The Moorestown Sun
For 20 years, Rich ODonnell
patrolled the streets of
Moorestown, many of which
were as a sergeant. He was the
face of the police department on
the streets, the man who would
come to scenes to make sure
everything was in proper order.
Now, two years after his retire-
ment from the force, ODonnell
has taken on a completely differ-
ent role as the townships resi-
dency-enforcement officer. And
his hiring, designed to save tax-
payer money (its expensive to
educate children these days) by
keeping out-of-district students
out of local schools, has already
paid off.
I started on March 1, and
worked last school year through
June 15, ODonnell said. In
that short time, we turned in 10
students.
While the term turned in
may seem overly official, what it
really means is those 10 students
officially withdrew from
Moorestown schools, and they re-
turned to their home districts.
This saved the district in more
than $100,000 in tuition, accord-
ing to records.
At present, parents of stu-
dents who are asked to leave the
district arent charged with any
crime, though they could be in
the future.
If a parent believes a child is
wrongfully being asked to leave
the district, theres an appeals
process. Parents would be re-
quired to go before a state court
to argue the appeal. Yet in most
cases, ODonnell says, when an
out-of-districter is caught, par-
ents generally realize their mis-
take and pull the kids out of
Moorestown schools.
So just why did the school dis-
trict decide it was time to take
action and hire a residency offi-
cer?
ODonnell says some on the
school board realized the prob-
lem was growing. And, he says,
its not that school officials didnt
immediately get that there was a
problem with out-of-towners, it
simply wasnt a priority then
but it is now.
The superintendent and the
board knew there were other pro-
grams in other districts like ours
now, ODonnell said. Most of
the programs were run by re-
tired police officers. When the
district realized it was being
overrun with out-of-district stu-
dents, they knew it was time for
action.
And that action was to hire
ODonnell.
So just how does he find stu-
dents who shouldnt be in the dis-
trict schools?
Logically, ODonnell couldnt
reveal too much, so as not to give
away too many ideas of what he
looks for to find the improperly

BY KEVIN CANESSA JR.
The Moorestown Sun
Moorestown Friends School
is one of the oldest three-tiered
schools in America (lower, mid-
dle and high school all under
one roof), having been founded
in 1785. And its also been on the
same plot of land longer than
just about any other school in
the nation. But with that notion
comes yet another its been a
long really long time since
the schools physical plant has
expanded. In fact, the last time
it expanded, the current head of
school was a student there.
Richard Nixon was president
back then. Or was it LBJ?
You get the point.
But thats all changing now,
thanks to a $6 million capital
campaign that will bring eight
new modern yet unique class-
rooms and two state-of-the-art
science labs, one of which will
house the schools notorious ro-
botics lab.
The campaign has already
raised $5 million, Head of
School Larry Van Meter said.
And he says he expects the final
$1 million to be easily attain-
able, thanks to the generosity of
family, friends and alumni of
the prestigious private Quaker-
based school.
Were very fortunate to have
very generous parents and
alumni and were fortunate to
have maintained that relation-
ship over the years, Van Meter
said. Were very confident
well raise the final $1 million
by the close of 2012.
The plant upgrades are hap-
pening in two locations. On the
contiguous Greenleaf property,
which the school purchased a
few years ago, there will be
eight new classrooms and a cho-
rus room in a converted, 1960s
building that was originally
constructed to be a nursing
home. It will open up close to

