new York city homebuyers waiting for prices to bottom out may want to reconsider. last week the new York
mortgage coalition (nYmc) announced a new program providing homebuyer grants up to $80,000 for the
purchase of vacant or foreclosed 1-4 family homes and condos in certain areas of Brooklyn, Queens, and
Staten Island. the program will promote affordability while helping to stabilize neighborhoods where boarded
windows, unkempt facades, for sale signs and other visible signs of distress from the foreclosure crisis remain.
this program is a ray of sunshine in a gloomy economy for families struggling economically to achieve home
ownership, said Ken Inadomi, Executive Director, nYmc. At the same time that it will create sustainable,
affordable homeownership for program participants, it will also help support local neighborhoods by flling
some foreclosed or vacant houses.
Using money still in play from President Obamas 2009 America Recovery and Reinvestment Act, The
Department of Housing and Urban Development (HUD) released $1.9 billion in funds for a second round of
the Neighborhood Stabilization Project (NSP2) that went to 56 entities across the nation.
HPD received $20 million from HUD to spur the creation of solution-based programs designed specifcally
for the city. HPD in turn selected the New York Mortgage Coalition, as one of many HPD sub-recipients, and
awarded them $4.2 million to answer the call to help the city heal its foreclosure wounds. nYmc is partnering
with the New York City Department of Housing Preservation and Development, NHS of New York City, ten
local housing counseling agencies, realtors, and mortgage lenders.

NYMC, working within the constraints of the NSP2 guidelines, decided to specifcally tackle high-cost hurdles to
home ownership that depress and plague the citys poorest areas. Focusing squarely on 95 areas in Brooklyn,
Queens, and Staten Island that were hit hard by foreclosures, NYMC created the NSP2 Buyer Assistance
Program to widen the pool of people able to buy homes in those areas by using the bulk of $4.2 million to
increase the buyers purchasing power.
Specifcally, the Buyer Assistance Program, which helps in the purchase of single family, condo units and 2-4
family buildings, offers accepted applicants pre-market access to selected foreclosed homes, below-market
prices for selected homes, education and counseling to help keep them affordable, and up to $80,000 for a
principle reduction of the home loan.
Those who act now on this time-sensitive program will reap the most beneft from a revitalized housing
market, said Inadomi. Combining NSP2 with purchase-rehab loans makes it easier to fnance a fxer-upper,
handyman special, and it requires only a three-and-a-half percent down payment.
The NSP2 Buyer Assistance Program also helps provide more affordable rentals. Buyers of multi-unit homes
through the NSP2 program are required to adjust rents to tenants incomes. Low-and moderate-income renters
rarely beneft from programs that support homebuyers.
The program provides generous subsidies, but its not for everyone.
Purchasing a distressed property is not for the faint of heart. It can take longer, cost more upfront, and be
frustrating. However, there are great deals out there and this program will create new paths to homeownership
for homebuyers who are willing and able to put in extra effort, said Adam Marcus, NSP2 Program Director.
Prospective homebuyers in the program must come from households that earn no more than 120 percent of
average median income (AMI) or about $98,000 for a family of four. This makes working and middle class
families the main benefciaries of this program.
The NSP2 Buyer Assistance Program is a thoughtful approach to help families in need of homes to fnd
and purchase homes they can actually afford for the long term. Part of reducing the hurt inficted by the
foreclosure crisis involves helping to increase a purchasers fnancial aptitude and laying bare the details
that bedevil the buying and maintaining parts of homeownership. to help with this critical part nYmc has
teamed with neighborhood non-proft organizations from across the city. They include NHS of New York City,
Asian Americans for Equality, cypress Hills lDc, nHS of bedford Stuyvesant, nHS of East Flatbush, nHS
of Jamaica, NHS of Northern Queens, NHS of Staten Island, Northfeld LDC of Staten Island, NHSNYC
NeighborWorks Homeownership Center, the Pratt Area Community Council. These partners will be the guides
on the ground, providing homeownership counseling and assisting potential buyers with all steps of the home-
buying process.
Phone lines are open and applications for the Buyer Assistance Program are being accepted for a limited time.

