Welcome to Australia
The continent of Australia stretches from the state of Western Australia to the eastern seaboard states of Queensland, New South Wales, Victoria and Tasmania, an island to the south of the mainland. In the northern part of the continent, the Northern Territory comprises a huge landmass while the state of South Australia forms part of the southern seaboard. The Australian Capital Territory that houses the capital of Australia, Canberra, is located geographically within the borders of New South Wales. The population of 20 million is made up of people from numerous and diverse countries throughout the world. The majority of people live along the eastern seaboard in New South Wales and Victoria. While the climate is considered generally temperate in the majority of locations, extreme temperatures are experienced in regions such as the Snowy Mountains in winter and in the desert areas of the Northern Territory and Queensland during the summer months. When travelling across the continent the time difference varies two hours from the west coast to the east coast in winter and up to three hours in summer. The governance of Australia provides for a Federation of six States and two Territories to form the Commonwealth of Australia. There are three tiers of government: federal, state and local government. Each State and Territory has its own elected government and capital city. The total population of Australia elects the Commonwealth government whose seat is Canberra, located in the Australian Capital Territory.

1 Perth The Friendly City


Everybody loves easy-going Perth, the capital city of Western Australia. The people are friendly, the beaches beautiful and the climate near perfect. Perth is Australias sunniest capital with an average of 7.8 hours of sunshine per day. Perth today is a cosmopolitan city with a diverse, multicultural population that offers an abundance of lifestyles and activities. The city centre is situated next to the Swan River, 19 km upstream of the port of Fremantle. The citizens of Perth live mainly in the pleasant suburbs which stretch to the north and south of the city bounded by the Indian Ocean to the west and the hills of the Darling Ranges to the East.

1.1

History

Perth was founded by Captain James Stirling in 1829. The progress of the isolated Swan River settlement, made up of free settlers, was slow at first and it was not until the first shipment of convicts in 1850 that the colony began to find its feet. The convicts were soon set to work building roads, bridges and several fine public buildings. In 1871 Perth was proclaimed to be a city. Since then Perth has grown steadily, helped initially by gold discoveries in the 1880s and subsequently by Weatesn Australias wealth of natural resources iron ore, alumina, diamonds, oil and gas.

1.2

Language

English is the official language, although many common words and expressions have acquired different meanings and idiomatic Australian may need some interpretation for English speakers from other parts of the world. Many foreign-born citizens speak their own languages at home and there are many Aboriginal languages.

1.3

Climate

Perth has a true Mediterranean climate. The summer months (December to February) are warm to very hot with temperatures typically ranging from the high 20 degrees Celsius to the low-to-mid 30 degrees. The heat is generally comfortable as humidity is low and there is usually a cooling sea breeze (the Fremantle Doctor). Occasionally it can be very hot with temperatures in excess of 40 degrees celsius. Winter (June to August) is mild with temperatures averaging 18 degrees during the day and 8.6 degrees at night. Moderate to heavy rainfalls can be experienced between late autumn and early spring and occasionally related to storms in the hotter summer months. Australia uses the Celsius temperature scale (C).

Time Zones

Australia has three time zones: Eastern Standard Time, Central Australian Time and Western Australia Time. Perth time is based on Western Australia Time. The east coast of Australia is therefore two hours ahead of Western Australia. In summer, from the end of October till March, NSW and Victoria (Tasmania changes slightly earlier) adjust clocks forward by one hour giving a three hour time difference relative to Perth. This is known as Daylight Saving Time.

2 Housing
2.1 Housing Styles
Housing styles in Perth vary between modern and older style freestanding houses. There is also an abundance of apartments, townhouses and villas available. The older suburbs close to the city offer modern homes in addition to the more traditional Federation and Californian style bungalows. Purchase and rental prices of properties vary according to the nature of the property and the location.

2.2

Residential Suburbs

Perth can be divided into a number of general geographical areas that include residential suburbs with varying characteristics and styles. These areas also reflect variations in the rental and purchase prices of properties. Included at end of this booklet is a summary map that will provide an understanding of the geography of Perth and the location of suburbs. Residential areas fall into the following broad locations:

City Area
This area includes the Central Business District (CBD) and the suburbs immediately to the east, west and north East Perth, West Perth and Northbridge. East Perth is a new residential suburb of high density housing comprising both apartments and townhouses. It is within walking distance of the CBD and offers, in the main, extremely high standards of housing. West Perth is the secondary business centre of Perth and also offers a variety of apartments and townhouses close to the city. Accommodation in Northbridge tends to comprise older apartments and is particularly popular amongst younger people as it offers a varied nightlife and many restaurants.

