The present owners of this property are Jay A. Hamilton and Judy L. Hamilton, having acquired title by virtue of the deed dated Jan. 7, 1983, filed Jan. 10, 1983, and recorded in Volume 183, Page 512 of the Deed of Monroe Records County, Ohio. Repair, Fair Housing, Administration Funding Source: CDBG & HOME Dollars Description: Monroe County will provide the following to qualified homeowners: Assistance to homeowners for emergency payments, Rehabilitation to owner households, Perform emergency repairs on homes, provide fair housing program. Environment Review Record(s) (ERR) for each of the Project(s) listed above have been conducted by the Monroe County. The ERR(s) documents the environmental reviews of the project(s). Monroe County plans to undertake the project(s) described above with the Federal funds sited above. Monroe County is certifying to the State of Ohio, that the County and Carl Davis, in his official capacity as President, consent to accept the jurisdiction of Federal courts if an action is brought to enforce responsibilities in relation to environmental reviews, decision-making, and action; and that these responsibilities have been satisfied.

the legal effect of the certification is that upon its approval, Monroe County may use the Federal funds, and the State of Ohio will have satisfied its responsibilities under the National Environmental Policy Act of 1969, as amended.

The State of Ohio will accept an objection to its approval of the release of funds and acceptance of the certification only if it is on one of the following bases: (a) the certification was not, in fact, executed by the Countys chief executive officer or other officer of the County approved by the State of Ohio; or (b) that the Countys environmental review record for the project indicates omission of a step or failed to make a decision or finding required by HUD regulation at 24 CFR Part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by State of Ohio; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Written objections must be prepared and submitted in accordance with the required procedure (24 CFR Part 58), and must be addressed to the: State of Ohio, Environmental Grant Analyst, Office of Housing and Community Partnerships, P.O. Box 1001, Columbus, OH 43216-1001.

Objections to the Release of Funds on bases other than those stated above will not be considered by the State of Ohio. No objections received after Nov. 15, 2001, (which is 15 days after it is anticipated that the State will receive a request for release of funds), will be considered by the State of Ohio.