How can affordable housing developers and managers integrate smoke-free policies
into their developments? This workshop brings together leaders in the design and
implementation of smoke-free building policies that increase the awareness of the
health impacts of secondhand smoke, protect residents' health, and reduce property
damage. Enterprise Green Communities Criteria is the first national framework for
healthy, efficient, environmentally smart affordable homes. Optional criterion 7.16 -
Smoke Free Building recommends the implementation and enforcement of a no-
smoking policy in developments, and the inclusion of lease language outlining this
prohibition.

Affect Mortgage and
Income Data in 2012
the Federal Financial Institutions Examination council (FFIEc)
last week announced that it will incorporate the 2010 American
Community Survey (ACS) data into the FFIEC-published
census data fle. The new methodology responds to a change
in the way the u.S. census bureau collects information that
is refected in the FFIECs census data. Unlike the previous
decennial census that counted the nations population and
surveyed a smaller segment of the population to collect
detailed information, the 2010 census was used only to count
the nations population. Data that were traditionally collected
through the supplemental survey are now collected as part of
the AcS.
The FFIEC, established in 1979 to prescribe and promote
uniformity in the supervision of fnancial institutions, publishes
census data as part of the Home mortgage Disclosure Act
(HmDA) aggregate and disclosure data and as a separate
census data fle, both of which are available on the FFIEC
website. the census data are used to provide context to HmDA
and community Reinvestment Act (cRA) data. Historically, the
census data base fle was developed by the FFIEC every 10
years and was updated annually.3 because of the changes in
the collection of the 2010 census data, the agencies will make
corresponding changes to its data fles. The FFIEC will use
the 2010 ACS fve-year estimate data to create a new base fle.
The FFIEC will update the census information in the base fle
every fve years. Implementation of the new data for consumer
compliance and cRA examination purposes will occur in 2012,
and the data will be utilized in the same manner that decennial
data has been used in the past.
FFIEc also announced revisions to the calculation of annual
median family income (mFI) data. beginning in 2012 it will take
over from Department of Housing and urban Development
(HuD) the responsibility to calculate the annual median Family
Income (mFI) data that are published each June1. the 2012
MFI Data will incorporate the U.S. Census Bureaus American
community Survey (AcS) information and will be referred to
as FFIEc median Family Income Data.

just its frst year, Superintendent Lawsky
said.

Treasury Secretary Geithner
last week testifed before the U.S. Senate Committee
on Small Business. Speaking in defense of President
Obamas recently unveiled Americas Jobs Act,
Geithner urged senators to support the bill as a
critical part of reducing unemployment in America.
Specifcally, Geithner discussed the Treasury
departments role in helping to foster job creation
through increasing small businesses access to
government contracts and lowering payroll and
procurement tax burdens. the recent columbia Korea,
and Panama Free Trade Aggreements were mentioned
as means to spur uS exports abroad and jobs at home
for small businesses.

The Power of Collaboration
Given the current reality of budget defcits, funding cuts, and
double digit unemployment, its never been more important
for nonprofts to fnd creative ways to pool and leverage
resources and to work collaboratively across various sectors
including other nonprofts, for-profts, foundations, and
government. The Power of Collaboration is a half-day forum
designed to inform and inspire housing leaders to consider
new ways to approach and implement the collaborative
process.
The Power of Collaboration is hosted by the New
York mortgage coalition, the center for new York city
neighborhoods, and neighborhood Housing Services of
New York City who will be joined by key decision-makers,
thought leaders, and practitioners who are shaping the
affordable housing, lending, and neighborhood stabilization
policies of greater new York.
When: Monday November 7, 2011 - 8:30 am to 11:45 am. Light
breakfast will be served. Keynote starts at 9 am.

Residents call for NY Community Bank to end

Run Last Thursday, tenants of 735 Bryant Ave in the
Bronx held a press conference to demand action. The goal was to bring attention to the disinvestment
and physical neglect that has plagued their building
for years.
Residents were joined by Bronx Borough President
Ruben Diaz and City Council Speaker Christine
Quinn, as well as neighbors from surrounding
buildings as they collectively called on New York
Community Bank to put an end to the serial neglect. Unfortunately, this is not an isolated incident for New
York Community Bank, which holds the mortgage on