Inner Northern Suburbs


This area lies to the north and west of Perth within about 5 km of the city centre and includes some of Perths oldest suburbs. The leafy streets offer a variety of character housing with some modern development. The area benefits from having excellent transport to the CBD, boasts a wide variety of shopping facilities and is popular with couples and families alike. Suburbs in this area include Subiaco, Leederville, Mount Lawley, Wembley, Floreat and Shenton Park.

Inner South-eastern Suburbs


Suburbs in this area are in close proximity to the the CBD and offer excellent transport to the city. The area includes Victoria Park, East Victoria Park, Belmont, Rivervale, Cloverdale, Kensington and Manning. Housing styles vary considerably in this area and there is usually a wide variety of rental properties available that typically offer good value for money.

South of the River


The southern suburbs adjacent to the river offer some of the most sought after areas in Perth. The South Perth foreshore offers unparalled views of the river and city and is a favourite spot for those seeking an apartment or townhouse lifestyle. The older suburbs of South Perth, Como, Shelley, Rossmoyne, Mount Pleasant, Applecross and Attadale provide excellent transport, shopping facilities, schools and range of housing styles. The demand for family housing in these areas is strong as they provide easy access to the city, pleasant surroundings and range of lifestyle opportunities. Expect to pay a premium for properties with river views.

North of the River


The suburbs to the north of the Swan River that lie between the city to the east and the Indian Ocean to the west contain some of the most expensive properties in Perth. The area includes Crawley, Nedlands, Dalkeith, Mosman Park, Swanbourne, Cottesloe and Peppermint Grove. The area has an excellent range of both private and public schools. These leafy suburbs contain a mix of older style properties alongside some of Perths most prestigious newer dwellings. Once again, expect to pay a premium for properties with river views.

Western Beach Suburbs


The beach suburbs close to the city, City Beach, Trigg and Scarborough, all have advantages in regard to lifestyle components and offer a range of property options. The area offers excellent shopping facilities, choice of schools and diversity of housing styles. Demand for family housing is strong. City Beach offers some of the most prestigious coastal living.

Northern Beaches
This area includes the suburbs north of Perth on the coast such as North Beach, Karrinyup, Hillarys, Sorrento, Carine, Duncraig. These areas offer mainly newer style family houses with good shopping facilities access to public schools. Transport to the city is straightforward via the Mitchell Freeway and Transperth railway.

Joondalup Area
Joondalup is a newly established city some 30km north of the CBD. As such it offers easy access to modern leisure and sporting facilities. It has purpose built schools, a university and an excellent shopping centre. It is well connected to Perth city centre by the Mitchell Freeway and the Transperth railway. Housing is dominated by large, modern family homes across a wide price range. Some apartments are available.

Fremantle
Fremantle is a bustling city 18km southeast of Perth that features many of Western Australias oldest historic buildings. Heritage houses and the Mediterranean flavour of the city make Fremantle quite unique. Most post popular with singles.

The Hills
This area includes suburbs such as Guildford, Midland, Swan Valley, Kalamunda, Caversham and Mundaring. Housing styles are mixed and rental property is limited. Schools and shopping facilities are generally good. Public transport is limited and people tend to travel locally by car. Travel time to the city is variable depending on whether it is by public transport or car.

2.3

Renting a Property

The standard of rental accommodation in Perth is generally high with most properties in good condition. Rental properties include houses, apartments and townhouse and villas. Deciding on a property to rent involves scanning newspapers, visiting real estate agents and inspecting properties. If you have access to the internet it is possible to view house details online. The REIWA website offers a centralised properties to let section (at www.reiwa.com.au) and many real estate agents have there own websites - although some agents do not update their sites very frequently. It is strongly recommended that you do not commit to renting a property without inspecting it first. Most properties are rented unfurnished, although partly furnished and furnished properties are also available. Unfurnished: may include fixtures such as dishwasher, floor coverings, curtains or blinds, power points, ceiling lights, telephone and television sockets, and stove and oven. Partly furnished: may include white goods and some basic furniture such as beds, table, chairs and sofa.

Furnished: includes furniture as well as fixtures as above.

Some properties are available for rent on a shared basis where a number of individuals share the rent, and accommodation, to reduce costs.

