in actual performance and must be accompanied by a one-page synopsis and a list of the cast of characters. The competition is part of the series of activities from December 2005 to December 2006 in celebration of the 100 years of friendship with the island-state of Hawaii. The National Commission for Culture and the Arts (NCCA), Commission on Filipino Overseas (CFO), and the Philippine Postal Corporation (PhilPost) recently bared the winners of the Hawaii Centennial Stamp Design Competition during the awarding rites at the Manila Central Post Office, Liwasang Bonifacio, Manila last January 12, 2006. Bryan J. Baptiste, mayor of the County of Kauai, Hawaii handed out the awards to the winners, joined by CFO Chairman Dante Ang, CFO Executive Director Jose Molano, Jr., PhilPost Chairman Hector Villanueva, and Postmaster General Dario C. Rama, and PA on Culture and NCCA Executive Director Cecile Guidote Alvarez. Guidote-Alvarez said the contest is part of a series of cultural oriented activities from December 2005 to December 2006 that the NCCA has designed in cooperation with the CFO coordinated with Director Molano to celebrate our countrys 100 years of friendship with the island-state of Hawaii. Aside from the stamp design competition, the celebration will also feature in the coming months other activities such as the Editorial cartoon contest, Mural painting contest, Song writing competition, and Poetry, essay and oneact play writing contest, Alvarez added. During the awarding rites, Alvarez announced that the modern zarzuela entitled Something to Crow About based on the award-winning collection of stories by National Artist for Literature Alejandro Roces, with music by Ferdie Dimadura to be performed by the University of Santo Tomas (UST) Conservatory of Music under the leadership of Dean Raul Sunico with stage direction by Frank Rivera, may be mounted in Hawaii before the year ends, to commemorate the first wave of Filipino migration to Hawaii in 1906, one of whom brought along his fighting cock. For the professional category, winners are Crisanto S. Umali of Sampaloc, (first prize); Rusty B. Quiatchon of Cadiz City, Negros Occidental (second prize); and Dante V. Lerma of Sampaloc, Manila. They received cash prizes of PhP25,000, PhP20,000, and PhP15,000 each respectively. For the student category, winners are Allen A. Moran of Don Honorio Ventura College of Arts and Trades; Milven A. Guzon of the University of the East; and Nicario O. de Leon, Jr. of the Technological University of the Philippines. They received cash prizes of Php10,000, Php7,000; and Php5,000 each respectively. exter Tan studied and worked in Canada for eight years before deciding to come home for good in 2000. Like a lot of balikbayans, Dexters heart was set on putting up a business. I know food ang gusto kong puntahan and diyan talaga iyong puso ko. He initially wanted to put up a restaurant but realized that would entail extensive capital and maintaining a complicated inventory. So he convinced his partner that they should just start small and grow from there. I want to try something na meron na doon, dalhin ko na lang dito. Naisip ko, why not french fries? Kasi, french fries is number 3 or number 4 sa list ng starch intake ng Filipinos. In his research, Dexter found out that starch is the number one food of choice of Filipinos. The list of food items in this category include rice, bread, pasta, noodles, potatoes, yam, cassava, rootcrops, and the like. Dexter also deliberately partnered his french fries with dips as he has observed how much Filipinos love it. Doon pa lang sa Canada, alam ko na iyong Filipino market. Alam mo, how they recognize you are Filipino if you go to a restaurant? They order mayonnaise with their fries. Most Americans like catsup lang. How Dexter chose the acronym NYFD is also an interesting trivia. He recounts, I have a lot of respect for New York. Its one of the cities that I truly want to visit. And then September 11 happened. And FDNY (Fire Department of New York) became famous. So sabi ko, why not NYFD
- New York Fries and Dips. The company opened its first outlet in SM Megamall last April 2003 and was a hit with health-conscious consumers. Thats because the thick-cut sized fries still retained its skin and were fried in canola oil. Dexter further explains its appeal. When you try our french fries, especially for people whove been abroad, it will remind them of a place like in the States or somewhere outside the Philippines. At first, Dexter was reluctant to franchise his product. But he figured the additional capital can finance his other business concepts. Thus, NYFD franchising was launched in the Philippine International Franchise Conference and Expo at the World Trade Center last July 2004. He says, We have very strong name and branding. Maganda iyong packaging namin. That, nakuha ko sa Japanese. Even though its just a simple thing, they really value the packaging. Sometimes, it makes you feel good just walking around the mall with it. Dexter asserts their franchising system is very manageable. Di mo kailangan bantayan. Basta first month, nandon ka for trending purposes. Tapos, you can go for spot checking na lang. He doesnt mind sharing his knowledge with business partners because he believes it makes his job easier in the long run. I like educating them kasi in a way, they learn. Babalik din sa iyo yan. We will help our family, our communities. And then eventually, the whole country will be better because a lot of people are educated. Dexter is optimistic these emerging enter-
