Guides in Interpreting Different Sections of the Model Ordinance on Disaster Mitigation 1. Section 1.

Disregard the term city since the model is applicable to other local governments such as municipalities.

Sec. 2. Definition of disaster should be in accordance with the provisions of Disaster Mitigation Act of 2010 or RA 10121 a local interpretation of what is disaster may also guide. Sec. 3. - Policies on Disaster Management. This refers to the capability of local governments to mitigate disaster as well as the formulation of different ordinances having to do with disaster mitigation such as evacuation plan, resettlement relocation, etc. Sec. 4. refers to existing or non existing local organization necessary disaster management. Sec. 5. refers to existing disaster preparedness capabilities and programs formulated in anticipation of disaster or such phenomena as climate change. Secs. 6, 7 and 8. refers to the definition of the various roles of all local officials from the mayor down to the janitor. Sec. 9. Refers to the continuing necessity of training local staff re disaster mitigation and risk management. Sec. 10. - refers to the adoption of disaster alert program necessary to notify residents of an impending disaster related phenomena. Sec. 11. - refers to whether a local government has an evacuation plan which should be existing before a disaster occur.

Sec. 12. Equally important is a recovery plan necessary to repaid or reconstruct communities damaged by the impact of disaster such as flood, landslides or even fire. Sec. 13. - refers to the need of formulating a Disaster Management Reporting System which will include monitoring weather condition, status of hazard areas and those that are likely prejudice normal activities of the community. Sec. 14. - In addition to defining the responsibilities of local officials such as mayors down to the janitor, the citizens in general must be well informed always, provided information as well as undergo training activities that will help them before, during and after disaster. Sec. 15. - refers to the inventory of management tools necessary in disaster mitigation or risk management such as radio, rubber boats and other resources necessary in addition to dissemination of information which are technical in character. Sec. 16. This provision advocates the formulation of a guide manual of disaster management which may include the provisions of the previous sections such as role definition, resource agency, inventory etc. Sec. 17. refers not only to 5% Calamity Fund but al other funds necessary to preempt no activity in view of fund inadequacy. Sec. 18. The local government may audit their own performance over a period of five (5) years as to how they perform or responded to disaster in the last 5 years. Sec. 19. may refer to interlocal cooperation in disaster mitigation and risk management. Sec. 20. Defining the role of private sectors and how they can contribute reports during disaster.

Sec. 21. The local governments in this ordinance penalized citizens who does not comply local ordinance with local government may impose before, during and after disaster. Sec. 22. It is important that the local government should review this model ordinance every 5 years.