Guidelines for Renting a Property


The process for renting a property involves the following steps: Select properties to view either by visiting real estate agents or scanning newspapers. The Saturday and Wednesday editions of The West Australian contain the best Perth-wide listing of rental properties. Rental properties may also be viewed at www.reiwa.com.au. A rental application is made to the landlord or agent detailing personal information and credit references. At this point one weeks rental may be paid as a reservation fee. Once approved a lease agreement is signed (Residential Tenancy Agreement) and a bond is paid to the Rental Bond Board. In Western Australia a bond is equal to 4 weeks rent for unfurnished premises and 6 weeks rent for furnished premises. The bond must be paid in either bank cheque or cash. The bond is reimbursed to the lessee at the end of the lease, provided the lessee has met the conditions of the lease. The landlord and lessee complete a Residential Premises Condition Report that lists all the features and condition of the premises. It is important that care is taken completing this inventory so that at a later stage the lessee cannot be held responsible for damage that was not observed when the property was first occupied. The landlord normally pays for council related rates and the lessee is responsible for electricity, gas, telephone line rental and usage and water usage.

2.4

Purchasing a Property

Purchasing a property in Perth can require considerable running around and perseverance. Properties tend to be listed with a single real estate agent. However, sometimes real estate agents will sell in conjunction with another agent. Therefore one way to buy is to enlist the support of an agent to locate a property for you. Prospective purchasers should:

visit real estate offices in the area scan the local area newspaper real estate lists and the West Australian real estate section.

Expatriates on temporary resident visas should check their visa status as to their eligibility to purchase property in Australia.

Guidelines for Purchasing a Property


The majority of properties in Perth are sold through real estate agents. Relatively few properties are auctioned. The methods of purchasing property from a real estate agent or via auction differ as follows: For Sale: when a property is sold through a real estate agent, the legal details will be checked as part of an ongoing process of exchanging contracts, a cooling-off period, further conveyancing, finalising loans, and finally settlement of the property transaction. Auction: when a property is purchased at auction, the normal legal checks and searches are made prior to the auction, the auction being regarded as final.

Purchasers need to consider the full range of expenses when purchasing a property. The largest cost component will be the purchase price of the property, however Stamp Duty (State Government Tax) must also be included in any calculations. Stamp Duty is applied to both the property value and the mortgage amount.

3 Finance
3.1
ustralia uses a decimal system of currency. The basic unit is the dollar that is divided into 100 cents. Coins are issued in denominations of 5c, 10c, 20c, 50c, $1 and $2. Bank notes are issued in bills of $5, $10, $20, $50 and $100. Since the abolition of 1c and 2c coins a number of years ago, even though prices are quoted in odd cents, all total amounts are either rounded up or down to the nearest 5 cents at the point of sale.

The four major Australian banks with good national branch networks are: ANZ (Australian and New Zealand) Challenge Bank (a division of the Westpac Banking Corporation) Commonwealth Bank (CBA) National Australia Bank (NAB)

BankWest is a major West Australian bank that has limited presence interstate. Other banks such as the St George Bank and Maquarie Bank provide banking services with a more limited branch network in Western Australia and interstate.

Opening a Bank Account


In order to open a bank account in Perth, Government legislation requires that "satisfactory identification" is needed. This involves the presentation of more than one certificate such as a passport, driver's licence, birth certificate and credit cards and is known as the "100 point check". Some banks can assist in establishing bank accounts prior to arriving in Perth. Depending on the country of origin, links between banks in the home country and Perth may enable the bank to arrange an identity test and subsequently provide a card prior to arrival. This should facilitate immediate access to funds.

Automatic Teller Machines


Automatic Teller Machines are installed at convenient locations throughout Perth and are accessible 24 hours, 7 days a week.

EFTPOS
Electronic Funds Transfer Point of Sale (EFTPOS) is used extensively in the purchase of all goods and services and at a variety of outlets. This type of transaction involves the immediate withdrawal (electronic transfer) of funds

from the individuals account. Banks provide customers with a card and PIN (Personal Identification Number) number to utilise this service.

4 Motor Vehicles
Motor vehicles are right hand drive and are driven on the left-hand side of the road.
A set of road rules and traffic regulations apply to driving on Western Australian roads. Copies of these rules can be obtained from the Western Australian Department of Transport by visiting their website (www.transport.wa.gov.au ) or calling the Customer Service Centre on 13 11 56. Australian road rules differ from those in other countries and it is important to study these rules prior to driving. A Perth UBD street directory is essential to assist with driving in Perth.

4.1

Licence Requirements

Newcomers from Interstate or New Zealand


Newcomers from interstate and New Zealand may only drive for three months on their interstate / New Zealand licence before obtaining a Western Australian licence. These drivers need only to complete an eyesight test to qualify for the licence changeover. Drivers will need to go to a Department of Transport Licensing Centre with proof of identity and their current licence to enable the licence to be swapped over.

