Job Market Intel
Three million contract workers
The American Staffing Association (ASA) reports that the U.S. staffing industry employed nearly three
million workers per day in the second quarter of 2007, setting a new record high in second quarter
employment.
Average daily employment in the April-May-June period involved 3,000 more workers than in the
second quarter of 2006, a .1% increase. On a quarter-over-quarter basis, staffing employment
performed stronger, with 4.8% more workers employed in the second quarter of this year than in the
first.
Temporary help sales totaled $18.5 billion, 2.3% higher than in the second quarter of last year and
5.9% higher than in the first quarter of this year.
This year’s second quarter sales growth reverses a year-long trend of market deceleration, says
ASA, but remains far from the double-digit growth rate of three years ago.
From Execunet: Why Searches Are Getting Stalled: A Report From The Trenches
There is mounting frustration with the pace of many executive search assignments, and these days,
it's being voiced largely by executive recruiters who can't seem to get enough organizational
commitment to keep the momentum on search assignments.
Just consider the surge of responses to a question about why searches are getting stalled that came
in from corporate hiring executives who count themselves among the members of ExecuNet's
exclusive Human Resources Executive Business Roundtable.
One discussion contributor who just left a senior HR role confirms that the pace of executive search
assignments has indeed been slowed by a variety of organizational pressures.
"The pace of activity inside companies is frantic. New fires develop every day that require immediate
attention. Executives are overbooked and priorities are juggled. Their availability is limited. Executive
recruiters find their calls going unreturned," says the longtime HR officer.
"Another factor is evolving job specifications," he says. "Senior executives frequently think they know
what they want in a candidate, but their perspective changes as they react to resumes and initial
interviews. From first-hand experience, what started as a search for one set of experiences turns into
something only loosely associated with the initial specs." And no matter how stretched management
may be, executives will apparently take whatever extra time they believe they need to select the
perfect candidate.

NYC prepared for economic downturn

With the Dow Jones industrials hitting a new record amid investor optimism that the credit crisis is
nearing an end, economists say New York City is well positioned to weather any setback.
The city’s housing market has been somewhat of an anomaly – as the rest of the nation suffers
through a massive downturn, Manhattan apartment sales have actually continued to rise. And while
Wall Street bonuses will likely be lower than previous years, they aren’t likely to put too large a crimp
in consumer spending.
Still, Mayor Michael Bloomberg told attendees at The Economist’s “The Future of New York City as
the World’s Business Hub” conference that the nation isn’t out of the woods yet, a reality that could
have a trickle-down effect on the city’s economy.
In response, city officials emphasized the need to sell New York as a hub that offers opportunities not
found elsewhere.
“Trees don’t just grow to the sky forever [but] New York City has to continue to leverage the things
that differentiate New York City,” said Robert Lieber, who joined the city’s Economic Development
Corp. as president seven months ago. Citing the success of outer borough development in places
such as Queens’ Long Island City, Mr. Lieber emphasized the need to make investments that will
facilitate expansion outside of midtown Manhattan.
Despite the city’s growth efforts, efforts to cooperate with the state and federal government still fall
short, said panelists at the conference, adding that the cost of doing business in the Big Apple is also
a hindrance to some companies. A June survey by MasterCard Inc. found that London trumped
New York City as the leading center of global commerce, in part because of strict regulatory
restrictions.
But Kathryn Wylde, president and chief executive of the Partnership for New York City, says that a
weaker U.S. economy could prompt the federal government to loosen some of those restrictions.
Either way, she says, New York is in good shape.
“If [New York City] were a country, we would have the 12th largest economy in the world,” Ms. Wylde
said. “I think we can survive much of the economic doldrums that may affect the rest of the country.”
The roundtable discussion, which included Mr. Lieber, Ms. Wylde and Empire State Development
Corp. Chairman Patrick Foye, was moderated by Economist U.S. business editor Matthew Bishop.
