1.0 RECOMMEND STATES FOR ADVOCACY ASSISTANCE The Alliance will recommend a list of high priority states from those requesting assistance that should be provided special assistance by the BECP. It will draft a written explanation as to why each focus state is recommended and suggest a strategy for supporting each, including the following information:

Background/history of commercial energy codes in the state and amount of construction expected to be impacted Current status of energy codes in the state Champions of advancing energy codes in the state Current Status of any recipient advocacy efforts in the state Issues and code barriers Advocacy strategy for the state, including corrdination with key groups/individuals with a schedule Discussion on how the advocacy strategy will be implemented Desired outcomes of advocacy Estimated cost of advocacy In keeping with the BECP emphasis on commercial building energy codes, the Alliance will primarily focus on identifying key states needing advocacy assistance to upgrade their commercial building energy codes, including states which update both their residential and commercial energy codes together. % Complete 100 % 03/31/2010 Yes

2.0 PROVIDE ADVOCACY ASSISTANCE TO STATES The Alliance will respond to requests from states for advocacy assistance in adopting or implementing effective energy codes in coordination with the Building Energy Codes Program. This assistance will include: Bringing local groups and recognized experts together in support of strong energy codes Supporting local energy efficiency advocates attempting to adopt improved energy codes Preparing advocacy-related technical support materials on codes and standards issues Advising constituencies on confronting and overcoming resistance to codes by special interests Providing technical assistance to states in the development of model legislation % Complete 94 % -

3. PROVIDE INFORMATION ON THE STATUS OF STATE CODES 3.1 Generate quarterly e-newsletter The alliance will publish a quarterly e-newsletter on the Status of State Codes to generate inquiries, develop new contacts, maintain existing contacts, and keep other allies and advocates informed. The enewsletter will focus on progress and activities in States that may lead to the upgrading of their building energy codes, pose barriers, may lead to reversal of progress, or that resulted in the defeat of efforts to upgrade State energy codes. % Complete 83 % No

4. PARTICIPATE IN RELATED BUILDING ENERGY CODE PROGRAM ACTIVITIES 4.1 BECP Program Review Meeting The Alliance will participate in the annual BECP program review in Richland, WA to review advocacy accomplishments, to provide and present the recommended list of high priority states with accompanying rational for discussion with the other members of the BECP team, and to participate in finalizing the next years Operating Plan for BECP. % Complete 100 % 04/18/2010 Yes

5.0 MAINTAIN AND BUILD ADVOCACY BASE The Alliance will be an advocate for the integration of code and beyond-code training in organizations that support beyond-code training. It will maintain, build cooperation, and work with together organizations including the regional efficiency partnerships and industry partners, and expand the list of energy code supporters by building support for concentrated advocacy efforts in contested state adoptions, supporting strong implementation efforts, and encouraging other industry participants to become more actively involved in both energy code adoption and implementation efforts.
