OSHA The Occupational Safety and Health Administration (OSHA) has spelled out certain requirements for equipment used in the construction (including power line construction) and telecommunications industries. These standards are under Title 29, CFR Chapter XVII, Parts 1910 and 1926 as detailed below. Part 1910.67 (c) (2) (V) and 1926.556 (b) (2) (V) apply specifically to extensible and articulation boom platforms belting requirements. Part 1910.268 (g) (2) (i and ii) applies specifically to telecommunications and personal climbing equipment for use in that industry. 1910.269 applies to electric power generation, transmission and distribution, electrical protection equipment. Part 1926.104 (e) and (f) applies to safety belts, lifelines and lanyards used primarily in the construction industry. Part 1926.959 applies specifically to linemens body belts, pole straps and lanyards. (Other than in telecommunications covered in 1910.268). Part 1926.951k, Tool and Protective Equipment, deal with the care and use of personal climbing equipment. Other requirements and/or standards may be issued. ANSI Z359 The American National Standards Institute (ANSI) in Z359 establishes requirements for the performance, design, marking, qualification, instruction, training, use, maintenance and removal from service of connectors, full body harnesses, lanyards, energy absorbers, anchorage connectors, fall arresters, vertical lifelines, and self-retracting lanyards comprising personal fall arrest systems. The new standard is ASTM F887, Standard Specifications for Personal Climbing Equipment. CSA CSA International is a provider of third party product testing and certification services for compliance to national and international standards. The CSA Certification mark, generally required by the Canandian market, indicates that a product has been evaluated by their process (examination, testing and follow-up inspection) and complies to the requirements of the applicable standard for which the product is labeled. Strength & Reliability
Buckingham climber leg irons are manufactured from selected high strength grades of steel and titanium. Gaffs are forged from a quality steel. Before, during and after manufacturing Buckingham climbers from every production lot undergo rigorous testing. They are subjected to physical abuse far beyond that encountered in normal use. Ductility Test: Leg irons are bent 180 around a two inch diameter mandrel. Gaff tips are bent 3/4" beyond normal position. Tested climbers are then examined by magnaflux to check for cracks. Gaff security is checked then reexamined for loose gaffs. Hardness of steel in both leg irons and gaffs are rechecked through Rockwell readings. Gaffs are magnaflux inspected to ensure there are no flaws in the forging. Upon completion, every climber is reviewed to insure the gaff angle, position and the contour meets very tight tolerances. Once the gaff has been final honed, it is inspected to make sure width, thickness, length, and radius meet the specified requirements. Random sample climbers are fatigue cycle tested to simulate a lineman climbing a pole. The deformation test is to aid in the elimination of climber fatigue in the event a climber is used in an unusual manner such as descending a pole with large steps. Buckingham climbers are tested for persons with weight up to 350 lbs when fully equipped.
Proper Fit & Comfort
Buckingham believes that proper fit and comfort affect a persons ability to climb. An ill-fitting climber distracts the wearer. This is why we offer the industrys widest choice of climber styles and features. how to Size Your Climber Proper fit is important to your comfort and safety. Correct climber length is normally measured from the boot sole under the instep to a point 1/2" below the bone projection just below the knee joint. There are long sleeves available and they are generally preferred by people over 62". NOTE: Pull your pant cuffs up slightly just below the knee before fastening the leg strap... it provides greater mobility to climb.

how to Order Climbers
The proper fit of a climber requires the leg iron, with pad attached, to extend from the instep to about below the bottom of the inside projection of the knee joint. Climber adjustment varies based on style of climber and the sleeve length. Standard length sleeves 9204 are included unless long sleeves are requested by adding the suffix L to the product number. Standard sleeves permit leg length adjustment from 16 1/4" to 18 3/4" for standard width stirrup climbers [40cm to 48cm] using two fasteners, 14 1/2" to 17 1/4" [37cm to 42cm] with narrow stirrup style climbers. Long sleeves 9202 may be ordered at a slight extra cost. These permit length adjustment from 19 1/4" to 21 3/4" [48cm to 55cm] for standard width stirrup climbers, 17 1/4" to 20 1/4" [37cm to 51cm] with narrow stirrup climbers. Add suffix L to the climber catalog number for long sleeves.
Daily Climber Inspection Requirements
Visible Cracks - usually a fine jagged line Cuts or marks in the steel - create stress risers causing the climber to break at that point Make sure loop on climber sleeve is secure Make sure footstrap ring or loop is secured to climber stirrup Use two fasteners to secure the sleeve to the climber Inspect climber straps for cuts and excessive wear Make sure the pad loops are secure and free of cuts and are not worn thin Inspect climber stirrup to be sure it's not worn too thin

