宋代籍帐制度探析

——以户口统计为中心

”① 范仲淹所言《西京图经》, 当是西京河
仍置一十九县 ( 主户五万七百 , 客户二万五千二百 ) 。
南府闰年所贡闰年图经 。
《玉海》卷 14 《祥符州县图经》载 : “真宗因览《西京图经》有所未备 ,
诏诸路州府军监以图经校勘 ……又诏重修定大小图经 , 令职方牒诸州谨其藏 , 每闰依本录进 。
”
《西京图经》中的客户数据显然是来源于地方的丁籍统计系统 。除此之外 , 州每年还以丁帐形式
向户部申报户口统计数据 , 其中除了成丁数 ( 不包括成丁以外的男口数) 外 , 还包括了主 、客
户数 。然后由 “户部合天下之数上之朝廷”, ② 朝廷最后予以公布 。搞清了这一点 , 才能解开非
闰年时期 , 朝廷公布的主客户数据来源之谜 。这个问题 , 是我们研究宋代户口统计制度时不应
忽视的 。
宋代统计主客户数据的有税帐 、保甲簿 。然而税帐制度的设立是在太宗至道元年 , 时距宋
政权的建立已有 35 年 。保甲簿的出现则更晚 。从文献记载来看 , 在这段时期内 , 宋代事实上早
已存在一个全国户口统计制度 。而州上报到户部的丁帐则是这户口统计数据的最基本的来源 。
当然 , 诚如吴松弟指出的 , “宋代在户口调查统计各系统之外还存在着户口的汇总发布系统”。③
两者毕竟是有区别的 。
( 五) 丁帐与升降帐 、桑功帐的关系
北宋仁宗时 , 据睦州通判张方平言 , 当时州县主户户籍有升降帐 、桑功帐和五等丁产簿 ,
作用不尽相同 :
敕文 , 其弓手须见管帐籍主户差点者 。只如臣州管内户籍 , 有升降帐 , 有桑功帐 , 并
岁上于户部 。升降帐所管主户二万二千三百有余 , 此盖官吏受俸约此户口数也 。桑功帐所
管主户三万七千六百有余 , 此乃州县户口岁有增益之数也 。州县赋役 , 各有五等户版簿 ,
常所据用 , 窃虑逐处拘于 “帐籍”二字 , 致有点差异同 , 欲乞明降处分 , 州县止以见用五
等版簿见管主户数为准 , 则天下之役均焉 。④
张方平云五等版簿与升降帐 、桑功帐所登记的户口数各有差异 , 故奏请以五等版簿为准 。它们
之间究竟有何差异 ? 这里以升降帐为例做一比较 。升降帐全称为 “户口升降管额文帐”, 每年一
报户部 。⑤ 景德四年九月真宗诏曰 : “诸路所供升降户口 , 自今招到及创居户 , 委的开落得帐上
荒 、税 , 合该升降 , 即拨入主户供申 。内分烟析生 , 不增税赋 , 及新收不纳税浮居客户 , 并不
”⑥ 根据诏书的意思 , 升降帐所统计的主户是以能增纳赋税为原则的 。以此推论 ,
得虚计在内 。
即使是主户分家 , 由一户析为二户或三户 , 但因其原承担的税赋总量没有增加 , 不符合奖励原
则 , 故不能计入升降帐的主户数申报 。此外 , 倘若有客户因购买土地而成为新主户 , 但从升降
户口制的原则来看 , 从某人手里购得土地 , 仅仅是从某税户手里分摊到一部分纳税义务 , 从宋
政府角度来看 , 并没有增加新的税赋 , 故也不能计入升降帐 。真宗大中祥符四年诏曰 : “诸州县
自今招来户口 , 及创居入中开垦荒田者 , 许依格式申入户籍 , 无得以客户增数 。旧制 , 县吏能

