October 14th, 2011 Senate Meeting #5 21st Senate

Specifically Confidence part Tarah Director of Activities - Planning a Pumpkin Carving Event on Oct 25 from 1400-1600 which will be a family friendly event - Planning 3 different Cougar Football Events which are: - Renting A charter Bus for student transportation to/from the Oct 22 game at Century Link Field a. Tickets are on sale at the front desk now. - A Pullman Trip on Nov 18-20 a. Tickets go on sale on Oct 25th

b. Trip is $45 and available to students only. - Selling Apple Cup Tickets for the Nov 26, 2011 game a. Tickets go on sale on November 1st at the cashiers and will be $35 apiece - Partnering with Cougar Pride to plan Monster Ball on Oct 27 a. Helping out with the food, decorations, and advertising. - Partnering with Senator Karlsen to bring Donor Awareness to Campus through tabling a. Dates are still TBD. - Cheryl has planned bowling, which is on Nov 3rd a. Handling the advertisements for all of our events. - Ticket Coordinator Becci has 3 Ticket Events planned which are: a. Disney on Ice which will be on sale in the cashiers on Oct 18th starting at 9:00am and Oct 19th starting at 1:00pm b. Ebenezer Ever After which will be sold on Nov 9th starting at 9:00am and November 10th starting 1:00pm c. Regal Movie Tickets will be on sale on Nov 29th starting at 9:00am and Nov 30th starting 1:00pm - Diversity Coordinator Ashley is planning a Movie Night on Oct 20th at 5:15pm and will be showing the movie The Help there will also be beverages, popcorn and southern style desserts provided. - Seasonal Events Coordinator Josh is partnering with the Rec Office to plan the Corn Maize/Bonfire on Oct. 28th a. Tickets will be sold in OSI for $5 apiece and Josh will be in charge of running the Bonfire. b. We will have smoares and hot chocolate at the bonfire. - Our Community Services Coordinator Linda is planning a Volunteer Fair on Nov 15th - Cheryl has planned bowling, which is on Nov 3rd a. She is also handling the advertisements for all of our events. Corey Public relations assistant - Working on website a. Adding little bits and pieces b. Check in to the ASWSUV website Cheryl Events Assistant - Flyers - Found key to missing alcove glass case in cafeteria so posters can be put up - Keeping the calendars updated constantly - Bowling in November, last chance Halloween theme Jay Director of Legislative Affairs - Working with external affairs to work on OXFAM canned food drive a. Planned for Nov. 28th - Planning an event which involves transportation for students to/from the Nov. 8th ballots Sara Director of Academic Affairs

Working on bringing over Clark Student Government for a visitation as a way to open doors between schools to partner in many new events Chancellor Student Advisory Board is next week and Sara could use more help bringing topics of concern that the student body has to the student at large

Senate Reports Senator Nguyen Pro-tem - Reminder for senate hours - By-laws state that club members must be present at senate meetings a. Extenuating circumstances that allow written statements by the club representative - Event dates on bills a. Money that is not being used will go back into the pool - Proposition 1 a. Met with Audrey, Narek and Robert Chu b. 1st draft for Resolution 21.001 Jenna Nelmark Campus Affairs Chair - Share-board and the name of a building - Work with FASFA Brad Johnston External Affairs Chair - Coordinating a food drive in November a. Contact with Clark County food bank b. Senator Gepford will be getting in touch with faculty and clubs to foster more cooperation - Putting on a hunger awareness put on through OXFAM a. Senator Wagner has been putting through a purchase order for a request in the next meeting - Department of Legislative Affairs partnering for Hunger for Change Amira Ajami Finance Chair - Dealing with funding requests a. What needs to be on there - Contacting RSOs and club leaders and letting them know what is needed on funding requests - Reviewing and trying to rewrite the funding requests so that the information we need is always on there - Finished Septembers monthly report a. All bills proposed b. All money that is allocated - Finished budget analysis for the year a. Read through budget bill allocation 1. 5 bills, $2815.80 allocated for September New Business Bill 21.006