This is what happened to a climber with a stress riser. Someone chiseled their initial 'L' into the climber shank. It eventually broke in the spot the shank was initialed.

proper Gaff sharpeninG proCedure

A climber gaff improperly sharpened may be as dangerous as a gaff not sharpened at all. The gaff radius tip is critical for gaff penetration. A needle point gaff could result in breakage. Follow the instructions to be sure of proper maintenance and have a qualified person inspect your work.
1. Place climber in a clamp with blocks on each side to protect the climber.
2. File gaff from heel to tip in a smooth over and down motion. Hint - color in gaff with black marker to ensure you are taking material off evenly. Never file across or against the grain as it creates stress risers which may cause gaff to break. Never file the beehive of gaff.
3. Slot marked Correct on the gaff gauge should be your GUIDE to proper shaping of the gaff tip.
4. Never use a pole gaff shorter than 1 1/4" long. Never use a tree gaff shorter than 2 1/4" long.
5. Check gaff width and thickness at the 1/2" and 1" windows as illustrated in the instructions included with the gaff gauge.
6. Check thickness of stirrup to ensure it is thick enough to support your weight.
how to perform the pole Cut out test
(A) Place the climber on the leg, holding the sleeve with the hand, palm facing the pole. With the leg at about a 30 angle to the pole and the foot about 12 inches off the ground, lightly jab the gaff into the pole to a distance of approximately 1/4".
(B) Keeping enough pressure on the stirrup to keep the gaff in the pole but not so much as to cause the gaff to penetrate any deeper, push the climber and the hand toward the pole by moving the knee until the strap loop of the sleeve is against the pole.
(C) Making certain that the strap loop is held against the pole with pressure from the leg, gradually exert full pressure of the foot straight down on the stirrup without raising the other foot off the ground so as to maintain balance if the gaff does not hold.
(D) The point of the gaff shall cut into the wood and hold. The pole surface cut shall not be longer than 2 inches, measured from the point of gaff entry into the pole to the bottom of the cut on the pole surface.
This test may be used to determine that the gaff is correctly shaped and sharpened to properly penetrate the pole. Place the climber on a flat, soft pine or cedar board as shown in Fig. 1 below. Holding it upright with the shank parallel to the board, but with no pressure on the stirrup, push the climber forward along the board. If the gaff is properly shaped and sharpened and if the gaff angle with the wood is sufficient, the gaff point will dig into the wood and begin to hold within a distance of approximately 1" (2.54cm). If the climber gaff slides along the wood without digging in, or merely eaves a mark or groove in the wood as shown in Fig. 2 the gaff is either not properly sharpened and shaped or the gaff angle is too small. The gaff angle is built into the climber by the manufacturer and should be between 11 and 17 degrees with the climber placed parallel to the surface of the wood.

Buckingham Replacement Gaffs

The Buckingham replaceable gaff climber came to being in WWI so the servicemen could climb both trees and poles, and if gaffs became damaged it was easier to carry spare gaffs rather than a whole set of climbers. We offer two styles of replaceable gaffs: we continue to supply the original with driv-lok pin attachment for those types of climbers still in the field and the screw style, available on our titanium and steel replaceable climbers.

how to Change Screw Style Gaffs on Buckingham Climbers

GAFF REMOvAL
1. Secure the climber such that the heads of the hex head fasteners are facing you (Buckingham Mfg. recommends using a vise with protective jaw covers or small wooden blocks to secure the climber). 2. With a 5/32 hex head wrench loosen and remove the two hex head screws. See fig. 1. 3. To remove the gaff from the climber place the gaff on a soft surface such as a block of wood and strike the ridge of the gaff 5/8 from the tip of the gaff. The gaff will come out of the slot. See fig. 2. 4. Ensure no damage is done to the climber or climber slot.