Newcomers from other countries


Permanent Residents Newcomers from overseas countries other than New Zealand who are permanent residents of Australia may only drive on their overseas licence for a maximum of three months from the date of becoming a permanent resident. After this time, drivers must obtain a West Australian licence, which requires a written test. You will need to provide proof of identity and pay a licence fee. In addition, proof is needed that you currently hold a current overseas driver licence. Non-permanent Residents Newcomers from overseas who do not have permanent residence status are permitted to drive on their overseas licence indefinitely. The only requirement is that the licence is in English or that an official translation is carried with the licence.

Driving Tests

Driving Tests
Driving tests and Knowledge tests are conducted at Department of Transport Motor Vehicle Examination Centres. Tests must be taken at the Centre closest to the applicants place of residence. Fess are payable for both the driving test and the licence.

Driving Lessons
For people arriving from countries with different driving conditions and road rules it is advisable to consider taking some driving instruction. A number of companies offer this service at a charge and will take a learner through to the actual driving test stage. Details of companies offering driving instruction can be found in the Yellow Page Telephone Directory and local newspapers.

4.3

Driving

Drinking and Driving


Drink driving laws are very strict in WA. The legal limit for blood alcohol level while driving is 0.05%. Police conduct random breath testing on Western Australian roads and severe penalties are imposed if the limit is exceeded. Penalties range from monetary fines to disqualification from driving and terms of imprisonment.

Country Driving
When driving in the country, be aware that native animals may cross the roads, especially at night. Road signs are posted in places where animals are commonly seen. Apart from avoiding injury to Australias native animals, it is in your cars interest not to hit these animals, as colliding with a kangaroo or wombat can result in considerable damage.

Roadside Assistance
The RAC is an organisation that provides roadside assistance to the motorist. To be eligible for these services, you must be a member. The range of services available and the relevant contact numbers are: Member Services & Membership 13 17 03

Seat Belts and Helmets


It is compulsory to wear seat belts in Western Australia irrespective of whether a person is a driver or a passenger. Approved restraints must also be used for young children and babies. People driving or riding motorcycles must wear a helmet. The same applies to bicyclists. Motorists, motorcyclists and bicyclists are liable for fines for failing to wear appropriate seat belts and helmets.

Speed Limits
There have been recent changes to the speed limits on West Australian roads. On city streets, the limit is 50kph unless otherwise signed. In practice this means that most residential streets are limited to 50 kph with 60kph applying to larger, carrier roads. In the proximity of schools a school zone limit of 40kph applies between 7.30 and 9.00 am and 3.00 and 4.30 pm on school days only. The speed limit is generally 100 kph on freeways and 110 kph on country highways. Speed cameras operate randomly throughout the state and large fines (and in some cases licence suspension) are imposed for exceeding the speed limit.

Purchasing a New or Used Motor Vehicle

There are a many car dealerships in Perth that sell both new and used motor vehicles. Advertisements for both new and used cars dominate the West Australian Newspaper on Thursdays, whilst the largest selection of used vehicles can be found in the Auto Trader. The Auto Trader is published weekly and is available at most garages and newsagents. New motor vehicle when purchasing a new motor vehicle, it is worthwhile visiting a number of car dealerships to decide on the make and model of vehicle. Purchasers can negotiate with the dealer to achieve the best price for the vehicle.

Used motor vehicle when purchasing a used car, care should be taken to purchase the vehicle from a reputable dealer in preference to buying a vehicle privately from an individual. Leasing arrangements are also available and can be discussed with the car dealership.

Registration of a Motor Vehicle

In Western Australia all motor vehicles must be registered before they can be driven or parked on WA roads. Motor vehicle registration is an annual cost. New motor vehicle when you purchase a new motor vehicle from a car dealer, the dealer will make arrangements for registration The Registration includes third party insurance. You will be required to make your own arrangements for comprehensive motor vehicle insurance. 5 Education
5.1

Child Care Facilities


Long Day Care Centres conducted by Local Government Councils, Community-based groups and private entrepreneurs. All Centres providing such care are subject to a stringent accreditation process. Care is for extended hours, days and weeks. Fees vary. Private Nanny Services that can provide limited day care or live-in services. This form of care can be extremely expensive. Family Day Care conducted by Local Government Councils where approved carers provide care for additional children in their own home. The carer is paid an hourly rate and duration of care is negotiated with the carer and there is a maximum of 5 children per carer. Homebased Carer operated Department of Community Services. Contact your local council for further information. Occasional Care facilities offer more limited services in their hours of operation, however the cost of the service is less, with this service catering for different child and parental needs.