At Home At School Activists Coming Together - $3,400 a. Section 1: Keynote Speaker Eric Byler ($3,000) b. Section 2: WSUV Catering ($300) c. Section 3: Decorations ($100) - Designed to be a non-partisan forum featuring a keynote speaker that will give the opportunity for educated civil discourse centered on the issue of corporate personhood. Senator Johnston moved to a 2nd reading - Senator Gepford 2nd - All approved Max Ault At Home At School - Met with Audrey, Michelle and DLA to make this a community event - Allow for high school students, faculty, staff and students to become involved - Eric is founder of the coffee party movement a. Education based for the path of government going in wrong direction - Corporate personhood a. Supreme court gave rights and freedoms to all businesses - Open for Questions a. Senator Johnston: Billed as a non-partisan event, could you elaborate on this term, how are you planning this around the non-partisan? 1. MA: Citizen response to this case Nothing can be truly non-partisan Meant to truly be an educational event b. Casey: This is not currently an active student organization; moving into specifics of bill, what does the fee actually cover? Will he need a contract? Is there flexibility with the date? 1. MA: Travel, food and lodging Yes, he will need a contract Yes, the date is flexible c. Senator Wagner: Another part of this is involving high school students, how are we going to get the word out to them? 1. MA: Joint effort, but would be handled by the club members Close contacts with many of the high schools Meet with perspective counselors d. Senator Gepford: Are you willing to work with ASWSUV? 1. MA: Have been working with Audrey and DLA 2. Casey: Student government actually cannot be involved because it becomes too close to partisan and taking sides e. Senator Wagner: Can there be a counter-voice? 1. MA: Trying to get Howard Schultz to come, which would be the side of the corporations Would have the balance of both sides

f. Senator Karlsen: Can we fund them as an RSO? 1. Yes, we can fund them but they have to be registered Floor is now open for discussion a. Senator Gepford: Would like to see this happen, but since you are not an RSO, can you hold off and get status going and then revisit it? 1. MA: I had no idea the club was not the RSO Morgan Parker never relayed any of that information to me b. Senator Johnston: Is it even possible for us to give funding to a group that does not have RSO status? 1. Casey: Per Michelle, have never funded a non-registered RSO c. Senator Karlsen: If we table it to the next meeting 28th of October, so it would put it to the 11th of November, to at the lastest the 11th of November? 1. MA: That is fine Senator Johnston: Tabling Bill 21.006 to next meeting a. Senator Gepford 2nd b. All approved

Bill 21.007 International Craft Night - $466.31 a. Section 1: Pizza and Soda (20 pizzas/5 2 liter sodas) [$365.24] b. Section 2: Crafts [65.73] c. Tax [35.34] - To bring awareness to students on campus about the ISA an also to recruit new members. Senator Connelly move to a 2nd reading - Senator Johnston 2nd - All approved Alyssa 15 members, 8 of which are international students Get to know new students Bring awareness to the campus of all the different cultures at our campus Promote club and recruit new members The craft price has change from $65 to $80 a. Dont do purchase orders so had to change Open for Questions a. Senator Wagner: What is IBA? What are some of the examples youll be doing? How many people was the club expecting? 1. Alyssa: Meant to be ISA Origami will be one Goal is to recruit 25 and hoping that at least 50-100 people will attend b. Senator Valentine: Would you be opposed to us dropping the price of pizzas and increasing the crafts?

1. Alyssa: Yes, that would be fine c. Senator Karlsen: So youre expecting at least 50-100 people? 1. Alyssa: Yes Senator Johnston: Move to open floor discussion a. Senator Gepford: 2nd b. All in favor Senator Valentine: I motion to amend the Crafts to $80 and decrease the pizzas down to 10. a. Senator Connelly: 2nd b. All yays, 2 nays c. Motion passed Senator Karlsen: I think that if free pizza is available, people will come a. Senator Ajami: I agree Senator Wagner: I motion to change the pizza from 10 to 17 a. Senator Gepford: 2nd b. 2 yays, 8 nays c. Motion failed Senator Karlsen: I move to vote a. Senator Gepford: 2nd Bill passed with 10-0 vote

Resolution 21.001 C-Tran Proposition 1 - Michael Hatch: a. Vital to student body and many students rely on the public transportation - Senator Johnston: Best of my knowledge, considering the research for Prop 1, I believe the amendments to the resolution to the full extent as to what we can do as state employees. Per our constitution, we cannot promote any political bias either way. - Senator Nguyen: Background a. Working with Robert Chu and Audrey b. Encourages all students at Washington State University Vancouver to approve its passage - Robert Chu a. They do not actively support the passage of proposition 1 but encourages the independent activity of students b. Ex-senator and former pro-tempore c. C-tran board of directors has proposed a 0.2% tax and cut lines of transportation 1. Hours will be cut on weekends d. Political stances 1. You arent considered government employees - Senator Nguyen: We become an extension of the state, how would you justify your logic? a. RC: it was written so that government owned agencies cant support their own ballet issues

