INTRODUCTION

Academic employee means any person appointed to teach or to do research


at a public higher education institution and any other employee designated as

such by the Council of the institution .

1.2

Research and development leave is granted by the University to academic


employees in order to enable them to increase their proficiency as academics
and lecturers, and to afford them the opportunity of conducting research.

1.3

Research and development leave is not a right, but is granted to an academic


employee who complies with the requirements of this policy. The granting of
leave is subject to the operational needs of the applicant's college or
department.

1.4

It is the responsibility of the ECC to ensure that research and development leave
is utilised in accordance with the provisions of this policy.

1.5

Only in exceptional cases may Senex deviate from the requirements of this
policy, except in instances as provided for in paragraph 7.

ACCEPTABLE ACTIVITIES DURING RESEARCH AND DEVELOPMENT LEAVE


2.1

Formal study

2.1.1

The University expects its academic employees to obtain the highest


possible academic qualifications.

2.1.2

Where an applicant is not in possession of a Master's degree, research


and development leave will not be granted for any purpose but formal
study.

2.1.3

Where an applicant is not in possession of a Doctor's degree, an


applicant may be granted research and development leave for a
purpose other than formal study only on submission of an acceptable
and substantiated application indicating why he or she cannot proceed
with doctoral studies. An applicant may not be granted more than one
cycle of research and development leave in terms of the exception to
this rule, provided that in instances where the applicant is a full

2.1.4

An application for research and development leave for formal study must
be accompanied by proof of registration for the degree or qualification
and proof that the promotor or supervisor has approved the research
proposal (where applicable). Research and development leave will not
be granted for developing a research proposal.

2.1.5

Research and development leave may be used to obtain degrees or


qualifications by course work, lectures or research.

2.1.6

Where research and development leave is used for formal study, the

Section 1 of the Higher Education Act 101 of 1997 and paragraph 1 of the Institutional Statute

applicant is required to complete the degree or qualification. The period


within which the study must be completed and its outcome (for example
the number of chapters that have to be completed) must be clearly
stated. In the case of research Masters or Doctors degrees the
minimum requirement is the completion of two chapters of the
dissertation or thesis during a cycle of eleven or nine months research
and development leave. The completion of one chapter is the minimum
requirement during a cycle of six or seven months research and
development leave.

Where an applicant does not complete the degree or qualification during


the total of an eleven month cycle or subsequent thereto, an application
for a second cycle of research and development leave to complete the
degree will only be considered on submission of an acceptable and
substantiated application. An application for a third or further cycle of
research and development leave to complete the degree will not be
considered.

Research
2.2.1

The research and development leave programmes of those who already


possess the highest academic qualifications must include research.

2.2.2

In a cycle of eleven months or a cycle of nine months pro rata research


and development leave at least two approved research outputs, as

defined in the policy of the Department of Education , are required as an
outcome, and in a cycle of seven months pro rata research and
development leave at least one such research output is required. Where
an applicant is granted research and development leave to re-work
chapters of a thesis into articles, at least three such outcomes are
required in a cycle of eleven months or in a cycle of nine months pro
rata research and development leave at least two such outputs are
required in a seven months cycle. Deviations from this rule may be
considered in terms of paragraph 1.4.

Teaching and practical experience, internships, clerkships or pupilage


2.3.1

Applicants who wish to gain experience or develop their scholarship may


use research and development leave to teach in their subject-related
discipline at another university provided that the envisaged teaching
contributes to the applicant's research programme.

2.3.2

An applicant may apply for research and development leave to join an


organisation or association in order to gain practical experience by
following a programme approved by the organisation or association.

2.3.3

Applicants who wish to do an internship, clerkship or pupilage may use


their research and development leave for this purpose, provided this is

related to the inherent requirements of the applicants post as well as the


operational needs of the applicants department.

2.3.4

Apart from the guidance given to students at master's and doctoral


levels, an applicant's other direct teaching duties do not form part of his
or her research and development leave programme, and will be
permitted only in highly exceptional cases and on submission of an
acceptable and substantiated application.