招增户口 , 县即申等 , 乃加其俸缗 , 至有析客户者 , 虽登于籍而赋税无所增入 , 故条约之 。
然而揆之常理 , 那些因分家或购买土地而增加的主户户数在闰年制定五等丁产簿时却是不能不
统计的 。于是就造成了升降帐的现管户数和五等版簿现管户数的差异 。
升降帐是以在一个规定时段内能增加赋税的主户为统计对象的 。此帐主要起激励县官的作
用 , 是地方官吏加俸升等的主要依据 。而五等版簿只要是主户一概予以登记 , 主要是用来征税
差科 。然而上述每年新增加而不能入升降帐的新主户 , 要等到下一轮五等丁产簿写造时 , 才能
纳入簿册 。至于桑功帐的户数 , 按照张方平的说法 , 乃 “州县户口岁有增益之数也”, 是基于升
降帐统计出来的 , 与五等丁产簿的户数差异亦是显而易见的 。于是宋代每年的户口统计就产生
了一个缺口 。这一缺口如果没有其他相应的户口统计予以弥补 , 势必影响宋代户部统计的准确
性 。丁帐则起了填补这一统计缺口的作用 。无论主客户或新旧户 , “就门通抄”, 全部予以登记
上报 。从这点来看 , 宋代只有丁籍才是具有完整意义的户口籍 。
三 税租簿帐考辨
”① 据此 , 空行簿是一种为落实某项政策措施而预制的簿书 。而实行簿 , 顾
以朱书于姓名之下 。
名思义 , 当是与之对应的一种簿书 , 记录政策措施实际落实完成情况 。例如 , 欧阳修所言进奏
院所执空行簿 , 等到记满了按察信息后 , 自然成为实行簿 。
置空行簿 , 乃“以待岁中催科”“待”
, 者 , 有尚未完成之意 。换言之 , 空行簿是用以催征税收
的凭据 。县每年于夏秋纳税之前所造税租簿 , 是一种预制性质的簿书 , 应是 “以待岁中催科”
的空行簿 。
《夏秋税租簿》于 “某人”一栏注云 “仍与逐色并纸末量留空纸 , 以待折变 、割移”。
据此注文 , 可知在征税过程中 , 税租簿随时记注上实际纳税状况 , 已纳者则勾销 , 未纳或未完
纳者亦于注录 。待夏秋税征收完毕 , 原先的空行簿因就簿记录或增添了实际征收数据 , 自然变
成了实行簿 。县造税租簿事实上承担了两种功能 , 只因税前税后不同而分称空行簿和实行簿 。
但是仅有一种簿书 , 一旦毁失 , 就会造成很大混乱 , 所以景祐二年侍御史韩渎奏言 : “天下
赋役之繁 , 但存催科一簿 , 一有散亡 , 则登耗之数无从钩考 。
”要求恢复被中止的别置实行簿制
度 。仁宗采纳了韩渎建议 , 诏每两闰一造之 。② 笔者以为闰年别置的税租实行簿 , 实际上是县赋
税征收情况的原始记录簿的副本 。宋在州存放重要文件的架阁库中 , 就有此税租实行簿副本 ,
其全称为 “实行丁产等第税租簿副本”, 属于宋《文书令》规定的 “重害文书”。③ 实行簿在景祐
以后又进一步恢复了一闰一造制 。南宋时赋役令载 : “诸税租簿 , 每三年别录实行副本 , 保明送

综上所述 , 县每年于二税起纳前造送州审核的税租簿 , 带有预算性质 , 以待征税 , 故又称
空行簿 。等到征税后 , 因其登录了征税的实况 , 便成为实行簿 。而县造税租簿应是一年分夏 、
秋两次撰造 。天圣三年京西路劝农使奏言云 “每年写造夏秋税租簿”, ⑤ 以及《赋役令》规定
“诸县岁造税簿”, ⑥ 都是确凿的佐证 。至于管额帐即空行簿的观点 , 显然是把宋代簿与帐这两种
不同作用的文书混淆起来了 。
宋代二税征收完成后 , 依法必须申报《夏秋税纳毕帐》, 纳毕帐与税租实行簿有何区别 ?
《庆元条法事类》卷 48 《税租帐》载有州 、漕《夏秋税纳毕帐》, 其栏目有 “见催”、“新收”、
“开阁检放”、“实纳”。可知纳毕帐是一种汇总帐 , 而税租实行簿只是征税实况的原始记录簿 。
两者登录的对象 、范围也不尽相同 , 如税租簿登载有户口情况 , 纳毕帐则无户口数据 。
( 二) 税租帐的申报制度
至道元年诏书规定县每岁造帐一本送州 。此帐为税租帐 , 性质与交付县使用的税租簿性质
不同 。在《庆元条法事类》里 , 税租帐与税租簿分列于两个不同的类别 , 这也表明二者是有区
别的 。
至道诏书所云 “颁其式于天下”, 所谓 “式”, 是一种法律形式 , 并非一般意义上的样式 。
宋初期用唐律令格式 , 式 “以轨物程事”。⑦ 换言之 , 宋至道所颁两税帐式是一种必须遵行的法
律规范 。神宗元丰改革法制 , 始规定 “有体制模楷者皆为式”。⑧ 所定式与唐式不同 。至道诏书

Zo u Go ng , t he mo st important local deit y at Sibao , Tingzho u Prefect ure , was wor shipped by
local villager s at least f ro m t he Yuan and t he Ming dynasties o n. The Zo u lineages in t he area
regarded Zo u Go ng as t heir co mmo n ancestor . Existing literat ure usually identifies Zo u Go ng as
Zo u Yinglo ng , a z huan g y uan ( scholar who came top t he imperial civil service examinatio n ) in
t he So ut hern So ng Dynast y. However , such identificatio n appeared o nly in t he late Ming period
when local elites of several Zo u clans co nscio usly t ried to unite and co nsolidate t heir lineages.
Befo re t hat , Zo u Go ng was a might y rit ual master in a series of magic co ntest stories pop ular at
Tingzho u , rat her t han a z huan g y uan . The change of his identit y f ro m rit ual master to z huan g
y uan was a result of co nvergence of Taoist t raditio n , gent ry cult ure and ot her local cult ural
t raditio ns , which may be called “cult ural hybridizatio n" , rat her t han a simple p rocess by which
local cult ure gave way to gent ry cult ure.