State agency is what the fund Casey: Memo that Michelle passed around, student governments cannot be a part of any ballet issue Senator McWatters: I move to amend Resolution 21.001 to include a new line which reads as follows: BE IT FURTHER RESOLVED, That the ASWSUV Senate authorizes the ASWSUV President to invite all relevant organized entities to assist ASWSUV in educating the student body about Proposition1. a. Senator Johnston Call to question 1. Senator gepford: 2nd 2. All approved b. Senator Nguyen: Floor is open to the Senators c. Senator Karlsen: What exactly does that mean? 1. Senator McWatters: Will allow us to help educate the student body Will allow our Executive Staff to bring C-Tran officials to come to campus to help table. Will also allow us to bring on the organized campaigns both for and against the passage of Proposition 1 d. Senator Nguyen: No other questions, all in favor of amendment 1. All yays, no nays Senator McWatters: I move to amend Resolution 21.001 to include a new line which reads as follows: BE IT FURTHER RESOLVED, That the ASWSUV Senate encourages all students to independently choose to actively engage in educating the general public about Proposition 1. a. Senator Johnston: Call to Question 1. Senator Nelmark: 2nd 2. All approved b. Senator Nguyen: Floor is Open to Senators c. Senator Nguyen: Mr. Chu, if you wouldnt mind explaining what this means. 1. RC: Senate is the voice of students, so it is your job to facilitate the needs of what the students want. I am asking you to encourage the students to learn and educate themselves about Proposition 1 in order to make a personal decision on which way to vote. d. Senator Karlsen: If we do pass these amendments, we have to make sure that we focus solely on the fact that we are non-partisan. This will just enhance our roles to not take sides. e. Senator Nguyen: No further questions, all in favor of amendment 1. 9 yays, 1 nay Senator Johnston: Move to vote on new Resolution and amendments a. Senator Valentine: 2nd b. Passed with a 9-1 vote

Public Comment Wendy: Monsters Ball a. Tarot card readings being on campus 1. Actually being held on campus 2. How was the decision made to fund the tarot card reading? Doesnt feel as if she was represented by the senate Leaves an impact on the building that its done in As a Christian belief, goes beyond just her religion My student fees are being paid for an evil entity

Corey on behalf of Michael Sutcliffe - Statement from RCAS (River Cities Anthropological Society) and Cougar Pride: - Stand by decision to host tarot card readings - No guests will be forced to partake in the tarot card reading - RCS will host a booth for information about the cultural belief and background of tarot card readings Nathan Rodman: - Entire event is really promoting the campus commitment to diversity and undergraduate learning goals - This is also a part of diversity, event is not at all religious affiliated - Want people to have a good time Open floor for discussion: - Senator Karlsen: I was wondering if there was a precedence in the past for the senate supporting a religious belief system? a. Senator Gepford: we are not affiliated with any religious associations as well as political 1. Suggest that come at time of bill being passed b. Senator Nelmark: never thought of tarot cards as a religious belief, it is just another thing to do at the Monster Ball, side entity 1. For Marthas Pantry - Wendy: This is a stand that shes very strong about - Senator Johnston: We would be offending either side if we were to take away or keep the tarot cards - Corey: This is completely a fun time a. Amateurs with cards b. Halloween is considered an occult which is why Cougar Pride isnt using the name - Senator Karlsen: What actions can we take now? a. Senator Gepford: we can never take back our vote - Senator Wagner: we have to step outside of our personal beliefs however we have to take into considerations of the student body and what will be best for everyone on campus

Senator Valentine: Thank you for voicing your opinion and we know now and will take into consideration in the future Wendy a. Remember that there is a Christian group on campus b. Just asking that we think of that group and all the other groups at the same time Nathan a. We are in no way religiously affiliated and we have many self-identified Christians within our club b. Not trying to marginalize anybody by any means c. Open to everyone d. Our intentions were not to marginalize any group or anyone that felt uncomfortable about it e. Recognize it as a cultural background Senator Nguyen: Thank you for coming for public comment. It is important that we try to reach out to our student body as much as possible. We are senators and at large representatives of the students. Who and what opinions do we represent? We NEED to represent all people. It also calls to question how well we are publicizing our agendas and meetings. If there is an opposing opinion to a bill, they should be present. How can they do that if they dont know when the meeting is? a. We need to do a better job at reaching out to the students b. We want to hear everybodys opinion, opposing, agreeing, all of it. c. Encourage anyone to stop by the senate office regarding your concerns