2.3.5

At least two approved research outputs as defined in the policy of the

Department of Education are required as an outcome in a cycle of
eleven or nine months research and delopment leave and at least one
such research output is required in a cycle of seven months research
and development leave. Deviations from this rule may be considered in
terms of paragraph 1.4. Additional outcomes in relation to the teaching,
practical experience, internship, clerkship or pupilage may be required.

The creative arts


2.4.1

Research and development leave may be used by bona fide artists or


musicians to prepare for and hold art exhibitions or to give musical
performances.

2.4.2

The art exhibition or musical performance must be an exhibition or a


recital which is held at a recognised gallery or is given at a recognised
institution, preferably during the period of research and development
leave or shortly thereafter.

2.4.3

Research and development leave may also be employed to compose a


specific work and to write literary works. In all cases, the applicant must
have a proven ability to carry out the envisaged project successfully and
the results must be submitted to the head of department concerned for
evaluation.

2.4.4

In a cycle of eleven or nine months research and development leave at


least two outcomes are required. In a cycle of seven months research
and development leave at least one output is required. Deviations from
this rule may be considered in terms of paragraph 1.4.

EMPLOYMENT, HONORARIA, FUNDING AND SCHOLARSHIPS


3.1

Research and development leave may not be used to take up full time
employment elsewhere or to practice a full time profession.

3.2

Academics and researchers may receive ad hoc honoraria, funding and


scholarships from outside agencies associated with amongst other visiting
fellowships during research and development.

APPLICATION PROCEDURES

4.1

Application forms for research and development leave (SENEX1) are available
from departmental secretaries.

4.2

Research and development leave applications must be submitted to the ECC in


time for the application to be processed. Applicants must allow for at least two

Senex meetings to take place before the period of research and development
leave concerned commences.

4.3

The Department of Human Resources certifies that the leave cycle has been
completed and that the periods of research and development leave applied for
have been calculated correctly.

4.4

The completed application form is submitted to the CoD concerned for


screening, recommendation and forwarding, via the Director of the School, to the
CRC.

4.5

The CRC considers the application, ensures that it complies with the
requirements of this policy and makes a recommendation to the ECC for its
consideration.

4.6

The Executive Dean in consultation with the ECC makes a recommendation to


Senex regarding final approval.

4.7

The Department of Human Resources notifies the applicant of the decision of


Senex.

4.8

The applicant must inform the Department of Human Resources in writing of his
or her acceptance of the decision of Senex before his or her research and
development leave commences.

4.9

The Department of Human Resources must inform the Research Directorate of


the decision of Senex. The Research Directorate then captures the relevant
information on the research administration systems.

INFORMATION TO BE SUBMITTED UPON APPLICATION


5.1

In the case of further formal study, it is necessary to indicate the intended degree
or qualification, as well as the date of conferment of the previous degree. As
regards dissertations and theses, it must be indicated that the applicant is
registered for the degree and the supervisor or promoter must indicate that an
acceptable research proposal has been submitted by the applicant. If applicable,
an indication must be given of how many chapters have already been completed,
which chapters will be completed during research and development leave, and
the intended date of completion of the dissertation or thesis.

5.2

Where research is to be conducted, the project and research method must be


described briefly. The form in which the results are to be published and the
expected date of completion of the project must also be indicated.

5.3

Applicants who intend working in a research institute must provide the


particulars of the institute, the research envisaged and the resultant
publication(s).

5.4

Where work with a practical orientation is to be performed, the name of the


organisation or association concerned, as well as the particulars of the type of
work to be undertaken, is required.

5.5

Where a lecturer or researcher intends lecturing at a residential university, the


invitation from such university, details concerning the subject(s) to be taught, the
level at which tuition will be provided, and the link between the teaching and the
approved research project are required.

5.6

An applicant must assign periods to the progress envisaged and specify which
part of the project and/or programme he or she expects to complete at the end
of each period of reporting provided for in paragraph 9.4.