Types of Schools

Government Schools
Government (Public) Schools are conducted by the WA Department of Education, offering free education to all children from primary through to secondary school. All primary and the majority of secondary schools have designated enrolment areas. Parents wishing to enroll children may do so with the designated school or may seek enrolment outside the area, vacancies permitting. Although public education is free, parents are asked to contribute a small amount towards a schools educational and sporting programs. This levy is not compulsory.

Catholic
The Catholic Church, through the Catholic Education Office provides a network of primary and secondary schools that are located in suburbs and in regional areas.

Fees are charged to attend these schools, although the level of fees is significantly less than that charged in the private school system. Applications can be made to either Diocesan offices or directly to the school.

Independent
Independent schools provide a range of educational institutions at both the primary and secondary level. Independent schools may have an affiliation with a particular church or denomination or they may provide a style of education based on a different type of educational philosophy for example Montessori. These schools do, however, use the WA curriculum as a guideline. International schools are also classified as independent offering education at both primary and secondary levels with many offering the International Baccalaureate at the secondary level. International schools follow the curriculum of the country they represent. Applications should be made directly to individual schools for fees and locations.

5.3

Temporary Visa Holders Education Fee

Students holding permanent and temporary visas enrolling in WA government schools are subject to the general enrolment policies of the WA Department of Education and Training. Most holders of temporary visas are required to pay the Temporary Visa Holders Education Fee although some visa categories are exempt. The current rates of the Temporary Visa Holders Education Fee are:

The cost of any special requirements such as education support services/facilities, English as a Second Language, Speech Pathology will attract an additional charge above the prescribed fee. Fees are paid for one years, or part years, tuition in advance. 5.4

Levels of Schooling

Kindergarten and Pre-Primary


Kindergarten and Pre-Primary education in WA covers children from ages 3/4 to 5/6 years. Children who turn 4 before June 30 of a given school year may enrol in Kindergarten. This may comprise of either 4 half days or 2 full days totalling 11 hours of attendance per week. Pre-Primary is available for those children who have turned 5 prior to June 30 and consists of 5 full days per week

Primary Schools
Primary education is compulsory in WA and covers children from 5/6 years to 12/13 years (school Years 1 to 7). Legally children must be enrolled in school by the age of six. The school year runs over four terms. Term dates and holidays may vary for children attending non-government or private schools. School is conducted Monday to Friday generally between the hours of 9am and 3.30pm. School uniforms are worn at all government schools and usually at other schools. Children seeking enrolment at school are required to show proof that appropriate immunisation has been given. Proof of immunisation from a doctor or health clinic/local government facility is required at the time of enrolment. For those parents choosing not to immunise children, in the event of an outbreak of a communicable disease, children must be removed from school during the period of the infection.

Secondary Schools
Secondary education commences in Year 8 and continues to Year 12. Some students elect to leave school at the end of Year 10 after completing the School Certificate. Legally students are required to remain at school until they turn fifteen years although the majorities of students continue to Year 12 and complete the Tertiary Entrance Examination (TEE). Both the School Certificate and Higher School Certificate are public

Applications for admission to WA universities are made to the Tertiary Institutions Service Centre (TISC) at 39 Fairway, Nedlands. Tertiary education in Australia is not free and students are charged an annual fee depending on the units of study undertaken. The payment is known as the Higher Education Contribution Scheme (HECS) and is quite complex in its details. 6 Health
Doctors and dentists offer a high quality of service. All permanent residents of Australia are covered by the Australian Government's health program, Medicare. The main elements of the program are outlined below.

6.1

Medicare

Medicare is the national health scheme provided by the Commonwealth Government. All tax papers pay a 1.5% levy that is deducted from salaries. It is necessary to enrol in Medicare and obtain your Medicare Card. Application must be made in person at any of the branch offices listed in the White Pages Telephone Directory under Medicare, or call 132 011 or www.hic.gov.au International transferees will be required to show their passports. Interstate transferees are only required to quote their Medicare Number and advise their change of address.

Medicare and Expatriates


Some expatriates qualify for limited Medicare cover under the Reciprocal Health Care Arrangements between Australia and certain countries. Holders of temporary residence (visa class 457) who usually reside in the United Kingdom, Sweden, Italy and the Netherlands, Finland and Malta are entitled to immediately necessary medical and hospital treatment. People from New Zealand, the United Kingdom, Sweden, the Netherlands and Finland are entitled to this limited Medicare cover for the duration of their stay in Australia, whilst visitors from Italy and Malta are entitled to this cover for the first six months of their residence in Australia only. New Zealand passport holders can receive free public hospital treatment, but not medical visits to General Practitioners. All new assignees, except those from the countries with relevant health care agreements, will therefore need to ensure that they have private medical coverage for themselves and their families upon arrival in Australia.