prises keep the industry fresh. He believes there are a lot of balikbayans with similar inclinations, intent on changing the business landscape in the Philippines. He reassures everyone that NYFD is here for the long term. In fact, a restaurant module will soon be available for franchise as well. Its called NYFD Diner. Its an extension of NY Fries and Dips. Whenever we cant sell sa cart because of limitations sa space, we have it there. We have pasta, burgers, omelettes, waffles, pancakes, desserts, milkshakes. NYFDs thrust for 2006 is to be exposed internationally. If someone comes in with a good proposal, why not? Meron pa ngang nagtanong sa akin if I can formulate different dips, pwede rin yon. Dexter has this advice for everyone. Be more positive. Thats very important. I think youve won 50 % of the battle with just the right attitude. Second, be more open-minded. Dont be fooled by the hype. Theres a business out there, whether its food or service. Dapat, whatever they choose, at the end of the day, they would like it. Put your heart and mind in anything that you do.

The Present Forum members have cried foul to the existing no monitoring by government on OFWs who undergo PDOS. Their records show a sharp decline of participants from 2004 to 2005 levels while POEA statistics indicate a continued deployment growth of vulnerable categories, except for entertainers. They claim that it is bad enough for government to continue allowing recruitment agencies and different associations or umbrellas of labor-sending groups to conduct their own PDOS to comply with a government requirement, now, they are providing or issuing PDOS certificate of completion to the vulnerable categories. This explains the dismal participants of the Forums PDOS. It is also reported that an umbrella organization of recruitment agencies has successfully installed their own NGO to circumvent the rules and capture the vulnerable categories. Conflict of Interest The Forum maintains that the government policy of allowing vestedinterest groups to conduct their own PDOS should be stopped. It is claimed that no agency in his right mind will fully disclose to OFWs all the rights they enjoy. An advocate says, Its like shooting ones head. Take the case of the joint and solidary clause, everyone know its almost impossible to run after an erring principal, thus, said clause may not be invoked by the worker where the agency is civilly liable if he is not well-informed. He opines that no agency will advise a worker to sue them. Government in Action The NGO Forum is exasperated from their age-long appeal to government. They perceive that the industry is more influential or they would have at least propounded on the conflict of interest issue. The Forum is about to let go.
he NGO Forum, an aggrupation of organizations duly authorized to conduct Pre-Departure Seminars (PDOS) to vulnerable categories of overseas Filipino workers (OFWs), met on a sad note last week. Said Forum, consisting of Center for Overseas Workers (COW), Women in Development Foundation (WIDF), National Greening Movement Foundation, Kaibigan ng OCWs and the Zonta Club of Quezon City, expressed desperation to governments apparent apathy to their advocacy and are throwing in the towel so to speak. The Advocacy The advocacy of the Forum is basically centered on the need to empower OFWs before they leave the motherland to seek the proverbial greener pastures. Hence, PDOS provide OFWs the necessary and unadulterated information on all rights available, and the wherewithal to minimize cultural shock in their places of destination. Further, the seminars have been designed to likewise inculcate the workers responsibilities, workplace attitude and demeanor to ensure more harmonious worker-employer relations. The Status Quo Government has maintained that PDOS is part and parcel of the deployment process where recruitment agencies are duty bound to provide the required orientation as they have invested much in regulatory fees, licenses and continue to spend on marketing, promotion and representation expenses, and as such, it is in their best interest that the employer-employee relationship does not falter. Besides, the rules and jurisprudence have proven that agencies are jointly and solidary liable with principals. Government, however, has channeled the PDOS on domestic helpers and entertainers, to the accredited members of the NGO Forum.