Where applicable, an application must include a detailed description of the


applicant's research and development leave programmes and projects
undertaken during the two preceding periods of research and development
leave.

5.8.

Candidates must also indicate what progress they have made with the preceding
programmes and projects, that is, whether they have been completed or how
they have progressed since the previous period of leave.

REJECTION OF APPLICATIONS
6.1

Should a CoD not recommend an application for research and development


leave, such application must nevertheless be forwarded to the CRC and the
ECC for consideration.

6.2

If the ECC rejects an application, such application is returned to the applicant


together with a statement indicating the reasons for such rejection.

6.3

The applicant has the right to appeal to the Chairperson of Senate against the
decision of the ECC.

RESEARCH AND DEVELOPMENT LEAVE PERIODS


7.1

A research and development leave cycle is a cycle of six years' service excluding
any period of unpaid leave.

7.2

The following is taken into account in determining a cycle of reseach and


development leave:
7.2.1

the period an employee was employed on a fixed term contract as an


academic at UNISA immediately prior to his or her permanent appointment;

7.2.2

the research and development leave cycle an employee previously


employed by another higher education or research institution earned at the
that other Institution immediately prior to his or her appointment at UNISA.

A newly appointed employee can transfer a minimum of research and


development leave credits equivalent to three months research and
development leave and a maximum of research and development leave
credits equivalent to eleven months research and development leave
from the previous higher education institution.
7.3

A permanent academic employee may apply for eleven months' research and
development leave after the completion of each six-year cycle, provided that
research and development leave will not be granted to an employee in the twelve
months preceding his or her retirement.

7.4

Subject to the operational needs of the department, the taking of research and
development leave does not affect the annual vacation leave allocated to an
employee on 1 January of a given calendar year.

7.5

Periods of research and development leave commence on the first day of any
month.

7.6

The following options are available for research and development leave:
Option 1:

Eleven months' continuous research and development leave.

Option 2:

Permutations of six months and five months taken over a period of


two calendar years (6 + 5 or 5 + 6).

Option 3:

Permutations of four months and three months taken over a period of


three calendar years (4 + 4 + 3 or 4 + 3 + 4 or 3 + 4 + 4).

Option 4:

Seven months pro rata research and development leave will be


granted after four years of a research and development leave cycle
have been completed, and nine months pro rata research and
development leave will be granted after five years of a research and
development leave cycle have been completed, and then only on the
following grounds:
(i)

where a bursary or study programme is linked to a specific


period; or

(ii)

where the CoD makes a recommendation to such effect, based


on the operational needs of the department concerned.

Option 5:

Pro rata leave of seven months may be granted in permutations of


3+4 or 4+3 months over a period of two calendar years and pro rata
leave of nine months may be granted in permutations of 5+ 4 of 4+5
months over a period of two calender years.

Option 6:

A new appointee at UNISA may be granted six months pro rata leave
after a period of three years but then only for Masters and Doctoral
study.

Option 7:

This option is reserved for CoD and Directors in Colleges appointed


for a second term after completion of their first term. A maximum of
three months research and development leave will be granted to such
a CoD or Director to be taken during their second term. Such a CoD
or Director will not relinquish his/her position during the leave period.
CoDs will submit their applications for research and development
leave to the CRC and the ECC via the Directors of their schools and
the Directors will submit their applications to the CRC and the ECC
via the Executive Deans.

Applications for the various periods of research and development leave in


accordance with options 2, 3 and 5 must be made on one application form. Particular
attention must be paid to the outcomes for the various periods as provided for by this
Policy.

INTERRUPTION OF RESEARCH AND DEVELOPMENT LEAVE

8.1

Where the research and development leave of a lecturer or researcher is


interrupted for a period of more than ten uninterrupted working days owing to his
or her illness or the operational requirements of the department, school or
college, he or she may in writing (SENEX2) apply that a corresponding number
of days be granted as compensatory leave to him or her.

8.2

Such leave may be added at the end of the period of research and development
leave, or may be taken within two years after the completion of the period of
research and development leave. Leave not taken in this way is forfeited.