A number of private health funds provide health cover for overseas visitors. Some have special tables of benefits for overseas visitors and others provide similar coverage under hospital tables available to Australian residents. Benefits available, membership costs and eligibility can vary between funds. The contact details for the health funds can be found in the Yellow Pages under health insurance. Private Health Insurance

This insurance covers a range of costs including private hospital care and various services such as dental, optical, physiotherapy, ambulance, and pharmaceutical. Temporary residents with working visas are not entitled to this form of private insurance and will need to take out specific private insurance. 6.3

Child Health Centres

All local municipal councils operate Child Health Clinic at numerous locations in the municipality for the benefit of mothers with pre-school age children. A trained nursing sister is in attendance at various hours a week to check childrens health and progress and arrange immunizations when necessary. These services are usually free.

Ambulance transport costs are not covered under Medicare. You should ensure that your private health insurance includes ambulance transportation. Many local medical centres also offer emergency care. There are also after-hours GP (private practitioner) services in most areas.

7 Insurance
7.1 General
Details and conditions of insurance policies need to be checked thoroughly and premium rates should be compared amongst companies. Check for types of cover such as new for old and replacement versus market value.

Contents Insurance

Content insurance covers movable items and personal effects and it is recommended that owners and those renting premises take out this insurance. Separate cover is normally needed for items such as jewellery and art collections.

In and Around Perth

The Perth Mint, Belltower, Northbridge, Kings Park, Botanical Gardens, stroll around the CBD, visit the historic Perth Mint and head over the rail tracks to Northbridge for lunch. Maybe take a ferry trip to the South Perth foreshore and visit the zoo or sail down the river to Fremantle. Enjoy a peaceful walk around Kings Park and the Botanic Gardens which offer some of the best views of the river and city. There are also a number of foreshore and coastal walks and bicycle tracks. The beaches are perhaps one the best features of Perthvisit Cottesloe, City, Trigg, Sorrento or any beach along Perths coastline. Fremantle-- a full day can be spent here visiting the shops, restaurants, checking out the galleries and markets, visiting the Maritime Museum or old Fremantle Gaol. While there enjoy a meal at one of the many cafes along the Capuccino Strip or maybe try seafood at a restaurant near the marina. Perth has access to many National Parks that offer beautiful recreational areas for picnicing, bush walking, canoeing and cycling in some instances. Visit the John Forrest National Park to the east of Perth, the Avon River National Park to the north east, the Yanchep National Park to the north, or the Serpentine Falls National Park to the southeast of Perth. Within the urban areas of Sydney there are also some glorious parks such as Bold Park (Perry Lakes) and Whiteman Park. The parks also afford a unique opportunity to view native flora and fauna. Western Australia is famous for its spectacular wildflowers in spring.

The Perth Concert Hall is the premier venue for fine music and is home to the West Australian Symphony Orchestra (WASO). 8.13 Weekends Away


Within a few hours driving time from Perth can be found many locations that afford the opportunity to escape from the city and enjoy the delights of different activities, variations in climate, recreational pursuits and general relaxation. Margaret River - a three-hour drive south of Perth. Margaret River is noted for its magnificent coastal scenery, surfing beaches, wineries and spectacular caves. The area is renowned for its gourmet food served at both restaurants and wineries. There are several exclusive boutique hotels and lodges in the region offering gourmet cuisine and high standards of accommodation. Bushwalking enthusiasts can enjoy many day and overnight walks within the area. Swan Valley, in particular the Swan Valley winemaking area can be reached by car from Perth in Less than an hour. The area is renowned for fine food and wine and elegant boutique accommodation. The area includes many reminders of the colonys early days especially in historic Guildford. Rottnest Island A half hour ferry ride from Fremantle, Rottnest is a public reserve and wildlife sanctuary. No cars are permitted but you can hire a bicycle (or take your own) and explore the island. The beaches offer safe swimming and snorkelling or just laze in the sunshine. Pemberton Four hours south of Perth Pemberton is surrounded by towering Karri forests. This lush rainforest area has some of the tallest hardwood trees in the world. Fishing in the local rivers is good.

Public Transport
10.4 General Information
The City of Perth is at the centre of the metropolitan public transport system. It is well serviced by bus, train and ferry services. Transperth is Perth's metropolitan public transport system, which provides services as part of an integrated system. A public transport information Infoline is available on 13 62 13. Detailed information and an online journey planner is available on the Perth Transport website: www.transperth.wa.gov.au Buses, trains and ferries display similar Transperth colours, and passengers may transfer from any service to another with one ticket. Travel on any Transperth service is free at all times within the Free Transit Zone in the Perth central business district.