enrolled students. But he did
offer some common-sense ideas
as to how hes tipped off.
We checked the list of 40 affi-
davit students with relatives in
the district, ODonnell said. (Af-
fidavit students are those whose
families signed affidavits swear-
ing a child lives with a relative,
not a parent or legal guardian, a
minimum of four of the seven
days of the week, thus legally es-
tablishing a permanent domicile
or residency in the district).
And then theres returned mail.
At times, parents make up ad-
dresses that dont exist or they
simply dont live at addresses
they give.
ODonnell also says hell be re-
lying on anonymous tips from
the public to find other violators.
More on that in a bit.
Now you may be wondering:
Why do parents do this in the
first place? Whats the need for
sending a child to a public school
in another district when, well, all
students are guaranteed a free,
public education in their home
towns?
ODonnell says its likely a
matter of economics. Parents
want their children to get a bet-
ter education in a district with a
better reputation as is the case
in Moorestown and they simply
cannot afford tuition at a
Catholic or private school or
the tuition it would cost to send a
child, legally, to an out-of-district
public school.
The economic problem is
huge, said ODonnell, who in ad-
dition to serving on the
Moorestown Police Department
for two decades also spent a few
years on Lumbertons force.
The bottom line: saving tax-
payers cash
ODonnell wants all residents
to realize the money he will ulti-
mately save them as taxpayers
will far outweigh the cost of his
nine-month-a-year salary.
This is an enforcement tool,
ODonnell said. Its meant to be
positive. The cost-savings out-
weighs the cost of my investiga-
tions.
ODonnell also wants resi-
dents to feel comfortable report-
ing potential residency viola-
tions. All tips, he says, are strict-
ly confidential no one should
ever feel there would be any sort
of repercussions as a result of
filing a residency report.
We want residents to feel
comfortable contacting us, O-
Donnell said. Everything,
everything is confidential.
Editors note: To contact O-
Donnell with a confidential dis-
trict residency tip, call him at his

in our opinion
B
y now, the votes have been
counted and, barring a really,
really close election, the re-
sults are known. The winners will
take their positions in the near future,
and, if they were incumbents, contin-
ue along the same path. If they are
newcomers, anticipate some new ideas
and changes in direction.
If you learned about the candidates
and then cast an informed vote, con-
gratulate yourself. You played an im-
portant role in our republic the
basic role, if you will. We elect repre-
sentatives to carry out the will of the
voters. Yesterday, voters made their
thoughts known.
Now, however, comes the follow-
through or lack of follow-through
on the part of those who received the
most votes.
During every campaign, promises
are made. Goals are set. Priorities are
determined. Candidates are elected
largely on what they tell the voters
they will do if voters give them the job.
They now have the job. Lets make
sure they deliver on those campaign
promises.
Your job, as a voter and a resident, is
to not walk away now and wait for the
next election. Your job now is to pay
attention to those people who are
about to take office. Are they doing
what they said they would do? Or, did
they forget about all of the promises
they made? Did their commitment to
public service carry on past the time
the polls closed?
Over the coming days, weeks,
months and years, those elected to
public office will have a chance to ei-
ther deliver for their constituents, or
not.
Its your job to pay attention, call
them when they fail and, if necessary,
vote them out the next time theyre up
for election.
The votes are in
Youve voted, but your work isnt over
Will they or wont they?
The votes are counted. Now well see
if those elected yesterday follow
through on their campaign promises.

Parent/teacher conferences:
What are they really saying?
As parent/teacher conferences quickly
approach, parents and teachers are both a
little anxious.
After all, its usually the one and only
time parents get to talk to their childs
teacher alone and solely about their child,
and its the teachers opportunity to dis-
cuss the successes and failures a child
might be experiencing.
Yes, I said failures. Its hard to swallow
sometimes but children do fail. Why they
failed or are failing is the important point
to focus on.
Teachers are told to always start with a
positive. After all, teachers should be rec-
ognizing and teaching to students
strengths.
When you are in a conference and the
teacher has not mentioned strengths your
child may possess, as the parent, you need
to make a point of asking for them to talk
about it.
If you have already been in contact with
your childs teacher, writing a list of ques-
tions or concerns before you go into the
conference is also a worthwhile idea. Lets
face it folks, teachers usually have their
own agenda during a conference. More
often than not, teachers have to fill out a
conference sheet as documentation of
having met and what transpired things
that were discussed, recommended (both
behaviorally and academically) and an ex-
planation of the childs report card.

Stephen Sweeney still
dines out as a Freeholder
The president of the state senate is re-
portedly still dining out on the re-election
fund for his former job.
Democratic Sen. Stephen Sweeney is
still taking people out to political dinners
and charging it to his old Sweeney for Free-
holder account, even though he quit the
Gloucester County freeholders in Decem-
ber, according to the Philadelphia Inquirer.
Since leaving the freeholders on Dec. 31,
2010, Sweeney has spent from the account,
giving away some as political donations,
while also spending $765 for cigars at
Greentree Tobacco in Sewell, $1,117.95 for a
dinner at the Prime Rib in Washington and
$113.35 for dinner at Filomenas in Dept-
ford.
With these and other outings, he spent
more than $12,000 just on political dinners.
Jeffrey Brindle, executive director of the
state Election Law Enforcement Commis-
sion, did not express any particular con-
cern about this when speaking with the In-
quirer.
Former officeholders often maintain
their old campaign accounts after theyve
left office, he said. Its fine, as long as these
were political dinners, not personal.