8.3

An application for compensatory leave is submitted to the CoD concerned for


screening, recommendation and forwarding, via the Director of the School, to the
CRC.

8.4

The CRC considers the application, ensures that it complies with the
requirements of this policy and makes a recommendation to the ECC for its
approval.

8.5

The applicant is notified by the Department of Human Resources of the decision

of the ECC.
8.6

9.

The Department of Human Resources must inform the Research Directorate of


the decision of the ECC. The Research Directorate then captures the relevant
information on the research administration system.

REPORTING

9.1

During his or her research and development leave, the lecturer or researcher
must submit interim progress reports (SENEX3) on his or her studies or
research. At the end of his or her research and development leave, the lecturer
or researcher must submit a final report.

9.2

The final report on research and development leave must include a review of the
entire research and development leave period.

9.3

Interim reports must reach the CoD concerned within one week after each
reporting period has expired. The content of the report must refer to the progress
envisaged in the application (see paragraph 5.6)

9.4

Depending on the option chosen (see paragraph 7.6), the following periods of
reporting will apply:
Option 1:

Reports must be submitted at four-monthly intervals. The final


report must be submitted at the end of the last three-month
period.

Option 2:

Reports must be submitted at three-monthly intervals during the


six-month period, and one report must be submitted at the end of
the five-month period.

Option 3:

Reports must be submitted at the end of each period taken.

Option 4:

A report must be submitted after four months and at the end of a


seven-month period of pro rata research and development leave.
In a period of nine months' pro rata research and development
leave, reports must be submitted at three-monthly intervals.

Option 5:

In a period of seven months pro rata leave a report must be


submitted after each period of 3 or 4 months and in a period of
nine months pro rata leave a report must be submitted after 3
months and at the end of the 5 month period and at the end of
the 4 month period. A final report must be submitted after
completion of the total pro rata leave.

Option 6:

Reports must be submitted every six weeks. A final report must


be submitted at the end of the period of six months.

Option 7:

An interim report must be submitted after six weeks and a final


report within a month after returning from leave.

9.5

Completed reports are submitted to the CoD concerned for screening,


recommendation and forwarding, via the Director of the School, to the CRC.

9.6

The CRC considers the reports and ensures that they comply with the
requirements of this policy. The CRC then makes a recommendation to the ECC
for its consideration.

The Executive Dean in consultation with the ECC approves interim reports and
forwards copies of these reports to the Research Directorate.

9.8

The Executive Dean must forward the final research and development leave
report via the Senate Research Committee to Senex for approval.

THE CONTROL AND MONITORING OF RESEARCH AND DEVELOPMENT LEAVE


10.1

The control and monitoring of research and development leave are primarily
the function of the CoD.

10.2

The CoD must ensure that progress is made in accordance with the research
and development leave programme, and that the information provided in the
progress reports is correct.

10.3

In the case of masters' dissertations and doctoral theses, the CoD must also
request written reports from the promoter or supervisor.

10.4

The CoD and the Executive Dean must satisfy themselves that the approved
study programme has been carried out satisfactorily. Where necessary, they
must identify and/or recommend specific points of the report for further
consideration or implementation.

10.5

Any publication resulting from research undertaken during a period of research


and development leave must acknowledge that the leave was granted by the
University and must absolve the University from any responsibility for any
opinions or conclusions contained in the publication.

UNSATISFACTORY PROGRESS OR FAILURE TO COMPLETE A RESEARCH AND


DEVELOPMENT LEAVE PROGRAMME
11.1

If the progress made by a lecturer or researcher in any period of reporting is


not satisfactory and if acceptable reasons cannot be provided for the poor
progress or lack of progress, the Executive Dean may recommend to the
Chairperson of Senate that the person's remaining period of research and
development leave be cancelled immediately.

11.2

A lecturer who has made progress with his or her research and development
leave programme but who has not yet completed the programme will be
granted the opportunity to complete the programme within a reasonable period
of time if an acceptable motivation is provided.