10.5 Buses
Transperth Buses run daily between approximately 6.00am and 11.30pm. with reduced services on weekends and public holidays. Night Rider buses operate on Friday and Saturday nights leaving Perth from Wellington St Bus Station at 1.00am and 2.00am and travelling out along the four train lines. Another bus travels to Morley and Mirrabooka Bus stations.

The Central Area Transit (CAT) system is a free city bus service which services the central City area including Northbridge and West Perth. 11 Pets
11.1 Procedures for Importing Dogs and Cats
Dogs and cats can only be imported into Australia with prior approval. A Permit to Import must be applied for with the Australian Quarantine and Inspection Service (AQIS). Once granted the permit is only valid for two months and will have attached to it a copy of the quarantine requirements that must be met before the animal is exported to Australia. Dogs and cats may only be exported from approved countries that are rabies-free or dog-mediated rabies is absent or well controlled. The animal will need to have been continuously resident in the approved country for at least six months prior to exportation to Australia. To import an animal indirectly via an AQIS approved country, the quarantine service in the approved country must be contacted to ensure the animal is eligible for entry. The animal must meet all the pre and post-entry requirements of the approved country. For a schedule of approved countries contact the AQIS on website www.aqis.gov.au

11.2 Prohibited Dog Breeds


The following dog breeds are prohibited in Australia: dogo Argentino, fila Brasilero, Japanese tosa and pit bull terrier or American pit bull terrier.

11.3 Fees for Importing Dogs and Cats

11.4 Status of Pets in Perth


Legislation covering retention of animals as domestic pets has been subject to many changes in recent years. Many different restrictions apply, some of which are State Government legislation e.g. Noise Control Act and the Dog Act, and some are Local Government ordinances e.g. controlling the numbers of animals that can be kept in one location, registering dogs and so on. It is advisable to check with the local council on restrictions relating to animals in the area. When renting units and townhouses that are governed by strata title regulations, residents are prohibited from keeping animals on the premises. When renting houses the keeping of animals is at the discretion of the landlord. Usually a pet bond of $100 will be required in addition to the bond.

12 Safety Issues
12.1 Bush Safety
Perths close proximity to National Parks and bushland areas affords the more active person the opportunity to explore, to bushwalk, to camp or just relax. When moving away from more public recreational places it is advisable to tell someone where you intend to go. Take water, sunscreen lotion and wear appropriate clothing and a hat. Further information on National Parks within the Perth region and Western Australia is available from the Department of Conservation and Land Management (CALM) on 9334-0333.

12.2 Residential Safety


While Perth is a relatively safe place to live, reasonable care should be taken to observe safe practices at home. Doors and windows need to be secured against burglary and intrusion when there is no one at home and at night. Many residences have security alarms that can be back to base monitored by a security company. Spiders, insects and occasionally snakes are to be found in most areas of Perth. Although encounters are rare, normal safety practices should be observed when gardening or children are playing in backyards.

12.3 Sun Smart


It is important to be aware that the sun is very strong in Australia. There is a very high incidence of skin cancer amongst Australians. A very successful sun awareness programme is Slip, Slop, Slap. Slip on a shirt, Slop on some sunscreen and Slap on a hat. You are strongly advised to use a sunscreen with a high sun protection factor (SPF 30+), and where possible, to wear a broad brim hat and a shirt with collar and sleeves. Sunglasses are also highly recommended to protect your eyes from harm.

12.4 Water Safety


Care should be taken when swimming along Perths coastline. It is advisable to swim at patrolled beaches and then only between the red and yellow flags where lifesavers and lifeguards patrol the beaches. The flags mark the safest place to swim, free of rips and currents.

12.5 Fire Safety


Occasionally through the very warm summer months when conditions are particularly dry, authorities may call for a Total Fire Ban day. During a TOTAL FIRE BAN, no fire may be lit in the open. This includes incinerators and barbecues that burn solid fuel, e.g. wood or charcoal.

13.1 Services Council
The local council (local government) provides a range of services to the community it represents. These services can include library, childcare, transport for the aged, community arts programs, leisure centres, golf courses and so on. Contact the council in your area for a list of the services provided to the community.