1. The climber slot and gaff lug are both manufactured for a precision fit. The climbers are then given a protective powder coat finish that may impede the insertion of gaff into climber slot. The finish may be removed from the boss hole and the gaff lug with fine emery cloth. 2. Press the front of the gaff lug into the climber leg iron slot. (A light coat of grease will ease insertion). It may be necessary to drive the gaff in by striking the back ridge of the gaff on a soft surface such as a block of wood. See Fig. 3 3. Insert the two black grade 8 screws and tighten using a 5/32 x 2 length Allen wrench. Hand tighten with maximum torque to achieve complete and maximum tightness. This method can yield Buckinghams 136 inch pound tightening recommendation for these fasteners. Note: use of a longer wrench can yield results exceeding the 136 inch pound recommendation and result in stripping of the screw head. Visually inspect to ensure screw heads are flush with the inside surface of the climber leg iron. See fig. 4. 4. Screw fasteners should be replaced after the first time removed. If re-using, apply a low to medium strength thread sealant (Loctite or equivalent) to prevent screws from loosening. Screws may not be removable if a permanent type thread sealant is used.
how to Change Pin Style Gaffs on Buckingham Climbers

1. Drive Lock Pins are always driven in from the right side of the climber and must be driven out from the left side. 2. To determine the left side hold the climber parallel to the ground with the gaff on top and gaff tip pointing away from Fig. your body (see Fig. 1). 1 3. Secure the climber such that the left edge (as determined in step 2) is facing up. Buckingham Mfg. recommends using a vise with protective jaw covers or small wooden blocks to prevent the climber from being marred (Fig. 2). 4. Drive the installed pin part way out with one of the supFig. plied extra pins or a straight sided punch (smaller than 1/8 3 diameter, but not less than 3/32) so it may be grasped and removed with piers or a vise. If using an extra pin drive the smooth side of the pin through the pinhole. Do not drive the fluted portion of the pin into the pinhole (see Fig. 9). If using a punch drive the inserted pin through the pinhole and remove punch. 5a. If using pliers grasp the inserted pin and pull downward. Grasp the driven pin and pull upward (Fig. 3). (Rotating the pin while pulling may ease removal). 5b. If using a vise place the exposed portion of the installed pin in the vise and tighten. Place a small block of wood against the climber. While holding the climber strike the wood block with a hammer until the pin is removed (Fig. 4). Rotate the climber and remove the other pin. Never directly strike the climber with a steel hammer. 6. To remove the gaff from the climber, strike the ridge of the gaff approximately from the tip on a soft surface such as a block of wood (Fig. 5). Ensure no damage is done to the climber or climber slot. 7. Repeat the above procedure for your other climber.

Fig. 9 4. Ensure the pinholes of the gaff and the climber slot are properly aligned. 5. Lightly grease the smooth end of the Drive Lock Pin (Fig 9). 6. Insert smooth end of the Drive Lock Pin into the pinhole on the right side of the climber (See Gaff Removal step 2 to determine the right or left side of the climber). 7. Using a hammer squarely strike the Drive Lock Pin so that it passes completely through the lug of the gaff and into the climber pinhole on the left side (Fig. 8). The head of the pin should be flush with the right side of the climber.

This vast experience combined with modern technology helps to keep Buckingham on the cutting edge of climber development. Buckingham's latest climber development is the Titanium climber. Titanium is a strong, light metal. It is strong like steel, 45% lighter than steel and is twice as strong as aluminum. All these characteristics of titanium give this climber it's strength, durability and lightweight character making Buckingham Titanium climbers safe, and comfortable as well as a providing an excellent return on investment due to durability. The Buckingham Titanium is the strongest, lightest and most versatile American Made climber on the market. The Buckingham Titanium allows for a non contoured, contoured and even a twisted shank in a light weight climber. Current aluminum climbers in the marketplace do not have the versatility to offer these benefits. The Buckingham Titanium is much more durable than other lightweight climbers. The suggested life of the Buckingham Titanium is the original set of gaffs and one replacement through normal use. Current aluminum climbers in the marketplace suggest replacement after 5 years. The Buckingham Titanium offers an optional patented serrated CCA gaff. This gaff offers the best penetration available for CCA poles. This Gaff is available for all Buckingham climbers. The Buckingham Titanium with its lower gaff position and 16 degree gaff angle offers 'extra forgiveness'. This is an excellent benefit especially for new apprentices.

35033 The climber footplate attaches easily to any steel or titanium climber. Two plate construction fastened together with two screws. Simply screw the two plates together with the rubber sole down. Standing on the pole was never so comfortable. Instructions packed with footplate. To order replacement screws use part #14. not for use with aluminum climbers. 3128 shank pad - If the climber shank irritates your ankle try the benefit of a pad designed to cushion this tender area. A cushion between the climber and your ankle prevents the irritation. 10 The Climber shield - A light weight shield that is ideal for apprentices. Helps prevent gaff puncture wounds when learning to climb.