11.3

Follow-up reports (SENEX4) linked to possible completion periods as


determined by the ECC are required in respect of research and development
leave programmes which have not been completed. Follow-up reports enable
an applicant to report on the completion of a project that extends beyond the
period for which research and development leave has been granted.

11.4

The Department of Committee Services informs the lecturer or researcher, the


CoD, the Executive Dean and the Department of Human Resources that a
follow-up report is required.

11.5

The Executive Dean's office keeps a register of these cases, and informs the
lecturer or researcher and the CoD when follow-up reports are due.

11.6

A copy of the follow-up progress report must be forwarded to both the


Department of Human Resources and the Research Directorate.

11.7

Progress reports are required until such time as the research and development
leave programme has been completed.

11.8

Persons who have not completed a programme for which research and
development leave was granted will not be granted another period of research
and development leave unless Senex exercises its discretion in terms of
paragraph 1.4. This rule does not apply where an applicant is granted a second
cycle of research and development leave in terms of paragraph 2.1.7.

11.9

Persons who have not completed a programme for which research and
development leave was granted and who have received a grant from the
research fund for the programme will not be awarded further grants from the

College Research Fund.

11.10

The Executive Dean may request Senex to recommend that action be taken
against an academic employee who has not completed a research and
development programme within a reasonable period. The nature of the
appropriate action to be taken is determined by Senex but may include
recommending that disciplinary steps be taken against the person.

TERMINATION OF CONTRACT OF EMPLOYMENT


12.1

On completion of a period of research and development leave, an academic


employee is expected to remain in the employment of the University for at least
the same period for which research and development leave has been granted.

12.2

An academic employee is expected to complete a programme for which


research and development leave has been granted.

12.3

An academic employee undertakes to repay the University the amount of


money received as remuneration while on research and development leave if
his or her contract of employment is terminated and he or she has not complied
with paragraphs 12.1 or 12.2. The undertaking to repay the University will not
be enforced where the contract of employment is terminated due to death, ill
health or a dismissal as a result of an operational requirement.

12.4

An academic employee will give the undertaking in terms of paragraph 11.3


when accepting the decision of Senex as required in terms of paragraph 4.8.

12.5

The Department of Human Resources is responsible for the implementation


and monitoring of paragraph 12.

DIRECTIVE
(pertaining to the implementation of paragraph 7.2.2 of the Policy)

1.

A person who moves from the employ of one higher education institution to UNISA must
provide UNISA with an official record of his/her research and development leave credits
at the previous higher education institution.

2.

Upon receipt of the application for research and development leave, the Department:
Human Resources will consider the application and provide the relevant employee with
written feedback in terms of his/her status of research and development leave credits at
UNISA and forward a recommendation to the relevant Chairperson of the Department:

The number of years service at the previous higher education institution;

3.2

The option that the employee has indicated he/she wishes to utilize as research
and development leave;

3.3

An internal formula will be applied to convert years of service at the previous


higher education institution to research and development leave credits;

3.4

The number of years of service at UNISA;

3.5

The research and development leave credits an employee qualifies for in respect
of the number of years of service at UNISA;

3.6

A summary of the employees available research and development leave credits.

4.

The Department: Human Resources will acknowledge receipt of the application


(SENEX 1) by appending a signature in the relevant block of the application form. The
signature will be accompanied by a corresponding written status report in terms of
whether the employee qualifies for research and development leave and if so, the
length of period the employee qualifies for. The Department: Human Resources will
return the signed application form to the relevant Chairperson of the Department for
further processing.

5.

The Executive Dean in consultation with the Executive Committee of College makes a
recommendation to Senex regarding final approval.

6.

The Executive Dean of the relevant College informs the applicable employee of the
decision by Senex.

7.

The Department: Human Resources captures the decision of Senex on the human
resources system.

8.

The applicant must inform the Department: Human Resources in writing of his/her
acceptance of the decision of Senex before his/her research and development leave
commences.

9.

The Research Directorate captures the relevant information on the research


administration system.