Advertisements for domestic services such as house cleaners, ironing services and garden and pool maintenance can be obtained from the local newspaper. Post Office
Australia Post provides the Australia-wide operation of postal services. Post Offices are located in most suburban shopping centres and provide a full range of postal services. A standard letter can be sent to anywhere in Australia at a cost of 50 cents. Non-standard items need to be weighed and a cost applied to the delivery whether to a location in Australia or overseas. Red letterboxes are located outside Post Offices and in numerous suburban locations for posting items. Post Offices are open Monday to Friday from 9am to 5pm. Some newsagencies and corner shops also sell individual stamps and books of stamps.

Telephone Directories

The city provides a focal point for shopping. Centres and Arcades are situated in close proximity to one another. The Arcades contain some designer shops, upmarket boutiques, jewellers, restaurants, and Perths leading department stores David Jones and Myer.

15 Taxation
15.1 The Tax System
Principally the Federal Government imposes taxes. However, State governments also levy taxes such as petrol tax, stamp duty tax, land tax and payroll tax. Local governments levy real estate taxes (land rates) and water rates. A Goods and Services Tax (GST) of 10% is imposed on all goods and services with basic foods exempted. All listed prices should include the GST component.

15.2 Tax Year


The tax year for income tax purposes is: 1st July to 30th June the following year Income tax returns are usually prepared on the basis of the tax year.

15.3 Taxation of Individuals Will you pay income tax?


The basic rule is that a resident of Australia is taxable on his worldwide income unless the income is exempt according to the Income Tax Assessment Act 1986. A person is a resident of Australia if he or she resides in Australia, even intermittently, for more than one half of the year of income unless the authorities are satisfied that the person's usual place of abode is outside Australia and there is no intention to take up residence in Australia. An individual who is a resident of Australia for only part of the year of income is taxable as a resident for that part year.

The PAYG System


Australia has a Pay-As-You-Go (PAYG) income tax system. Employers withhold tax from employees' remuneration in accordance with incremental scales issued by the Taxation Office. At the end of the financial year the employer is required to give each employee a summary of income earned and tax deducted (a Group Certificate), a copy of which must be attached to the individual's income tax return. Interest and dividends on investments are included in an employee's taxable income.

Tax File Numbers


Where a taxpayer does not quote a Tax File Number in relation to an account or investment held by the taxpayer, tax is payable on all income and interest earned

on those accounts and investments at the highest marginal tax rate plus the Medicare levy. Quotation is not compulsory but the tax will be automatically deducted from the account or investment if the number is not quoted. Fringe Benefits Tax


A Fringe Benefits Tax (FBT) applies on certain non-cash benefits (for example, low interest loans) and other cash benefits (such as reimbursement of personal expenses) provided by an employer to an employee. The liability for the tax lies with the employer, not the employee, although where fringe benefits of value greater than $1000 are provided, the employer must include the grossed up value of the fringe benefits on the annual group certificate.

Capital Gains Tax


A capital gains tax applies to capital gains realised upon the sale of assets. The tax does not apply to a taxpayer's sole or principal residence, certain types of motor vehicles and other minor assets.

Foreign Tax Credit


A resident individual must generally include all foreign income in his Australian taxation return even if tax has already been paid overseas. Nevertheless, credit can be claimed against the Australian tax for the tax paid overseas. Depending upon the period of service, residents can gain an exemption from Australian tax on salary income earned offshore.

Non-Residents
Subject to the special provisions of various international double-tax agreements, non-residents are liable to tax on income from all sources in Australia.

17 Appendix 2: Cultural Orientation


Culture shock can be defined as a sense of disorientation and the accompanying anxiety and stress that result from being transported from one culture to another. It is important to remember that this disorientation is normal, even in the most seasoned expatriates, and usually follows quite recognisable stages. It particularly affects the non-working partner of a relocated employee. The initial excitement and euphoria at the prospect of living in a new state or country often gives way to confusion and frustration as the settling-in process begins. The behaviour of local people may be unfamiliar and difficult to understand. Local customs, language and messages conveyed by body language need to be understood before appropriate responses can be given. This can lead to discouragement and a generally negative attitude to the new environment. However steps to overcome this initial dislocation can be taken: Become familiar with the immediate surroundings Suspend making judgements in the initial phase of the move Resist making comparisons between the old and the new environment Become involved in the local community - join a tennis or golf club or a local bridge group Get out and about in the new environment Set goals to acquire new skills and interests (for example, collecting antiques, attending local history or pottery classes) Find a balance between physical activity, rest and relaxation Ask for advice when necessary Retain a sense of humour where ever possible

It is important to communicate with family members and support each other. Adjustment to the new working and life situation will take place. Relocation is an opportunity not only for professional development but also for personal growth.