Four-day school week would
help students
School weeks are too stressful for
young minds to have to go five days a
week from 8 a.m. to 4 p.m. every day.
Instead of a five-day school week, I
think that it would be smart to narrow
this school week down to four-day weeks.
Either having a Monday off, or a Fri-
day off, or even having Wednesday off,
would make a nice break in the middle of
a stressful week.
I know a lot of students who lack the
social life that they should have as a
young teen and young adult.
They lack this social life because of
the amount of work that they have to do.
The weekends to them are like another
two days of school. If the school week
were dropped to a four-day week sched-
ule, it would give students more time to
do work and have a better social life and
ultimately have less stress.
Making friends and having a social
life is what helps a young mind grow
stronger, even if its learning what is
right or wrong and the rewards and con-
sequences that may come with the right
or wrong.

The existing academic build-
ing on the campus proper is
where the new science labs will
be housed.
The expansion became neces-
sary, Van Meter says, because of
a much-bigger enrollment.
Ten years ago, there were,
perhaps 600 625 student
here, Van Meter said. Now,
were at 700. So weve grown
over the years. We have a need
to offer more electives and hon-
ors courses.
The new setup will allow all
full-time teachers to have their
own classroom. Before this,
teachers moved around from
classroom to classroom, making
it difficult to navigate the halls
with equipment and equally as
difficult for students to find
their teachers during off-hours.
In the mathematics and sci-
ence department, this new
setup will have a much more
profound effect than one might
think, Van Meter says.
We didnt have the ideal situ-
ation, Van Meter said. Stu-
dents would have a teacher in
one classroom, but then would-
nt be able to find their teachers
for extra help or with questions
because they were teaching in
all different classrooms. That
will all change in September.
Indeed it will. And life will be
much easier for teachers, who
wont have to lug science equip-
ment or compasses from one
classroom to the next.
In addition to the aforemen-
tioned robotics lab which will
dual as a physics lab there will
be another full science lab for
chemistry and biology courses.
And there will be lot of happy
teachers and students.
The first round of upgrades
the science labs will be fin-
ished in April. And the Green-
leaf upgrades theyre calling
that the South Annex for now
since thats what Greenleaf
originally dubbed the building
will be completed by the start
of the next academic year.
This really puts an exclama-
tion point on what a wonderful
place Moorestown Friends is
and what a wonderful place
Moorestown is, Van Meter
said.

The Moorestown Sun
The iconic statue of Our Lady
of Lourdes sits 185 feet above
street level, atop Our Lady of
Lourdes Medical Center in Cam-
den, with her hands gently folded
in prayer.
But last week, the blessed
woman who has been a symbol of
hope for both the city and the hos-
pital, needed some prayers of her
own.
The 15-ton limestone statue,
one of the largest in the country,
was not immune to the earth-
quake that surprised the region
in late August.
The statue shifted as a result of
the earthquake, causing her to re-
ceive a large vertical crack down
her side, Lourdes officials said.
Staff and engineers inspected
the statue and determined the
best way to fix her would be to
take her down in parts. Because
of her size and location, officials
decided to take down her top half,
which includes three layersher
head, her praying hands and
rosary, and her midsection. Her
bottom portions will remain on
top of the hospital.
We look forward to the repair
of Our Lady of Lourdes, as this
means we are one step closer to
returning her back to her origi-
nal condition, said Alexander J.
Hatala, President and CEO of
Lourdes Health System. After
thoughtful consideration, and in
collaboration with our contractor,
we decided to take her down in
sections. Given the age of the stat-
ue, its location directly on top of
the hospital and the location of
Virgin Mary statue

ran on Broadway for more than
1,925 performances beginning

Ann Murray (Female Lead,
Gold Cast, and Co-Costume De-

Music Director Mark Pinzur
(Male Lead, Gold Cast, Cher-
ry Hill) taught the score to the
cast, while choreographer Lau-
ren Parsons (Delran) created
and oversaw the dancing por-
tion. Stage manager Chris Re-
savy (Lumberton) will run the
show backstage, while sound
designer Taylor Adair

for the show, respectively.