Types of Body BelTs

All Buckingham body belts meet applicable OSHA standards, 1910.268 and 1926.959, the ASTM F887 standard plus all consensus and governing standards. Every Buckingham body belt is designed to provide the user with maximum comfort, safety and the necessary belt accessories. Body belts are designed for work positioning and not intended for fall arrest. All body belts come with pouch tabs, a tape thong, knife snap, sleeve bag ring, gut strap rings, and tool loops. Plus all neoprene impregnated waist straps have 9 holes punched in the waist strap to accommodate for adjustment of heavy clothing in the winter. Buckingham body belts are tested to 350 lbs. A person whos weight and tools do not exceed 350 lbs. can work safely. There is a surcharge for persons requiring a body belt larger than size 30 or smaller than size 18. Special sized body belts may not be returned. Semi Float Full Float
The full float body belt allows the dee rings to shift approximately 4" and the waist strap is stationary.
On Semi-float body belts the dee rings are stationary and the waist strap shifts within the back pad.
How To Size A Body Belt
The most critical measurement of a body belt, in terms of comfort, is the dee measurement. The proper dee size is normally found by measuring from the prominent part of one hip bone around the back to the same point on the other hip bone. Add 2" (50mm) and 4" (102mm) for light weight Dri-lex belts for padded belts so that the dee ring heels are just forward of the hip bones not on them. All measuring should be done over clothing to be worn under the belt. Normal combinations of dee and belt measurements are shown on the next page.
X - Distance from waist to top of hip bone to where body belt is worn. Y - Measurement is from front of hip bone around the back to the front of the other hip bone. Measure - ("Y" distance) is hip to hip and add 2 inches to padded belts and 4" for lightweight dri-lex belts. This measurement is the Dee size. Rule of Thumb - Measure from seam of pant, around buttocks to other seam and add 2 inches to padded belts and 4 inches to lightweight dri-lex belts. The 6087 sizing belt ensures accurate dee measurement. This belt is designed to provide the user with an exact hip to hip measurement. For proper belt size add 2 inches to padded belts and 4 inches to lightweight dri-lex belts.

An extra hole was punched to fit a larger user. Immediately remove the belt from service if any of these conditions exist. Never: modify or punch a hole in a support component of the body belt. use a body belt made of all leather. disconnect waist strap and rely on gut strap or suspenders (suspenders & gut straps are rated to maximum of 25 lbs.). use an accessory ring, snap or suspender rings for work positioning.

Positioning straPs
Positioning straps, commonly referred to as pole straps or safety straps, are one part of a work positioning system designed to provide the user the ability to work and have free use of both hands. The positioning strap is not intended to be used as a fall protection device unless the user secures their strap above a cross arm, lattice tower, etc. limiting the fall distance to less than two (2) feet. Buckingham provides the widest choice of positioning strap styles and options. There are three basic types of material used to manufacture a pole strap: 6-ply neoprene impregnated nylon, leather with a nylon center and woven nylon. The characteristics of each type of material are:
6-ply neoprene impregnated is the most widely used among utility line personnel. Excellent abrasion resistance, contrasting center color to alert user to replace, stiff material to start & slides on pole easily.
Leather/nylon combination - abrasion good, has a nylon center to serve as the wear indicator. Adheres to pole well (less slide), and generally stiff until used for a short period of time.
Woven nylon - abrasion resistance good, center layer has contrasting red color to alert user of wear, adheres to pole well (less slide) and well liked on towers, very flexible from day one.
Locking snaP Hooks Differ in functionaLity

Buckingham always recommends using a locking snap hook and offers two locking snap hooks to accommodate the user. The snap hooks on the positioning strap used to connect to your work positioning body belt dee rings are a critical part of the strap. The user must be comfortable with the ability to use the snap hook easily.

An easy-to-use snap hook designed to operate like a non-locker. The hinge point location makes the user operate the 99E locking snap hook as they did their non-locking snap hook. The lock mechanisms are internal therefore less likely to malfunction. This snap offers the widest opening to ease attachment and detachment with the glove hand. The hinge points make this locker easy to handle. This locker is easy to operate with a gloved hand. The bump & lock system will not easily malfunction.