manager Annette DeRosa (as-
sistant producer) handled

Make your lighting sparkle for the holidays.
the crack, it was determined that
repairing in place was not an op-
tion.
Last week, contractors deli-
cately lifted and removed the top
three portions of the statue and
placed them on a truck, whisking
her away to safety.
Shell come back in about six to
eight weeks looking brand new,
Lourdes spokeswoman Lauren
Ward said.
And, shell be sporting a new,
environmentally friendly halo.
Currently, Ward said, her halo is
lit up by neon.
But once she undergoes her
makeover, the halo that lights up
Haddon Avenue will use LED
lighting.
Her recent injury is not exactly
a first.
Workers began to install her on
the roof in 1949, just prior to the
opening of the hospital. Officials
said during early construction, a
cable holding the statues head
snapped, sending a beam flying
across the tower.
She almost fell seven stories to
the ground.
The hospitals first adminis-
trator, Sister Mary Paracleta,
wrote a note and placed it inside
the head asking Our Lady of
Lourdes to protect the city and its
residents.
The note was sewn into X-ray
film to protect it. Bishop Eustace
also placed a small relic of St.
Francis inside the head, Ward
said.
Prayer has proved its power for
the statue in the past.
Neighbors, patients and em-
ployees are hoping their prayers
are heard again.
Residents across the region
have been deeply saddened to see
Our Lady in her present condi-
tion. Many locals have stories
about the statue and how it has
played a significant role in their
lives, Ward said. Whether serv-
ing as a holy figure to pray to or a
comforting light outside their
window at night, residents have
found meaning and purpose in
Our Lady.

A local charity ball is hoping
for a homerun, this year with
Phillies TV announcer, Tom
McCarthy.
McCarthy, the Phils play-by-
play voice on Comcast Sport-
sNet, will emcee the 19th-Annu-
al Bancroft Butterfly Ball, Sat-
urday, Nov. 19.
Its the premier fund-raising
event for Haddonfield-based Ban-
croft, a leading service provider
for people with autism and other
intellectual and developmental
disabilities and acquired-brain
injuries.
The gala usually draws more
than 300 guests.
The Butterfly Ball has become
a must-attend event for many of
the areas community leaders,
said Barbara Berkman, volunteer
chairwoman of the ball commit-
tee. Were thrilled to continue
the momentum this year, with a
top-caliber host and honorees and
a wonderful venue.
Bancroft will bestow two
awards at the ball, which will be
held at The Merion in Cinnamin-
son:
The Margaret Bancroft Award
will be presented to Dr. Lawrence
J. Goren, founder and CEO of
Bath, Pa.-based OnSite Innova-
tions and a leader in the occupa-
tional-health field, for his exem-
plary support of Bancrofts work.
The Corporate and Communi-
ty Leadership Award will be pre-
sented to William A. Graham IV,
CEO of The Graham Company, a
Philadelphia-based firm that has
shown an outstanding commit-
ment to Bancroft and the region.
The fund-raising goal for this
years event has been raised to
$400,000, after Bancroft support-
ers met last years $325,000 goal.
Proceeds from the ball repre-
sent almost a third of Bancrofts
unrestricted donations, known
as The Margaret Bancroft Annu-
al Fund. Each year, Bancroft re-
lies on this fund to support virtu-
ally every aspect of life for the
children and adults it
serves, from facility improve-
ments to assistive technology,
and extracurricular activities to
vocational training.
Because such unrestricted do-
nations are not tied to a specific
use, Bancroft can use these funds
where they are most needed.
For tickets, sponsorship infor-
mation or other details, call 856-
348-1145 or send a message by e-
mail to ButterflyBall@bnh.org.
Or visit the Butterfly Ball web-
site at www.BancroftBall.org.

croft, visit www.bancroft.org.