NEVER DEFEAT THE LOCK MECHANISM ON ANY LOCKING SNAP HOOK

It could result in a serious injury or death. Always inspect prior to each use to ensure locker works properly. When attaching the positioning strap to the body belt, always look to ensure you are attached to the dee ring. Exterior Circle Never use a positioning strap if red is exposed. Shaped Dee Ring Never use an all leather positioning strap. If repositioning, immediately recheck snap hook engagement. Never hook snap hook to snap hook or back on to itself. Never hook multiple snap hooks to a single dee ring. Never attach a non-locking snap hook to a dee ring with an exterior circle or a 'D' shaped dee ring. Never allow the positioning strap to become twisted.

In production since 2000, the BuckSqueeze Wood Pole Fall Restriction Device is made to fall protect line personnel from ground to ground. To operate, the BuckSqueeze user hitchhikes up and down the pole and if the user starts to fall, the strap squeezes the pole, preventing a fall. Buckingham's line of pruning saw scabbards are made from the highest quality top grain leather or rubberized belting material. They feature a 1/2" nylon washer and double thick leather spacers on the tooth side to ease inserting and removing the saw from the scabbard. A 1 1/8" steel ring is attached to the back, 3" down from the top, to suspend scabbard and saw closer to the user. Clean out openings on the side and bottom to prevent buildup of saw chips and dust in the bottom of the scabbard.

The Ergovation Sigma Suspension SRT Attachment Model WES [Shown Above on 16906H1 &16901H2] The Ergovation Sigma Suspension SRT attachment is a revolutionary design that accommodates users that want a ventral attachment for vertical work. Once attached to the harness, the SRTs two loops are used to anchor life support connecting links. Available in S, M, L & X 2022 5 1/2" Pad This aerial belt is designed to provide the user with maximum mobility because of the sliding dee ring. The 5 1/2" (140mm) pad and waist strap are both made of strong neoprene impregnated nylon. Waist strap has 9 adjustment holes.

An employee working alone subjected to a fall from a bucket truck could be suspended for hours if no assistance is available. With the 102SR or 102SRS, the victim subjected to a fall can easily climb back into the basket, reducing the risk of suspension trauma. When the person falls, the 102SR systems deploys a fifteen foot (15') webbed ladder allowing them to ascend back to the bucket and safety. The 103SR has a 25' webbed ladder allowing a fall victim to either return to the bucket or descend to the ground.
Steps spaced 8" apart and stiffeners are builtin to ease inserting foot. To ascend the user climbs up the built-in steps.

Should a fellow employee experience an accident where they fall to the bottom of the basket floor, removing them without a mechanical advantage can be near impossible. The 3813, with the stainless steel block and tackle provides a lifting ratio of 5 to 1 with 95' of double braid, 11 mm rope. Since harnesses are predominately used in bucket trucks, the ability to lift the victim higher is a must to clear the top of the basket. Buckingham has addressed this by a higher mount on the boom and a lower cord to deploy and activate the block and tackle system.

High Elevation Self-Rescue System

Should there be a need to self-rescue or rescue someone else from an elevated height, such as an inoperable bucket truck, the new Buckingham 101SR makes it easy. The Buckingham 101SR provides all the components required to self-rescue or if the need arises to rescue a fellow employee. The 101SR descender will automatically stop the user until the user compresses the handle allowing a smooth controlled descent. An additional built in (anti-panic) safety feature stops descent if the user compresses the handle too hard. This unit will allow the rescuer the advantage of lowering a hurt person with ease as well. Should a worker fall, the rescuer has everything they need to lower the victim to the ground safely. The rescuer would rig the handline through the Figure 8 already secured to the structure [see photo below]. The rescuer would then attach the handline to the victim's shock absorbing lanyard loop. The rescuer would then cut the red rescue loop on the shock absorbing lanyard and lower the victim to the ground.

Material Lift with Guard
This unique system allows for a rescue to be accomplished without having to send additional personnel into the hazardous area. Two ways in which a rescue can be performed are: SYSTEM A: Entrant suited with a full body harness (No. 63936Q) enters the confined space with a lifeline (39SAM13Q1) attached. The lifeline is attached to the manhole guard/rescue winch with a specially designed breakaway device. This device will release upon impact such as that of a vehicle which has entered the work zone and strikes the manhole guard. For rescue the attendant/rescuer attaches the ascender to the winch line and proceeds to raise the victim. SYSTEM B: Entrant suited with a full body harness (No. 63936Q) enters the confined space without being tethered. For rescue the attendant/rescuer uses the rescue line system (39SAM13Q-30). The rescue line equipped with a carabiner is attached to a 16' telescopic pole via a special clip. The clip releases the carabiner once the rescuer locates one of four reflective rescue loops, "hooks" into a loop and pulls back on the pole.
